Eleven civilians were killed and 66 persons, including two soldiers, injured when a suicide bomber rammed his explosives-laden mini-truck into the Sangota checkpoint in the Swat valley on December 1, The News reported. The suicide blast brought the roof of a nearby house down, leaving a woman dead. All the dead were civilians waiting at the checkpoint. A military official said the checkpoint was the target of the bomber. After the blast, the security forces (SFs) resorted to indiscriminate firing, which reportedly injured several people. Meanwhile, three persons - a trooper, an arrested militant and a 13-year-old boy - were killed when they came under fire. The SFs subsequently arrested 17 suspected militants during a crackdown.

According to Daily Times, the NWFP Government has asked the federal Government to take decisive action against a Taliban build-up in Jamrud. A senior official said on December 2 "The Government has to take action or we shall see Iraq-like situation in the area in the coming few months," referring to the deteriorating law and order situation in the city and growing Taliban activities in Jamrud and adjacent areas of Khyber and Mohmand agencies. He said a high-level meeting was held in the provincial capital Peshawar two days ago to discuss the situation emerging in Jamrud and on the outskirts of Peshawar. He also said the meeting had noted that Taliban from Jamrud were responsible for kidnappings and attacks on NATO supply convoys.

At least three persons were wounded when a remote-controlled bomb targeting a truck carrying supplies for United States forces in Afghanistan exploded at the Machni check-post in Landikotal on December 2, Daily Times reported. Sources said that Fahim, Wakeel and Yar Muhammad, residents of Shakiwal area in Khyber Agency, were injured in the blast. The security forces and Khasadar militia now escort supplies bound for Afghanistan in the limits of Khyber Agency after the Taliban snatched 13 containers on November 10 in the agency.

One soldier, six militants and six civilians were killed and several others wounded in an exchange of fire and shelling in Swat valley on December 2, Dawn reported. According to the Government media centre, the soldier, identified as Shaukat, was killed when militants ambushed a convoy in the Deolai area of Kabal tehsil (revenue division) early in the morning. The Inter-Services Public Relations said that six militants were killed when helicopter gunships shelled their positions. Six non-combatants, four of them members of a family, were killed and several others injured when some shells hit a civilian area. In the Sar Senai area of Kabal, a man was shot dead by suspected militants.

Pakistan on December 2 proposed a joint mechanism with India to investigate the Mumbai terrorist attacks as part of its offer of complete co-operation in efforts to unearth "the hands behind the dastardly act," Dawn reported. The proposal was made at a briefing by Foreign Minister Shah Mehmood Qureshi to foreign diplomats a day before US Secretary of State Condoleezza Rice begins her visit to the region. Diplomatic sources said the offer had been conveyed to India in response to a demarche handed over to Pakistan’s High Commissioner in New Delhi Shahid Malik by the Indian external affairs ministry. Pakistan is yet to respond to the second demarche delivered by Indian High Commissioner Satyabrata Pal at the Foreign Office in Islamabad. At the briefing attended by diplomats from the European Union, the five permanent members of the UN Security Council and some other countries, the foreign minister said: "Pakistan has proposed to India that a Pakistan-India joint commission, suitably composed, be set up to work together on the Mumbai incident." He said the commission could be jointly headed by the national security advisers of both the countries and it should meet at the earliest to exchange information relating to the incident and discuss details of co-operation.

He told a television channel in an interview from Islamabad that if proof of wrongdoing surfaced, the men would be tried in Pakistani courts and sentenced. The state of Pakistan is in no way responsible for the Mumbai attacks, he said, which were the work of ‘stateless’, meaning non-state, actors. Lashkar-e-Toiba (LeT), he said in answer to a question, is a banned organisation in Pakistan and all around the world. “If indeed they are involved, we would not know. Again, they are people who operate outside the system,” he claimed. Asked what Pakistan would do if India does produce evidence linking the terrorists with Pakistan, Zardari replied, “I would — my government would take action, our government would take action, the democratic government of Pakistan would take action against all the actors and anybody who is involved.” Zardari also said no “tangible proof” had come forth so far that the lone survivor from among the terrorists was a Pakistani, as was being claimed. Zardari added that any Indian strike across the border at a suspected terror base would be counterproductive. According to him, “The threat is in the region, and just not to Bombay or to India. The bomb had been planted near an under-construction building in the city centre near the police headquarters. However, no casualty was reported in the blast. Sources said that when policemen arrived at the scene, they found some pamphlets threatening women and shopkeepers selling CDs and DVDs and displaying women’s photographs. “We will punish women who go out… without properly concealing their faces,” the pamphlet said. The pamphlet urged CD dealers to abandon their business and remove women’s pictures from their outlets. “All shopkeepers must remove women’s pictures from their shops and markets immediately. Otherwise they would be our target,” the pamphlet said. It also warned book stall owners to stop selling magazines and newspapers carrying women’s photographs. The pamphlet also warned the pro-government Ulema (religious scholars) to stop “propaganda” against jihad.

The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism reported earlier on December 3 that if there was a WMD attack on the United States, it would originate in Pakistan. “Were one to map terrorism and weapons of mass destruction today, all roads would intersect in Pakistan,” and that “the focus of US policy should be to help Pakistan achieve political and economic stability,” the report said. The report observed that while Pakistan was a US ally, “there is a grave danger it could also be an unwitting source of a terrorist attack on the United States—possibly using weapons of mass destruction.” The commission urged the next administration and Congress to pay particular attention to Pakistan, “as it is the geographic crossroads for terrorism and weapons of mass destruction… Indeed, the border provinces of Pakistan today are a safe haven, if not the safe haven, for al Qaeda.” The report estimated that Pakistan has about 85 nuclear weapons, which are under the complete control of the Pakistan military. Though most US and Pakistani officials assert that these weapons and their components were safe from inside or outside theft, “the risk that radical Islamists—al Qaeda or Taliban—may gain access to nuclear material is real,” the report claimed. “Should the Pakistani government become weaker, and the Pakistani nuclear arsenal grow, that risk will increase. With each new facility, military or civilian, comes added security concerns,” the report said. Hospital sources said the death toll might increase because some of the wounded are in a critical condition. Imambargah Alamdar Karbala and several adjacent buildings in the Kocha Risaldar alley were damaged and the ensuing fire engulfed buildings, markets and vehicles. The powerful explosion also damaged electricity wires, plunging the area into darkness. NWFP Information Minister Mian Iftikhar Hussain said that about 20 to 25 kilograms of explosives were used in the blast, which he said did not appear to be a suicide bombing. The explosion created a five feet deep crater. The site of the bombing is one of the busiest markets in the city, with hundreds of shops in markets in narrow alleys.

The attack is the biggest ever on NATO logistics in Pakistan, during which a watchman was killed while two others were injured when they offered resistance to over 300 attackers, who were armed with rocket launchers, hand grenades, petrol bombs and AK-47 rifles. A worker at the Port World Logistics on Ring Road near Pishtakhara said 106 vehicles were parked in their parking lot, including trucks, Humvees, cranes, fire brigade trucks and jeeps. Over 60 other vehicles were parked at the Al-Faisal Terminal, located across the Ring Road. A worker of the Port World Terminal said that over 300 armed men fired a rocket-propelled grenade at the main gate of the parking lot and after breaking in, opened indiscriminate fire on watchmen, killing one on the spot and injuring two others. He added that the attackers later fired rockets at the parked vehicles, hurled petrol bombs and sprinkled fuel on the trucks to set them ablaze. The firing of rocket launchers and automatic weapons that started at around 3:15 am (PST) continued for almost 45 minutes. The attack is second in the past week after the December 1 similar assault when two drivers were killed and 15 NATO trucks were set ablaze. The Tehrik-e-Taliban Pakistan had warned of attacking the NATO supplies through Pakistan if the American forces did not stop the missile strikes in FATA and parts of the NWFP. In Muzaffarabad, capital of the PoK, a major army operation was under way in the city suburbs on December 7 against a site being used by the Jama’at-ud-Da’awa, which is headed by Hafiz Mohammad Saeed. Sources said that more than 20 members of the banned organisation and LeT ‘commander’ Zakiur Rehman Lakhwi had been arrested. There are reports that similar action is planned in some cities and towns of Punjab province. However, reports of the crackdown could not be confirmed from the interior ministry or the Inter-Services Public Relations. They’ve said that they will. Clearly there are organisations that operate with longstanding involvement in this kind of activity (in Pakistan),” Rice added. She noted that “Americans also died in the attack and that the United States expected the full and complete cooperation of Pakistan and Pakistani action” in finding and punishing anyone linked to the Mumbai incident. “I made very clear to the Pakistanis that we are a friend of Pakistan, we are an ally of Pakistan, but when something like this happens, the United States expects Pakistan to act,” she said. Speaking in a safe house near Lahore the paper said the militant put the organisation’s strength in the "thousands" in Pakistan. It should not be surprising that Mohammad Ajmal Amir ‘Kasab,’ the LeT terrorist captured in India, is not a recognisable name because those who join his group are given other names, the coordinator said. "All those who join these organisations are given Arabic names," he said. AP reported that the panel said Jama’at-ud-Da’awa is a front for the LeT and now subject to UN sanctions on terrorist organizations. The panel also designated four men linked to the Mumbai attacks as terrorists subject to sanctions, The News reported. The four men are believed to hold leadership positions in the LeT. Designated as terrorists subject to UN sanctions were LeT chief Hafiz Mohammed Saeed, ‘operations commander’ Zaki-ur-Rehman Lakhvi, Haji Muhammad Ashraf, its chief of finance; and Mahmoud Mohammad Ahmed Bahaziq, a financier with the group. The Security Council's al Qaeda and Taliban sanctions committee added them to its list of terrorists subject to the assets freeze, travel ban and arms embargo under a council resolution adopted this year. The U.S. Treasury Department last week designated the men as terrorists and ordered any U.S. assets frozen. India had pressed the Security Council for sanctions against Jama’at-ud-Da’awa on December 9, contending along with the U.S. that it is a front for the Lashkar. The UN sanctions panel also described a number of trusts and foundations as aliases for the al-Rashid and al-Akhtar trusts, which have raised funds for Lashkar. Five offices were sealed in Sialkot. 25 members of the organisation, including Ameer Hamza, Hafiz Abdul Rehman Makki, Maulana Naseer Hamza, Saifullah Mansoor, Da’awa’s director of public relations, Col (retd) Nazir Ahmed, and Rajanpur District president Talib Rehman, were detained. A large number of publications of the organisation were reportedly seized. Hafiz Saeed was detained at his Johar Town residence under the Maintenance of Public Order Ordinance. "Police have encircled the house of Hafiz Saeed and told him he cannot leave his home. They have told him that the detention order will be formally issued shortly," his spokesman Abdullah Montazir said. A Police official said detention orders had also been issued by the Punjab home department and raids were being conducted to arrest Yahya Mujahid, Abu Umer a number of other prominent members. Sources said that an office of the organisation on Chamberlain Road, in Gawalmandi, had been sealed a few days ago. Six members of the organisation were arrested from its main relief camp on the Karakoram Highway, near Ghazikot Township, on December 10. However, Attiqur Rehman Chohan, the provincial spokesman for the Da’awa, told Dawn from an unspecified location that the organisation had decided to close its offices in Peshawar and other cities and suspend its activities for the time being. He said the group’s leaders were in touch with the provincial Government and major political parties and the issue would be raised in the national and provincial assemblies. Security forces (SFs) also raided an office of the Da’awa in Parhana area of Mansehra District and arrested five of its activists. SFs had sealed the relief camp-cum-office a day before Eidul Azha. The group’s office in Quetta, capital of Balochistan, was also sealed. In Karachi, Police sealed the central office of the Jama’at-ud-Da’awa in Gulshan-i-Iqbal. City Police chief Waseem Ahmed said the office was sealed on a directive of the federal Government and efforts were being made to track down top leaders. Meanwhile, a spokesman for the State Bank said the central bank had frozen bank accounts of the Jama’at-ud-Da’awa, its leaders and sister organisations — Al-Rashid Trust and Al-Akhtar Trust. Chaudhry Imtiaz, Deputy Commissioner of Muzaffarabad, the PoK capital, told Dawn on December 14 that Police guards had been removed from the residence of Maulana Abdul Aziz Alvi but he had been asked not to leave the area without informing the administration. Maulana Alvi, who heads the PoK chapter of Jama’at-ud-Da’awa, was put under house arrest in his Karyan village, some 19 kilometers north of Muzaffarabad, on December 11. "He had been placed under house arrest for security reasons. He is still under surveillance and cannot leave the station without prior intimation to the authorities concerned," the Deputy Commissioner (DC) said. Similarly, the DC said, four people taken into custody from a mechanical workshop run by the Jama’at-ud-Da’awa in Muzaffarabad had also been released because they were merely mechanics. In response to a question, he said there were no instructions from the federal Government to detain the regional or second-line leadership of the JuD. The federal Government has launched a crackdown against Al-Amin Trust (AAT), sealing 24 offices and freezing its bank accounts across the country, sources told Daily Times. According to a notification issued on December 14 to all the provinces, the federal Interior Ministry ordered the sealing of all AAT offices as well as seizing its accounts and licensed weapons. However, no arrests were made nor any weapons recovered. Senior Superintendent of Police Sohail Zafar Chatta confirmed sealing the AAT head office in Karachi. The AAT has three other offices in Karachi and 20 in 15 other cities. “All of our offices have been sealed and bank accounts seized,” AAT spokesman Muhammad Abdullah told Daily Times. “As for the recovery of weapons, we do not have any arms,” he added. Abdullah said the AAT ambulance service had also been stopped. He claimed the organisation was engaged in welfare and relief activities. He also said: “We are still trying to figure out why the government has taken this step… We will appeal in the court to challenge the imposition of the ban because we were never involved in any immoral activity and our relief and other activities in Pakistan are being affected following this step.”

According to The News, the militants exhumed the body of Pir Sameeullah and hanged it along with his four followers in the Gwalerai on December 15. Eyewitnesses said the followers of Sameeullah had secretly buried his body in Solatan area after he was killed in a gun-battle with the militants. Receiving information about the secret burial of the Pir (saint), the militants exhumed the body for identification and later hanged it in the main market of Gawalarai.

According to sources, unidentified armed men fired five rockets targeting the house of a pro-Government tribal elder, Mir Gulam Qadir Masori Bugti, in Bekar, a village at the border of Dera Bugti and Kohlu Districts. One of the rockets hit a house adjacent to that of Mir Qadir, killing a woman and injuring fiver persons, including two security guards of Mir Qadir. Sources said that four other rockets that were fired by militants from nearby mountains landed and exploded in the open place. Mir Qadir escaped the attack unharmed. Zardari has earlier pointed out several times that there is still no firm proof that gunmen who attacked Mumbai came from Pakistan. Zardari told BBC in Islamabad that Pakistan was prepared to act if adequate evidence of any Pakistani complicity in the attacks emerged. “If that stage comes, and when it comes, I assure you that our parliament, our democracy shall take the action properly deemed in our constitution and in our law,” he said. Highly-placed Interior Ministry sources told The News on December 17 the jailed terrorist, Jaish-e-Mohammed (JeM) cadre Ahmed Omar Sheikh, had also threatened General Pervez Musharraf on his personal cell phone in the second week of November 2008 and planned to get him assassinated by a suicide bomber. The caller reportedly told Musharraf: “I am after you, get ready to die.” Subsequent investigations by the authorities revealed the threatening phone call was made by someone from the Hyderabad Central Jail. Being a suspect, Omar Sheikh was placed under observation before it transpired that he was the one who had threatened the former president. Authorities discovered that a plot had been hatched by Omar Sheikh to kill Musharraf with the connivance of some Lashkar-e-Jhangvi (LeJ) militants, with whom he had in contact for a long time over the phone. Three mobile phones, six batteries, 18 SIMS of almost every cellular company and chargers were seized from Omar’s cell. Further scanning of his telephone records revealed he had been making calls all over Pakistan to former jihadi and relatives in Lahore, Karachi, Rawalpindi and Peshawar. LeJ militants had allegedly been monitoring Musharraf’s movements to target him while traveling between his Army House residence in Rawalpindi and his Chak Shehzad farmhouse on the 1-A Park Road in the suburbs of Islamabad or to blow up the bridge on Shara-e-Faisal during his next visit to Karachi. The writ of the state will be restored by the end of this month, and both the agencies will come under complete control of the Government,” he said during the president’s meeting with representatives from FATA. Zardari met the tribal elders for the second day, as part of a series of consultations with politicians that an official statement said was meant to “assess the situation in FATA from the perspective of the elected tribal representatives and other stakeholders responsible for peace and security in the region”. Talking to the FATA representatives, the president said a special officer in the presidency would be deputed to liaise between tribal representatives and the state functionaries responsible for FATA affairs, including the governor, the interior adviser, the states and frontier regions minister, the chief secretary, and the Frontier Corps IG. He said that peace in FATA was the foremost priority of the Government, which was using all available resources to bring stability to the region.

The militants attacked a check-post in Chuprial, which triggered a clash between the militants and the SFs. The clashes continued for sometime, but did not result in casualties from either side. Following the attack, the SFs shelled suspected positions of the militants with artillery, but there was no report of any militant casualty. Adviser to the Prime Minister on Interior Rehman Malik has reportedly suspended the Senior Superintendent of Police Ahmad Latif and Superintendent of Police Shahzad Asif and ordered registration of a case against Inspector Naeem Iqbal and 14 other Police personnel on charges of criminal breach of trust, theft and burglary. All the accused have been suspended and arrested. The arms included assault rifles, rocket launchers, anti-tank mines, grenades and a large quantity of bullets, which were seized by the SFs during the Lal Masjid operation which ended on July 11, 2008. According to Police, the stolen arms include 47 small machine-guns, three light machine-guns, several AK-47 rifles, rocket launchers and hand grenades, seven rockets and 2,800 bullets.

The total number of suicide blasts in Pakistan since 2002 has risen to 140 to date while 56 bombers had struck in 2007. At least, for 29 times, suicide bombers struck in the NWFP, while 16 others hit their targets in the adjacent FATA during 2008. Swat topped the list of Districts where 11 suicide bombers hit targets, killing 101 people and injuring 294 others. Four suicide bombers struck in Peshawar in 2008, killing 99 and wounding 226 others. Punjab witnessed 10 suicide blasts with five in Lahore alone. Three suicide bombers hit their targets in the federal capital Islamabad during 2008. Apart from the killing of three alleged bombers in Karachi, no suicide attack took place in the entire Sindh province. The ISPR-run Swat Media Centre (SMC) said Security Forces (SFs) launched a ground assault against the militants in Shakardarra, the stronghold of Maulana Fazlullah-led militants. It said SFs started a search-and-cordon operation early in the morning, backed by gunship helicopters, and killed 15 militants, besides injuring scores others, and destroyed their command and control centres. According to a SMC press release, the troops were advancing in a calculated way with a view to avoiding civilian casualties. However, the press release claimed that fleeing militants were using local population as human shield and were firing at the advancing SFs, but the troops were exercising restraint. He said the truck used in the attack was loaded with ammunition in Jhang and it entered Islamabad via Rawat. Two boys from Toba Tek Singh, who had been arrested, facilitated the terrorist act and a charge-sheet against them had been submitted in court. On September 20 2008, a suicide bomber detonated a truck packed with explosives at the Marriott Hotel, killing at least 60 persons, including the Czech Ambassador, at least two US marines and several other foreigners. At least 200 people, including a Pakistan People’s Party legislator, were injured in the explosion, which ruptured a gas pipeline and triggered a huge blaze. A group calling itself Fedayeen-i-Islam claimed responsibility for the suicide attack.

Samiullah, a guard at Peshawar Model School’s boys campus, who was present at the time of the attack, said around 12 armed men scaled the school walls and torched the four buses. The Taliban later planted a bomb in the school’s administration block and the subsequent explosion severely damaged the school building. Four school employees - Naveed, Sher Muhammad, Muhammadullah and Aurangzeb – were injured. They said the Maulana Nazeer-led Ahmadzai Wazir and Punjabi Taliban had installed heavy weapons on both the vehicles from which they fired at the drones in the morning. Foreign Office spokesman Muhammad Sadiq told APP that the External Affairs Ministry of India had handed over a letter, allegedly written by Ajmal Kasab, The News reported. Meanwhile, a statement issued by the Foreign Office said, “This evening the Indian government has forwarded to the Pakistan High Commission in New Delhi a letter from one ‘Mohammad Ajmal Mohammad Ameer Kasab’, who claims to be a Pakistani.” The statement said he had sought assistance of a lawyer and a meeting with the Pakistan High Commissioner. “The contents of the letter are being examined,” it concluded. Richard Barrett, co-ordinator of the UN Security Council’s (UNSC) Al Qaeda and Taliban Sanctions Monitoring Committee, told CNN-IBN television that it was difficult to implement the sanctions completely, but the UN had found all Pakistani agencies were co-operative. He threatened more attacks against the Security Forces and Government installations to avenge the two recent US missile strikes in North Waziristan in which several militants belonging to Punjab province were killed. However, Police failed to arrest the three miscreants who managed to escape during the raid. Later, the Police detained 10 people for interrogation and registered a case under the Explosives Act. The explosive material was stored in a house in Karal, a small village on the outskirts of the federal capital within the jurisdiction of the Islamabad Capital Territory. The Islamabad Police and intelligence agencies officials believe that the explosive material and detonators were meant to target various commercial centres and residential areas in the federal capital. According to Police sources, over 650 kilograms of explosive material, including 520 detonating devices (12 packs of two different kinds), 357 bricks of the Aemolite explosives, 20 bags of gun powder and three bags of sulphur powder, were recovered. Meanwhile, Superintendent of Police (East Zone), Saqib Sultan, who addressed a press conference at the Karal Police station, said that the masterminds who escaped were identified as Bacha Saeed Khan, Farid Khan and Musa Khan.

Pakistan is moving nearly 20,000 troops from the Federally Administered Tribal Areas (FATA) to Kasur and Sialkot amid reports of Indian troop movement and rising tensions between Islamabad and New Delhi. An unnamed senior military official said the redeployed 14th Division would "counter any misadventure by India". "The troops have been moved from the western border areas where the operation [against Taliban] is not going on. But this is a limited movement to reinforce our defence on the eastern border," the official told Daily Times. He said Pakistan Army had restricted the leaves of its troops and officers in view of the security situation. According to The News, two units of the Pakistan Army have been gradually withdrawn from the Lower Dir district bordering the Bajaur Agency and Afghanistan’s Kunar province while troops have also been pulled out of South Waziristan. The troops withdrawn from Lower Dir were not involved in any military operations and had reportedly been deployed there for back-up support. Official sources said some of the troops pulled out of the FATA were based in snow-bound areas where no fighting could take place at this time of the year. However, military spokesman Major General Athar Abbas declined to comment on these reports. Military sources told The News in Peshawar that the Government had quietly started withdrawal of troops from the tribal regions and the settled districts. Residents in Wana, headquarters of South Waziristan, saw a big convoy of the Pakistan Army comprising several trucks and heavy ammunition leaving the region for down country. People in Tank district also reportedly saw heavy military trucks carrying the troops towards Dera Ismail Khan. Further, "The 17th Division of Pakistan Army which was carrying out operation against the militants in Swat has also been pulled out and replaced by the 37th Division," disclosed a senior military officer. However, the officer said that keeping in view sensitivity of Pakistan’s western frontier with Afghanistan, troops of 11th Corps would remain there for safeguarding this strategic border of the country. There were also reports that the Government has dropped the plan of launching a major military operation against the militants in Khyber Agency, involved in attacks on NATO supplies. Reports said the operation was postponed due to tense situation with India. However, a military officer said there was no such plan in Khyber Agency.

As many as 26 educational institutions of the Jama’at-ud-Da’awa (JuD) are operating in various parts of the province but the Government has appointed administrators in only 10 selected schools. Sources revealed that following a ban imposed on the JuD, intelligence agencies informed the Government that 10 JuD educational institutions in various parts of Punjab were promoting extremism. "Special lectures promoting Jihad are delivered to students, especially at the time of assembly," sources quoting intelligence reports said. A senior official of the School Education Department said the move was aimed at resumption of academic activities at the JuD-run institutions, especially in view of the upcoming matriculation annual examinations. He said teachers would not be replaced and they would continue to teach at these institutions. The front wall of the school and an adjoining market and were destroyed and a mosque and several houses were damaged. Police said two Policemen, a volunteer and five children were among the victims. According to witnesses, the bomber was about 18 years old. The Swat unit of the Tehrik-i-Taliban claimed responsibility for the attack and said it had been carried out to avenge the killing of its six members in the area four months ago. The village has been under threat from militants since the formation of a tribal lashkar (militia) to combat militancy. Two militants were among five people killed on December 30 in the joint operation by military and paramilitary forces. "We have launched crackdown against people creating disturbances, and army, paramilitary and levy force is jointly conducting the operation," Khyber Chief Administrator Tariq Hayat told reporters in Peshawar. Hayat also said the operation was targeting six Taliban-linked organizations. "This operation will continue as long as all targets are achieved," he stated. According to him, the operation was aimed at putting a stop to both attacks on NATO supply vehicles and a spate of kidnappings for ransom in the FATA, where the Taliban and al Qaeda are active. Troops had already seized a large quantity of arms and ammunition in a raid on a warehouse in Jamrud, Hayat said, adding that a complete curfew had been imposed on the area, with paramilitary troops patrolling the streets. On December 31, Taliban militants executed a man in the Mir Ali town of North Waziristan after accusing him of spying for the United States, The News reported. The bullet-riddled body of 28-year-old Mohammad Nawaz was found dumped on a roadside in Mir Ali, a local police official said. Nawaz had been abducted in November 2008 after a US missile strike near Mir Ali killed some local and foreign militants. A note found near his body said Nawaz had been “found guilty of spying for the US,” the official said.

Pakistan Telecommunication Company Limited (PTCL) exchange was partially damaged in a bomb blast on December 31 in Wana, headquarters of South Waziristan. Official and tribal sources told The News that the blast did not cause any human loss. They said it was not clear whether the perpetrators of the blast wanted to target the telephone exchange, military convoy or bunkers of the law-enforcement agencies located near the PTCL exchange. The blast took place on the premises of the tehsil (revenue division) building where various offices of civil administration are located. Besides the paramilitary Frontier Corps (FC) South Waziristan Scouts, the army troops had also been stationed in the camp and had set up bunkers to secure the FC camp. Official sources said a military convoy had passed through site of the blast five minutes before the explosion.

Speaking at a joint meeting of leaders of the Ahle Sunnat Wal Jamaat and the Shia community at the Kohat Police Club on December 31, the Deputy Inspector General of Police (Kohat division), Qudratullah Marwat, said senior officials had received intelligence reports that Baitullah Mehsud had sent a batch of 500 terrorists for disturbing peace in the region by targeting sensitive places and Muharram processions.

Security Forces (SFs) have flushed out the Taliban from various areas of Salarzai tehsil (revenue division) and Khar area of Bajaur Agency, officials said on December 31, Daily Times reported. The areas cleared of Taliban presence include Arrang and Barrang in Utmankhel tehsil, Roghgan and Pashat in Salarzai tehsil and Khar area of Bajaur. Security Forces (SFs) on December 31 demolished dozens of houses and arrested scores of people on the second day of the military operation in Khyber Agency's Jamrud sub division, Dawn reported. Two army gunship helicopters reportedly targeted militant hideouts and houses of Kukikhel elders in Ghundi locality the entire day. Tanks and artillery also targeted positions of suspected militant commanders in the area. The Peshawar-Torkhum highway and Torkhum border also remained closed for the second consecutive day. The closure of Torkhum border has is reported to have affected supplies to NATO forces in Afghanistan. Briefing newsmen at the Khyber House about the operation called ‘Here I Come’, Political Agent of Khyber Agency, Tariq Hayat Khan, claimed the SFs had so far demolished at least 19 houses of militant commanders and Kukikhel elders in the last two days. Three civilians were killed on December 31 when their home was hit by 'mistake,' he said. He also said action against the Kukikhel tribe had been initiated under the Collective Territorial Responsibility clause of the Frontier Crimes Regulation, adding that the tribe had failed to flush out the criminals from their area and allegedly provided shelter to militants. SFs have demolished the houses of Malak Attaullah Kukikhel and Senator Nasar Khan in Ghundi and Shah Kas localities respectively. Three family members of Malak Attaullah were among the 116 persons arrested during the operation. Tariq Hayat said that a huge quantity of arms and ammunition had also been recovered from the house of a militant commander Iftekhar in Ghundi area. However, the suspect commander could not be arrested during the operation.
