The Daily Times has reported that Pakistan’s security agencies are hunting for an Afghan national Hamdullah, popularly known as Mufti Inaam, who was the head of the intelligence agency under the erstwhile Taliban regime and has close contacts with Osama bin Laden. Mufti Inaam reportedly distanced himself from the government shortly after the 9/11 attacks and consequent to the US military campaign in Afghanistan, he crossed the border and hid in the northwestern region of Pakistan. He is suspected to have remained underground in Peshawar for quite some time and also helped many of his friends and colleagues in Afghanistan enter Pakistan through safe routes before the fall of Kandahar. He is also believed to have assisted many Arab families migrate to Pakistan and arranged their safe settlements in various parts of the country. In Pakistan, Mufti Inaam remained in contact with certain terrorist groups and Al Qaeda operatives for many months.

Senior Muttahida Majlis-e-Amal (MMA) leader Maulana Samiul Haq claimed in Lahore on June 2 that "Osama Bin Laden and Mullah Omar are alive and safe, and operating in Afghanistan against American forces." However, Haq added that he did not know their exact whereabouts. Haq, who is chief of the Jamaat-Ulema-e-Islam (JuI-Samiul), claimed that US forces in Afghanistan were facing tough resistance from the Taliban militia under the command of Mullah Omar. Meanwhile, criticising Pakistan’s new Afghan policy, he opined, "Pakistan should change it because it has created a threat on our Western boarders."

The North West Frontier Province (NWFP) Provincial Assembly (PA) on June 2 passed the Shariat Bill that would make the province the first in Pakistan to be run according to the teachings of the Holy Quraan. The six-party Islamist fundamentalist alliance, Muttahida Majlis-e-Amal (MMA), leads the government in NWFP. The bill was adopted unanimously after the opposition parties withdrew amendments they had proposed earlier. The Shariat Bill, introduced in the PA last week, proposes to make Islamic law the supreme law in NWFP courts and to Islamise education, the economy and judiciary. Chief Minister Akram Durrani while thanking the opposition parties for lending support to the bill said, "We will now mould all laws under the purview of the provincial government in accordance with the Islamic teachings." The MMA-led provincial government has already banned men from training or watching women athletes, ordered civil servants to regularly offer Namaz (prayers) five-times a day, and also decided to establish a department for promoting virtues and suppressing vice in the region.

An Australian taxi driver who was arrested by Pakistani authorities in January 2003 on suspicion of having links with the Al Qaeda would not be charged once he was sent back home, his lawyer reportedly said on June 3. Jack Thomas, a Muslim convert who calls himself Jihad, was arrested on January 4 in Karachi when he attempted to board a plane for Hong Kong. However, he has not been charged with any offence by the Pakistani authorities thus far. His lawyer, Peta Murphy, said that Australian Federal Police had interviewed Thomas in Pakistan and officials have indicated that he would be released once he returns home. Interior Minister Faisal Saleh Hayat had said in January that Thomas was suspected of having trained at one of Osama bin Laden's camps in southern Afghanistan. But Pakistani investigators had pointed out that no charges could be brought against Thomas and were reportedly preparing to deport him.

The remark, quoted in the Christian Science Monitor on June 4, came from the Embassy’s Regional Security Officer, Michael Evanoff, who told the newspaper, "This is now the epicenter of terrorism. It really is. This is the only country I know in the world that has so many groups that are against the US or Western ideals. Last year alone, these groups pulled off seven strikes against the US community here, including a March church bombing in Islamabad that killed five - among them an American woman from the embassy and her daughter - and a June truck bomb at the Karachi consulate that killed 14 Pakistanis." The report says, "the routine attacks and constant threats have turned the US installations here into virtual fortresses. The sprawling compound in Islamabad is surrounded by thick brick ramparts, topped with razor wire, and reinforced by steel pillars to keep a vehicle from smashing through."

The court also ordered the forfeiture of entire movable and immovable properties of Waseem. Waseem was prosecuted for launching an anti-tank rocket (BM-107) that had damaged the Commerce College on the Dr Ziauddin Ahmed Road in Karachi on November 23, 2001.

In a sectarian attack, 13 trainee police personnel belonging to the local Hazara community of the Shia sect were killed and eight others injured at Sariab Road in Quetta on June 8. According to media reports, approximately 20 trainee police personnel were on their way to the Police Training School located at Sariab Road from Alamdar Road when two unidentified assailants ambushed them near Villagate at Sariab Road and opened indiscriminate firing with automatic weapons killing 13 of them. The assailants escaped after the killing and no arrests have been made thus far. "It was sectarian terrorism," Quetta Senior Superintendent of Police Rehmatullah Khan Niazi was quoted as saying. There was no immediate claim of responsibility for the attack.

"We have arrested five people, including the Punjab provincial chief of Lashkar-e-Jhangvi, Shahabuddin alias Hanzla. He was a proclaimed offender who carried a head money of Rs 1 million," city police chief Iftikhar Ahmed Chaudhry later told a news conference. Chaudhry added that police also arrested Shahabuddin's close associate, Abdul Majid Bilal, and three others who had been protecting them. Police had reportedly offered a reward of Rupees 500,000 for the arrest of Bilal. Shahabuddin and Bilal, who visited Afghanistan before the ouster of the Taliban regime, were involved in the killing of five police personnel in 1999 and the murders of several civilians in central Punjab over the past several years. Police have also linked the group to attacks on Western targets in Karachi in 2002, including the abduction cum murder of US journalist Daniel Pearl and a car bomb killing 14 persons, including 11 Frenchmen.

"Musharraf has committed to a hundred per cent effort at trying to end cross-border incidents", a senior Bush administration official said while briefing reporters on the talks the two leaders held at Camp David on June 24. According to the official, Musharraf said he had moved against cross-border infiltration and that he had made sure there were no terrorist camps inside Pakistan occupied Kashmir (PoK). When asked whether the US was willing to mediate on the Kashmir issue, the official said, "We are not getting into that because nobody has asked us yet. When and if the two sides think we have a role to play, we will play that role that the two sides agree on." He also added that the US three billion dollar aid package to Pakistan was conditioned on "Pakistan working vigorously with the United States in the war against terrorism, working vigorously to ensure that there is no onward proliferation and moving smartly towards democracy."

In his first interview on record ever since he was exiled to Jeddah in Saudi Arabia in 2000, Sharief said that he along with Vajpayee had decided to resolve the Kashmir issue peacefully through the Lahore peace process. "I can only say here that Vajpayee and myself had almost decided a deadline for a peaceful resolution of the Kashmir dispute," he told Pakistan’s Daily Times from his exile. "Vajpayee’s visit to Lahore was a link in the chain. Three other persons, reportedly living in Saudi Arabia, were also named in a 42-count Justice Department indictment. Initial appearances are to commence in the US Federal Court in Alexandria, Virginia, before Judge Rawles Jones, said US Attorney Paul McNulty. The accused have been indicted on conspiracy, firearms and other charges for alleged roles in a conspiracy to train and participate in Jehad in Kashmir in support of the proscribed Lashkar-e-Toiba (LeT). They have also been accused of conspiring to prepare for and engage in Jehad in Chechnya, the Philippines and other countries. The group reportedly obtained AK-47 rifles and practiced small-unit military tactics in Virginia using paintball weapons and items to simulate actual combat in preparation for Jehad, said the Justice Department. The indictment said that some of the defendants traveled to Pakistan and trained with the LeT, listed by the US among terrorist organisations. The Federal Government froze the accounts of Lajna al-Dawah al-Islami in May 2003 at the request of the United Nations. The charity was based in Peshawar, approximately 50 kilometers from the Afghan border. The organization reportedly ran Islamic schools, medical clinics and orphanages in Pakistan for the last 24 years. About 32,000 students are currently receiving Islamic education from the charity. One of the founders of Lajna al-Dawah al-Islami was Abu Hafs, the brother of front ranking Al Qaeda terrorist, Khalid Sheikh Mohammed, who was arrested on March 1, 2003, in Pakistan. Hafs was reportedly killed in 1988 fighting during the Afghan war.

An Anti-Terrorism court in Karachi sentenced on June 30 three terrorists of the proscribed Harkat-ul-Mujahideen (HuM) to death on each of three counts for killing 11 French naval engineers and two others in a suicide car bomb attack near the Sheraton Hotel on May 8, 2002. While Asif Zaheer and Rizwanullah faced trial, Muhammad Sohail alias Akram, the third accused, was convicted and sentenced in absentia. Another absconding accused, Adnan Qamar alias Nooni, was acquitted of all charges for lack of evidence. The court further ordered that movable and immovable properties of the convicts be forfeited in favour of the state. The court also ordered the convicts to pay a total compensation of Rupees 0.6 million. Meanwhile, the convicts, while talking to the media, claimed that the court had convicted them under pressure from higher authorities. The court, in its 125-page judgment, held arrested accused Asif and Rizwanullah guilty of manufacturing and using the bomb. It also observed that absconding accused Sohail who had reportedly been using a fake name of Khalid Mehmood was the mastermind of the attack and hence deserved similar punishment.
