Local Taliban beheaded 22-year-old persons, identified as Mian Jan in the Kabal tehsil (administrative unit) of Swat district in the North West Frontier Province (NWFP) on March 1. The deceased was killed on charges of leaking information to the security forces, police sources said. Mian Jan’s brother, Akbar Shah, told police that the local Taliban abducted Jan from Langnar village. According to the police report, the abductors deposited the headless body of Jan in his native Aligrama village. Mian Jan was on the militant’s hit list for his strong opposition to forces promoting Talibanisation in Swat.

42 people were killed and at least 58 others were wounded in a suicide bombing at a tribal peace jirga (council) near the Zarghunkhel check-post in Darra Adam Khel in North West Frontier Province (NWFP) on March 2, according to Dawn. The jirga (council) of Zarghunkhel, Akhurwal, Sheraki, Bostikhel and Toor Chapper tribes had been convened to discuss the formation of a Lashkar (army) to drive militants out of the area. A severed head was reportedly found at the site and officials believed it was that of the bomber. Some people identified the teenager as a youth from the Sheraki area of Darra Adam Khel. The jirga was attended by over 1,000 tribesmen. It had started at about 9am and ended at two hours later after unanimously deciding to form a Lashkar and calling upon the army to withdraw troops from the area. The meeting also sanctioned action against militants, who were attacking people in the name of Islam. Interior Ministry spokesman Javed Iqbal Cheema told PTV that the meeting was to finalise a resolution to punish anyone who sheltered or helped militants, including al Qaeda, Taliban and other foreign extremists, AP reported.

The explosion occurred when most of the people had dispersed and noted elders of the five tribes were discussing forming committees to implement the jirga’s decisions, witnesses said. They said the bomber was between 18 and 22 years old and had a thin beard. "The suicide bomber was an 18-year-old boy. His face is recognisable and initial investigations indicate he was a resident of Darra Adam Khel," senior local official Saleem Gandapur told AFP.

The US could spend more than $400 million in the next several years to enhance the Frontier Corps (FC), including building a training base near Peshawar, a senior US administration official said, The News reported. The Pentagon has spent about $25 million so far to equip the FC with new body armour, vehicles, radios and surveillance equipment, and plans to spend $75 million more in the next year, US newspaper The New York Times reported on March 2. At the request of the Chief of the Army Staff, General Ashfaq Parvez Kayani, the US Central Command two weeks ago sent a four-member intelligence team, led by a lieutenant colonel, to work closely with Pakistani intelligence officers in Islamabad, the newspaper reported.

"The US Embassy describes as ‘untrue’ recent claims made by Pakistan’s Interior Minister concerning the United States," said a statement from the US embassy. In his interview with an Arab television channel, Hamid Nawaz had said that the United States, India and Afghanistan were involved in creating lawlessness in Pakistan and that it was believed that US and Afghanistan were backing militant outfits involved in terrorism in Pakistan.

According to The News, at least 10 people were killed and six others injured when dozens of armed men belonging to the Khyber Agency-based Lashkar-e-Islam (LeI) attacked Shiekhan village on the outskirts of Peshawar, capital of the North West Frontier Province (NWFP) with rocket launchers and other sophisticated weapons before bulldozing a shrine and four houses on March 3. Some sources put the death toll at 16 and said 15 of the deceased were villagers. Police had to fire teargas shells to disperse hundreds of angry villagers who blocked the main Bara Road to register their protest against the LeI militants. "Dozens of armed men of Mangal Bagh-led militant organisation attacked Shiekhan village at around 11.30 am. The villagers, mostly unarmed and unprepared, resisted the assault that resulted into a fierce clash between the rival groups," said a police official. While the militants used rockets and mortar shells besides machineguns and AK-47 assault rifles, the villagers retaliated with rifles. The heavy fighting that continued for hours restricted hundreds of villagers in the nearby areas to their houses. Students in the local schools were also confined to their institutions. Before fleeing to their stronghold Bara in the Khyber Agency of FATA, the LeI militants bulldozed four houses and set ablaze a shrine after razing its building. The Mangal Bagh-led LeI group had reportedly warned the villagers against the stay of a saint, Pir Abdul Hakeem, in the Dani Baba Shrine. The saint is among six people, including a woman, who sustained injuries in the attack. The attack is the first by LeI in the settled part of Peshawar. Mangal Bagh, the head of the LeI, has been enforcing his own brand of Islam in his areas for about two years, according to Dawn. Locals told Daily Times that Shiekhan is home to supporters of Pir Saifur Rehman, who was expelled from Bara in 2007 under immense pressure from the LeI.

Five militants were killed in a clash with the security forces (SFs) at the Nakai check-post in the Mohmand Agency of the Federally Administered Tribal Areas (FATA) on March 3, according to Dawn. An official said that SFs had stopped a car at the check-post, about 12 km north of Ghalanai, the Agency’s headquarters, and told its five occupants that they needed to be frisked, but the latter refused. He said that some tribal elders headed by Malik Rehman, the father of MNA-elect Bilal Zaman, went to the place and attempted to resolve the issue. Their efforts failed and the militants subsequently tried to escape. Consequently, The SF personnel fired a rocket on the car, killing the five.

They also arrested 10 suspected militants, including six key commanders of TNSM leader Maulana Fazlullah, in the Bamakhela area of Matta sub-division. Mirajuddin was allegedly responsible for preparing both cars and suicide bombers for use in suicide attacks. He was also wanted by the security forces in connection with the beheading of six security officials in the Charbagh area in 2007. Mirajuddin owned a workshop from where security forces had during February 2008 seized a car being prepared for a suicide attack, an official said.

The incident occurred at around 1:10 pm (PST) when classes in the Pakistan Navy War College were in progress. Eyewitnesses and police officials said five Navy officials and two suicide bombers died on the spot while one Navy official succumbed to injuries at a hospital. The incident occurred when a suicide bomber, riding a motorcycle, rammed into the college gate and blew himself up while making way for his accomplice to the parking lot, which was packed with official vehicles. The second suicide bomber, who was standing at some distance from the gate, rushed to the parking lot and triggered his explosive device. Capital City Police Officer Malik Iqbal said that two suicide bombers had exploded themselves up at the entrance of the college parking lot. He disclosed that the first blast was of low intensity while the other was quite powerful, which caused major destruction. According to Daily Times, the second explosion caused four cars and two buses in the parking lot to catch fire, causing a third explosion at around 1.11pm. A fourth blast was also reported but it could not be confirmed.

We are aware of the problems that the country is facing... democracy is the best solution.” According to the deal, the prime minister and the speaker and deputy speaker of the National Assembly will be from the PPP, and the federal cabinet will include ministers from the PML-N. Local journalist Sailab Mehsud said 20 people were killed and five others wounded in the missile attack. He said all those who died were Arabs and Turkmen, who had gathered at the house when the attack occurred. It could not be confirmed where the missiles came from, but locals told Mehsud they were fired from two unmanned aircrafts. Local people said that the house had been rented out to ‘non-local’ people about a year ago and about 20 non-local people lived there, according to Dawn. None of those killed and wounded included high-value targets, local residents and security officials said. Military spokesman Major General Athar Abbas said there were reports of blasts and some casualties in the area and the military was checking. A curfew has been imposed in the Hangu district of the North West Frontier Province (NWFP) province after clashes erupted between Shia and Sunni Muslims during a Nauroz (Persian New Year festival) procession on March 21, leaving four dead and 28 others injured, reports Daily Times. Two of the injured are said to be in critical condition. The violence erupted after members of the Shia community of the region came under fire as they hoisted a flag on a mosque to mark Nauroz. Locals said the Nauroz celebrations were going on peacefully at a madrassa (Seminary) when they were fired upon with rockets and mortar shells, APP reported. “We have clamped an indefinite curfew and summoned troops to restore peace. The situation is tense,” local police officer Akbar Ali told AFP after the incident. He said sporadic firing continued despite the curfew. The district co-ordination officer of the region also called a jirga (council) that successfully negotiated a truce between Sunnis and Shias of the area. The cease-fire is to last five months. Each sect has deposited PKR 1 million with the jirga as a form of surety bond.

Capital City Police Officer Malik Muhammad Iqbal and Deputy Inspector General of Police Tassaduq Hussain told a press conference that Muhammad Shahzad and Nadim Hussain were members of the South Waziristan-based militant organisation Tanzeem Jihad Islami. Shahzad was reportedly living in a small rented house in Karnalpura, Wahdat Colony, and that the place served as a meeting point for suicide bombers before the bombings at GPO and the Pakistan Navy War College. In reply to a question at a news conference whether he had come to Pakistan to "rescue" Pervez Musharraf at a time when the demand for his resignation and impeachment was growing, Negroponte said: "He is of course president of the country… Any debate ... with regard to the issue of his status is something that will have to be addressed by the internal Pakistani political process. Police said that as soon as the DPO arrived to inspect the site of Abubakar Sadeeq Mosque in Pir Baba bazaar, a remote-controlled bomb exploded. The DPO and his guard remained unhurt but the vehicle in which they were traveling was partially damaged. A policeman, Syed Jamil Shah, was killed in the Saddar Police Station area of Quetta, the provincial capital of Balochistan, by unidentified militants on March 29-morning, according to police, Daily Times reports. The victim had stopped at a shop adjacent to the police station when the assailants shot at injured him. He succumbed to his injuries later. No group has so far claimed responsibility for the killing, however, the Baloch nationalists in Quetta have targeted police personnel for the past several months. Several policemen, mainly those from the traffic police, have lost their lives and many have been injured.

Talking on NBC’s news programme ‘Meet the Press’, Hayden said the most likely point of origin from where terrorists would launch another attack against the US was the sanctuary in tribal areas along the border with Afghanistan. He also said that the agency believed Osama bin Laden was in the border region, between Pakistan and Afghanistan, but he was "not operationally involved." He "is more of an iconic figure" for the global terrorist movement, Hayden stated, adding that killing or capturing him and deputy commander Ayman Al Zawahiri remained a "high priority for the CIA."

TTP leaders told a rally in the Inayat Kalay Bazaar of Bajaur Agency in the FATA that they welcomed Prime Minister Yousaf Raza Gillani’s announcement that the Government would negotiate with the Taliban and end the Frontier Crimes Regulations. Gillani said on March 20 that fighting terrorism would be his top priority and offered to hold talks with those militants who laid down their weapons. "We are ready to talk to all those people who give up arms and are ready to embrace peace," Gillani told parliament. TTP leaders, including Maulana Faqir Muhammad, Maulana Sher Bahadar, Muhammad Ismail, and party spokesman Maulana Omar, also demanded the implementation of Sharia law and the jirga system according to tribal traditions. They also said jihad against America would continue in Afghanistan. However, they added that they were ready to end their activities and improve law and order in Pakistan if the Government showed flexibility. Faqir said Islamabad should not cooperate with the United States, AP reported. "Whenever Pakistan will work for American interests as its ally, we will oppose it," Faqir said, amid chants of "death to America". The TTP leaders said that the Taliban were defenders of the country and that Pakistan’s western border was safe because of them.

A man and a woman were stoned to death by militants in the Khwezai-Baezai area of Mohmand Agency in the FATA on March 31 after a ‘qazi court’ (Islamic court) found them guilty of adultery, Dawn reported. This is the first incident of Rajam (stoning to death) carried out in FATA. Earlier, couples found guilty of adultery by militants or tribesmen were executed by firing squads. The woman, identified as Shano from Mohmand Agency, had allegedly eloped with Daulat Khan Malikdeenkhel of Bara on March 15. Dr Asad, a spokesman for the militants, told Dawn that Shano was a married woman living in Peshawar’s Deen Bahar colony. He said a complaint had been received from her family that she had been abducted by Daulat Khan. But later it was reported that she had eloped with him. He stated that some members of the Taliban captured them in Nowshera when they were returning from Karachi. He said the qazi found the couple guilty of adultery and sentenced them to death by stoning and the sentence was carried out in Khwaezai-Baezai, about 40-kms west of the Mohmand Agency’s headquarters Ghalanai.
