According to media reports, two Border Security Force (BSF) personnel, earlier feared to have been killed in the four-day long clashes with Manipur People’s Liberation Front (MPLF) terrorists in Sajik Tampak, Manipur, returned to the base camp on January 13. Quoting BSF Deputy Inspector General (DIG), Manipur and Nagaland range, P.K. Misra, reports added that both the personnel––Assistant commandant Laloo Bhai and constable L. Nandakishore––had gone missing since January 8, and it was suspected they were killed. But they have now reported to the Sugnu camp with their weapons intact. With their return, the death toll of BSF personnel in the encounter stands at two.

According to media reports, Manipur Chief Minister Okram Ibobi Singh appealed to all the terrorist outfits operating in Manipur to come to the negotiating table to solve the differences, while addressing a State-level peace rally organized by Meira Paibis (torch bearing women) at Malom, near the state capital, Imphal, on February 2. Quoting Ibobi Singh, reports added that there would be no development possible without peace in the State. Media reports of February 27 said the proscribed Revolutionary People’s Front (RPF) announced in a statement that it would intensify its campaign against the use of narcotics and addictive substances in Manipur. The statement also claimed that the RPF has decided to ban the sale and consumption of addictive substances like tobacco from April 13, 2003. "Anybody who is found violating the ban will be punished without warning," the statement further added. The outfit also sought the cooperation of the public, and other terrorist groups, and criticised attempts to lift prohibition in the State.

Manipur Chief Minister Okram Ibobi Singh on May 2 warned Government officials and private contractors that the Government would take firm action against them if they were found guilty of having a nexus with terrorists. Speaking at a public function in Imphal East district, he also said that "disturbance" by terrorist organisations had impeded development activities in the State and also created a wrong image of the State before the Union Government. He said, "Any official or contractor found having links with militants or any official found misusing funds in the name of militant organisations would be punished. Any official found to have succumbed to pressures from militants would also be punished. A circular has been issued to all the departments in this regard". He further said, "The government doesn’t want to kill militants. But if disturbance in development work and kidnapping for ransom continues, the government will use every means available to check such activities. Such measures may lead to unwanted happenings. Hence I appeal to militants not to disturb development activities." Singh also appealed to the abductors to set free three Government officials abducted allegedly by an unidentified Kuki outfit on April 26.

Several NGOs functioning in the States of Assam, Arunachal Pradesh, Meghalaya, Manipur and Tripura are suspected to have diverted funds provided to them under various Government-schemes to terrorist outfits and in May 2003 the Union Home Ministry even put approximately 824 NGOs under surveillance in this connection.

Addressing the media, the Union Minister of State for Home Affairs, Harin Pathak, who was on a two-day visit to the State, indicated that the "Centre is ready for peace talks… if the state government initiates steps for this".
