Security forces claimed to have retrieved New Lajang, the last village in the Somtal region of Chandel district, which was under control of the United National Liberation Front (UNLF), according to Telegraph. An official spokesman said the UNLF and other militant outfits deserted the area recently and that Somtal was now free of militants. He claimed that 13 UNLF cadres were killed and many more injured during the counter-insurgency operation that began on November 18. Nandakumar on March 6, informed the State Assembly House that altogether 1296 militants were arrested by security forces during 2007 and 163 of them were detained under section 3 (3) of the National Security Act (NSA) 1980, reports Sangai Express. Replying to another question put up by Nandakumar, the Chief Minister stated that 776 weapons of various types were seized from underground organisations between April 2002 and February 15, 2008. Of these weapons, 250 were seized by police while the 426 were recovered by paramilitary forces, he mentioned.

Manipur Chief Minister Okram Ibobi Singh while addressing a function at Khongjom War Memorial Complex in the Thoubal district on April 23 warned all ministers, legislators and officials against establishing links with militant groups, reports Telegraph. "The government has taken a firm decision. No one having links with militants, including ministers, MLAs and government officials, will be spared," he said. Reiterating his previous stand on militancy, Ibobi Singh said the Government was left with no other option but to kill the militants. "We appeal to parents, ministers, MLAs and officials to advise their wards and children to stay away from militants. Anyone having link with militants will face the music… And the Government should not be blamed for this," he warned. He alleged that the militant groups were snatching away rice, kerosene and other items under the public distribution system at gunpoint, thereby denying the poor their share. He accused the human rights groups of remaining silent even when militants kill innocent persons or deny the people their rights.

Bolt-action rifles will be issued to 200 villagers of Heirok in the Thoubal district and 100 villagers of Chajing in the Imphal West district. A Government spokesman said that on the lines of Jammu and Kashmir, Special Police Officers (SPOs) would be appointed. They would be issued .303 rifles and motorbikes for patrol duty. Each SPO would be paid a remuneration of INR 3,000 a month. The proposal for issuing licensed guns had been approved by the Union Ministry of Home Affairs.

"This is the first major operation launched in the Pumen Pat portion of the lake by security forces. The formation of the outfit was formally declared before the media at unspecified place in the Senapati district on May 19-afternoon. The ‘president’ of the group, S.S. Max, mentioned that its aims at restoring peaceful co-existence amongst the people living in both hills and valley and to safeguard territorial integrity and sovereignty of Manipur. He however added that the new splinter group had no enmity with the ‘revolutionary movements’ waged by the NSCN-IM, National Socialist Council of Nagalnd-Khapalng (NSCN-K) and Naga National Council (NNC). He said the outfit is led by two ‘colonels’, one ‘major’, two ‘captains’, two ‘full junior full lieutenants’, three ‘second lieutenants’ and 20 trained cadres of the NSCN-IM, who had defected in April 2008 and had formed the UNPC in the state on April 30.

As we do not have any work after the NSCN (I-M) threat, our families may face starvation,” the labourers said. “We appeal to the Government in Imphal and Delhi to intervene and solve the impasse so that we can resume work,” the president of the Imphal chapter of the Assam Oil Corporation Contractual Labour Union, S.
