The Hizb-ul-Mujahideen (HM) on May 1 criticised the United States decision to place the group on a terror watch list. "The decision by the United States is regrettable and shocking for us," said Syed Salahuddin, HM ‘supreme commander’. "The least we can say is that they (US) have made it to please India while ignoring the bitter ground realities in held Kashmir," added Salahuddin. As reported earlier, the US on April 30 added 11 Islamist organizations to its lists of "terrorist groups". The new second tier list of 38 "other terrorist groups" issued by the State Department acts as a watch list for the first-tier list of "foreign terrorist organizations (FTOs)" on which the United States imposes sanctions. Among those included in the new list were Al Badr, HM, Jamiat-ul-Mujahideen (JuM) and Sipah-e-Sahaba Pakistan (SSP), a Sunni sectarian group in Pakistan.

The warning issued by the Department of Homeland Security came two days after Pakistani authorities arrested six Al Qaeda suspects they said were planning a terrorist attack in Karachi. "We issued it to the general aviation community asking members to be especially vigilant so that they can take steps to increase security," Homeland Security spokesperson Rachael Sunbarger said. The Consulate in Karachi has been closed to the public since a car bomb exploded outside the building on June 14, 2002, killing 10 persons, including five women.

According to media reports, Pakistani authorities on May 2 handed over three Arab Al Qaeda suspects, including prime suspect in the October 2000-USS Cole bombing, Waleed Muhammad Bin Attash alias Khalid Al-Attash, to the US officials. Although the government is yet to officially confirm the extradition, an unnamed official was quoted as saying that "the foreigners including Al-Attash are not in our custody. They were handed over to the Americans." Bin Attash is a nephew of front ranking Al Qaeda terrorist Khalid Sheikh Muhammad, who was arrested on March 1, 2003, from Rawalpindi. Official sources claimed that Al-Attash and other suspects were not wanted by Pakistan in any criminal case and they were handed over to the US owing to the fact that the suspects were reportedly involved in terrorist acts aimed at the US establishments.

The US State Department on April 30 issued a list of 38 "other terrorist" groups to be monitored closely. Paramilitary forces raided a house in Vinder, Baluchistan, and arrested two suspected Al Qaeda operatives on May 2. According to official sources, paramilitary forces arrested an Egyptian, Jawad Al Bashar, and an Afghan national, Farzand Shah, from Baluchistan and later brought them to Karachi for further interrogation. Sources added that besides the recovery of arms and ammunition, forces also recovered maps of sensitive installations in the Gwadar area and Miran Shah airport from the suspects. Al Bashar is reportedly a close associate of Khalid Sheikh Muhammad, alleged mastermind of 9/11, and had fought in the Indian State of Jammu and Kashmir along with Ahmed Omar Saeed Sheikh, front ranking Jaish-e-Mohammed (JeM) terrorist, who was sentenced to death in the Daniel Pearl murder case.

Police in Karachi arrested two Egyptian Al Qaeda suspects from Surjani Town on May 3 and seized three AK-47 assault rifles, two TT pistols, two satellite phones, some transmitters and refined explosives from their possession. The two suspects, Abdul Khaliq Muhammad and Abi Abdullah, were reportedly planning to attack the US marines at Shahbaz airbase in Jacobabad, Miran Shah Airport and other sensitive installations in Gwadar. With these latest arrests, the number of arrested Arab Al Qaeda operatives rose to 10 in the last five days. Meanwhile, an unnamed official was quoted, as saying that the suspects would be handed over to the US after completion of interrogation.

According to a media report, the Jamaat-e-Islami (JeI) has asked the Hizb-ul-Mujahideen (HM) to shift its offices from the premises of the Jamaat offices Hizb sources were quoted as saying in Daily Times that the Hizb had been operating from the premises of JeI offices since 1990. They said the central JeI leadership had also asked the Hizb to remove all hoardings and signboards from Jamaat offices across Pakistan. On May 25, Jamaat chief Qazi Hussein Ahmad reportedly said that Hizb sympathisers and not the JeI established such offices. Meanwhile, Hizb spokesperson Abdul Saleem while denying that the group had any offices, said "We have only one office in Rawalpindi and that too for media purposes only. Since we have no offices in Pakistan, the question of shifting or removing them doesn’t arise." He also denied that the Hizb was the JeI’s armed wing.

An Anti-Terrorism court in Lahore on May 27 acquitted medical practitioner Dr Ahmad Javed Khawaja and his chartered accountant brother Ahmad Naveed Khawaja of the charges of firing on a police party and possessing illegal arms and passports of four foreign nationals. However, they could not be released from the Kot Lakhpat Jail as they are facing detention till May 31 under the Security of Pakistan Act on charges of their involvement in anti-state activities. The Khawaja brothers were arrested on December 19, 2002, from their Manawan residence in Lahore for suspected Al Qaeda links.

According to The News, Hayee, who was arrested on May 29 from the Muzaffargarh district, had planned suicide attacks on locals and foreigners to spread terror and to react against the US-led bombardment on Muslim countries. The report quoting unofficial sources also indicated that a US Federal Bureau of Investigation (FBI) team was on board to Muzaffargarh for taking Hayee into their custody. The conference was reportedly organised by the Khudamul Islam, Jaish’s new name. However, Azhar was reportedly allowed to lay the foundation stone of Hanan bin Salma Centre at Chamkani and address the people at Speen Jamaat. An unnamed police official was quoted as saying in the Daily Times that there was no ban on Azhar to address gatherings in the city, but as the conference was organised by a proscribed outfit, he was not allowed to address the conference. Later, addressing a Friday congregation at Speen Jumaat at the University Town in Peshawar, Azhar reportedly said nobody could impose restrictions on Jehad and the Mujahideen in Pakistan.
