Pakistan’s Foreign Ministry spokesperson Masood Khan said on September 1 that the fugitive Al Qaeda chief Osama bin Laden might be hiding in the tribal belt bordering Afghanistan. "Osama bin Laden's presence anywhere in that area cannot be ruled out," he confirmed. However, commenting on a report that appeared in a British daily, The Guardian, earlier which claimed that Islamabad and Washington had information that bin Laden was in Pakistan, he termed it as "rubbish and a pure fabrication".

While criticising the military leadership for carrying out investigations against army officers for being sympathetic to ‘Afghan resistance forces’, opposition parties on September 1 demanded a probe against General Pervez Musharraf and other generals in the same context. "If the investigations are being held against those who supported militancy or resistance in Afghanistan, then from General Zia-ul-Haq to General Pervez Musharraf, every one should be probed into," opposition leader Hafiz Hussain Ahmad was quoted as saying in The News. He claimed that since the start of the Afghan war, many Generals of the Pakistan Army have been engaged in the exercise. "Can anyone deny that General Pervez did not help the resisting forces (Taliban) before the incidents of 9/11," added Hafiz Hussain.

Eight persons, including two activists of the Muttahida Qaumi Movement-Altaf Hussain (MQM-A), were shot dead by unidentified terrorists in two separate attacks in the Liaquatabad and Azizabad areas of Karachi on September 2. The first incident occurred in the early hours of the day when two MQM-A cadres were shot dead by unidentified assailants near the Sindh Government Hospital in Liaquatabad. Reportedly, 45 minutes after their burial, unidentified terrorists targeted a gathering of mourners near the Azizabad area. The News has indicated that six persons, including a prayer leader, were shot dead in this incident. Official sources have linked the two incidents and suspect that the same group of terrorists carried out both the attacks.

The Sindh Government has banned the entry of 67 North West Frontier Province (NWFP) clerics for the next 90 days. An official notification said that the ban was imposed because the entry of these leaders could adversely affect the law and order in the province. NWFP Jamaat-e-Islami (JeI) deputy chief Hakeem Abdul Waheed is among the 67 clerics. Commenting on the ban, Waheed said "My speeches have never inflamed sectarianism. I have never been banned from any part of the country."

Pakistan Rangers reportedly arrested a terrorist of the proscribed Sunni group Lashkar-e-Jhangvi (LeJ), Mohammed Khalid alias Tunda, from the Nazimabad area in Karachi on September 4. Khalid, stated to be a prominent LeJ cadre, was trained in Afghanistan. In year 1997, at Lasbela chowk in Karachi, Khalid along with four of his associates, had killed a Shia leader of the Karakoram Students Organization.

The Daily Times has reported that the North West Frontier Province (NWFP) Assembly on September 4 condemned a yet to be officially confirmed Pakistani operation to hunt for Osama bin Laden in Bannu. The legislators said "the proposed and expected" unified operation should not be allowed because it would harm Pakistan’s integrity. They also reportedly asked the Federal Government to stop the intended operation. Pakistan Muslim League-Nawaz Sharief (PML-N) leader Anwar Kamal Marwat said that he had received information on September 3 that approximately 25 helicopters had flown to Bannu for a secret operation to hunt for Al Qaeda terrorists. "This operation is part of a special foreign agenda under which innocent Muslim blood was shed in Afghanistan," said Marwat. Meanwhile, Muttahida Majlis-e-Amal (MMA) member and Frontier Assembly Deputy Speaker Ikramullah Shahid said, "Our integrity and solidarity is in danger."

According to The News, the US Treasury has announced that a Pakistani citizen, currently in US custody on charges of terrorist activities, has been declared as a specially designated global terrorist (SDGT), along with 15 other Muslim individuals from Indonesia, Malaysia and the Philippines. The Office of Foreign Assets Control (OFAC) has reportedly issued eight different names of the same Pakistani, which are: Murad, Abdul Hakim, aka Ahmed; Saeed, aka Murad; Abdul Hakim Al Hashim, aka Murad; Adbul Hakim Ali Hashim, aka Murad and Abdul Hakim Hasim.

Police in Quetta on September 5 arrested four suspects of a terrorist network involved in June 8 and July 4 sectarian terrorism incidents in which over 60 persons were killed. Three of the alleged terrorists were killed in the July 4 attack at a Shiite Muslim mosque in Quetta while two of them are still at large, said official sources. The three dead terrorists who attacked the mosque were identified as Muhammad Khan, Noor Ahmed and Abdul Shakoor, said Inspector General Police (IGP) Shoaib Suddle. The IGP also said that investigations had indicated that these three terrorists had often visited Afghanistan and had links with a defunct sectarian group. The investigations have reportedly revealed that the gang was also involved in other sectarian violence in Baluchistan, including Quetta. The gang is also involved in the murder of two police personnel on November 1, 2002, murders of four Hindus on February 8, 2003, murder of local jeweller on May 31, 2003, and the killing of 12 Shia police trainees on June 8, 2003, he added.

After the initial crackdown on them following the ban, these five groups are "back in business" with changed names and identities, the magazine quoting a report by Pakistani intelligence said in its latest issue. Four of Pakistan’s top sectarian outfits have effectively regrouped and are operating their respective networks as openly as before though under different names, it said. "According to a report prepared by Pakistani intelligence earlier this year to assess the situation a year after the ban was enforced, the move has failed to check either the activities or the relentless funding of these terror outfits from all corners of the world," it said. Further, the military regime has been unable to stop the "relentless funding" from Saudi Arabia and other countries to the terrorist groups, even in cases where Pakistani missions abroad were aware of the identities of financial sponsors of these organisations, it said.

Declassified US intelligence documents have reportedly revealed that Pakistan helped Al Qaeda terrorists launch their operations in Afghanistan in the 1990s and also clandestinely ran a major training camp used by Osama Bin Laden’s network. The documents, prepared by the Defence Intelligence Agency (DIA) in 2001 and declassified in a censored version this past week, also indicate that Afghan Northern Alliance guerrilla commander Ahmad Shah Masood may have been killed two days before the 9/11 attacks because he had discerned Bin Laden’s plan and "began to warn the West". The documents were obtained under the Freedom of Information Act by National Security Archive, a Washington-based think tank. However, the DIA has clarified that these documents represent only raw intelligence. "Taliban acceptance and approval of fundamentalist non-Afghans as part of their fighting force were merely an extension of Pakistani policy during the Soviet-Afghan war," said one of the DIA dispatches. It said that Pakistani agents "encouraged, facilitated and often escorted Arabs from the Middle East into Afghanistan". Pakistan is alleged to have built a training camp located outside the Afghan village of Zahawa, near the border between the two countries. According to the DIA, the camp was constructed by Pakistani contractors funded by the Inter Services Intelligence (ISI). However, in Islamabad on September 14, a Foreign Ministry official said that Pakistan had not yet officially received the DIA report, but said its "contents seems to be absurd and baseless." Quoting official sources the Daily Times said that 35 activists, including 12 soldiers, were arrested under the Anti Terrorism Act following the August 11 clash in Kalore Kot. According to the report, the police and district administration were responsible for sectarian disharmony in the area because they failed to take necessary action. "Since then we have no information regarding his whereabouts," the official said adding "We have informed his government but so far we did not receive any response." Unnamed official sources were quoted as saying that Gunawan had been handed over to the US authorities. According to The News, Gun Gun Rusman Gunawan, younger brother of Hambali, chief of the Indonesian terrorist group Jemaah Islamiyyah, was arrested from the Gulshan-e-Iqbal area in Karachi a month back. Yaqoob Tahir, registrar of the seminary Jamia Abi Bakar situated in the Gulshan-e-Iqbal area, told The News that about a month ago Karachi Police summoned one of their Indonesian students, namely Abdul Hadi whose name was written on his passport as Gun Gun Rusman Gunawan, for questioning. After questioning he was later taken towards an undisclosed location. "Since then we have no information regarding his whereabouts," the official said adding "We have informed his government but so far we did not receive any response." Unnamed official sources were quoted as saying that Gunawan had been handed over to the US authorities. Meanwhile, an Indonesian student arrested from a seminary in Karachi on September 20 on suspicion of links to the Jemaah Islamiyyah is a brother of Hambali, an official said on September 22. "I believe it is so," Interior Ministry spokesperson Iftikhar Ahmed told AFP. "I don’t have it in writing in front of me but that is what I’ve heard." As reported earlier, security agencies arrested 16 foreigners on September 20 after raiding two seminaries in Karachi. Hambali, in US custody since his arrest in Thailand on August 11, 2003, is alleged to be closely linked to the Al Qaeda.

"Once again, from this august rostrum, I invite India to join Pakistan in a sustained dialogue to resolve the Kashmir dispute. I am convinced that, with goodwill, we can find a just solution which is acceptable to India, to Pakistan and, above all, to Kashmiri people", he said.
