The report said the Al Qaeda suspects had come to Afghanistan with plans to attack Government installations and foreign troops. The report did not specify where the suspects were arrested. An unnamed Afghan intelligence official later told AFP that the suspects had come from Pakistan after being trained in an Al Qaeda camp in that country.

Pakistan on October 1 rejected US Deputy Secretary of State Richard Armitage’s criticism of its military’s cooperation in blocking Taliban infiltrators into Afghanistan. Armitage, who is scheduled to meet President Pervez Musharraf on October 4 in Islamabad, said on September 30 that he believed Musharraf was genuinely attempting to curb Taliban and Al Qaeda activity in Pakistan’s western tribal regions, but that he did not have full support. "But I do not think that affection for working with us extends up and down the rank-and-file of the Pakistani security community," he told US lawmakers in Washington. Meanwhile, Pakistan’s Foreign Ministry spokesperson said that, "The president is the commander-in-chief of the armed forces. All security agencies are answerable to him and they follow his direction faithfully… Our government is working as one unit."

Police in Hyderabad said on October 2 that they had arrested five suspected Harkat-ul-Mujahideen Al-alami (HuMA) terrorists who had plotted to kill foreigners and leaders of minority communities in Pakistan. Senior police official Ghulam Mohammad Malkani said the arrests took place on October 1 during separate raids in Hyderabad. "We have recovered lists of foreigners and minority leaders they had plotted to kill in Hyderabad," said Malkani. He added that the arrested were also suspected of being involved in several bomb blasts in Hyderabad in the recent months. The HuMA is an offshoot of the proscribed terrorist group, the Harkat-ul-Mujahideen (HuM), and was formed sometime in the year 2002 after parting ways with the latter on a dispute over organizational affairs.

At least 12 Al Qaeda terrorists were killed on October 2 and 18 others arrested during an operation launched by the Pakistan Army in the remote South Waziristan Agency (SWA), close to the Afghanistan border. Two Pakistani soldiers were also reportedly killed and two others injured during the encounter. The News has indicated that the early morning operation occurred in the Bagharh area of Tehsil Birmal in the SWA, approximately 15 kilometers west of Wana, headquarters of SWA and in close proximity to Afghanistan’s Paktika province. The identity of those killed and arrested has not been disclosed thus far. Army spokesperson Maj. Gen Shaukat Sultan told the media that Pakistani troops moved into Waziristan Agency late on October 1 after a tip-off that Al Qaeda terrorists had sneaked into the area from Afghanistan. Meanwhile, local people and media personnel stationed in the SWA have claimed that more than 30 persons, including some local tribesmen, have been killed in the operation.

At least six persons, including four employees of the Space and Upper Atmospheric Research Commission (SUPARCO) and one army personnel, were killed and eight persons injured in an ambush while they were going to a mosque for offering Friday prayers in the Mauripur area of Karachi on October 3. A bus carrying some SUPARCO employees was reportedly intercepted near the Hub River Road by unidentified assailants who opened indiscriminate fire on the passengers. Deputy Inspector General of Police (Operations) Tariq Jamil was quoted as saying that "this was an act of sectarian terrorism and police will be able to say something about the incident after a proper investigation which is underway."

Quoting sources in the Federal Interior Ministry, the report said that the outfit ‘313’ was an alliance of three proscribed groups - Lashkar-e-Jhangvi (LeJ), Harkat-ul-Mujahideen al-Alami (HuMA) and Harkat Jihad-ul-Islami (HuJI). "Basically, the organisation ‘313’ was formed by militants of three proscribed outfits, who had fought in Afghanistan alongside the Taliban. It aims to target Western interests in the country and its activists may also have connections with al-Qaeda," said an unnamed official, adding: "But we have reports that in order to destabilise the government, the militants belonging to 313 may carry out sectarian killings and attacks on minorities as well."

Director General of Inter Services Public Relations (ISPR) Major General Shaukat Sultan while confirming the operation said that Pakistan Army and Frontier Corps personnel with the help of local administration dismantled the camp. Maulana Azam Tariq, leader of the outlawed Sunni group Sipah-e-Sahaba Pakistan (SSP) and Member of National Assembly, was assassinated along with four others in Islamabad on October 6. Their car was reportedly ambushed by three unidentified gunmen in the Golra Mor area of the national capital. Besides Maulana Azam Tariq, those who died in the attack were his driver and three security guards, said official sources. Inspector General of Police, Islamabad, Major (retd) Muhammad Akram reportedly confirmed the death after three close associates of the Maulana and some party colleagues identified his body. No one has claimed responsibility for the assassination thus far. This was the second attempt on his life. Earlier, the Maulana was injured during a bomb explosion in the Lahore High Court premises on January 18, 1997, in which at least 26 persons were killed. Azam Tariq won the National Assembly elections from Jhang as an independent candidate. He is reported to have formed the Millat-e-Islamia Pakistan after the Federal Government proscribed the SSP on January 12, 2002. Meanwhile, security agencies have barricaded all the exit points of Islamabad and Rawalpindi and security has been beefed up in the sensitive areas and religious places.

One person was reportedly killed as angry mourners indulged in violence in Islamabad on October 7 after the funeral of Maulana Azam Tariq, chief of the outlawed Sunni group Sipah-e-Sahaba Pakistan (SSP), who was assassinated on October 6. The mob is reported to have set ablaze a cinema hall and ransacked a mosque, food market, a bank and a petrol pump in the national capital. Azam Tariq was shot dead along with his driver and three bodyguards as their car was en route to the National Assembly in Islamabad. Meanwhile, police in Islamabad have reportedly arrested a man who had called the Maulana on his cellular phone during his journey to Islamabad, according to the Daily Times. Profiles of 133 terrorists from the proscribed sectarian outfits – the Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammed (SMP) - wanted in sectarian killings were prepared by the security agencies. Official sources have indicated that thus far an estimated 33 have either been arrested or killed in encounters with the police. Further, many of these wanted sectarian terrorists were regrouping after a brief lull in sectarian violence since the fall of the Taliban regime in Afghanistan. These terrorists are allegedly responsible for the fresh wave of sectarian violence in Quetta, Karachi and now in Islamabad. The three, Imran, the HuMA chief, Muhammad Hanif, deputy chief and Muhammad Ashraf, the HuMA treasurer, were found guilty of attempting to blow up President Musharraf in Karachi on April 26, 2002. Another five HuMA cadres have been declared proclaimed offenders in this case and they would be tried separately after their arrests. According to The News, the three accused were initially arrested in a case pertaining to the bomb blast outside the US Consulate in Karachi and during interrogation, they allegedly confessed to planning to blow up the President. The plan, however, failed as the remote control that was to blast the explosive developed some fault.

Foreign Secretary Riaz Khokhar told a press conference that Pakistan had decided to respond positively to the Indian proposals along with some of its own steps. Referring to the Indian proposal of introducing a bus service between Srinagar and Muzaffarabad, the foreign secretary said that could be welcome provided there were checkpoints manned by the United Nations and Kashmiri passengers carried UN travel papers. Besides, Pakistan offered medical aid and assistance to Kashmiri victims of violence and rape, and to widows from the Valley. Pakistan, he said, was offering scholarships for 100 Kashmiri students for studies in graduate and post-graduate courses in professional institutions. Pakistan, the secretary said, accepted the proposals pertaining to the resumption of the Samjhauta Express between Lahore and Delhi, sports ties, visa camps with provision of necessary infrastructure and staff, land border crossing by people in the age group of 65 and above, and setting up of a hotline between Pakistan's maritime agency and Indian coast guards to ensure humanitarian and expeditious assistance to arrested fishermen of either country. About the Indian suggestions for Mumbai-Karachi ferry service and opening a land route between Munabao and Khokhrapar, the secretary said these issues should better be left for consideration at negotiations whenever the two sides decided to resume dialogue.
