Union Minister for Home Affairs, Rajnath Singh on February 13, stated that process of recruiting surrendered militants from Manipur and Assam to raise two battalions of Central Security Forces would begin soon, reports The Telegraph. The Minister stated in Moreh in Chandel District that "We will soon be recruiting surrendered militants. However, I cannot give you a time frame,". In September last year, the Union Home Ministry (MHA) had announced raising one battalion each of Border Security Force (BSF) and Shastra Seema Bal (SSB) comprising surrendered militants from Manipur and Assam. MHA plan to recruit 750 former militants each to form two battalions. The minister while addressing Bharatiya Janata Party (BJP) workers stated that militancy in the Northeast is a concern and the Centre will not tolerate violence. He appealed to militant groups to shun violence and use democratic form of protest to get their grievances addressed.

Kanglaonline reports on April 3 that Nehlun faction of Kuki National Front (KNF-N) in a press statement said that award of capital punishment to Thanglallian Vaiphei is appropriate and justifiable as per the constitutional guidelines adhere to all its cadres irrespective of rank and files within the organization. The statement further said that Thanglallian Vaiphei was an active member of the organization and until he left the organization of his own without the knowledge of the ‘high Command’. Thanglallian Vaiphei was killed by KNF-N on March 31, in connection with the abduction of three ABCI workers on January 23 from Saramkon in Ukhrul.

Home Minister and Deputy Chief Minister Gaikhangam stated that "We are anticipating attempts to disrupt (the ADC) election process by cadres of the NSCN (I-M). We are chalking out strategies to foil any attempt to interfere in the poll process”. Also, R.N Ravi blamed the NSCN-K for abrogation of the ceasefire. He said the Centre had wanted to hold talks with all Naga groups to resolve the Naga issue, but the NSCN-K decided to abrogate the truce. He also said that Manipur-based rebel groups would join the new platform within the next few months. The ULFA-I leader said that the six Manipur-based rebel groups, who formed the Coordination committee (CorCom), are morally bound with the new platform and they were part of the discussion process during its formation. But they have not formally joined the new platform and sought six months’ time to settle their own issues. Asked to elaborate, Baruah said that the Manipur-based rebel groups were supporting the formation of the new platform. Conveying deepest regards to all the countrymen, revolutionary leaders/cadres and all those people who have been killed in the course of the revolutionary movement on the occasion of the Red Army’s 39th raising day, the outfit’s chairman L Paliba M asserted that Kangleipak (Manipur) is the ‘promised land’ for all the indigenous ethnic groups of the land. To protect the ‘promised land’ is the responsibility of all the indigenous people. All ethnic based movements should be tackled collectively with the collective history of the land. It’s time for all the scholars and intellectuals to come forward and show the right path to all those people pursuing narrow, parochial agenda. Addressing the gathering as the chief guest, Ibobi stated that education and health sectors are of utmost importance as the two sectors cannot be compromised regardless of the limited resources. He emphasized the need for putting in joint efforts from the government and private sectors to achieve 100 percent literacy rate in the State from the present 77 percent. The uproar seen in Churachandpur in the after-math of the passage of three Bills by the State Assembly for protection of indigenous people on August 31 is likely to be resolved soon, Deputy Chief Minister Gaikhangam asserted while speaking to media persons on the eve of New Year in Imphal on December 31, reports E-Pao. The bodies of all the nine people who were killed in the course of the public uproar have not been claimed, till date and a peaceful situation still remains elusive in Churachandpur District. Claiming that a breakthrough has been achieved regarding the impasse, Gaikhangam informed that the Government and the Churachandpur Joint Action Committee (JAC) have initiated dialogue since the last couple of days. The JAC and the Government held a meeting at the Chief Minister's Secretariat a few days back but the two sides could not arrive at any understanding. Holding dialogue after one side was refusing to come forward for dialogue for a long period is in itself a breakthrough, Gaikhangam remarked. With the dialogue process already initiated, a solution can be worked out very soon within the possible limits of mankind, he continued.On being enquired about the framework agreement signed between the Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Gaikhangam asserted that Gol should come out with an unambiguous statement. The dialogue is a bilateral process and the State Government is not involved at any stage. The State Government has also been questioning the contents of the frame work agreement as desired by the people of Manipur, he said. The State Government welcomes any solution to the protracted issue but it should not impinge upon the interest of Manipur in any manner, asserted the Deputy Chief Minister.
