According to Kanglaonline, Chief Minister Okroam Ibobi Singh made a call, on the occasion of anti-terrorism day on May 21, for a concerted effort in ending terrorism. He reiterated his appeal to the militant groups to come to the negotiating table and hold talks to bring a solution to the decade long insurgency problem in the State. The Chief Minister, while speaking in the Legislative Assembly, said that security force personnel were deployed at various points along the National Highways in the State to check extortion of money from the public by different militant outfits, adds Assam Tribune. He disclosed that the State government had informed the Centre about extortion by militants and added that various steps, including the strengthening of rail link between Jiribam on the Manipur border and Silchar in Assam, were being considered to avoid the transportation of goods by trucks along the highways.

The Manipur Government has banned publication of any propaganda of unlawful organisations or terrorist groups, according to The Hindu. In an official order issued on August 2, Principal Secretary (Home) P.B.O. Warjri said newspapers, books or printed documents would be forfeited if they contained news items which were considered to be subversive and a threat to the integrity of the country. Warjri said any printed material would also be forfeited if it contained threat of any sort by terrorist or unlawful organisation to any person or persons. He said publication of any code of behaviours, dress code or social practice decreed by terrorist or unlawful organisation had also been banned, adding that publication of any justification for killings, causing injury, assault or kidnapping to any persons by terrorist groups would also not be allowed.

On November 30, one United National Liberation Front (UNLF) militant was killed by security force (SF) personnel during the ongoing counter-insurgency operation at Tuiting near Wayang in Somtal of Chandel district, reports Telegraph. One AK-47 rifle was recovered from the possession of the slain militant. According to Assam Rifles spokesman Col. L.M. Pant, only two SFs were wounded while defusing improvised explosive device (IED) during the operation launched since November 18. He added that troops recovered seven more IEDs on November 30. Madhubala, said that she was forced to sign an agreement with the National Socialist Council of Nagaland-Isak- Muivah (NSCN-IM) on behalf of the State Social Welfare Department, reports Imphal Free Press. She added that she was kept in confinement at an undisclosed location until she agreed to put her signature on the agreement paper. The report added that militants have driven out people from Khengjoy, JM Moljol, Sijang, Old Samtal, S Bungpi, S Bongjoi and Toitung, and gathered them at Molcham, Twileng, New Somtal and Jangnomphai and Lajang villages for using them as human shields. Some of the villagers were taken as forced labourers and their whereabouts were not known. The two Kuki bodies termed the counter-insurgency operation Somtal-II as a "ray of hope" and a new "lease of life" from the Central government to the beleaguered, innocent and indigenous people of Chandel district.

Three People’s Revolutionary Party of Kangleipak (PREPAK) cadres, including one who was involved in the October 1 bomb blasts at Paona Bazaar and Thangal Bazaar, were arrested in two separate search operations at Takyel Kolom Leikai and Sagolband Moirang Hanuba Leirak in the Imphal West district on December 17- morning. They were identified as Imocha Sharma alias Khagemba, Konthoujam Dhiren alias Bobu and Laishram Ibomcha Singh. One 9-mm pistol along with one magazine with seven live rounds was recovered from Imocha’s possession. Imocha confessed that he along with another one PREPAK cadre, Krishna, exploded a hand grenade in Thangal Bazaar on October 1 injuring three civilians. Later, Krishna alias Sunil alias Momom was killed by police at Kongba Uchekon in the Imphal East district on November 11. Imocha further claimed that the November 16 bombing at Sarajeevan Videocon House in Paona Bazaar was carried out under instructions from one Wangba of the PREPAK after the bomb was handed over to one Sanatomba, a PREPAK cadre. Sanatomba was also killed by the Imphal West district police commandos at RIMS colony in December.

The tobacco products, which were being transported from Guwahati, belonged to one Jiten Bihari of Thangal Bazaar and one Khumak Kuki of Moreh. The spokesperson said that the UNLF handed over tobacco products to Sagolband Thingom Leikai Youth Welfare Club’s volunteers, who later set ablaze those products. He asked Bihari and Khumak Kuki to ‘surrender’ before the outfit by December 30. He also mentioned that Bihari asked the outfit to let him off on payment of a sum of INR 2 lakhs.

The new faction was formed under the leadership of founder members of the KRA, David Chongloi, Rocky and Sehkkam. A meeting of the ‘central committee’ of the outfit unanimously elected David Chongloi as its ‘president’, W. Lincoln as ‘general secretary’, Ch. Rocky as ‘defence secretary’, Kh. Hills as ‘finance secretary’ and Ch. Lenin as ‘publicity secretary’. On December 20, David Chongloi addressing media persons in an unspecified place in the Karbi Anglong district of Assam said that the main objective of the outfit was to bring about unification and work towards achieving the common goal.
