The United National Liberation Front (UNLF), while stating that it does not accept or recognize any election held under Indian auspices, clarified that it would not support any candidate or any party in the forthcoming elections to the State Legislative Assembly. In a statement, the outfit said a new Manipur is possible only after "uprooting Indian rule and exercising the right to self-determination." It opined that "participating in Indian elections amounted to legalising colonial rule with a veneer of democracy, and mortgaging the right to self-determination for a period of five years."

According to media reports, Church leaders in the North-east have asked the government to come out with evidence of the so-called "nexus" between terrorists and missionaries. They have also condemned the tendency of terrorist outfits in Nagaland to use the name of Christ to describe their political goals. Slogans like 'Nagaland for Christ' fuel notions that the Church and terrorism are inseparable in the North-east, they said. Imphal-based Joseph Mittathany, president of the Regional Bishop's Council, said educational establishments run by the Church were being targeted by terrorists. Three priests were killed last year after they refused to pay up, forcing closure of eight missionary schools in Imphal Valley. Bishop John Thomas, former secretary of the Northeast Regional Assembly, said the Church could possibly play a mediating role to bring the terrorists to sit across the table with the government for the sake of peace in the region, provided there is mass support.

Assam Rifles, in a statement, said it had killed the four ZRA terrorists in an encounter. The ZRA statement further noted that it was not proscribed by either the State government or the Union government and that there was not a single incident where the ZRA had attacked the security forces.

According to media reports, terrorists of the United Kuki Liberation Front (UNLF) who abducted the Deputy Commissioner of Chandel, reportedly demanded a large amount as ransom for his release, even as security forces were awaiting word from the Manipur government on March 20 to begin operations against the abductors. Manipur Chief Minister Okram Ibobi Singh told the State Legislative Assembly that high-ranking officials with reinforcements had rushed to Chandel district but, however, had to be restrained from taking up rescue operations keeping in mind the safety of the hostage and the wishes of local residents. The local leaders are reportedly trying to contact the terrorists responsible for the abduction. Stating in the House on March 20 that negotiations had not begun yet with the abductors, the Chief Minister has appealed for the release the DC and warned that search and rescue operations would be launched if he was not set free latest by March 20. Earlier, Members of the Legislative Assembly expressed concern about newspaper reports indicating the terrorists’ demand for a ransom of Rs. 30 lakhs and about reports of an executive engineer of the Public Works Department (PWD), who has also been abducted near Sita, in Manipur, and demanded the government to take urgent steps to prevent such abductions in the future. All the eight security personnel escorting Thamkishore have been suspended for their inability to prevent the abduction and allowing themselves to be easily disarmed by the terrorists.

Manipur Chief Minister Okram Ibobi Singh informed the State Legislative Assembly, on March 22, that the government had no immediate plans towards initiating peace talks with terrorist groups in the State. Speaking during ‘Question Hour’, Ibobi pointed that terrorism could not be suppressed merely through military means and that the doors for negotiations with the terrorists were always open. The Union government alone could address certain demands of the terrorist groups, he added. The Chief Minister also informed the Assembly that, under the proposed highway protection scheme, six outposts would be established between Imphal and Mao Gate, where police patrolling would commence.

Apart from holding talks with the Naga leaders, Isak Chisi Swu and T. Muivah, the Chief Minister also addressed approximately 100 representatives of Non-government Organisations (NGOs) from Nagaland. Stating that terrorist outfits were purchasing land in Myanmar to run their camps, he disclosed that the People’s Liberation Army (PLA) has even been running bus services from Tamu to Kalemyo in Myanmar. Speaking at a press conference, on August 7, the DIG informed that terrorist outfits were forming newer linkages. The linkages were between the Assam based United Liberation Front of Asom (ULFA) and United National Liberation Front (UNLF) of Manipur on the one hand, and Zomi Revolutionary Army (ZRA), Kanglei Yaon Kanna Lup (KYKL) and National Socialist Council of Nagaland (NSCN-IM) on the other. The association between ULFA and UNLF, he said, was detected following the arrest of four UNLF terrorists on August 6, and the recovery of four bags containing combat trousers, bought from South East Asian countries, to be supplied to the ULFA.

Speaking to the media at his official residence, the CM said the financial crisis was responsible for demands of surrendered terrorists not having been met with properly in the past. The reports also claimed that the proscribed United National Liberation Front (UNLF) and the People’s Liberation Army (PLA) are involved in real estate business in Myanmar, returns from which feed their camps back in India. The DIG reportedly told the media that there is a new trend of re-grouping of militant outfits in the region. Assam Rifles Director General Lieutenant General GK Duggal reportedly said, on November 13, Assam Rifles (AR), which is deployed in eight States in the Northeast region, would raise eight more battalions in the near future. According to reports, all battalions would take over the duties of other paramilitary forces deployed in different States. Duggal said there were stray incidents of internecine clashes between the two factions of the National Socialist Council of Nagaland (NSCN) in the Nagaland, besides cadres of both the outfits breaking cease-fire ground rules, on occasion. Even as the Union government has invited leaders of the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) to India for the next round of peace talks, the Manipur State government has decided not to withdraw cases against the outfit and its leaders, reports said on November 30. The Congress-led government in Manipur is in no hurry to facilitate a smooth "homecoming" for both the NSCN-IM leaders––Th. Muivah and Isac Chisi Swu––reports claimed. Quoting Manipur Chief Minister O Ibobi Singh, media reports added that the State government will not lift the ban on the NSCN-IM in the State. Singh reportedly said this was because the people of the State are still "apprehensive about the peace talks between the NSCN-IM and the Union government, since there is a feeling that the Naga outfit has territorial ambitions, including the merger of some of Manipur's areas into ‘greater Nagaland’". However, both the NSCN-IM leaders are likely to travel to India in mid-December to hold parleys with the Union government, reports added.
