A press release issued by the outfit’s ‘military affairs secretary’ Lanheiba Meitei said that the outfit and its armed wing Kangleipak Fingang Lanmee (KFL) have nothing to do with the shooting of truck driver Abujam Suresh of Jiri Lamkhai Lakhimpur on December 17, 2010 who succumbed to the injuries on January 5, 2011. Likewise, the outfit had no connection with the killing of Board of Secondary Education Manipur Chairman Naorem Kunjabihari of Singjamei Naorem Leikai inside his office chamber on January 11.

The Military Council faction of the Kangleipak Communist Party (KCP-MC) on January 18 called for a complete boycott at the 62nd Republic Day [January 26] Celebration, asserting that it has nothing to do with Manipur, reports Sangai Express. A statement of the KCP-MC signed by its secretary military affairs, Lanheiba Meitei said that Manipur was forcibly annexed by the Indian Government on October 15, 1949 after the then King Bodhachandra was made to sign the merger agreement at gun point. The KCP-MC reiterated that the people should boycott the Republic Day Celebration and those who love India should leave the soil of Manipur.

The jailed ‘chairman’ of the UNLF, Rajkumar Meghen alias Sanayaima, on February 21 renewed the offer made to the Centre that the outfit would lay down arms before United Nations authorities if the Centre allowed a plebiscite in Manipur in the presence of UN representatives and arrange for the deployment of UN peacekeeping forces in the State. Meghen said, “Before the plebiscite is held, the Army and paramilitary forces should be withdrawn and the UN peacekeeping forces should be deployed. The UNLF will deposit arms to the UN authorities on a date prior to the plebiscite and will abide by whatever decision the people give. The UN authorities should hand over power in accordance with the verdict. It is the only way to resolve the conflict.” “The UNLF is not waging a war against the Centre but is struggling for the restoration of the State's sovereignty,” Meghen added.

Reacting to some opposition made by an underground organisation with regard to holding plebiscite in Manipur, Meghen said he consider it as lack of understanding. The UNLF consider plebiscite as the most favoured means to bring an end to the conflict in Manipur but the outfit does not fix plebiscite as the only means to bring solution to the India-Manipur conflict, Meghen said adding the outfit is not against any other means formulated by other organisations. The Chief Minister also stated that intelligence output has revealed that the identity of the fifth person who was killed in the incident was confirmed as an active cadre of the NSCN-IM, named Anthony. Nagaland Post reports that six National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants were killed and five injured including NSCN-IM ‘Brigadier’ Sunu Poumai in an ambush laid by Zeliangrong United Front (ZUF), a newly flouted armed Naga outfit, on the road leading to Subung village under Nungba subdivision in Tamenglong District on October 7. About 60 NSCN-IM cadres were travelling to Subung village in two trucks when they came under attack. The site of the ambush falls under Khoupum Police station in the District. In local media reports on October 9, ZUF spokesman “claimed responsibility for the ambush” laid against the NSCN-IM. ZUF said that “it did not want any bloodshed in the Zeliangrong society but the evil designs of NSCN-IM compelled it to do…also fervently appealed to the general public to know the real motive of the NSCN leaders to prevent such unwanted incidents in the future.” ZUF, also known as the Zeliangrong Tiger Force (ZTF), stated it had also arrested nine NSCN-IM militants, who entered Duithanjang village in Khoupum, on October 8.

Joykumar stated that based on specific information, the Imphal west police commandos raided the house of Longjam Shyam (56), where the militant leader Sunil Meitei was taking shelter in an underground hideout inside the house. Longjam Shyam is a retired police constable and he is presently the ‘secretary in-charge’ for home of KCP-MTF, Sunil Meitei faction, the DGP added. One family member of Longjam Shyam disclosed that Sunil Meitei was staying at their house since the night of October 9. Sunil Meitei was arrested from Bangalore on June 29 and brought back to Imphal for questioning on July 21.

Reacting strongly to the signing of memorandum of understanding (MoU) between the Government of Manipur (GoM) and the Sadar Hills Districthood Demand Committee (SHDDC) on October 31 for the creation of Sadar Hills District by bifurcating Senapati District, the United Naga Council (UNC) and the All Naga Students Association, Manipur (ANSAM) have taken a decision on November 1 to resort to stern forms of agitation. The two Naga organisations urged the Nagas to be prepared for any eventuality. The UNC has decided to enforce a 3 day total bandh (total shutdown) with effect from midnight of November 3 till November 6, adds Sangai Express. The total bandh would cover all Government offices, educational institutions, movement of all types of private and commercial vehicles including the construction work of the Jiribam- Tupul- Imphal railway line and the Border Roads Task Force (BRTF) manning highways in the Naga areas. UNC said that it strongly condemns the manner in which the GoM had executed the agreement without the consensus and consent of the Nagas, notwithstanding the four MoUs signed with Naga people and the sustained public protest against the manner in which the GoM has been handling the issue. According to reports, the carrier of the explosive, a rickshaw driver identified as Muhammad Kora (50) was killed. He was paid INR 20 by Kangleipak Communist Party (KCP) militants to carry the bomb. The spot where the bomb exploded is around 200 metres away from City Convention Centre and the Manipur Film Development Corporation’s (MFDC) newly constructed auditorium which have been readied for inauguration by Manmohan Singh on December 3. Deputy Inspector General (DIG), Clay Khongsai who is also Imphal East Superintendent of Police (SP) in-charge said that KCP-Military Council (KCP-MC) might be responsible for the bomb blast as they are currently enforcing general strike. Hours after the blast, Union Home Minister P. Chidambaram said Security Forces and intelligence agencies have been asked to remain vigilant in order to foil such attempts, reports Kanglaonline.

He informed that in the counter insurgency operations conducted since January 2011 till date [December 29], the District Police arrested 232 cadres of different militant outfits of whom 25 were booked under National Security Act (NSA).He said that two underground cadres were also killed during the operations while 76 different arms and ammunition were also seized from the arrested cadres. He further added that even though the new Police Stations and Police Outposts of the District are not functional, the overall performance of the District Police has significantly improved.
