All Manipur United Clubs Organisation (AMUCO) president K.T Rahman on January 9, after attending a meeting with State Chief Minister, said that the State Government is gearing up to wipe out all the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) camps present in the State, reports Sangai Express. This follows the incident of alleged molestation of Manipuri actress Momoko by NSCN-IM militant leader, ‘Lieutenant Colonel’ Livingstone in Chandel District on December 18, 2012. Earlier, Imphal valley based film artist association, Film Forum Manipur (FFM) and All Manipur State Shumang Leela Council (AMSSLC), submitted a representation to CM demanding the arrest of Livingstone on December 31, 2012. The representation also warned that agitation would resume if the state Government failed to meet the demands within January 7, 2013.

He further said that the Manipur Government does not recognize the peace camps which were opened in Manipur. However, he is not explaining as to why the Government has not closed down these camps which are not recognized by the State Government. But the fact is that these peace camps have been opened by the Union Home Ministry and a State Home Minister cannot touch these even with a barge pole.

Prime Minister (PM) Manmohan Singh assured a Manipuri Delegation of various political parties that all unauthorised camps of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in the State would be demolished. PM also assured action against NSCN-IM militant, Livingstone Anal, for physically assaulting film actress Momoko in full public view on December 18, 2012, at Chandel District. Further, the team urged an amendment to Article 3 of the Constitution so as to ensure the security of the territorial integrity of Manipur. PM assured that the territory of the State would not be compromised at any cost. Union Home Minister Sushil Kumar Shinde also conveyed to the delegates that the Assam Rifles Director General (DG), Lieutenant General Ranbir Singh has been instructed to crack down on all unauthorised camps of the NSCN-IM located in the State.

The Kuki State Demand Committee (KSDC), on January 21, has in a press statement said that it would burn the India flag on 26th January 2013 “as a mark of severance of ties between the Kuki nation and the Indian state which had fail to recognize the Kuki political right even after 65 years of Indian Independent and 65 years of Kuki tolerance“, reports Kanglaonline on January 21. The KSDC made it clear that the political dialogue that they hope will come with the assurance from the Government of India had fail to materialize as the Government was bent on its appeasing policy of the Nagas by granting a Pan Naga Council to Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) prior to the assembly elections of Nagaland. It has further stated that when the KSDC representative went to Delhi on the 14 of January, the Government was evasive to them. “As such, the KSDC has decided to launch a “QUIT KUKI LAND“ movement from the 24th of January 2013 from 5.00 pm which will result in a no celebration of the republic day of India or any subsequent celebration connected with the Indian state in the Kuki area,” the statement said.

The Kuki National Organisation (KNO) has firmly opposed oil exploration in Churachandpur and parts of Tamenglong Districts of Manipur, claiming that they are the ancestral land of the Kuki people, reports Kanglaonline. In a memorandum submitted to the Prime Minister of India on January 22, KNO, one of the two umbrella organisations of the Kuki militant outfits claimed that Churachandpur and parts of Tamenglong Districts are the integral part of Kuki ancestral lands. “Kuki National Organisation firmly resolves to oppose the current process of oil exploration in these regions,” it said. The KNO alleged, “In the state of Manipur, apart from economic and political exploitation, discrimination and outright deprivation at the hands of the Meitei people dominated State Government, our people have also suffered immense atrocities at the hands of National Socialist Council of Nagalim-Isak- Muivah (NSCN-IM) and the valley-based Meitei insurgent groups.”

The Sangai Express reports that the United Naga Council (UNC), on January 22, accused the Government of Manipur (GoM) on various issues that were allegedly brought out by the GoM in the last few days. A statement issued by the Publicity Wing of the UNC categorically stated that there is a sharp communal divide between the Meiteis and the Nagas/tribals which has been understood by the world notwithstanding the persistent attempts, particularly by the ‘communal GoM’ to whitewash the same through various means. It stated that the 14 political parties delegation to Delhi did not include the Naga Peoples Front (NPF) nor the People's Democratic Alliance (PDA) and therefore was only an all Meitei political parties delegation. Instead of reaching out and addressing the ‘hurt sentiments’ of the Nagas and tribals, the ‘communal GoM’ sponsors a delegation to Delhi on the Momoko-Livingstone incident just to put a spanner in the Indo-Naga peace process, the UNC charged.

The United Nation Liberation Front (UNLF) has rejected the press statement of Press Information Bureau (PIB-Defence Wing) which claimed that a fierce gun battle took place between SFs and UNLF along Manipur-Myanmar border in Churachandpur District in the morning of January 21 in which four UNLF cadres were reportedly killed. Even as the Kuki State Demand Committee (KSDC) sponsored agitation has begun from 5 pm on January 24 demanding initiation of political dialogue with Kuki militant outfits, the United Naga Council (UNC) has stated that the agitations should not be allowed in ‘Naga areas’. According to the UNC, some sections of the people have been recalling time and again the ‘so called Kuki rebellion’ of 1917-19 and the 1990s ethnic cauldron to create a kind of artificial history and from there a political aspiration is to be based. “Such thing will not work,” asserted the UNC. It may be mentioned that four bombs had gone off on the eve of the Republic day (January 26) function: one at the 1st Battalion Manipur Rifles (MR) Campus; another at a garbage dump near Keishamthong bridge; a third one near the gate of the RDS school, Palace Compound and another at the Guwahati High Court complex in Chingmeirong. It has also claimed responsibility for another bomb which went off near the gate of the 3rd IRB at Wangbal in Thoubal District on January 26 at around 9am. The release said, “The bomb blast at the 1st Battalion MR campus which is the starting and finishing point for the State Republic Day observation is in keeping with the joint stand of like minded revolutionary groups in the region to boycott the Republic day functions.” It further added, “CorCom will continue its efforts to fight against all attempts to subvert the true revolutionary movements,” and expressed its appreciation to the public for supporting the call to boycott the Republic day functions.

Kanglaonline reports on February 5 that the United People’s Party of Kangleipak (UPPK) cadres who were `rescued` by a team of Thoubal commando team on February 3 had come from a camp which the outfit shares with the Manipur Naga Revolutionary Front (MNRF) and the Katampur Liberation Organisation, KLO of Assam at Leipok of Tamu Sub-division of Myanmar, informed a reliable source. In all 45 cadres of the UPPK including newly announced functionaries and women cadres were rescued by the team from Moreh during an operation which lasted for about a day starting from the early morning of February 3 and concluding the next day at 3 am. Sources said that there was a woman cadre of the KLO identified as one Sapana Jughy Koch amongst the total four women cadres. All the 45 cadres are now at the 27 Assam Rifles camp at the Old Airport, Kakching Lamkhai, the source added. Meanwhile, after the ‘rescue’ of the UPPK cadres, the process to release some 20 members of the outfit is said to have being started. According to information available with Imphal Free Press, there are around 20 cadres of the outfit including its ‘secretary general’ Nithoujam Shanti alias Chinglemba Mangang presently lodged at Sajiwa Central Jail. There are two cases registered against general secretary Ningthoujam Shanti alias Chinglemba Mangang by National Investigation Agency (NIA)’s Imphal and Guwahati offices. Besides these two cases, there are other 25 pending cases registered against him at various Police station of the State. However, out of his 25 cases, bail has been granted to him from 15 cases by the concerned courts and the other 10 cases are still in process. Besides him, other cadres of the party who are presently lodged at Sajiwa Central Jail are also said to have approached their concerned courts pleading for their release on bail. The Sangai Express reports that the next round of talk to discuss the demand raised for an Alternative Arrangement for the Nagas of Manipur, outside the State Government and pending a settlement to the Indo-Naga talk has been scheduled on February 12 at Senapati District headquarters. This will be the 5th round of talk on the demand for the Alternative Arrangement. The date was fixed during a meeting between Union Home Minister Shushil Kumar Shinde, Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam at Delhi on February 5. Significantly the February 12 date was set after the United Naga Council (UNC) had served an ultimatum to the Prime Minister that the next round of tripartite talk should be held on or before February 17.

The three groups which signed the MoU were the United Revolutionary Front (URF), which was constituted by the Lanheiba faction of Kangleipak Communist Party (KCP-Lanheiba), Chingkheinganba faction of KCP (KCP-Chingkheinganba) and Sunil Meitei faction of (KCP-Sunil Meitei) faction; KCP-Lamphel which was constituted after the merger of KCP-Lamphel, KCP-City Meitei and KCP-Taibangnganba and the Kanglei Yawol Kanna Lup-Military Defence Force (KYKL-MDF), with its two factions namely Athouba group and Achouba group. Chief Minister O Ibobi and Deputy Chief Minister Gaikhangam, who also holds the Home portfolio, attended the MoU signing function as the chief guest and president respectively. Addressing the occasion, Ibobi said that the Government welcomes the return of the militants to the mainstream and added that they were misled into taking up arms in the first place. Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

One hundred and ninety-seven cadres of United Revolutionary Front (URF), Kangleipak Communist Party (KCP) and two factions of KYKL laid down their arms on February 13. The result is a part of a major initiative being taken by the Ministry of Home Affairs and the Government of Manipur to rehabilitate militants fighting against the State, UHM, Shinde said. The URF, comprising various factions of KCP and its military wing, Manipur Army (MA) have agreed to the surrender of its cadres within the next three months, Shinde told reporters here during a monthly press conference. About 80 cadres of two factions of KYKL— Athouba and Achouba— will surrender over a period of three months, UHM, Shinde said.

During a recent visit to New Delhi, a 13-member ADC delegation met many central leaders and highlighted their woes. The ADC members are demanding adequate devolution of powers with respect to central schemes and the 26 subjects (government sectors) provided under the provisions of the Manipur (Hill Areas) District Council (Third Amendment) Act 2008. They also want a separate budget for the six ADCs. "Since the state government ignored our demands, we went to New Delhi and met many central leaders between February 22 and March 9," said ADC coordinating committee secretary Hemjathang Khongsai. "The central leaders took serious note of the issue and assured to intervene in the matter to ensure our legitimate demands are complied with by the state government soon," he said at a media conference at Imphal on March 14. Notably, UPF and Kuki National organization (KNO) are two conglomerates of Kuki armed groups which are under tripartite Suspension of Operation (SoO) pact involving the Government of Manipur and the Government of India. ZRO is a constituent member of the UPF, ZRO ‘external affairs secretary’ Calvin and ‘home secretary’ Khuptang on March 17 decried that the tripartite peace process is too slow. CPI-Maoist ‘central committee member’, Maheshji, along with a central training instructor in Jharkhand, Siraj Rabha, was arrested by Police recently in Kamrup District. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. The revelation assumes significance after the task force constituted by the State government in 2012 could not find “significant evidence” of Maoist presence in the area. “The task force report only talked about possible Maoists activities in Barak Valley but Maheshji’s interrogation revealed they had made inroads about five years ago and are working systematically to spread their network,” the officer said.

Announcing this, the spokesman of Joint Committee on Inner Line Permit (JCILP), Sapamacha Jadumani said, “We are not against non-Manipuris but we urge the Centre and state government to implement the ILP system in Manipur to protect the separate identities of the indigenous people in the region.” The State assembly had already passed a resolution some months ago asking the Centre to implement ILP in the state, official and JCILP sources said. He added that the relationship between these two rebel outfits was broken over the past one year now after the PLA shifted their training camps to Taga in Northern part of Myanmar. Earlier on October 22, 2008 PLA and Maoists signed their Memorandum of Understanding (MoU). Stating that the Maoist has not been able to establish itself in the others states of the region, Singh said, “They (Maoists leaders) have visited Manipur and Nagaland, but they have not been able to establish themselves. In the Northeast, only Assam has few remnants of Maoist activities. In the case of Meghalaya, there is no Maoist presence.” Singh also informed that Indian rebels groups -- PLA, Sumarjit faction National Democratic Front of Bodoland (NDFB) and the anti-talk faction of the United Liberation Front of Asom (ULFA-ATF)– operating from Myanmar has been facing a difficult time to infiltrate into India since most of the routes have been blocked by Security Forces. Even the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) had even cautioned the ULFA and NDFB not to move out of Myanmar in view of the strong security presence,” Singh added. The number of UG organizations is on the rise day by day non-stop. This was stated by the Minister in a sitting of the Manipur Legislative Assembly during the discussion on demands for Police, vigilance, fire protection and control, jails, home guards and rehabilitation. Responding to various cut motions raised by Members of Legislative Assembly (MLAs) and observations made by MLAs of the ruling party, he said that the large number of UG groups operational in the State have made it in a delicate condition. However it is a good sign that some of the UG organizations have entered the mainstream for peace, with several others about to join the mainstream, Gaikhangnam said. Violence will not be able to bring solution of any sort and killing and violence will not lead to any conclusion, the State deputy CM said and added that peace should be brought through political dialogue in a democratic way. He continued that Police is part and parcel of the society and efforts will be made to make the Police department people friendly. He went on to say that two sites to set up rehabilitation centres for UGs coming forward for peace process have been set aside. UG cadres will be lodged in these centres together and well-guarded. The cadres and their families will be made to live peacefully, he said. Gaikhangnam further said in the House that efforts are on to take up all possible actions in consultation with the Chief Minister of the State so as to set up a Highway Protection Force to protect the two national highways is also on.

The abducted have been identified as Abhijeet Sinha and Devjit Sinha of Calcutta-based R.M. Sinha& Company, superintending engineer N. Karnacharya and executive engineer N. Surchandra of the IFCD, the department’s drivers, Sarat Singh and Sanayaima Singh, both from Imphal, and local contractor Sanayaima Sharma. The Peoples United Liberation Front (PULF), meanwhile, has claimed responsibility for the abduction. A statement signed by its ‘finance and information secretary’ Ayub Ansari said the team were abducted after Surchandra refused to turn up despite being summoned repeatedly for discussions. The Police said the engineers were returning to Imphal city from Dolaithabi in Imphal East, when armed militants waylaid the two vehicles in which the team was travelling at Pukhao, also in Imphal East and 18 km from Imphal, in the afternoon. The KNF-N would not cease their activities until and unless the demand for creation of Kukiland or statehood for Kukis is achieved, it asserted. The KNF submitted a memorandum to the Government on February 8, 1992, for introduction of a bill in the Parliament for creation of Kukiland as the 26th State of India. The warning came a few days after representatives of Jiribam District Demand Committee (JDDC) had met the Chief Minister Okram Ibobi Singh at his office on August 7 and discussed the Memorandum of Understanding (MoU) signed between the State Government and the Committee on November 9, 2011. Manipur director general of police, M K Das said the intelligence report is yet to be officially verified and that the security forces have so far not found any concrete evidence of the presence of any al-Qaida operatives in the State. However, the Police have been on a sharp vigil since they received the report, he added. "We will take all-out action once the intelligence inputs are corroborated," the State Police chief said. The DGP said the recent arrest of two Saudi Arabian nationals from Tengnoupal in Chandel District by the Assam Rifles and the subsequent probe conducted by the National Investigation Agency (NIA) to ascertain whether they have links with al-Qaida is a development that could help verify the intelligence inputs. Assam Rifles soldiers, who are guarding the porous India-Myanmar border along the Manipur sector, nabbed two Saudi Arabia nationals from Chandel when they were travelling in a taxi towards the border town of Moreh in June this year, a source said. The two did not possess any valid documents like visas and passports at the time of their arrest, the source said, adding that they are lodged in jail in Imphal. Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

The Sangai Express reports that alongside several underground organisations that have already been declared as the Unlawful organizations, the Union Home Ministry has declared CorCom (conglomerate of six valley-based outfits) and the Manipur Peoples’ Liberation Front (MPLF) along with all their factions, wings and front organisations as ‘Unlawful Associations’ under Unlawful Activities (Prevention) Act, 1967. This was stated by the Union Home Minister Sushilkumar Shinde during his monthly Press Conference held on December 10. The Home Minister said that the underground groups, including CorCom were declared Unlawful Association on November 13, 2013. Meanwhile, recounting events that led to Nupi Lan (womens war) which falls on December 12, the women's uprising that changed the course of Manipur's history, CorCom has paid fitting homage to the valiant manipuri womenfolk of the past who fought against British rulers and also the present day women activists who are fighting against all sorts of repressive measures unleashed by the Government of India.

Manipur deputy Chief Minister Gaikhangam on December 25 said the state would “never compromise” on its territory and that efforts were on to resolve the dispute with Myanmar on the construction of a border checkpost at Moreh, reports The Telegraph. Gaikhangam, who also holds the Home Portfolio, said this while reacting to a rally by Myanmar citizens yesterday to protest Manipur’s construction of an integrated checkpost at the border township of Moreh in Chandel District, 109 kilometer south of Imphal. Myanmar citizens held the protest march in Tamu, across Moreh, claiming that the checkpost site was within Myanmar’s territory. The protesters urged Indian authorities to honour international laws on boundary. The march followed a recent protest letter from Myanmar Army authorities asking its Indian counterparts to stop construction of the checkpost.
