Manipur Governor Gurbachan Jagat addressing the State Legislative Assembly said that Manipur continued to grapple with the problem of insurgency and this has severely hampered development and growth of the State. To address the situation, Suspension of Operation (SoO) agreement has been made with Kuki National Organisation (KNO) and United People’s Front (UPF) representing 19 hill-based militant outfits besides constructing 10 designated camps in the State, Jagat said. He said the Government is ready to hold talks with any outfit within the framework of the Constitution of India. There are over 30 militant outfits in Manipur, mentioned the Governor. The strength of the Police Force has increased to 33,031 in 2009 with the creation of one Mahila (Women) and Commando battalion each, Gurbachan said. Further, 10,050 personnel of the Village Defence Force have also been raised over and above the proposed conversion of Police training centre at Pangei into a full-fledged training college in an effort to curb the activities of the militant outfits, he said. In the first eleven months in 2009, 279 militants were killed and 1,368 others arrested and 378 assorted weapons, 130 grenades, 105 lathod bombs, three improvised explosive devices, 123 detonators, 13.71 kilograms of explosives and seven wireless sets were recovered, Governor said.

A cadre belonging to Lalheiba group of the Military Council faction of the Kangleipak Communist Party (KCP), identified as Khunaijam Ingocha alias Kakabi (32), was arrested by a combined force of the Imphal West District Police and Assam Rifles from Khuman Lampak Bus Terminus on February 1. Ingocha confessed that he joined the outfit in June 2009 under Mahesh of the group of Sanakeithel and he was operating under the ‘command’ of Mani of the same group. He disclosed that he was involved in killing of six Army personnel in an ambush in September 2008 at Nagaland, abduction of TATA Magic driver union member in March 2009 and collection of huge ransoms, killing of one man from Chingmeirong Maning Leikai at Mapao Thangal and setting ablaze of paddy field at Mapao Thangal, collection of INR 1.5 million from Ningthoukhong and abduction of Airtel staff in December 2009.

Singh on February 3 declared that there are approximately 40 to 50 camps of the Northeast based militant groups in Myanmar, according to Sangai Express. He revealed that out of these camps, 25 to 30 have been identified as bigger camps or of established nature while the remaining are of temporary nature. He informed that movement of militants from Manipur has been detected in Nepal. He observed that although this is almost like setting up base camp there, no activities would be possible without the support of the Nepal Government.

Manipur Chief Minister Okram Ibobi Singh addressing the Conference of Chief Ministers on Internal Security in New Delhi on February 7 said that the almost unchecked trans-border movement of the Indian insurgent groups and the continued existence of their camps in Myanmar posed the real threat to internal security of Manipur and the Northeast region, according to Sangai Express. He said, “It is no secret that most arms and ammunition used against our security forces and the State police forces are smuggled in from Myanmar. It is also known that whenever our army, Assam Rifles and the State Police launch operations, the militant groups seek and find shelter in neighbouring areas of Myanmar.” He further stated, “Another serious angle is the active involvement of these insurgent groups in smuggling of huge quantities of narcotics like heroin. The proceeds are being used to finance in the procurement of sophisticated weapons and maintaining their leaders in foreign countries and their cadres in India.”

"Around 80 per cent of the weapons seized or recovered from the militants in recent years have 'star' mark on them, which means they were manufactured in China," he said. Over four dozen militant groups are active along India-Myanmar border and they smuggle the traditional weapons like AK series rifles, grenades, pistols, cartridges and bombs into India through four land routes and one sea route. Most of the weapons are brought from the southwestern China's Yunnan province, which borders Myanmar, the official said. The weapons are smuggled into India via Ukhrul, Moreh in Chandel and Churachandpur, the Districts bordering Myanmar, and some parts of Mizoram. The sea route involves Bangladesh's Chittagong port from where the weapons are sent to militants in the Northeast, he said. Though some weapons are of other origin but majority of them are Chinese, he said. "Militants have their camps just inside the Myanmar territory at a distance of few kilometres from the Indian border. Some camps are as close as three-four kilometres from the international border," the official said.

In a press release the association stated loaded truck was stopped by some militants on National Highway-39 near Senapati Bazar on February 10 and forcibly hijacked to near Lumaiphou Hill and later unloaded all the cartons. One N. Meghachandra (29), who is suspected to be involved in the killing, was arrested. Meghachandra confessed during interrogation that he had gone along with a PLA cadre, N. Sunil alias Piktru, to the house of Chanbi in June-July 2009, the Chief Minister said. The Chief Minister further informed the House that Meghachandra disclosed that after going to the house of Chanbi, Sunil had threatened her to produce one of her sons who was also a PLA cadre but deserted along with arm. Besides Sunil, the identity of 12 to 13 other persons who were also suspected to be involved in the killing was established. Chief Minister, while responding to a question raised by Legislator Morung Makunga in the State Legislative Assembly, said that 104 weapons recovered from militants had been auctioned off to private buyers in the last two decades. The signing of the agreement will take place as soon as the Centre decides the date in consultation with the group,” a senior Cabinet Minister said. The Assam Rifles initiated the talks with the group and officials of the State Government and the Union Ministry of Home Affairs (MHA) joined the process. Officials of the State Government and the MHA had held several rounds of talks with the leaders of groups both in New Delhi and Imphal. An official source said the Centre and the State Government decided to sign the agreement after the group had agreed to the pre-condition set by the MHA. The MHA had said during the preliminary round of talks that the group would have to surrender weapons and give up violence. The source said the Government would set up the designated camps for the KCP cadres at a Manipur Rifles post at Leikun of Chandel District.

The Revolutionary People’s Front (RPF), the political wing of the People’s Liberation Army (PLA), had in March 2010 issued a statement, asking all non-locals living in the State to leave before May 31. It had described all those who entered Manipur after 1949 (when the erstwhile princely state had merged with the Indian Union) as “non-Manipuris” and said these people were facing “extreme hatred” in State. The Hindustani Samaj of Manipur, an association of non-locals, said the State Government had done nothing to ensure their safety. “As many as 32 non-Manipuris have been killed by militant groups in the state since January while the RPF has asked transporters not to transport non-Manipuri people into the state,” said Nareshwar Kumar, president of the Hindustani Samaj, in a letter to the Prime Minister. “In some areas, these elements are visiting the houses of non-Manipuris and threatening them to leave. As a result, there is a panic among non-Manipuris,” he said. The report adds that about 50,000 non-locals in Manipur from different States, majority of them petty vendors and labourers.

Manipur Government on June 4 rushed additional State Forces to Ukhrul and Senapati Districts to prevent any attempt by National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) general secretary Thuingaleng Muivah to enter the State through the two Districts, reports Telegraph. The deployment came within hours of Muivah leaving Viswema in Kohima District for Pfutsero in Phek District in Nagaland. “Yes we have sent strong state forces, led by senior officers, to Ukhrul and Senapati to bar Muivah’s entry. We are on high alert and have taken maximum precautions. We will not allow him to enter Manipur,” Chief Minister Okram Ibobi Singh said. The outfit said that following a report about arrest of its leader by Security Forces on February 7, the outfit handed over a sum of INR one million to a prominent personality of the State to secure safe release of the arrested cadre. The outfit also stated that there was a report about Lanchenba being spotted somewhere in Shillong and a ransom demand of INR five million made to his wife by an anonymous caller. Further, the newly floated group of the MC faction of the KCP led by Lalhaba declared that the outfit would handle all the pending cases once handled by ‘chief of central finance’ Lanchenba and ‘military affairs committee’ Lanheiba. The outfit said the decision to handle the pending cases was taken during the five day long meet of the outfit’s ‘central security council’. It said amongst the pending cases is one having with a cell phone dealer in Imphal which it directed to halt all its business from July 13 till the case is resolved or face action of the outfit. Another pending case is about mismanagement of over INR 4.6 million meant for distribution to flood victims in Bishnupur District in the year 2008-09, the outfit said and maintained that the key men involved in the case would be dealt with. The outfit asked the concerned authorities to settle the case within July 15 after establishing the contact earlier intimated to the Government official.

He was subsequently rescued. The Regional Institute of Medical Sciences (RIMS), which had shut down on July 21 in protest against the abduction, reopened on July 22. Doctors at the hospital also staged a sit-in on the campus on July 22 against a July 21 grenade attack on a doctor, M. Madhumangol, at his Ngakraba Leirak residence on the outskirts of Imphal. Chief Minister assured the Manipur Legislative Assembly that action would be taken against the militants who were involved in the abduction incident. “I have directed the police to investigate the abduction, identify the culprits, discuss the matter at the next meeting of the suspension of operations joint monitoring group and take action against the rebels involved,” Ibobi Singh said. He informed the House that he had instructed the Inspector-General of Police (intelligence) M. Khaute, a member of the joint monitoring group, to identify the insurgents involved and take action against them. “The groups should follow the ground rules strictly. If they continue to violate the rules, the government will not hesitate to withdraw the suspension of operations agreement,” he warned. The Chief Minister also said the Police had seized a vehicle believed to have been used in the abduction of Yumnam Manaoba (23), son of Y. Megha, a close aide of State Health Minister Ph. Parijat Singh and Secretary of Communist Party of India (CPI) Lamlai Council of Imphal East. Suspected militants belonging to Monile Task Force faction of the Kangleipak Communist Party (KCP) had abducted Manaoba on July 19. The Chief Minister said the Police had picked up eight persons for questioning in connection with the abduction and efforts were on to rescue the hostage. “I am closely monitoring the situation. I gave strong instructions to the director-general of police and other senior police officers to step up measures to check abductions,” Ibobi Singh said. Thangboi Kipgen, president of KNF, said on September 14. He said, “I would like to clarify to all the Kuki people, the State Government and Centre that this is not a surrender or submission of arms.
