The News has reported that two suspected Uzbek terrorists were killed during an encounter with Pakistani troops in the Angoor Adda area of South Waziristan Agency on November 3. Pakistani soldiers on a routine patrol were fired upon by the group and in retaliation two of the attackers were killed while two of their associates managed to escape. Local tribesmen were quoted as saying that the attackers were from Uzbekistan and are believed to be members of the late Juma Namangani’s group, who was killed during the US bombing on Taliban bases at Mazar-e-Sharief in Afghanistan during October 2001.

Attorney General Philip Ruddock told Parliament that the LeT "has links with Australia and therefore does pose a threat to Australia and Australian interests". According to reports, the move to designate LeT as a terrorist outfit came after allegations that a French terror suspect deported to Paris in October 2003 had trained with the group. All major parties in the Parliament supported the bill and it was reportedly passed without the need for a formal vote count.

At least 200 Afghans have reportedly been arrested in a crackdown on illegal immigrants following a series of bomb and rocket attacks recently in Quetta. ‘We have geared up the campaign against (illegal immigrants) for the last four days in the wake of incidents of bomb explosions and rocket strikes,’ police chief in Baluchistan province Shoaib Suddle was quoted as saying in the Daily Times. He said that 20 of them were suspected to be involved in the recent attacks. Seven persons were injured on November 10 when three bombs exploded in Quetta and earlier in October 2003, two bomb explosions had damaged a railway line. In the recent past, there have been several rocket attacks in Quetta, mostly targeting offices of the paramilitary Frontier Constabulary. The police chief, however, denied reports that Taliban cadres were finding shelter in Baluchistan and were using the province to launch attacks in Afghanistan.

Pakistan has rejected the latest Afghan allegations that Taliban operatives were using its territory to stage guerrilla attacks across the border in Afghanistan. "It is unfortunate that such baseless claims continue to be made without providing any evidence," said Interior Minister Faisal Saleh Hayat on November 14. The Minister was responding to Afghanistan Foreign Minister Abdullah Abdullah’s comments in the United States that "most" Taliban fighters were in Pakistan. "There is one clear fact, that the Taliban will not be able to operate outside Afghanistan without support from some elements outside Afghanistan," Abdullah said in a speech to the Carnegie Endowment for International Peace.

The United States on November 14 expressed concern over the resurfacing of banned terrorist groups Jaish-e-Mohammed (JeM) and Lashkar-e-Toiba (LeT) with new names. "The United States together with Pakistan monitored the effectiveness of actions taken to curb the banned Jehadi groups Lashkar-e-Toiba and Jaish-e-Mohammed as they posed a serious threat to Pakistan, US and the region", said US Ambassador to Pakistan, Nancy Powell. "We are particularly concerned that these banned organisations are re-establishing themselves with new names," Powell said while making a presentation on ‘US foreign policy towards Pakistan’, organised by the Karachi Council on Foreign Relations.

An Anti-Terrorism Court in Karachi on November 15 awarded death sentence to Muhammad Ajmal alias Akram Lahori, ‘commander-in-chief’ of the proscribed Sunni group Lashkar-e-Jhangvi (LeJ), and three of his associates. The sentence was awarded in the murder case of Seth Ramzan Ali of Pak Iranian Tea Company. According to the prosecution, on February 11, 2002, Lahori and his associates killed Ramzan Ali and injured two others in the Saddar area of Karachi.

The proscribed parties/groups have been identified as Islami Tehreek-e-Pakistan (ITP - formerly known as Tehreek-e-Jaferia Pakistan [TJP]), Millat-e-Islamia Pakistan (MIP - formerly known as Sipah-e-Sahaba Pakistan [SSP]) and Khudamul Islam (KI - formerly known as Jaish-e-Mohammed [JeM]). The decision was taken at a high-level meeting in Islamabad chaired by President Pervez Musharraf and Prime Minister Mir Zafarullah Khan Jamali. The meeting also decided to place Jamaat-ud-Dawa (the new name for Lashkar-e-Toiba [LeT]) on the watch list under the same act. These groups had flouted the law by changing their names, as under the Act an organization banned once for extremism cannot function with another name. Interior Minister Faisal Saleh Hayat said that the police had sealed the offices of the three banned groups across the country. "The funds of these groups have been frozen and they will not be allowed to indulge in any public activity henceforth," said Hayat. According to media reports, law enforcement agencies sealed many offices of three terrorist groups on November 16 during a countrywide crackdown. Though offices of the Tehreek-e-Islami Pakistan (formerly Tehreek-e-Jaferia Pakistan [TJP]), Millat-e-Islamia Pakistan (formerly Sipah-e-Sahaba Pakistan or [SSP]), and Khuddam-ul-Islam (formerly Jaish-e-Mohammed [JeM]) were sealed across the country, no front ranking leader of these groups was arrested. Police in Rawalpindi and Islamabad sealed 24 offices of the three outfits and also reportedly confiscated some printed material. In Multan, at least 17 offices of the SSP, 13 of the TJP and four offices of the JeM were sealed as part of the crackdown. However, JeM chief Maulana Masood Azhar was reportedly not in Bahawalpur when the police raided the group’s headquarters. Offices were also sealed in the districts of Peshawar, Abbottabad, Kohat, Bannu, Dera Ismail Khan, Haripur, Charsadda and Dir. At least 20 offices of the three groups were sealed in Sukkur.

The Federal Government has reportedly sought cash pledges from over 1,000 activists of three terrorist groups proscribed on November 15 in an attempt to prevent banned groups emerging under new names. "The government has asked around 1,000 activists of the proscribed organizations to submit bonds worth Rs 100,000 each that they will not indulge in terrorist activities," Brigadier Javed Iqbal Cheema, Director General of the National Crisis Management Cell at the Interior Ministry, told Daily Times on November 19. Cheema said that the demand for the bonds was made in the context of Schedule IV of the Anti-Terrorist Act. Meanwhile, Interior Minister Faisal Saleh Hayat said that the Government had decided to seek "guarantees" from the terrorists instead of arresting them as "a new strategy". "We are not going for the arrest of members of these banned groups… We are closing down their offices to deny them a forum. We are seeking guarantees from them that they do not indulge in such activities in the future. This is providing them an avenue to correct their behaviour. If they disobey the government ban again they will be punished," said Hayat. The Minister added that "We have decided to ban a few more groups and a decision in this regard will be announced in a few days."

"Three more extremist organisations have been banned by the Ministry of Interior namely Jamiat-ul-Ansar, Hizb-ul-Tehreer and Jamaat-ul-Furqan," said an Interior Ministry statement. Interior Minister Faisal Saleh Hayat said these groups face the same charges on which three other organisations were banned previously. On November 15 the Government had proscribed Islami Tehreek-e-Pakistan (formerly known as Tehreek-e-Jaferia Pakistan [TJP]), Millat-e-Islamia Pakistan (formerly known as Sipah-e-Sahaba Pakistan [SSP]) and Khuddam-ul-Islam (formerly known as Jaish-e-Mohammed [JeM]). These six groups had reportedly flouted the law by changing their names, as under the Act an organization banned once for extremism cannot function under another name. The Minister said that immediately no leaders of these groups would be arrested but the provincial Governments have been directed to ensure that their activities are monitored round the clock. Jamaat-ul-Furqan is a breakaway faction of the outlawed Jaish-e-Mohammed, which is led by Maulana Masood Azhar. Jamiat-ul-Ansar is the renamed outfit of the outlawed Harkat-ul-Mujahideen (HuM), which is led by Fazlur Rehman Khaleel. Prime Minister Mir Zafarullah Khan Jamali on November 23 announced a complete cease-fire on the Line of Control (LoC) to be effective from the last day of the holy month of Ramzan. "Our armed forces deployed on the Line of Control have been ordered to observe a complete ceasefire with effect from Eid day," said Jamali during a televised address to the nation to mark the completion of one year of his Government. He also said that India should give a positive response to Pakistan’s announcement. Jamali also enlisted a 10-point set of confidence-building measures to improve relations with India. Among others, it stated that Pakistan is ready for talks on reopening Khokhrapar-Munabao route and that it is ready to start a bus service between Muzaffarabad and Srinagar. However, the proposals also pointed out that Pakistan considers Jammu and Kashmir as a disputed territory in accordance with the resolutions of the United Nations and also that the LoC in Kashmir is a temporary line.

Pakistan on November 24 welcomed India’s positive response to Prime Minister Zafarullah Khan Jamali’s proposal of a complete cease-fire across the Line of Control (LoC) from the last day of the holy month of Ramzan (expected to be on November 26). While indicating on November 24 that it will respond "positively" to the Jamali proposal, India added that for the initiative to become durable there must be an end to cross-border "infiltration". India also proposed a cease-fire along the "Actual Ground Position Line" (AGPL) in Siachen. Indian External Affairs Ministry spokesperson Navtej Sarna said, "We will respond positively to this initiative. However, in order to establish a full ceasefire on a durable basis, there must be an end to infiltration from across the LoC," he said. Sarna also said, "We also propose a ceasefire along the AGPL in Siachen". India also welcomed Pakistan’s decision to work for expanding communication links, proposed by New Delhi on October 22.
