600 suicide bombers are present in Karachi and they are planning a major attack, revealed two militants Qasim Toori and Danish alias Talha during interrogations by law-enforcement agencies, according to Daily Times. Most of the suicide bombers are also former students of Islamabad’s Lal Masjid. The militants confessed, "Around 600 Jundullah militants are present in Karachi. Political turmoil in Pakistan has not seriously threatened the military’s control of its nuclear weapons "but vulnerabilities exist," United States (US) intelligence said in a report on February 5, according to Daily Times. "We judge [that] the ongoing political uncertainty in Pakistan has not seriously threatened the military’s control of the nuclear arsenal, but vulnerabilities exist," said the annual threat assessment, which was delivered to Congress by US intelligence Chief Mike McConnell. The report said, "We judge that the [Pakistan] army’s management of nuclear policy issues — to include physical security — has not been degraded by Pakistan’s political crisis." The report also warned of threats of terrorist attacks against the US, as al Qaeda improves its ability to identify, train and position operatives for such operations. It said an influx of new western recruits to al Qaeda’s safe havens in Federally Administered Tribal Areas (FATA) had been detected since 2006. "Al Qaeda is improving the last key aspect of its ability to attack the US — the identification, training, and positioning of operatives for an attack in the homeland," the report said. McConnell, meanwhile, said Pakistan’s Tribal Areas were providing al Qaeda "many of the advantages it once derived from its base across the border in Afghanistan, albeit on a smaller and less secure scale".

The United States intelligence believes that Pakistan-based Lashkar-e-Toiba (LeT) and other Kashmir-based insurgent groups will continue to plan and execute "attacks" in India, reports Indian Express. Director of National Intelligence Michael McConnel has said that, "The intelligence community assesses that Pakistan-based Lashkar-e-Taiba (LeT) and other Kashmir-focussed groups will continue attack planning and execution in India. Shia and Hindu religious observances are possible targets, as are transportation networks and government buildings." McConnel, while speaking to the Select Senate Committee on Intelligence, also said that, "We judge Kashmir-focussed groups will continue to support the attacks in Afghanistan, and operatives trained by the groups will continue to feature in al-Qaida translational attack planning.

Taliban spokesman Maulvi Umar on February 6 declared a unilateral cease-fire from South Waziristan to Swat, saying no security forces would be targeted. "We will not attack any security person, be it in Waziristan or in Swat (district)," he told Daily Times from an undisclosed location. Maulvi Umar denied the cease-fire was the result of "secret negotiations", claiming the Taliban were responding to a reduction in the military’s attacks on them. "We will not attack the security forces till [our] next announcement," he said, adding, "We see a marked decrease in intensity of attacks on us." Tribal sources said a Taliban shura (council) had decided on the cease-fire after the government had "agreed to meet certain points." However, the military said that operations against militants would continue. "This (Taliban ceasefire) is [a] one-sided (announcement). We received no formal communiqué," military spokesman Major General Athar Abbas said.

The Scotland Yard (SY) team investigating former Prime Minister Benazir Bhutto’s murder ruled out on February 8 the possibility of her dying of a gunshot wound and concluded that she died of a head injury, according to Daily Times. The executive summary of the SY’s Metropolitan Police SO15 Counter Terrorism Command stated, "The only tenable cause for the rapidly fatal head injury in the case is that it occurred as a result of impact due to the effects of the bomb blast." It said Benazir’s only apparent injury was "a major trauma to the right side of the head". However, the report said the investigation was hampered by the lack of a detailed search of the crime scene, and the absence of an autopsy and recognised body recovery and victim identification processes. Nevertheless, it maintained, the evidence available was sufficient for reliable conclusions. The report said that lacking a full post-mortem examination, UK Home Office Pathologist Doctor Nathaniel Cary was unable to categorically exclude the possibility of a gunshot wound on the upper trunk or neck. "The blast caused a violent collision between her head and the escape hatch area of the vehicle, causing a severe and fatal head injury," AFP quoted the summary. It rejected the speculation that two people were involved in the attack, saying the same person had been the shooter and the bomber. CID Additional Inspector General Chaudhry Abdul Majeed told a press conference that the report had clarified that the "sunroof" in a bullet-proof vehicle was an emergency escape route, and was not meant for standing and waving.

The security agencies on February 10 arrested 40 people suspected to be activists of banned militant organisations. Sources told Daily Times that the operation was launched after the list of militant activists was revised by security agencies after the suicide attack outside the Lahore High Court on January 10. The Ghaziabad police arrested 30 men from a rented house near Muhammadpura railway crossing. Separately, police raided the RA Bazaar and arrested seven suspects. At least 10 people were killed and 13 others sustained injuries when a teenaged suicide bomber blew himself up amidst a gathering of the Awami National Party (ANP) and tribal Lashkar (force) at Mirali in North Waziristan on February 11, The News reported. President of the North Waziristan chapter of the ANP, Haji Anwar Shah, was among the dead. Witnesses told The News from Mirali, the second biggest town after the regional headquarters Miramshah, that a suicide bomber blew himself up when the party workers reached Eedak village where armed men of the tribal Lashkar were manning a checkpoint set up on the main Bannu-Miramshah road to search vehicles carrying goods to Afghanistan. The attacker was reported to be travelling with the ANP activists from Tappi to Mirali where they had gone as part of their election campaign. The tribal Lashkar was recently raised by the Dawar tribes-people to evict foreign militants from their area, which according to them, provoked military operations by the Pakistani security forces and caused them multiple hardships.

Security forces on February 11 captured Taliban commander Mullah Mansoor Dadullah along with five other Taliban militants after a gun-battle in the Gowal Ismailzai village of Qila Saifullah district (near the Afghan border) in Balochistan, according to Dawn. He is the younger brother of Taliban commander Mullah Dadullah, who was killed in a clash with the US-led forces in Afghanistan’s Helmand province in May 2007. "Mansoor Dadullah is alive, but he is injured and in the custody of the authorities along with five other Taliban who too have received injuries," caretaker Interior Minister Lt-Gen (retd) Hamid Nawaz said. A senior military official told AP that Dadullah died of his wounds on the way to hospital, but army spokesman Major General Athar Abbas denied the claim, Daily Times reported. Lieutenant Colonel David Accetta, the top US military spokesman in Afghanistan, said he could not confirm the report. Mullah Mansoor succeeded his brother as commander, but was removed from the post, and subsequently from the Taliban movement itself, after some time following differences with Mullah Omar. He was later arrested by the Afghan government, but released in a swap when Taliban abducted 30 people, including an Italian journalist.

The Karachi Police arrested 10 members of a militant organisation linked to the Taliban who were planning massive terrorist attacks in the city during the elections, a senior police official said on February 15, according to Dawn. Addressing a press conference, the Inspector General of Police Azhar Ali Farooqi said the militant outfit, Tehrik-i-Islami Lashkar-i-Muhammadi, had ties with Mullah Dadullah, Taliban commander Tahir and Sirajul Haq Haqqani. A large quantity of explosives was seized from their possession. He said the group was planning attacks on political and religious leaders and philanthropists, adding that it had also obtained lists of members of the Rotary and Lions clubs and Theosophical Society. "They had plans to sabotage the election process. The city and the province as a whole have been saved from a major disaster," Farooqi said. According to a press release issued by the Sindh Police, a warning letter by the group addressed to military institutions, intelligence agencies and police read: "You people have become part of the conspiracies hatched by the infidels. You have lost the difference between friends and foes and you are fighting against your fellow countrymen and the Mujahideen. Now you have two options before you - become protectors of Islam and the country and turn against those who order you to act against the fellow countrymen." Farooqi disclosed that the arrested men were formerly members of other banned outfits, like the Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM), but after the Lal Masjid operation they formed a group of their own because their former organisations had ‘deviated’ from their mission.

A suicide bomber on February 16 rammed his explosives-laden car into the election office of an independent candidate in Parachinar city of the North West Frontier Province (NWFP), killing at least 38 persons, including six children, and injuring 109 others, reports Daily Times. The Interior Ministry has confirmed the death of 27 people.” It was a suicide attack, there were people outside the candidate’s house and they were waiting for food when this man attacked,” Caretaker Interior Minister Hamid Nawaz told AFP. “It is a very unfortunate incident. Maximum security measures are in place for February 17 and 18 and the campaign is going to end tonight,” he added. According to eyewitness, the bomber hit the election office of independent candidate for NA-37 Kurram Agency, Syed Riaz Hussain Shah, where a large number of people had gathered. “A man with long hair drove a car into the crowd and blew himself up. There were bodies and blood everywhere,” witness Laiq Hussain told AFP. The blast came on the final day of campaigning for National Assembly (NA) polls scheduled to be held on February 18, and was the bloodiest in a series of attacks since Benazir Bhutto’s murder in December.

Authorities and tribal elders in North Waziristan have reached an agreement to revive a peace deal which had brought the government under severe criticism for capitulating to the militants, according to Dawn. A grand jirga (council) of 286 tribal elders from the Dawar and Wazir sub-tribes of Utmanzai gathered at the agency headquarters in Miranshah on February 17-morning to discuss the future line of action following the expiry of a unilateral cease-fire by militants. The truce, first announced on December 17, 2007, was extended five times. It was due to expire on February 17. Witnesses said that the grand jirga reached an agreement to revive the September 5, 2006, peace deal with the government. The controversial agreement had drawn criticism, particularly from Washington which believed that it had allowed al Qaeda to regroup in the militant tribal region. Critics of the agreement said the government had capitulated to the militants by granting them major concessions without getting anything in return, particularly on key demands relating to the expulsion of foreign militants, an end to cross-border infiltration into Afghanistan and a pledge not to form a parallel government. The government had withdrawn security forces from checkpoints, released militants and paid damages.

19 people were killed and 157 others were injured in countrywide election-related violence on February 18, caretaker Interior Minister Lt-Gen (retd) Hamid Nawaz told Dawn. However, according to independent reports, the number of casualties may be higher. The minister said that nine died in Punjab, seven in Sindh and three in NWFP. He did not give any casualty figures for Balochistan, where four people were reported to have been killed. According to independent reports, the overall death toll in the country was 26. "Despite 19 deaths, the government considers the election quite peaceful with no incident of terrorism in any part of the country… We are happy that neither any incident of terrorism nor any obstacle in the election process was reported in the country," the caretaker minister said. Private TV channels reported that clashes between supporters of different political parties occurred in Khairpur, Gujranwala, Chakwal, Kamoki, Mirpur, Jacobabad, Muzzafargarh, Mandi Bahauddin, Dera Ghazi Khan, Sargodha, Charsadda, Sukkur, Gujar Khan, Shikarpur, Hangu, Gakharmandi, Sialkot, Samandri, Sanghar and Peshawar. Polling is reported to have begun at a slow pace as voters appeared to be wary of violence. However, as the day progressed, the voter turnout improved and according to unconfirmed reports, it is estimated to be 35 percent. Ambassadors of UK, US, Japan, China, Canada, Saudi Arabia, Iran, South Asian Association of Regional Corporation (SAARC) and European Union Countries visited different polling stations in the twin cities of Rawalpindi and Islamabad and expressed their satisfaction over polling process, security arrangements and performance of elections staff. The government has deployed 81,000 troops and nearly 400,000 police personnel to provide security to the more than 64,000 polling stations, a third of which had been declared sensitive. The Chief Election Commissioner Justice (r) Qazi Muhammad Farooq said on February 18-night that the Election Commission had fulfilled its responsibility to hold free, fair and transparent elections, Associated Press of Pakistan reported. "We have not received any complaints so far, but if we receive any, action would be taken," he said.

Elections remained peaceful throughout the North West Frontier Province (NWFP) on February 18 amid fears of suicide attacks, bomb blasts and violence from militants, Daily Times reported. NWFP Special Home Secretary Khalid Khan Umarzai said that the elections all over the province were held with a peaceful atmosphere, except for an incident in Karak district in which one person was killed and another wounded when supporters of the Awami National Party and an independent candidate clashed in the PF-40 constituency’s Ghara Khel polling station. However, minor violent incidents were reported from the province. Militants blew up Middle School Shakardara polling station in the Matta area of Swat district and set ablaze the election material. Gunship helicopters later shelled the Shakardara area but no casualties were reported. Militants also targeted a security forces convoy with remote-controlled bombs in the Shakar Dehri and Charbagh areas, while a bomb exploded in the Dheri area of PF-83 constituency. No casualty was reported in these incidents. Peshawar remained peaceful during the elections and no untoward incident was reported in any part of the city. In Charsadda, Dera Ismail Khan and Bannu, no violent incidents were reported. According to Dawn, women voters were barred from casting their votes in several parts of the NWFP. In some areas, polling was stopped over allegations of bogus voting, leading to scuffles among female supporters of a number of candidates. In the outskirts of Peshawar, some political parties had joined hands in barring women from casting their votes. Tribal elders and local leaders of ANP, PPP, PML-Q, PML-N and JUI-F struck an agreement on February 17-night to keep women out of the electoral process, some people of Shakkarpura area of Peshawar told Dawn. "The local leadership, after holding a jirga (council), decided that women will not cast their votes. They made the announcement on Sunday night from a local mosque," they said. Threatening pamphlets issued by militants and religious extremists were plastered on walls on the Kohat road close to Darra Adam Khel, warning women of suicide attacks if they came out to vote. Similar threats forced reportedly women to remain indoors in the Baddabher, Sarbund, Matanai, Sungo, Daibahadur, Achar, Ghari Ata Mohammad, Bahdur Kalay and Mathra areas. In Timergara, women were stopped from voting in the Lower Dir district, officials and witnesses said. The number of registered women voters in the district was 145,377. No woman turned up at any of the polling stations. The overall turnout was also low because of the boycott announced by Jamaat-i-Islami which has a large following in the district. Women voters in Bachkan Ahmadzai, Aezerkhel, Jhangkhel and Chandukhel were also forced to stay indoors. The situation was the same in most areas of the Karak, Swabi and Hangu districts.

Polling was held peacefully in the Federally Administered Tribal Areas (FATA) although there were apprehensions that militants might try to obstruct the electoral process, according to Dawn. A large number of tribesmen are reported to have exercised their right to vote. For the first time in region’s history, women were seen casting vote at many polling stations in Wana, the regional headquarters of South Waziristan. Reports said that tribal elders had this time allowed them to exercise their voting right. Women were also allowed to vote for the first time in the Yakaghund and Landi Kotal areas. In North Waziristan, militants also participated in the democratic process and were seen in voters’ queues. The overall atmosphere in Waziristan was reportedly peaceful and turnout was high. The turnout in the Mohmand and Orakzai regions, however, was comparatively low. Elections were held in 10 of the 12 constituencies in FATA. Polling in the NA-42 constituency in South Waziristan and NA-37 constituency in the Kurram Agency has been postponed for security reasons. The Tehrik-i-Taliban Pakistan had already announced that it would not obstruct the polling process anywhere in the country. However, about 18,000 voters in the Tiarza area in South Waziristan, most of them Mehsud tribesmen, boycotted the polling.

The Pakistan People’s Party (PPP) emerged as the single largest party in the National Assembly followed closely by the Nawaz Sharif-led Pakistan Muslim League (PML-N) in the elections held on February 18, according to The Hindu. The PPP led with 87 seats out of 272, followed by 66 for the PML-N, and 38 for the Pakistan Muslim League-Quaid (PML-Q). Among the smaller parties, (ANP) the Muttahida Qaumi Movement won 19 seats and the Pakhtun nationalist Awami National Party got 10 seats. The Muttahida Majlis-e-Amal, a religious coalition which won 59 seats in 2002, was able to win only three this time. Other political parties - the PPP-Sherpao, the Balochistan National Party, the National People’s Party and the PML-F - got one, one, two, and four seats, respectively, according to Daily Times. Independent candidates won 27 seats. In the Punjab province, the PML-N won 101 seats out of 280, while the PPP and independent candidates got 78 and 35 seats, respectively. The PML-Q got 66 seats. In Sindh, the PPP won 65 seats out of 125, while the MQM and the PML-Q got 38 and nine seats, respectively. The PML-N failed to win a single seat while one independent candidate was successful. In Balochistan, the PML-Q won 17 seats out of 44, while the PPP won seven seats. Independent candidates won ten seats. In the North West Frontier Province (NWFP), the ANP won 31 seats out of 85, while the PML-Q and the PML-N have won six and five seats, respectively. The PPP won 17 seats in the NWFP. In the Federally Administered Tribal Areas (FATA), six constituencies out of a total of 12 have been officially announced. Elections in two of the constituencies were postponed. As all the candidates in the region contested the elections as independent candidates, no political parties won any inroads in the region. At a press conference following a central executive committee meeting of the PPP, co-chairperson Asif Ali Zardari staked the party’s claim to form the government at the Centre with the help of allies. The party is reportedly in a position to form the Sindh provincial government by itself. "We intend to make government in all four provinces and at the Centre, so we will act as the government-in-waiting with our allies… Our endeavour and our policy is to form a national consensus government that will take along all political forces," Zardari said.

The bomb, which was detonated in the Ronial Takh Maira area of the region, exploded around 4pm (PST) when the wedding party was travelling from Kandogai village to Pir Dar Baba village. The bride, four children aged between five and 12 years, and four bystanders died instantly. "There was a remote-controlled bomb explosion which targeted a wedding party. Two cars were destroyed including the car in which the bride was travelling, [and] she died," local police officer Haroon Khan told AFP. Interior Ministry spokesman Brigadier Javed Cheema confirmed that the bomb had targeted the wedding party. He and an ISPR spokesman had earlier said that eight people were killed in the bombing. This was the first such incident after the completion of the largely peaceful parliamentary elections on February 18. None of the militant groups have accepted responsibility and police have not made any arrests thus far. Following the blast, the security forces restarted the military operation in Matta and shelled suspected positions of militants from Kanju, Channel-5 reported.

We want peace, but if they impose war on us, we will not spare them,” Omar told journalists in Peshawar by telephone. He urged the new administration to “avoid repeating the mistakes of the Musharraf government.”

Lieutenant General Mushtaq Baig, surgeon general and Director-General of the army’s Medical Services, died after a teenage suicide bomber blew himself up next to a military convoy on a busy road in Rawalpindi, the army said. "The surgeon general, his driver and guard were martyred," military spokesman Major General Athar Abbas told reporters. Five civilians were also killed, while 25 others were injured, an army statement added. "This was the first suicide attack in Pakistan in which a high-ranking military official has been killed since 9/11 and also the first attack after the election," AFP quoted Abbas as saying. At least 10 suspected militants were killed in a missile strike on a house in South Waziristan early on February 28, according to Daily Times. The dead were believed to be of Pakistani and foreign origins, residents and officials said. The attack occurred at approximately 2AM in Kaloosha village, 10 kilometres west of Wana, headquarters of South Waziristan. "Nine militants were killed instantly while a wounded Punjabi militant passed away hours later in a local hospital," the residents said. Security officials also put the toll at 10. However, local news agencies reported that 13 people were killed in the attack and several others injured. It is the second such attack in the area after militant commander Nek Muhammad was killed in a missile attack in June 2004. Resident Sharifullah said three missiles hit the house of Afghan national Sheroo, who hailed from the Zalikhel tribe, which is allegedly harbouring foreign and local militants. "There was no immediate information about the presence of any high-value target," an unnamed official told AFP. Armed militants cordoned off the incident site after the missile strike, the residents said, adding that four unidentified ‘guests’ had arrived late on February 27 at the destroyed house. Army spokesman Major General Athar Abbas told AFP that the deaths were caused by explosive material stored in the house, adding that 10 to 12 people were killed in the blast. "As per our information it was an explosion caused by explosive material in the house." However, a security source based in Peshawar said that the missile was fired by a US drone at about 2am. A spokesman for the United States-led coalition force based in Afghanistan said it had "no reports" that either it or the separate North Atlantic Treaty Organisation-headed force were involved in the strike. Sources said that the militants belonged to the Abu Hamza group whose leader was said to be a follower of local militant commander Maulana Nazir, according to Dawn. Nazir won government’s support after launching an armed campaign against Uzbek militants in the Ahmadzai Wazir area in April 2007. A spokesman for Nazir denied the killing of Arabs or Turkmens in the attack and said that some Afghans had died. "They were common Afghans and had been living in the area for a few years." He claimed that missiles had been fired from Afghanistan.

40 people were killed and more than 75 others sustained injuries when a suicide bomber blew himself up at the funeral prayers of the slain Deputy Superintendent of Police (Lakki Marwat), Javed Iqbal Khan, in the Mingora city of Swat district on February 29-evening, The News reported. Among the dead were a son of the deceased police officer, Ghazan Khan, and the Station House Officer of Mingora police station Habib Jamal. Independent sources, however, put the death toll at 50, fearing that the number could rise as majority of the injured were in a critical condition. District Police Officer Waqif Khan said the bomber was among the people taking part in the funeral, Dawn reported. It was the fist major public rally by the SSP since it was banned in 2001. The SSP’s protest took place after Friday prayers at the SSP headquarters at Masjid-e-Siddique Akbar in the Nagan Chowrangi area. Maulana Abdul Ghaffur Nadeem, the SSP central leader who has been to jail on sectarian charges, led the rally and said Denmark, Germany and other western countries should desist from insulting Islam otherwise a jihad would be waged against them. "We shall wreak havoc upon western countries with the power of jihad," he told a 2,000-strong crowd, which included seminary students, religio-political party workers, and members of banned organisations. Maulana Aurangzeb Farooqui, the party’s Sindh leader, said Denmark was continuously publishing insulting caricatures that forced Muslims to think about waging jihad against it. "No one can save Denmark if the Muslim world is ready for jihad," he said, amid religious slogans from the crowd. According to Islam, said Ilyas Zubair, the SSP Karachi unit president, those who insult the holy Prophet should be punished by death.

The district government of Bannu in the North West Frontier Province (NWFP) has dismissed 35 Frontier Constabulary (FC) personnel from service for laying down their weapons and refusing to fight the Taliban, The Post reported. According to details, the Taliban had attacked an FC check-post sometime in 2007, snatched ammunition from the FC soldiers and subsequently abducted them. Later, the FC personnel were released reportedly after successful negotiations mediated by a jirga (council). However, the federal government directed authorities to take stern action against the FC personnel. During investigations, it came to light that Taliban militants had abducted the FC personnel without any resistance. The authorities directed to dismiss the FC personnel who surrendered to the Taliban.
