The United Kuki Liberation Front (UKLF) has urged the Govt to stop entertaining new armed groups into the Suspension of Operations (SoO) pact as the present trends are likely to encourage the formation of more and more armed groups in the days to come, reports The Sangai Express on January 8. A statement issued by the ‘information and publicity secretary’ of the UKLF, JM Thadou said that excepting the old ones, new armed groups who have signed SoO agreement with the Government should not be given new camp(s) but they should be located or attach with the existing umbrella organization in their respective area.

Reacting to the Manipur-based United Naga Council (UNC), the apex body of the Nagas in Manipur, threat of agitation, Joint Secretary, Union Ministry of Home Affairs, Shambhu Singh on January 19 issued a stern warning to the outfit saying it will not tolerate any disturbance of national projects, Trans Asian Railway line and 400 KV power grid transmission line in the State, reports Kanglaonline. The Joint secretary ruled out any immediate talks with the Naga outfit. Earlier, UNC on January 11 had called for a 48-hour general strike in the "Naga populated" areas of the state beginning from January 16-midnight. The UNC said that the strike was called on to protest against the lack of positive response and sincerity by the Union Government on its demand for the alternative arrangement. However, no further information about the strike is available.

A peaceful abstention from participating in the Republic Day has been called by the UNC besides other civil actions to demonstrate the displeasure of the Nagas in Manipur over the alleged wilful insult to the Naga people and to the democratic process of dialogue, it said in a press release. Revolutionary Front (URF), a conglomerate of five different factions of the KCP, ‘home secretary’ Ruhini Meitei on January 21 categorically stated that none of its cadres were involved in any of the criminal and unlawful activities that took place at Loitang Khunou and surrounding areas in Imphal West District, reports The Sangai Express. Ruhini Meitei said that the incident wherein one of the cadres was found stealing a vehicle battery is true, and the cadre had been expelled from the outfit. The total strength of the outfit is 170, out of which 147 have been already verified, he said before adding that at present there are around 70 cadres present in the camp. Earlier, the All Manipur Nupi Lup-Sekmai area had accused the outfit of anti-social activities in the area. URF consists of KCP-MC, KCP-Military Task Force -Sunil Meitei, KCP-Chingkei Nganba, KCP-MC-Lamyanba Khuman and KCP-KK Nganba.

To discuss the Alternative Arrangement for the Nagas of Manipur outside the Government of Manipur pending a final settlement to the Indo-Naga issue, demand raised by the UNC, the next round of talk will be held at Senapati District headquarters on February 6. During the sixth round of talks held on August 30, 2013 in New Delhi, it was agreed that the next talk would be upgraded to the political level.

The Shillong Times reports that Manipur Governor VK Duggal, in his first ever address in the Manipur Legislative Assembly, on February 24, said his Government is taking steps to make Manipur a peaceful and prosperous State with all the communities living harmoniously. He said Manipur has been affected by insurgent activities spread over a period of over four decades where more than 60 militant outfits, including factions, are operating. Insurgency has adversely affected development, he said. The Government has invited various militant groups, operating in the State, to come forward for negotiation. Since the formation of CorCom on July 8, 2011 changing the strategy of the movement, the KCP had been an integral part of the CorCom and has firm believe in the leadership of CorCom, the statement said. Meanwhile, attending the ‘homecoming ceremony’ of the K. K. Nganba faction of the Kangleipak Communist Party (KCP-Nganba), Chief Minister Okram Ibobi Singh said, “The state government has withdrawn the Armed Forces (Special Powers) Act [AFSPA] from seven Assembly constituencies of Imphal. We want to withdraw the act from more areas. However, such bomb blasts [referring to the IED explosion] will hamper the effort." The KCP-Nganba signed a memorandum of understanding (MoU) for peace talks with the State Government at the function on December 15. Nganba came with 35 cadres, including three girls, and 31 weapons. Also, 20 more cadres of the KCP-Military Council-Nongdrenkhomba faction also joined the peace process by turning up for the ‘homecoming ceremony’. Nongdrenkhomba, ‘commander-in-chief’ of the outfit, sought autonomy for the state and repeal of the AFSPA among the 10 demands raised by the outfit at the ceremony. The other demands include: autonomy for Manipur like Jammu and Kashmir; constitutional safeguard for the protection of territorial integrity; repeal of army act; enforcement of inner line permit; uniform land law for both hills and plains for equal development; establishment of medium industries; establishment of Manipur regimen; employment facilities for all the members for their livelihood; separate squad of KCP (MC) for violence against women and children in Manipur; and an anti-corruption squad to be set up by the government. Nongdrenkhomba, who has brought 20 more cadres to join the peace process, said, "We will talk until we get our 10 demands fulfilled. We have not yet taken any help from the government and we decided to talk peace and not to take benefits for the comrades." The outfit is at present at the designated camp at Moirang Khunou in Bishnupur District. The group signed the MoU with the government on September 9, 2013, to initiate peace talks. Chief minister Okram Ibobi, said, "The state government always keeps its doors open for those who want to return to the mainstream and sit together with the men in the government to solve the problems and issues in the state." He said the government offers a stipend of INR 4,000 per month and a fixed deposit of INR 250,000 to each insurgent who joins the mainstream.

Manipur Deputy Chief Minister Gaikhangam, at State Assembly, on December 22 stated that Government will not spare the perpetrators of December 21 blast which killed three and injured four, reports The Times of India. The Sangai Express further adds that the Deputy CM stated that a valley based militant group was behind the bomb blast. The Government also announced ex-gratia of INR 500,000 to each of deceased victims and INR 100,000 to seriously injured individuals and INR 50,000 to those who sustained minor injuries.
