At least 13 Taliban militants and two security force (SF) personnel were killed and nine militants injured in clashes in various areas of Swat valley in the North West Frontier Province (NWFP), a security official said on November 2, reports Daily Times .“During the last 24 hours, at least 13 Taliban were killed and nine were critically injured, while two security personnel were also killed,” a spokesman of the Swat Media Centre told APP. The clash killing two SF personnel occurred when the Taliban attacked a patrolling party in Matta tehsil (revenue division) on November 1, he said, adding that the troops retaliated and killed four Taliban militants.

A suicide car bomber rammed his vehicle into a checkpoint near the main gate of the Zalai Fort in South Waziristan of Federally Administered Tribal Areas (FATA) on November 2, killing eight paramilitary troopers, reports Daily Times. The Army’s top spokesman Major General Athar Abbas said, “We have confirmed reports of eight deaths.” Four persons were also wounded in the attack. The Zalai Fort was reportedly located 20 kilometres outside Wana, the headquarters of South Waziristan Agency. The troops were washing their vehicles when the suicide attacker came, two intelligence officials said. They described the explosion as ‘large’ and said it destroyed the checkpoint and damaged the front wall of the fort.

The News reports that unidentified militants kidnapped an Afghan government official from Chitral Valley at a time when police are already on their toes to find out three other kidnapped Afghan nationals, including an Afghan envoy, younger brother of finance minister of the neighbouring country and a professor of the Aryana University in Jalalabad. Akhtar Kohistani, an adviser to the Afghan Ministry of Rural Rehabilitation and Development (MRRD), was abducted from the remote Chitral Valley late on November 2-night. He had arrived in the town the same day to see his in-laws. A police official told The News that armed men abducted Kohistani from the house of one of his relatives, located in Seerdoor Kadak village of Darosh Valley. No one has so far claimed responsibility for the kidnapping. Akhtar Kohistani is a close relative of Member of the National Assembly from Chitral, Shahzada Mohiuddin. Police suspect the kidnappers might have come after the Afghan official from his own country. Chitral shares a long border with Afghanistan’s Nuristan province. Kohistani, who is the fourth high-profile Afghan national kidnapped from the Frontier province or adjacent tribal areas during the past 45 days. Earlier, Afghanistan’s ambassador-designate to Pakistan, Abdul Khaliq Farahi was abducted by four armed men from Hayatabad Township, Peshawar on September 22, 2008. On October 31, unidentified gunmen abducted Ziaul Haq, younger brother of the Afghan finance minister, Anwarul Haq Ahady. A professor of Jalalabadís Aryana University, Abdul Haq Danishmal, was abducted from the tribal Khyber region last week.

A former deputy attorney-general, Raja Mohammad Irshad, who spilled the beans about Gen Pervez Musharraf’s alleged move during last year’s judicial crisis to get a favourable decision in a case about his eligibility to contest the presidential race, has admitted that he lost his son who was fighting alongside the Taliban against the American-led forces in Afghanistan soon after September 11, 2001. The revelation about his son being on the side of the Taliban, and having gone inside Afghanistan, was made by Raja Irshad during an interview with Dawn News TV. The rocket that landed in the house of the military officer damaged a toilet. Officials said the rockets were Russian-made with a range of 10-15 kilometres. This was the second attack on the airport in as many days. AFP quoted officials as saying the rockets were fired by ‘suspected Taliban’. Sources said the exchange, which took place at Thal tehsil (revenue division) of Hangu district, was made possible by the efforts of the Hangu Aman Jirga (council) in facilitating talks between the local administration and the Taliban. The Taliban released seven soldiers, including Hawaldar Tanveer, Ghulam Mustafa, Imran, Rizwan, Imran Ali, Mohammad Nisar and Arshad, and three Kurram Militia personnel, Shahid, Subhan and Dawar. The three Taliban released were among the seven arrested by the Hangu police in Daoba area on July 9. The Taliban had besieged the Daoba Police Station in retaliation and taken 15 security force personnel hostage. The release of the three men had been a key Taliban demand since their arrest in July. Earlier in September, Rafiuddin and the other two Taliban were released on bail by an anti-terrorism court in Kohat but were re-arrested under the Frontier Crimes Regulation for failing to give security for good behaviour. The authorities dropped pamphlets from planes in parts of the area adjacent to Peshawar on November 4, seeking local people’s support against pro-Taliban militants. "The government has banned the Tehrik-i-Taliban Pakistan (TTP) and its leadership has been declared proclaimed offender. Its leaders are receiving funds, weapons and other incentives from non-Muslims and anti-Pakistan states for their activities," the pamphlet said. "They are not Mujahideen and they spread militancy. They are involved in killing innocent people." It urged the tribesmen to follow the example of their kindred in Bajaur, Darra Adamkhel and Orakzai and raise a lashkar (militia) against militants. Sources said militants had established their hold in three of the five subdivisions of Mohmand — Lakaro, Pendiali and Anbar. They had also set up parallel courts in the areas. A curfew has been in place in the region for the past 10 days. All government offices and educational institutions have been closed. The main road between Mohmand and Bajaur has been closed, causing shortage of food in several areas. A military offensive followed the hijacking, with two gunship helicopters targeting Godar, Saurkamar and Varmado Mela areas of Jamrud. The group’s spokesman Maulvi Omar told newsmen that the TTP wanted dialogue with the government for restoring peace in the tribal areas and other parts of the country. He claimed that the Taliban were sincere in their offer because violence was in no-one’s interest. He, however, said that the Taliban would not lay down weapons before the opening of dialogue but they would do so if talks proved to be fruitful. Claiming that the Taliban had reduced their activities over the past three months and taken only defensive measures in Bajaur, he threatened to launch major attacks on government installations if the military action was not stopped. The convoy of Colonel Khalilur Rehman of Kalat Scouts was visiting Mashky area – where an FC team was ambushed on November 14 – and was returning to Khuzdar when it came under attack around 9am in Jabri area, 40 kilometers north-west of Mashky sub-division. “The attack was carried out from a white van with the licence number plate QAF-257,” FC spokesman Shahid Mahmmod Khan said, adding that troops retaliated by firing in the direction of the van, killing Noor Mohammad and injuring three others, who are now in FC custody. The channel reported that hundreds of trucks and containers had been stopped in Peshawar after the suspension of the supply on November 15. Khyber Agency Political Agent Tariq Hayat told the channel that supplies had been suspended following incidents of looting of trucks and containers carrying oil and other supplies for the NATO forces battling Taliban in Afghanistan. He said the NWFP additional secretary had sent a proposal to the federal government on November 11 asking for the suspension of the supplies because of the volatile security situation on the restive Pak-Afghan border. “But some transporters are transporting supplies on their own responsibility,” the political agent told the TV channel. Quoting authorities, the channel said the supplies would not be resumed until effective security measures were put in place. Eyewitnesses said the bomber succeeded in entering the mosque on the premises of the house of one Malak Rehmatullah during Maghrib prayers. Rehmatullah, a tribal chieftain and head of the Mamond militia, and eight of his close relatives, including a nephew, were killed. Militants had earlier killed the Salrazai militia chief Malak Fazli Karim and Oryazai militia chief Malak Fazli Mabud. It was the second suicide attack in two weeks in the Mamond area. The first attack occurred on November 6 when a bomber blew himself up at a tribal jirga (council), killing 25 persons, including the jirga chief.

Syed Kamal Shah, the caretaker of Hussainia mosque, his wife and seven other people sustained injuries in the first blast which occurred in the second-storey washroom of his residence. According to Hashtnagri police, three to five kilograms of dynamite was used for the explosion, which damaged a room and some other parts of the house. The other blast took place in the Pando area injuring one person. Mohammad Ashraf complained to police that two persons had called him out of his house just before the explosion. Naveed also said that after completion of the operation, the legal status of the 25 disputed villages in Michini would be changed and these would be considered as settled area where law-enforcement agencies would set up checkpoints to maintain law and order. He announced that there would be a special quota for people of the village in police recruitment. Around 135 important personalities were killed, 89 injured and 39 kidnapped. The SFs killed over 700 militants during the last one year of the ‘Rah-e-Haq Operation’. More civilians than the militants reportedly lost their lives in the military actions, 17 suicide and 148 remote-controlled bomb blasts and other incidents of violence. The security forces (SFs) used helicopters and artillery to shell militant positions in various towns and villages of Swat. In the Mangaltan area of Charbagh, the SFs targeted vehicles, besides pounding militant positions, and claimed to have killed 11 persons in the operation, besides injuring six others. The military claimed that five vehicles of the militants were also destroyed in the strike. According to the Swat Media Centre, two militants were killed and four injured in Gashkor. It claimed that two more combatants were killed in Chuperial and as many were injured, besides destroying a vehicle. Officials of the interior ministry said the decisions were taken during the composite dialogue, which reviewed proposals by President Asif Ali Zardari for a treaty to make South Asia a non-nuclear region and an economic hub. It was the fifth round of home secretary-level talks. During the two-day dialogue, the Indian side was represented by Union Home Secretary Madhukar Gupta and Interior Secretary Syed Kamal Shah represented Pakistan. Under the joint anti-terrorism mechanism, a two-member committee has been formed, comprising additional foreign secretaries of the two sides. The committee will exchange information about terrorists. It was also resolved to enhance co-operation between their civilian investigation and security agencies - Federal Investigation Agency (FIA) and India’s Central Bureau of Investigation (CBI) - during the talks. A meeting of the two investigation agencies would be held soon, sources said. The FIA and the CBI would formulate a joint strategy to control influx of fake currency and curb human smuggling, Interior Secretary Syed Kamal Shah said. Both sides agreed to install biometric system at all entry and exit points to stop illegal immigration. The sources said the two sides agreed to implement recommendations of the Pakistan India Judicial Commission for release and exchange of prisoners. The Indian side claimed that Dawood Ibrahim, one of the most-wanted persons in India, was in Pakistan. However, the claim was denied by Pakistani side, which said India should give specific evidence about his presence. The first clash erupted when over 100 militants, believed to have entered the city from Darra Adam Khel, besieged the house of Adezai Union Council chief Abdul Malik. According to Malik, the Taliban ordered him to surrender or join them. Upon refusal, they targeted his house with rockets and hand-grenades, he told reporters at Lady Reading Hospital. Malik’s two relatives, Khayal Gul and Sher Mast, were killed while six people were injured in the attack. Malik said security forces came to his rescue soon and attacked the Taliban. Local people claimed that suspected militants belonging to the Tehrik-e-Taliban Pakistan (TTP) of Baitullah Mehsud were traveling in a vehicle when it hit a roadside landmine at Tiarza, around 25 kilometers north of Wana. Locals suspect that relations between the groups of Baitullah Mehsud and deceased militant commander Abdullah Mehsud soured during last couple of days, resulting in this incident. Earlier, a pamphlet carrying a message purportedly written by Qari Zainuddin Mehsud, the chief of Abdullah Mehsud’s Group, were distributed in Wana. In the said pamphlets, certain charges were leveled against Baitullah Mehsud accusing him of the killing other militant commanders and tribal elders. The pamphlet states that the activities of Baitullah Mehsud were aimed at defaming Islam and these were never part of a Holy war. Reports earlier said that Prime Minister Dr. Manmohan Singh had requested that the ISI chief be sent to India. The request apparently came after ‘confirmation’ of Pakistani nationals’ involvement in the multiple terrorist attacks in Mumbai incidents and President Asif Ali Zardari’s pledge to co-operate with India in exposing and apprehending the masterminds behind the attacks. Zardari condemned the attacks while talking to Singh over the telephone, and said Pakistan and India should not fall into the ‘trap of militants’. "Manmohan Singh had requested that Pakistan send the ISI director general to India for the exchange of information on the attacks," said an earlier Government statement, adding that Prime Minister Gilani had also condemned the attacks while talking to Dr. Singh over the telephone. In his conversation with Gilani, Dr. Singh said that preliminary reports on the attacks ‘point to Karachi’, and called for increased intelligence sharing and co-operation for a joint strategy to counter terrorism, according to the Government statement.
