The Sindh High Court on August 4 set aside an order of the State Bank of Pakistan (SBP) under which accounts of the Al-Rashid Trust (ART) with the Habib Bank Ltd (HBL) were frozen on grounds that the ART was funding Al Qaeda and other terrorist groups. The court ordered unfreezing of the accounts and directed HBL to honour ART’s cheques and make payments according to their tenor. The court, however, reportedly observed that the Federal Government is free to initiate proceedings and exercise any power that might be available to it for dealing with the petitioner's accounts. The ART had filed the petition against freezing of its one rupee and two foreign currency accounts by HBL on September 25, 2001, on the directives of the SBP.

"The authorities suspect Paracha of helping Qaeda operatives gain entry into the US and of being part of an effort to obtain chemical weapons," his attorney, Anthony Ricco was quoted as saying. The recovery made included 30 rockets of 107mm, seven anti-tank rockets of 80mm, three RPG7 rockets, one rocket launcher of 122mm, two six-foot-long rockets that could be launched by electricity, 75 mortar shells of 82mm, six anti-tank mines, 60 fuses of 7.5mm and 8,200 rounds of heavy ammunition. The US Attorney in Manhattan charged Uzair Paracha, who has been under detention as a material witness since his secret arrest in New York in March 2003, with conspiring to assist an Al Qaeda operative enter the United States illegally. If convicted, Paracha could face up to 15 years in prison and a maximum fine of $ 250,000. However, Paracha's attorney, Anthony Ricco, told the media that "The charges are complicated and the scheme is very complicated - well beyond the scope of Uzair Paracha."

President Pervez Musharraf on August 12 offered an immediate cease-fire along the Line of Control (LoC), and also indicated his willingness to ‘facilitate’ it in the Indian State of Jammu and Kashmir (J&K) if India reciprocates by releasing Kashmiri prisoners, allowing free movement of Kashmiri leaders and reducing security forces’ deployment. On the issue of ‘facilitation’, he claimed that no assurance is possible since it is not in his control. However, he added that the influence of ‘various elements’ can be used to persuade the ‘freedom fighters’ to respond if India assures reciprocal measures. This was stated by him during a meeting with the visiting Indian parliamentarians, experts, editors and office-bearers of the South Asian Free Media Association (SAFMA) in Islamabad.

The Anti-Terrorism Court condemned the accused Ataullah and Muhammad Azam to death on six counts after holding them guilty of opening fire on the worshippers inside the mosque. Police in Karachi have arrested a suspected terrorist of the proscribed Sunni group Lashkar-e-Jhangvi (LeJ) who had reportedly planned to blow up a vehicle carrying two US diplomats in a suicide attack in year 2002. Hafiz Muhammad Ali alias Saif alias Arif alias Barkat was reportedly arrested after an encounter that ensued after a hideout in the Shirin Jinnah Colony was raided. A rifle and some live rounds were recovered from his possession. The News has reported that Hafiz, an expert in bomb making, has disclosed that he had acquired training at the Khalid bin Waleed camp in Khost, Afghanistan, in 1997. According to media reports, some unidentified assailants shot at and injured a prominent former Hizb-ul-Mujahideen (HM) ‘commander’, Haroon Khan alias Major Mast Gul, near his residence in the Khwaja Town area of Peshawar on August 31. According to eyewitness accounts, after being admitted to the Lady Reading Hospital, his whereabouts are unknown. He had left the Hizb and recently formed his own group, the Lashkar-i-Hisar. Mast Gul broke the siege of Indian security forces at Charar-e-Sharief in Jammu and Kashmir in year 1996 and escaped safely to Pakistan.
