A suicide bomber blew himself up as he tried to enter a house owned by the Awami National Party (ANP) chief, Asfandyar Wali Khan, in the NWFP on October 2, killing four, officials said, reported Dawn. Khan, the chairman of the Pakistani parliament's foreign relations committee, however, escaped unhurt in the attack. The incident took place in the town of Charsadda outside a hujra (guest house) belonging to Khan, a member of ruling coalition. The bomb exploded as Wali was visiting a guest in a room attached to the house during celebrations for the festival of Eidul Fitr, police and party officials told AFP. ‘Four people were killed in the suicide blats. The target was Asfandyar Wali but he is safe,’ Mian Iftikhar, the information minister for the NWFP, told local television. Provincial police chief, Malik Naveed, told AFP that guards shot the bomber before he blew himself up. "The suicide bomber tried to pass from the security scanner avoiding a physical search. Two security guards grabbed him but he tried to get away," Naveed said, adding, "Then he was shot and as soon as he fell on the ground he blew himself up." Police said the other victims included a policeman and a bank manager who was visiting to pay his respects to Khan. Meanwhile, Haji Adeel, a senior ANP member told Dawn, "The incident happened outside the hujra (guest house). One suicide bomber was trying to enter, he was stopped but the bomber blasted himself. "It was a suicide attack, the head of the bomber has been recovered," senior police officer Khadim Hussain told AFP, adding, "The bomber walked up to the MP’s house and detonated himself in the midst of a crowd of party workers, supporters and relatives." Local hospital chief, Chaudhry Ahsanul Haq, said that Niwani had suffered leg injuries. There was no immediate claim of responsibility. Officials said the Niwani might have been targeted because he is Shia and lives in an area where there have been frequent sectarian attacks blamed on al Qaeda and Taliban-linked Sunni groups. Nawani has spoken out in parliament several times recently against growing sectarian violence between Sunnis and Shias. Bhakkar is in an area where sectarian tensions have run high. The attack is the third targeting a politician in the country in less than a week.

Officials in Khyber Agency told APP that 30 elders representing Shinwari tribes participated in a jirga (council) and decided to raise a 300-strong ‘Qaumi Lashkar’ (national militia) against the Taliban. But elder Haji Gulab Shinwari denied an armed group had been formed, insisting a committee would ‘handle law and order’. APP said the jirga made it compulsory for each tribe to contribute at least 10 volunteers to the militia. A jirga of the Khyber Zakha Khel tribe also decided to set up a militia against Taliban. "For now, a 20-member committee will monitor the situation and take timely decisions," said Shakir Khan Afridi, an elder. Local volunteers had earlier helped restore the government’s writ in the Salarzai, Otmankhel, Barang and Khar areas.

A suspected suicide car bombing destroyed part of an Anti-Terror Squad building and wounded at least six policemen in the heavily guarded Police Lines area in Islamabad at about 12:45pm (PST) on October 9. Vehicles parked nearby were also damaged and the explosion formed a five-foot crater in the ground. The explosion occurred moments after a man driving a green Mehran car (EAJ 789) delivered sweets to the facility. The investigators told Daily Times that it might mean the bombing was not suicide, but Islamabad Police chief, Asghar Gardezi, told reporters some body parts found at the site might belong to a suicide bomber. Eye-witnesses said the building was largely empty at the time of the explosion because many police officials were guarding the Parliament and other areas of Islamabad.

The Tehreek-e-Taliban Pakistan (TTP) spokesman Maulvi Umar has said that Pakistani Taliban are ready to lay down their arms and hold talks with the government if the latter ceases fire, reports Daily Times. "We are sensible people and understand the survival and integrity of our country. If the government relinquishes use of power, we are also ready to stop our actions and hold talks with the government," Umar told BBC Urdu from an undisclosed location on October 15. He said that local Taliban were also ready to cooperate with the government in its efforts to drive out foreigners from the tribal areas and stop militants’ infiltration into Afghanistan. When asked whether the TTP would guarantee that Pakistani Taliban would not cross into Afghanistan and take part in militancy, he replied in affirmative, saying they did not need to go to Afghanistan as Afghan Taliban were powerful. However, if Afghan Taliban seeks assistance from Pakistani Taliban, the decision will be made in consultation with the people, he added.

Daily Times reports that a suspected US drone fired two missiles on October 16 into South Waziristan, killing five people, including at least one foreigner, security officials said. "Two missiles were fired, completely destroying the house. Reports confirm five dead," an unnamed security official told AFP. There was no immediate confirmation of the strike from the Pakistani military or from the US-led coalition in neighbouring Afghanistan. Two Pakistani intelligence officials told the Associated Press that reports from informants and field agents suggested that one foreign member of the Taliban died in the attack and that another foreigner was injured. Asked if any Al Qaeda leaders had been hit, the officials said that while Arabs had been living in the house, the identities of the victims were not yet clear. They said the Taliban had frequented the house in a remote, forested area, since its owner fled the tribal region last year. Another intelligence agency official told Reuters five militants had been killed. "Guests were staying there," said a second official. The term is commonly used to refer to foreign militants. Witnesses told NNI the area is controlled by Pakistani Taliban chief Baitullah Mehsud.

The insurgency based in Pakistan’s Federally Administered Tribal Areas (FATA) is intensifying, a soon-to-be completed US intelligence assessment says, according to Daily Times. A US official who participated in drafting the top-secret report told McClatchy it portrays the situation in Pakistan as ‘very bad’. Another official called the draft ‘very bleak’, and said it describes Pakistan as being ‘on the edge’. The first official summarised the estimate's conclusions about the state of Pakistan as: "no money, no energy, no government". The National Intelligence Estimate (NIE) on Pakistan says the Pakistani military is reluctant to launch an all-out campaign against the Taliban in part because of popular opposition to continuing the co-operation with the US. The aim of the assessment — seven years after the US sent troops into Afghanistan — is to determine whether a US presence in the region can be effective and if so, what should the US strategy be. About the only good news in the Pakistan NIE is that it is ‘relatively sanguine' about the prospects of a Pakistani nuclear weapon, materials or knowledge falling into the hands of the Taliban, said one official. However, the draft NIE paints a grim picture of the situation in Pakistan. Anti-US and anti-government sentiments have grown recently, stoked by stepped-up cross-border US missile strikes and at least one commando raid on suspected Taliban targets in FATA that reportedly have resulted in civilian deaths.

"They are welcome for dialogues. They must approach us if they are really sincere in talking peace," ANP provincial president Afrasiab Khattak told reporters on October 21. "They aren’t sincere in talks for peace but want to get the sympathies of the people by issuing statements wherein they offer talks for peace," said Khattak. Establishment of peace was of prime significance in the region, he said, adding that the sanctuaries of militants inside the FATA had volcanic effects on both sides of the border in Pakistan and Afghanistan. "The militants’ attempts to set up a parallel government could not be materialised and the elected government would spare no effort to defend the lives and properties of the people," he warned.

On October 22, the Pakistan Parliament after two days of negotiations unanimously adopted the 14-point resolution declaring that Pakistani nation was united against terrorism and sectarian violence and would tackle the problem by addressing its root causes, Daily Times reports. Prime Minister Yousuf Raza Gilani moved the resolution, which he said would serve as policy guideline to the government in framing a national security strategy. "Extremism, militancy and terrorism in all forms and manifestations pose a grave danger to the stability and integrity of the country," the resolution said. "Dictatorial regimes in the past pursued policies aimed at perpetuating their own power at the cost of national interest. We need an urgent review of our national security strategy and revisiting the methodology of combating terrorism in order to restore peace and stability to Pakistan and the region through an independent foreign policy", it added. The resolution emphasised on the process of dialogue as the "principal instrument of conflict management and resolution", but also said talks would only "be encouraged with all those elements willing to abide by the constitution of Pakistan and rule of law". It asked for the expulsion of all foreign fighters from Pakistan’s soil.

Frontier Corps Inspector General Maj Gen Tariq Khan has alleged that Taliban militants are infiltrating from Afghanistan into Pakistan to help those battling security forces in Bajaur Agency. In an interview with BBC Urdu, Khan said he also raised the infiltration issue with NATO, US and Afghan authorities in Afghanistan after which the infiltration had reduced ‘to an extent’. He said about 200 Taliban militants from Afghanistan entered Bajaur every two or three days to fight the security forces in the initial days of the military operation. He claimed that Taliban militants in Bajaur were fighting Pakistani security forces under the leadership of Afghan commander, Qari Ziaur Rehman. He said that Chechen, Uzbek, Afghan and Turkmen terrorists were present in Bajaur and were receiving assistance from ‘foreign countries’. He did not name the countries. He said that security forces had captured about 40-km area in Bajaur including Khar, Tank, Khata, Rashkai and Loyesam and claimed that the agency would be cleared of Taliban by the end of November. The military operation in Bajaur had been given more importance than those in other Tribal Areas because ‘it is an important area in strategic terms and provides easy access to Afghanistan, Mohmand Agency, Dir, Swat and settled areas of the NWFP’. It could be considered the centre of the battle, he added.

Suspected US drones fired missiles on October 23 into a madrassa (seminary) set up by veteran pro-Taliban commander, Jalaluddin Haqqani, killing eight people and wounding six others, near Miranshah in the North Waziristan Agency of FATA, security officials said, according to Daily Times. "At 2:25am, two spy drones fired three missiles at the madrassa of Mullah Mansoor," an unnamed security official said. "Eight militants were sleeping in the courtyard. All of them were killed. They were local militants," a villager standing at the scene of the strike told Reuters. Security officials said the Madrassa Sirajul Uloom – three kilometres from Miranshah near Danday Darpa Khel on the Miranshah-Afghanistan road – was set up by Haqqani during the 1980s ‘jihad’ against Soviet forces in Afghanistan. It was currently run by one of Haqqani’s commanders, Mullah Mansoor, and was recently used as a guesthouse for ‘international and local students travelling from other areas’, they told AFP. The earlier missile strike on September 8 targeting another house owned by Haqqani killed 23 people, including members of Haqqani’s extended family, security officials said.

Locals from the upper areas of Matta tehsil (revenue division) formed a lashkar (militia) of more than 4,000 armed men and ordered Taliban militants to leave the area in three days. The decision was made in a jirga (council) held at Labat High School with Pir Samiullah in the chair. Elders from the neighbouring areas also attended the jirga. The jirga said the educational institutes and health centres in the area should be opened soon. Safety committees at village level were also formed in the jirga. Around 500 armed men were deputed to guard the jirga. The tribal elders decided that neither Taliban nor security forces would be allowed to enter the area. The security forces have killed 1,500 Taliban militants during the Bajaur operation so far and regained complete control of strategic towns including Loyesam, military officials said at a media briefing. 95 civilians and 73 troops were also killed during the operation codenamed “Sherdill”, Frontier Corps Inspector General Maj Gen Tariq Khan and ISPR Director General Maj Gen Athar Abbas told reporters. They said 950 Taliban militants had also been arrested during the operation that began in August, 2008, including 300 foreign terrorists mainly from Uzbekistan, Tajikistan and Afghanistan. Soldiers fought a fierce battle with the well-prepared Taliban militants battling hard from networks of tunnels and fortified compounds especially in the Tang Khata, Rashkai, Khazana and Loyesam, they said. “No other agency has been prepared for a battle like this,” Gen Tariq Khan said. “The worst is over . . . I think we’ve turned the corner.” But he added that the operation “could go for several months before the area is completely cleared of militants”. Gen Athar Abbas said Taliban had set up a ‘parallel system of administration’ in the Mamund, Charmang and Salarzai tehsils (revenue division). He said they were attacking security forces, had set up parallel courts beheading people in public, granting business licences and collecting taxes. They had killed 12 tribal elders in 2008 by August.

Prime Minister Yousuf Raza Gilani addressing a news conference on October 26 after his October 24-25 visit to China, where he attended the 7th Asian Europe Meeting (ASEM) summit in Beijing, said that the Government would call back the Army and replace it with other law-enforcement agencies after restoration of peace in the troubled areas of North West Frontier Province (NWFP). “Army is not a solution. It was sent to deal with emergency situation in the troubled areas and will be replaced with other law-enforcement agencies after it restores peace in these areas,” Gilani said. He mentioned the Government was “disassociating the peace-loving tribesmen from militants” and was encouraging tribesman to form lashkars (militias) against the Taliban. He said strikes by United States spy planes in Pakistan were hurting Pakistan’s cause and indirectly helping the Taliban. “We sign agreements that we will not allow unwanted cross-border movement, and this activity still takes place. It is a violation of the agreement,” Gilani said. “Similarly, when agreements are singed [with the Taliban] that there will be no attacks on security forces, but such incidents still happen, that is also a violation of agreements, ” he added.

Tribesmen killed 20 Taliban militants in clashes that followed a botched attempt to abduct an elder in Swat in the NWFP on October 26, reports Daily Times. Police said a group of pro-Mullah Fazlullah Taliban were trying to hustle Pir Samiullah – chief of a lashkar (militia) – from his home in the Mandaldag area of Matta tehsil (revenue division) to a getaway car when dozens of local tribesmen confronted them and snatched him back. Dilawar Bangash, the Swat police chief, said hundreds of Taliban later returned, captured three members of the militia and beheaded one of them on a road before a large crowd. “This is a lesson for anyone who tries to oppose us,” they told the people according to accounts gathered later by police.

The United States (US) is actively considering talks with Taliban in a major policy shift that would have been unthinkable a few months ago, discloses a report in the Wall Street Journal on October 28, according to Daily Times. According to ‘senior White House and military officials’, engaging some levels of the Taliban, while excluding top leaders, could help reverse a downward spiral in Afghanistan and Pakistan. AFP reported a US official as saying talks could take place if the Taliban "give up their arms, renounce violence, pledge allegiance to the Afghanistan constitution and become part of the political process instead of getting in the way of the political process".
