According to a media report, police in Pakistan occupied Kashmir (PoK) claimed on April 2 that they had arrested 14 Hizb-ul-Mujahideen (HM) terrorists. The arrests were made on April 1 in Muzaffarabad, a week after some cadres of the HM blamed their chief Syed Salahuddin for the death of former ‘chief commander of operations’ Abdul Majeed Dar, splitting the group into two rival factions. Dar was killed on March 23, in Sopore, 55km north of Srinagar, the capital of the Indian State of Jammu and Kashmir. Supporters of Majeed Dar accused Salahuddin of ordering Dar’s assassination because Salahuddin feared an attempt to oust him. The report said police arrested seven cadres from each Hizb faction under preventive detention to forestall a clash.

According to media reports, Pakistani authorities claimed they have arrested Shabbir Ahmed alias Fauji, acting chief of the proscribed Lashkar-e-Jhangvi (LeJ), a Sunni group, in Sameejabad locality, Multan. Ahmed, carrying a head money of Rs one million on his head, is accused of involvement in the killing of several minority Muslim Shias. He is also believed to have been a close associate of LeJ chief Riaz Basra, who was killed along with three accomplices in an encounter in Vehari, Multan, on May 14, 2002. Superintendent of Police Malik Mureed Hussain told reporters at a press conference in Multan, "We can breathe a sigh of relief after his arrest. He was the biggest threat to the internal security of the country."

Mohammed Asif Zaheer and Rizwanullah alias Basheer, who were allegedly trained at a Harkat-ul-Jehadi-e-Islami (HuJI) camp in Afghanistan, were indicted under the Anti-terrorist Act and Explosive Act. The French engineers, assisting Pakistan build Agosta 90-B submarines, were killed when an explosives-laden vehicle crashed into their bus outside the Sheraton hotel.

Iraqi national Al-Swakhar and Gibran from Algeria had reportedly entered Pakistan on Bangladeshi passports and were arrested from the Gulistan-e-Jauhar area. A radio transmitter, two machine guns and two cell phones were recovered from their possession. Both the suspects are students of Dhaka University.

Information Minister Sheikh Rashid said the arrested "have been identified as Abdullah and Abdul Karim." Officials in Peshawar were quoted as saying that both came from Middle Eastern countries. They are also allegedly linked to the killing of Sher Nawaz Khan, an officer of the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, in March 2003 at Wana, 180 miles south of Peshawar.

According to a media report, the Federal Government has decided to take action under the Anti-Terrorism Act (ATA) against leaders of proscribed terrorist and sectarian groups who violate the ban and resume activity under new names. "The banned religious, militant or jihadi organizations cannot function under any new name or any banner or office," an unnamed Interior Ministry official was quoted as saying in the Daily Times on April 4. Commenting on the fact that leaders of proscribed groups like Hafiz Muhammad Saeed, chief of he Lashkar-e-Toiba (LeT), were holding public rallies, after changing the name of his organisation to Dawaat-ul-Jehad, the official said, "We have not permitted them to function and are keeping a close eye on them."

Muhammad Imran Siddiqui and Muhammad Hanif, alleged to be chief and deputy chief respectively of the Harkat-ul-Mujahideen Al-Aalmi (HuMA), were sentenced to death, while their accomplices––Sharib Arsalan Faruqi and Mufti Hafiz Zubair––were awarded life imprisonment. The fifth accused, Muhammad Ashraf, who, according to security agencies, is the ‘financial advisor’ of the group, was acquitted on the grounds that the prosecution has failed to substantiate its charges against him. In what was said to have been a suicide attack, a car fitted with explosives had crashed into the boundary wall of the US Consulate on June 14, 2002 killing 12 persons, including six women and two police personnel, and injuring 43 persons. The Court issued notices to the Federal Government for a response to this plea and to the Maulana's previously filed petition against the state orders banning his group. The petitioner's counsel submitted that the state's decision to freeze the accounts of SSP had brought its social and humanitarian work to a halt. Besides, the closure of the party's regional offices at Lahore, Karachi, Rawalpindi, Jehlum, Multan, Bahawalpur, Faisalabad, DG Khan, Peshawar and Quetta had also affected the social functioning of the party, he argued. The counsel also claimed that the proscription had adversely affected its religious functions since hundreds of mosques, including the Farooq Azam Masjid and Jinnah Masjid in Karachi, drew funds for maintenance from the party's coffers. The petitioner claimed his party has incurred a loss of at least Rs 7.7 million due to the ban.

The new second tier list of 38 "other terrorist groups" issued by the State Department acts as a watch list for the first-tier list of "foreign terrorist organizations (FTOs)" on which the United States imposes sanctions. Among those included in the new list were Al Badr, Hizb-ul-Mujahideen (HM), Jamiat-ul-Mujahideen (JuM), which are active in the Indian State of Jammu and Kashmir and Sipah-e-Sahaba Pakistan (SSP), a Sunni sectarian group in Pakistan. The new second tier list also included two new non-Islamist groups — the Communist Party of Nepal and the New Red Brigades in Italy.
