Abdul Jabbar, former ‘supreme commander’ of the outlawed Jaish-e-Mohammed (JeM), was reportedly arrested in Midhranjha, a town near Sargodha, on July 1 for his alleged involvement in two terrorist attacks on Christian targets during year 2002. Jabbar is suspected to be involved in the August 9, 2002, Taxila church blast in which three women were killed and an attack on a missionary school in Murree on August 5, 2002, in which six persons were killed. Official sources were quoted as saying in Daily Times that Jabbar was re-organising the Lashkar-e-Jhangvi (LeJ), another outlawed outfit.

Eight persons arrested in the US on June 27 for their alleged support to the proscribed Lashkar-e-Toiba (LeT) to train and participate in Jehad in the Indian State of Jammu and Kashmir (J&K) reportedly pleaded not guilty in a district court in Virginia on July 3. The US police have arrested the accused under the Federal Neutrality Act (FNA), which bars citizens from engaging in hostile actions against nations with whom the US is at peace. The three other persons reportedly living in Saudi Arabia and charged along with the eight accused on the same counts, however, remain at large.

He further argued that the US authorities supported Pakistan in its dispute with India over the J&K, despite an official position of neutrality. According to the Dawn, France's intelligence agency DST (Direction de la Surveillance du Territoire) has claimed that fugitive Al Qaeda chief Osama bin Laden is alive and living on Pakistan's border with Afghanistan. According to an unnamed DST operative cited in Le Figaro, "Bin Laden has indeed been able to move about regularly, although in a highly-protected fashion, within networks or tribes which we know ourselves to be practically inpenetratable and where he is known to be in great security… And, as these are the same tribes, which travel back and forth across Afghanistan's frontier with Pakistan, or that with Iran, observers along the way believe they've seen him just about everywhere. Which is why nobody can pretend to say, to this day, that Osama bin Laden is in any way dead."

At least 44 persons were killed and 65 others injured when three armed terrorists, including a suspected suicide bomber, attacked a Shiite Muslim mosque in Quetta, capital of the Southwestern Balochistan province, during the Friday prayers on July 4. Curfew was imposed in the city and troops were deployed to maintain law and order as angry mobs set ablaze several vehicles following the massacre. According to media reports, over 450 worshippers were offering Friday prayers at the mosque, Jama Masjid-o-Imambargah Kalaan Isna Ashri, when three terrorists opened indiscriminate fire with automatic weapons and explosive devices. In retaliation, some of the worshippers attacked the killers and one of them, who had tied an explosive devise to his chest, pulled out its pin. The device reportedly exploded killing the terrorist. However, a conflicting report said that two police officials rushed towards the mosque and opened fire on the terrorists, injuring them. Two of the terrorists later blew themselves up. The police defused the explosive device that was tied to the third attacker. He reportedly succumbed to his injuries later. Separately, head of the Federal Interior Ministry's National Crises Management Cell, Brigadier Javed Cheema, said that at least one of the assailants appeared to be a suicide bomber as he had grenades tied to his body and was blown up.

Police in Lahore on July 5 arrested seven terrorists of the proscribed Sunni group Lashkar-e-Jhangvi (LeJ) from a house in the Ghaziabad area on suspicion that they were involved in the Quetta massacre. Official sources were quoted as saying that while two of the accused were released after initial investigations the others were detained in the Mughalpura Police Station for further investigation. Sources added that one of the arrested cadres was Allah Wassiah who was reportedly carrying a head money of Rupees one million and is wanted in a number of sectarian murder cases.

Mazhar and his colleagues have reportedly formed their own faction. The report said that Azhar expelled 12 leaders, including Abdullah Mazhar and Abdul Jabbar, and is also reported to have informed the Punjab Government about his decision two weeks ago. While Abdul Jabbar, now known as Maulana Umer Farooq, is the chief of the breakaway faction, Mazhar has been nominated the nazim-e-aala (chief organiser) and secretary general of the splinter faction. The conflict between the two groups surfaced when the Mazhar faction disallowed Masood Azhar from addressing a sermon at Masjid-e-Bataha in Karachi’s Sakhi Hasan locality. About two weeks ago, the two groups reportedly clashed during an attempt to capture a mosque, which is currently in the possession of the Mazhar faction. Later, Masood Azhar attempted to deliver a Friday sermon at the Binori Town Mosque, but the mosque’s administrator, Abdur Razzaq Iskander, refused permission for the same. Another scuffle was reported at a mosque in the Korangi area and in this incident, the Azhar faction succeeded in capturing the mosque.

The report said that a decision to suspend aid was taken after the NWFP Government imposed restrictions on a shelter home being constructed by the German Government for homeless women in the province. German Non-Governmental Organisation (NGO) GTZ and Pakistan-based Aurat Foundation had launched the Rupees 10 million Mera Ghar project for destitute women in Peshawar. The Maulana made this remark while commenting on the July 22-terrorist attack on an army camp in Akhnoor, Jammu, in which eight soldiers, including a Brigadier, were killed and three top Generals injured. A hitherto unknown group called the Al-Shuhda Brigade while claiming responsibility for the attack had said that it was to protest the Maulana’s remarks in India that the Line of Control (LoC) should be converted into a permanent border. Fazlue Rehman said that his party the Jamiat-Ulema-e-Islam condemned the attack and the Mujahideen should cease their operations. "The ultimate end of every militant struggle is negotiations and now the Kashmiri mujahideen movements should reach that conclusion. One person was killed and five others injured in a bomb blast on the Khaki Shah Road in Jhang, 160 kilometers north of Multan, on July 28. "An unidentified man was blown to pieces when a bomb strapped to the carrier on a bicycle exploded in front of a shop at 12.20pm on Monday," Jhang District Police Officer Khadim Hussain Bhatti said. According to The News, three Afghan nationals visited a shop at Mohallah Jogianwala on the Khaki Shah Road and enquired about the adjoining shop, which was available for rent. Consequent to their departure, the blast occurred. Unconfirmed reports have indicated that the man killed in the blast was carrying the bomb. Mohallah Jogianwala is adjacent to Mohallah Sultanwala where the proscribed Sunni group Sipah-e-Sahaba Pakistan (SSP) has its headquarters.

Three persons, including a woman, were killed and four others sustained injuries during a bomb explosion in the Saidgai village of North Waziristan Agency along the Pakistan-Afghanistan border on July 28. The bomb reportedly exploded at the house of a local tribesman Ibrahim claimed the lives of his son and a woman while the identity of the third victim has not been ascertained thus far. It was the second bomb blast during the last 24 hours in the same area. As reported earlier, nine persons were injured in a bomb explosion under an army vehicle parked in the Miranshah bazaar on July 27. Meanwhile, security agencies on July 27 arrested 22 Afghan nationals for their alleged connection with the blast at Miranshah.

According to The News, 12 top religious leaders and bureaucrats are said to be on a fresh ‘hit list’ of sectarian terrorists. The Interior Ministry is reported to have directed all provincial and federal authorities to initiate preventive measures to ensure the safety and security of the persons named in the hit list. Among those in the list are front ranking Shia politicians, parliamentarians, bureaucrats, religious scholars, social workers and opinion leaders. Interior Ministry sources were quoted as saying that the proscribed Sunni group Lashkar-e-Jhangvi (LeJ) has recently reactivated its cadres by forming an armed group with the secret code name '313' with active assistance from groups such as Harkat-ul-Mujahideen (HuM) and Harkat-ul-Jehadi-e-Islami (HuJI). Further, two activists of the defunct Sipah-e-Sahaba Pakistan (SSP), identified as Haroon Qasmi of Karachi and Khadim Hussain Dhaloon, are reportedly guiding this group in selection of their targets.
