Daily Times reported that the Taliban in Swat on June 1 set up their own court in the Piochar village of Matta sub-division. Three cases were reportedly heard in the court headed by a Qazi. Local residents said that people from the upper areas of Matta had started registering cases with the Taliban, adding that the Taliban had arrested the alleged killer of a man from the Kalakot area. Muslim Khan, a spokesman for the local Taliban leader Maulana Fazlullah, however denied the existence of a Taliban court in Piochar, claiming that a jirga (council) to resolve disputes between local people had been established, and not a court.

Unidentified gunmen on June 1 shot dead a senior pro-government tribal militant commander, Haji Hanan, and his bodyguard, Rafiullah, near the Frontier Region Darazenda of Dera Ismail Khan in the NWFP. Police officials told The News that two of Haji Hanan's supporters, Abdul Khaliq and Omar Ayaz, belonging to the Wazir tribe, were injured in the attack on their vehicle. Hanan was a confidante of Mullah Nazir, leader of the pro-government tribal militants operating in the Wazir-inhabited area of South Waziristan, and had played a vital role in launching an armed struggle against the Uzbek militants led by their leader Qari Tahir Yuldashev.

A foreign militant group has claimed responsibility for killing a local Taliban commander and his associate in the Frontier Region of Dara Zenda on June 1, according to Dawn. Haji Abdul Hanan, second commander of the Mullah Nazir group in Wana, was killed on the Zob road when he was coming from the Kohlu area of Balochistan. His associate Rafi Ullah and driver were also killed. The Uzbek militant group Ansarul Mohajireen’s spokesman Maulvi Noorul Islam said on June 2 that his comrades had killed Hanan.

A missile was fired at a house next to a mosque at village Sapalga in North Waziristan on June 2, almost completely destroying the building, The News reported. However, no loss of life or injuries was reported. Residents of the village, south of Miranshah, headquarters of North Waziristan, said they found fragments of metal from a missile believed to have been fired by a US drone aircraft in the middle of the night. "It happened at 12:30am. It was a US pilot-less plane that fired a missile while flying very low," Niamatullah Khan, a tribal elder told Reuters. Khan said the house had been empty and no one had been killed or wounded. Villagers said drones had been flying over the area for the past two days.

A suspected suicide bomber blew up his car outside the Danish embassy in Islamabad on June 2, killing at least eight persons and injuring 30 others, Daily Times reported. The Danish Foreign minister said a Pakistani cleaner employed at the embassy and a Danish citizen of Pakistani origin had died and three other local employees were hurt, but the embassy’s four Danish staffers were unharmed. There was no claim of responsibility for the blast, but officials said it was likely linked to anger over blasphemous caricatures, which were recently reprinted by Danish newspapers. The explosion, which occurred at around 1.05pm, damaged the main gate of the embassy and the front of the building. It also left a six-foot deep crater in the road. Windows were also broken in the nearby home of the Indian High Commissioner. Anjum Masood, a manager for the UN-funded group Devolution Trust for Community Empowerment, said dozens of its 100 employees were wounded, mostly by flying glass. Inspector General of Police, Syed Asghar Raza Gardezi, said that it was a suicide attack. Police sources said the car bore a red number plate used only by diplomatic corps, saying this had allowed the vehicle to bypass the police picket set up near the embassy. Interior Secretary Kamal Shah told reporters that initial investigations had revealed the amount of explosives used was in excess of 15 kilograms.

Al Qaeda has said it was behind the suicide attack on Denmark's embassy in Pakistan on June 2 which it mounted in revenge for the publication of caricatures of the Prophet Mohammad, The News reported. An Internet statement, signed by al Qaeda's leader in Afghanistan, Mustafa Abu al-Yazid, said Denmark was targeted as it had not apologized for the publication of the cartoons. The attack was "revenge against the infidel government... of Denmark which published degrading drawings of the prophet... and refused to apologize but continued... and was followed by leading Crusader states, organizations and figures," it said. The attack was in line with a pledge of revenge by al Qaeda leader Osama bin Laden, the group said in the statement, posted on Islamist Websites. Its authenticity, however, could not be independently verified. The statement also said a recorded message from al Qaeda suicide bomber who carried out the attack would be issued.

Seven shops were destroyed and several others partially damaged as four bombs exploded at the CD shops and near a rural health centre (RHC) in the Billitang town of Kohat district in the NWFP on June 2-night, according to Dawn. Officials said first blast occurred at 1:40 am at the Afridi market followed by another in Rauf market and then two more huge ones near the RHC with short intervals. According to the police, various CD centres, barber shops and two grocery stores were destroyed in the blasts and over 13 shops, including the RHC, were partially damaged.

The militants had announced a cease-fire on May 27 after the Government reportedly accepted all their demands, including the removal of all roadside checkpoints, withdrawal of security force personnel, the release of militants held during military operation and payment of compensation to the affected people. The sources said besides a 17-member peace committee comprising local tribal elders, two Mehsud tribal elders - Amir Mohammad Khan and Ikramuddin - belonging to Shabi Khel, a sub-clan of the Mehsud tribe, played a key role in negotiations. All were charged with belonging to a terrorist group, and eight were additionally accused of possessing explosives. The charges were based on the declarations of a witness who is a former member of the cell, which is suspected of planning suicide attacks on the Barcelona metro and other European cities. Three of those arrested, Pakistanis Mohamed Shoaib, M. Khalib and Imran Cheema, had been tasked with carrying out the suicide bombings, and had recently arrived in Barcelona, the judge said. They said that the terrorists had been captured after a massive sweep of the city was launched on intelligence reports that three explosives-packed vehicles had entered the city to target sensitive locations. Security forces placed Rawalpindi and Islamabad on red alert following the discovery of the explosives, AFP reported. City Police Officer Rao Muhammad Iqbal said: “It’s true that the city police have arrested four suspected terrorists and seized three explosives-packed vehicles from them. Officials of the Mohmand Rifles have said that 40 of their men are missing. A spokesman of the Tehreek-i-Taliban Pakistan, Maulvi Umar said that eight Taliban had been killed and nine others wounded in clashes. Intelligence sources said that on June 17, 11 terror suspects were arrested in the Shadhra area of Lahore and 80-kg of explosives was recovered from them. They said that law-enforcement officials had also seized explosives-laden suicide belts and a hit list containing names of important people and addresses of police stations from them. The suspects, from the Qari Zafar group, were arrested following a tip-off. Swat-based Taliban have suspended contact with the NWFP government to protest against the slow progress on a peace agreement they entered into less than a month ago, said Taliban spokesman Muslim Khan, adding, that "some elements were interfering in the peace process," as a result of which Taliban had decided to temporarily freeze contact with the provincial government. Contact with the NWFP government has been suspended for "a period of one week to see if the government takes steps to accelerate the progress on issues discussed in the May 21 peace agreement," said the spokesman. He said the provincial government had already been told about the decision. The spokesman added that a delay in the release of Taliban prisoners had forced the decision. "Under the agreement, the prisoners should have been freed 15 days after the deal," said Khan. As reported earlier, 18 Taliban prisoners were set free by the Government following the peace deal while another 55 are still in prison. NWFP Information Minister, Iftikhar Hussain, has however said they were not told about any such decision. Hussain said that there had been no severing of contact, though admitted that the Taliban had complained of the slow progress.

Sources said the gunmen had been chasing the vehicle from the Riasan area. Hangu District Co-ordination Officer Syed Shahab Ali Shah, however, told reporters that it was not a target killing. The gunmen wanted to abduct the people in the vehicle and when they resisted, they were shot at. Speaking to journalists in Islamabad Pakistan army spokesperson Major-General Athar Abbas said the troops died in a clash near the town of Hajira, east of the Line of Control (LoC), in the district of Poonch, with “unknown miscreants.” He offered no explanation of how the fighting had broken out, but confirmed that the soldiers’ deaths were not caused by Indian military action. Highly-placed Indian military sources stationed in the area, however, told that the deaths were most likely the outcome of an accidental clash between Pakistani troops and a jihadist group. A senior army official said the clash began when a group of jihadists trying to infiltrate into the Indian side were fired upon by Indian soldiers forcing them to retreat and run into a Pakistan army patrol. “In the fog of the fighting it is possible the jihadis mistook the Pakistani army troops for an Indian ambush, or the other way around”, he said

Security and transport companies’ officials said similar leaflets were distributed in parts of the North West Frontier Province (NWFP). The central information secretary of the SSP and ASWJP, Maulana Abdul Ghafoor Nadeem, told Daily Times on June 24 that they had started work in the name of the ASWJP because of the ban on the SSP. "The case against the ban is in court," he added. The SSP was banned in 2002 by the government and most of its leaders were arrested. The leaders were released in 2003-04 and started limited work under ASWJP. It organized a rally in April 2008 in Karachi after surfacing after six years.

Civil Judge and Judicial Magistrate Chaudhry Taufeeq Ahmad recorded the confession statements of Abid Khan, Muhammad Ishaq and Qamaruz Zaman. The three were sent to Adiala Jail on judicial remand for 14 days and the case was adjourned until July 8. Court sources also said that the accused had also confessed to planning a suicide attack targeting a "high profile personality". They said the three were included in the nine people arrested in a large-scale raid in Rawalpindi and a massive quantity of explosives was also seized from them. Government and defence sources said that Gilani approved the use of force during a high-level meeting that reviewed progress on the war on terrorism and the state of law and order in the NWFP and Tribal Areas. The meeting also decided that the government would continue negotiations with local elders to isolate hardcore militants. The Chief of Army Staff (COAS) would take the lead on deciding when to employ military force, including the Frontier Corps (FC) and the law-enforcement agencies (LEAs). However, the NWFP governor and chief minister could also employ the FC and LEAs to maintain law and order. The COAS would decide the quantum, composition and positioning of military effort and would decide on the level of liaison, contact and co-operation with the International Security Assistance Force (ISAF) in Afghanistan and keep the government informed about operations.

Foreign elements hailing from Central Asian Republics (CAR) are disturbing peace in the FATA, Prime Minister Yousuf Raza Gilani said on June 29, according to Daily Times. Addressing a press conference in Lahore, Gilani said that the foreign militants from CAR are behind the current unrest and spike in violence in the FATA. Dismissing foreign pressure and involvement in the crackdown on militants in the FATA, he said that this is a provincial matter and the federal Government acts on the invitation and advice of the province. The prime minister also said that the NWFP Government had concluded a peace agreement with tribal chiefs but they violated the agreement by hanging people publicly, kidnapping members of minority and by setting girls’ schools on fire. “No government can afford a parallel government and we will never compromise the country’s sovereignty, dignity and self-respect,” Gilani said. He stated that the Government was adopting a three-pronged strategy to counter militancy in the FATA: political dialogue, development in the region and use of force as a last resort.

An unnamed official said that the Lashkar-e-Islam (LI) chief Mangal Bagh had moved to the remote Tirah Valley before the launch of the military operations, Reuters reported. The second day of the NWFP Government’s operations ended without any resistance, as the paramilitary Frontier Corps (FC) troops continued their advance into the tribal region near Peshawar, capital of the NWFP. In Bara, Bagh had directed his supporters against fighting Government forces. “We’re peaceful and giving way to the security forces; we are not going to fight,” said Mangal Bagh’s 16-year-old son Tayeb. The 5,000-troop contingent of FC soldiers that launched the operation on June 28 was supplemented with a fresh deployment of 400 troops and 20 vehicles on June 29.

Bazaars and public places in Bara, located 15 kilometers from the provincial capital Peshawar, remained open as normalcy was reportedly returning to the area after two days of curfew. Members of different groups, which were banned by the federal Government on June 29, offered no resistance except the one on the first day of the operation at Gandao check-post where a tribesman was killed and two security force personnel injured in a clash. "There is no threat to Peshawar. Apart from deploying heavy contingents of Anti-Terrorism Squad (ATS) and regular police, the force has strengthened 44 points on the boundaries with Mohmand and Khyber agencies and FR Peshawar and Kohat right from Mathra up to Matani to stop any militants incursion," the Capital City Police Officer Mohammad Suleman told the media. He added that 45 platoons of the Frontier Constabulary were assisting regular police as security had been beefed up at 30 different points in Hayatabad to secure the township against any retaliation of the Bara tribesmen.

A blast that some locals believed to be a missile attack on the house of one Hakim Khan killed seven tribesmen and injured nine others. The building was being used as a base camp by the Amr BilmaroofwaNahi Anil Munkar group of Haji Namdar. The Tehreek-e-Taliban (TTP) of Swat on June 30 refused an invitation to attend peace negotiations that had been extended to them by the NWFP Government, Daily Times reported. In a telephonic interview, Taliban spokesman Muslim Khan said that they had refused the Government’s invitation for another round of peace talks. However, he maintained that their peace agreement with the Government remained intact. He said the peace talks had been halted after BaitullahMehsud did the same. "We (Swat Taliban) will immediately end our peace agreement with the NWFP Government if BaitullahMehsud orders it," Khan said, adding that the June 30 meeting would have discussed the withdrawal of troops, end of all check-posts and release of Taliban prisoners. The spokesman expressed ignorance about a statement from TTP spokesman Maulana Omar that all peace agreements had been dissolved, maintaining that the Swat Taliban still had an agreement with the Government.

The Mulla Nazir group of South Waziristan and Hafiz Gul Bahadur group of North Waziristan agreed on June 30 to jointly fight the NATO troops in Afghanistan. They nominated Hafiz Gul Bahadur as the joint ameer(chief) and Mufti Abu Haroon as spokesman for the Taliban militants. Talking to Dawn, Nazir said members of his group had met members of the Gul Bahadur group in Miramshah. The meeting was also reportedly attended by commanders of the two Taliban groups. Mufti Abu Haroon said the Taliban militants would go to Afghanistan to fight NATO troops on the orders of Hafiz Gul Bahadur. He said the militants would fight the Pakistani forces too if attacked by them.
