The Manipur Chief Minister, Okram Ibobi Singh, informed the Legislative Assembly on March 21 that his Government would send feelers to the outlawed United National Liberation Front (UNLF) to initiate peace talks, but ruled out the possibility of involving a third party in the process. Singh told legislators during Question Hour that the outfit had put forward a four-point proposal during February 2004 to resolve the conflict in Manipur. "However, the involvement of a third party in the negotiation is not necessary," he said.
