in a historic move initiated by the Government, cadres of different Suspension of Operation (SoO) signatory Kuki militant outfits will be allowed for the first time to practice the universal adult franchise in the coming State Assembly election, reports The Sangai Express. The Government has made necessary arrangements for the Kuki militant cadres of SoO signatory outfits to cast their votes in the polls, said State Chief Election Commissioner (CEO) PC Lawmkunga. The State Government has issued a notification in this regard on January 21, he added. Different Kuki militant outfits are into a tripartite suspension of operation agreement involving State and Central governments since 2007. The Zeliangrong United Front (ZUF) has categorically stated that it has nothing to do with elections held in India or Manipur. ZUF was not raised either against India nor Manipur nor would it oppose any community. With regard to the Manipur Legislative Assembly elections, the ZUF does not support any political party or candidate nor does it oppose anybody.

United Naga Council (UNC) has said that the Government's 'surreptitious activities' in licensing a multinational companies for oil exploration in Tamenglong District, Churachandpur District and Jiribam subdivision (Imphal East District) without the prior and informed consent of the people of the State is highly objectionable. During a convention on 'Petroleum Exploration in Manipur' held in Imphal on July 16, hordes of civil bodies had decided to oppose any oil exploration activities in the State. They categorically alleged that the Government hasn't obtained no-objection certificates from the village authorities. A UNC statement, while supporting the July 16 resolution, said innocent Tamenglong villagers, who have no technical knowledge of the far-reaching impact of oil drilling on the environment and on their habitations and of the hazards of the activity, have been duped into signing an agreement for seismic surveys by the Alpha Geo Company.

Assam Tribune reports that two people were injured in four bomb blasts in capital city of Imphal and Thoubal District on Independence Day on August 15. "There have been a series of blasts of grenades planted by insurgents in these places," Manipur Police chief Y. Joykumar Singh said. Though Singh said "no one was injured in the incident", other officials said two people were critically injured in the first blast at Mela Ground in Thoubal District town at around 8am. An hour later, a series of three blasts took place in Sagolband Salam Leikai, Telipati and Yasikul in Imphal. All the three explosions took place when Chief Minister Okram Ibobi Singh was delivering his Independence Day speech at the 1st Manipur Rifles' Parade Ground. Though no insurgent group has claimed responsibility for the blasts, Manipur Police and intelligence officials said the blasts were carried out by the Coordination Committee (CorCom) -- an umbrella group of seven major separatist outfits fighting for an independent Manipur. Security has been heightened in Manipur after the serial explosions. The CorCom and Hynniewtrep National Liberation Council (HNLC), Kamtapur Liberation Organisation (KLO), National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT), Tripura People's Democratic Front (TPDF) and United Liberation Front of Asom (ULFA) boycotted Independence Day celebrations in the northeastern region.

Times of India reports that amid the Okram Ibobi Singh Government's frequent calls to underground organizations for talks, the United Revolutionary Front (URF), a conglomerate of five different factions of the underground Kangleipak Communist Party (KCP), has started dialogue with the Government. Three rounds of initial tripartite meetings involving the Centre, State and the URF have already been held in Imphal. "Since March 23, three rounds of initial meetings involving us and representatives of the state and central government have taken place and the outcome was fruitful," said Lalheiba Meitei, the URF acting chairman and leader of KCP- Military Council (KCP-MC). Besides KCP-MC, the other constituent members of the front include Sunil Meitei faction of KCP Military Task Force (KCP-MTF), KCP-Chingkei Nganba faction, Lamyanba Khuman faction of KCP-MC and KCP-KK Nganba faction. Though formal political dialogue is yet to start, the URF cadres and leaders, numbering over 100, are currently putting up at a camp of 30 Assam Rifles at Khurkhul village in Imphal West District. URF's total cadre strength is 470 and most of them have been asked to turn up at the camp, Lalheiba said, while disclosing that two more KCP factions are likely to join the front. "Instead of holding ceasefire or suspension of operation with the government, our demand is to begin official tripartite political dialogue and we have a 31-point charter of demands to be put up during talks," said Lalheiba on August 17. "It would be premature to disclose our demands at this stage but some agendas are focused on formulating work culture and green revolution in Manipur," he said, while welcoming other groups to join the front and go together for dialogue. He added, "Once the formal political dialogue starts, the government would set up a designated camp for the front. Both the state and the Centre have agreed to some of our terms."

This statement comes in the face of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership's Naga integration stance and the renewed demand for a separate Kuki state advocated by a Kuki pressure group. If any reasonable demands are put up, the Government will discuss them for consideration. However, any issue, which will slice Manipur into pieces, will not be taken into account and that every section of the society living in harmony in Manipur will also not allow disintegrating the state, said Gaikhangam, who also holds the Home Portfolio.

Kitovi Zhimomi on November 22 said that any solution that may come about between Central Government and Isak-Muivah faction of NSCN (NSCN-IM) could not be applied beyond Manipur, reports Nagaland Post. He claimed that the current talks between the NSCN-IM and the Central Government were confined only to Naga inhabited areas in Manipur, since the Central Government has rejected both sovereignty and integration, and thus, the alternative arrangement for the Nagas of Manipur had nothing to do with the Nagas of Nagaland, Arunachal Pradesh and Assam.

UNLF claimed responsibility of the ambush and reiterated its demand of holding a plebiscite to resolve the armed conflict in Manipur. Refusing to hold talks with the Government, it said the conflict could only be resolved with restoration of Manipur’s sovereignty. The outfit said it was proud of the firm stand taken by its chairman Sana Yaima alias R.K. Meghen, though he is in the custody of the National Investigation Agency (NIA). It said the NIA has accepted the truth that Yaima and the other leaders in its custody (in Guwahati) are fighting for the restoration of Manipur’s sovereignty. It cautioned the Centre against disturbing Manipur’s boundary while settling the problem of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). It stated that with the people and other armed groups of Manipur, the UNLF would resist attempts to disturb the state’s integrity.

Even as speculations are rife that the final outcome of the ongoing Government of India- Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) political dialogue could be the extension of the provisions of the 6th Schedule to the hill Districts of Manipur, the United Naga Council (UNC), on December 16, asserted that such an arrangement would not be acceptable to the Nagas of Manipur, reports The Sangai Express. UNC president L Adani said that their demand is an Alternative Arrangement for the Nagas of Manipur, outside the Government of Manipur and pending a final settlement to the Indo-Naga political dialogue. Elucidating, L Adani said 6th Schedule comes within the Government of Manipur while the demand for an Alternative Arrangement is outside the Government of Manipur and added that this is not something lower than the 6th Schedule. The Alternative Arrangement demand, outside the Government of Manipur, has been raised to protect our identity, safeguard our dignity and our rights, said Adani and added that the Government of Manipur has abysmally failed in ensuring this. Adani added that the question of sovereignty does not arise under the Alternative Arrangement demand. “The demand for Alternative Arrangement is outside the Government of Manipur but within the Constitution of India,” he elaborated.
