At least two people were killed and 10 others sustained serious injuries in the Swat district of NWFP on April 1, according to The News. The Deputy Superintendent of Police in the Matta sub-division, Haroon Babar, said that militants ambushed a convoy of about 35 elders at the Malikabad area when they were on their way to the Venai checkpoint. The elders, following a peace deal between the elders and the forces on March 31, were supposed to hand over two official vehicles to the force at the checkpoint, which were earlier captured by the militants during fighting. Military spokesperson Major Shahid told reporters that two persons died on the spot.

Authorities should only use force as a last resort against militants near the Afghan border, newly elected North West Frontier Province (NWFP) Chief Minister Ameer Haider Khan Hoti said on April 1, according to Daily Times. Addressing the provincial assembly, he said the use of force in the past made it harder to bring peace to the province. He said his Government would, instead, promote dialogue at all levels. "We’ll make every effort to restore peace in the province. We’ll form traditional jirgas for peace," he stated. The Awami National Party’s Hoti was elected as Chief Minister unopposed on March 31.

Militants blew up another school building and a portion of a check-post in Darra Adam Khel in the NWFP on April 2-night, according to Dawn. Local elder Mohammad Akbar said three rooms of the Government Girls’ Middle School in the Kohi Wal locality were damaged in an explosion. Another explosion occurred at the main hall of the Zarghunkhel check-post, damaging the infrastructure. Militants have so far reportedly damaged over a dozen school buildings and security posts in the area.

Three guards of pro-government tribal elder Wadera Bungal Khan Bugti and three passers-by were injured when a remote-controlled bomb attached to a parked motorcycle exploded near Sobatpur Chowk in Dera Allahyar. Bungal Khan, a former commander of the slain nationalist leader, Nawab Akbar Bugti, escaped unhurt. Further, three linemen of the Quetta Electric Supply Company were wounded when a landmine exploded in the Pashkram village of Mastung district. They were repairing a power pylon which had been blown up on April 2-night.

The Taliban are reportedly negotiating with the Ahmedzai Wazir tribes the return of former militant commanders and their foreign fighters to Wana after they were evicted in an operation in 2007. "However, we have told the Taliban that the former commanders are welcome to return, but they cannot bring Uzbek or other foreign militants back to Wana or surrounding areas," said a tribal elder who was part of the jirga. The Taliban leadership had invited influential Ahmedzai Wazir elders to a jirga in Wana on March 31 to discuss possible permission for the return of ex-militant commanders along with foreigners who fled when local Taliban leader Maulana Nazir led a campaign against foreign militants, especially Uzbeks. A Taliban-led parallel government in the FATA is negotiating the return of five key Wazir militant commanders – Ghulam Jan, Maulvi Abbas, Haji Umar, Maulvi Javed Karmazkhel, and Noor Islam – return to Wana, along with foreign militants who accompany Taliban leader Maulvi Nazir.

The meeting, organised by the Pakistan-based Al-Badr Mujahideen at a mosque in Rawalpindi, was addressed by United Jihad Council (UJC) and Hizb-ul-Mujahideen (HM) chief Syed Salahuddin, Al-Badr chief Bakht Zameen Khan and leaders of the Lashkar-e-Toiba (LeT), Hizbi Islami-Kashmir and other jihadi groups. "The continuation of the jihad in Kashmir is linked with the survival of Pakistan," Salahuddin told the 500-strong gathering. Observers said this was one of the largest gatherings addressed by militant leaders near Islamabad in the past few years. Salahuddin said the jihadi groups would be ready for a dialogue with India only if "agrees to quit Kashmir and recognise the fundamental rights of Kashmiris." He told the gathering that they will continue operating in Jammu and Kashmir as long as even a single Indian soldier is deployed in the State. "We will not negotiate with terrorists, but we will engage [them in dialogue] and we believe in political engagement," Qureshi told Dawn News television in an interview. He said the new Government would adopt a multi-pronged strategy to combat terrorism, as military force alone was not the only solution. The Foreign minister also said that it was a mistaken perception that Pakistan was fighting the US’ war on terror, adding that terrorism was affecting Pakistan’s people and economy. He said the new Government would convince the people that the war on terror was in Pakistan’s best interest. On the continued detention of Dr Abdul Qadeer Khan for confessing to passing nuclear bomb technology to Iran, North Korea and Libya, Qureshi said he didn’t want Khan’s movements "restricted". Provincial Information Minister Sardar Hussain Babak said that the provincial cabinet in its first meeting had decided to reactivate the jirga system to resolve the issue of militancy through peaceful means. Babak said the committee comprising two senior ministers and some other cabinet members from Malakand region had been tasked to work out a mechanism for the proposed jirga. Elected representatives, notables and ulema (religious scholars) from the region would be inducted into the jirga, he said, adding that the NWFP Government was launching a comprehensive dialogue process from the Swat district. The minister said the committee would put up its recommendations to the cabinet within two weeks. Senior ministers Rahimdad Khan and Bashir Ahmad Bilour would head the committee.

They said Lashkar-e-Islam (LI) had issued notices to many factory owners warning them to close their factories or they would not held be responsible for any harm done. “The situation is serious. The Taliban commanders from South Waziristan had been arrested for destroying tankers carrying oil for coalition troops in Afghanistan, and abducting their drivers. In exchange, the Taliban commanders handed back 50,000 gallons of petrol and two oil tankers to complainants in Landi Kotal (Khyber Agency) and released two abducted drivers. 60 people were injured and 40 oil tankers burnt after two explosions near the Torkham border four weeks ago. Javed Ibrahim Paracha, chairman of the World Prisoner’s Relief Commission of Pakistan, headed the jirga at his residence. "The two sides have started an exchange of fire," Rasool Khan, Assistant Political Agent of the Jamrud subdivision, confirmed to Daily Times. A tribal elder from Jamrud claimed that the Government had done nothing to avert the clash, despite knowing of hostilities on both sides. Tensions in the Jamrud subdivision surfaced after Kooki Khel tribe refused to surrender to the 30-point agenda of LI. The groups are reported to have targeted each other's positions in the hills using rockets and mortar shells, Geo News channel reported. LI is lead by cleric Mangal Bagh, who follows the puritanical Deobandi form of Sunni Islam. He has reportedly attempted to enforce a strict Taliban-style Islam in the region, provoking the tribesmen. "We can’t implement the Mangal Bagh brand of Islam on ourselves and our people," elders from the Katya Khel sub-tribe of the Kooki Khel tribe, gathered at a meeting, told Daily Times on April 15. According to a report released this week - Combating Terrorism: The United States Lacks Comprehensive Plan to Destroy the Terrorist Threat and Close the Safe Haven in Pakistan’s Federally Administered Tribal Areas – GAO said since 2002, destroying the terrorist threat and closing the terrorist safe haven have been key national security goals. The US has provided Pakistan, the agency pointed out, a key ally in the war on terror, more than $10.5 billion for military, economic, and development activities. The GAO was asked to assess firstly the progress in meeting these national security goals for Pakistan’s FATA, and secondly the status of US efforts to develop a comprehensive plan for the FATA. To address these objectives, GAO compared national security goals against assessments conducted by US agencies and reviewed available plans. According to its findings, the United States has not met its national security goals to destroy terrorist threats and close the safe haven in Pakistan’s FATA. Since 2002, the US relied principally on the Pakistan military to address US national security goals. Of the approximately $5.8 billion the US provided for efforts in the FATA and border region from 2002 through 2007, about 96 percent reimbursed Pakistan for military operations there. According to the Department of State, GAO noted, Pakistan deployed 120,000 military and paramilitary forces in the FATA and helped kill and capture hundreds of suspected Al Qaeda operatives; these efforts cost the lives of about 1,400 members of Pakistan’s security forces. However, GAO found broad agreement, as documented in the National Intelligence Estimate, State, and embassy documents, as well as Defence officials in Pakistan, that al Qaeda had regenerated its ability to attack the US and had succeeded in establishing a safe haven in the FATA. No comprehensive plan for meeting US national security goals in the FATA has been developed, as stipulated by the National Strategy for Combating Terrorism in 2003, which called for by an independent commission, mandated by congressional legislation in 2007.

The Peshawar-Torkham Highway was opened for traffic after five days of closure due to fighting between the two sides. The Lashkar-e-Islam reportedly captured the houses of tribesmen late on April 16, and told them to stop extorting money from vehicles on the highway and end illegal businesses, including the sale of liquor and the sheltering of criminals. Tribal elders said Iqtidar Shah, the elder son of the late Malik Zahir Shah, had surrendered to the Lashkar-e-Islam late on April 17, during a jirga (council). They said that Kooki Khel elder Guli Shah had accepted the Lashkar-e-Islam’s 30-point agenda during a similar jirga held at the Shah Kas area on April 18. Haji Misri Khan, a close aide of Lashkar-e-Islam chief Mangal Bagh, said the tribe had accepted all their demands. Police killed Ahmad Shah alias Mullah Ismail, at a roadblock near Peshawar, an unnamed senior Pakistani intelligence official said. Jehanzeb Khan, a police official in Badhber, said local officers responding to an emergency call about a kidnapping on April 10 had opened fire on one car when the driver tried to speed away from a roadblock. He said two suspected kidnappers were killed and their victim was freed unharmed. An unnamed senior Pakistani intelligence official said further investigation had identified one of them as Shah. The US officials — one from the military and one working in counter-terrorism – also confirmed Shah’s death in Pakistan. Zabiullah Mujahed, a Taliban spokesman, said he did not know if Shah was dead. In an interview with The News at his base in a remote part of Bara in the Khyber Agency, he said that he has never fought Pakistan’s security forces and had no intention of doing so in future. "There is a Pakistan Army camp in Bara area and we also have Frontier Corps troops and Khasadars operating here. We have had no problem with the presence of these forces in our area," he said. Mangal Bagh also said he had no links with al Qaeda or Afghan and Pakistani Taliban. He said he didn’t send his fighters to fight on the side of Taliban in Waziristan, Swat and Darra Adam Khel. Mangal Bagh stated that "Ours is a reformist organization trying to promote virtue and prevent vice. We have rid Bara of drug-traffickers, gamblers, kidnappers, car-snatchers and other criminals and we want to cleanse Jamrud as well of those selling drugs and liquor and running gambling dens. That was the reason for us to send our mujahideen to Jamrud to accomplish the job." He claimed that the Lashkar-e-Islam was now able to enforce its code of conduct in almost the whole of Khyber Agency except parts of Jamrud inhabited by the Kukikhel tribe and a two-kilometer stretch of territory in the Maidan area of Tirah valley. "We have 120,000 men under arms who at a short notice would be able to assemble in case of need. All I have to do is to make an announcement on our FM radio channel and my mujahideen volunteers would be ready to fight for the Lashkar-e-Islam," he maintained. More agreements between the North West Frontier Province (NWFP) Government and militants are in the pipeline, NWFP Law Minister Arshad Abdullah said on April 22, according to Daily Times. He said that the release of Maulana Sufi Muhammad, chief of the banned Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM), was a step towards bringing peace to the Malakand division. It also delivered the Government’s message of peace to other militant groups, he added. Asked if amnesty would be granted to other militants, Abdullah said agreements aimed at bringing peace to the country in general and NWFP in particular were in the pipeline, and the Government was negotiating with other militant factions, including Fazlullah’s. However, the law minister clarified that a Government amnesty would only be for Pakistani nationals, not foreign militants. Asked if the implementation of Shariah law in Malakand division was part of the agreement with the TSNM, the law minister said it was not part of the six-point peace agreement. In the agreement, Abdullah said that "the organisation [TNSM] assured that the Government of Pakistan and state institutions would be respected so that peace and the government’s writ of state could be restored in Malakand region." A press release issued by the Inter-Services Public Relations (ISPR) said that militants had attacked the Daud Qilla check-post in Afghanistan early on April 23-morning. The Afghan army started firing in the direction of Pakistani forces with heavy weapons and Pakistani troops reportedly retaliated and the exchange of fire continued for some time. "Baitullah Mehsud has issued directives to all his comrades that in order to restore peace in the region, they should cease their activities forthwith both in the tribal region as well as the settled districts of the NWFP," said a pamphlet released on April 23. "He has warned that his directives should be complied with and those violating them will be publicly punished," it said. A spokesman for Baitullah confirmed the contents of the pamphlet circulated in South Waziristan in FATA and the adjoining districts of Tank and Dera Ismail Khan in the NWFP. The development follows negotiations between the TTP and the Government, conducted through tribal interlocutors. A 15-point draft agreement, to be signed between the Mehsud tribe of South Waziristan and the local political administration, calls for an end to militancy, exchange of prisoners, withdrawal of the military and resolution of issues in accordance with local customs and the Frontier Crimes Regulation. TTP spokesman Maulana Omar told Dawn that the military had begun pulling out of the Mehsud area as a result of the talks. The draft agreement envisages the Frontier Corps would replace the military in the area. A military spokesman, however, denied that any orders had been issued to pull out the army. "Not yet… So far we have not received any orders from the government," Major General Athar Abbas said. Omar said talks between the two sides were "coming to fruition". Al Qaeda's continued public calls to overthrow President Pervez Musharraf has remained a 'threat to Pakistan', said the US State Department's Country Report on Terrorism 2007 that has also declared attacks on Benazir Bhutto as the 'deadliest' of the previous year. The report released on April 30 said despite having a huge presence of approximately 80,000 to 100,000 troops in the FATA, the Government's authority in the area continued to be challenged. It said military operations though disrupted militant activities no senior al Qaeda leader was either captured or killed in 2007. According to the report, the Government freed 28 militants in November 2007 in exchange for the release of 213 Pakistani soldiers held by militant commander Baitullah Mehsud. Out of the 28 released, three of them were convicted on terrorism charges. However, over 1,000 Pakistani military personnel have been killed since 2001 while carrying out counter-terrorist operations, the report said. Pakistan arrested or detained several high-profile terrorist suspects, but faced significant challenges in prosecuting such cases, the report said. Giving examples of those militants freed in exchange of the release of military personnel, the report also mentioned Naeem Noor Khan, alleged al Qaeda's computer expert, and said he was released without formally being charged, notwithstanding the Government's claim that he was top al Qaeda operative. "The trend and sophistication of suicide bombings grew in Pakistan this year. The December 27 assassination of former prime minister Benazir Bhutto, in a suicide bombing after a political rally in Rawalpindi, was the most prominent suicide attack. Between 2002 and 2006, the Department recorded approximately 22 suicide attacks in the country, whereas in 2007 there were over 45 such attacks," the report said. Sectarian violence claimed hundreds of lives this year and increased since 2006, according to data from the Institute for Conflict Management, the report said. In November 2007, more than 100 people were killed in Sunni-Shia fighting in Parachinar in FATA. In April 2007, approximately 80 people were killed in Kurram in the FATA), when sectarian fighting broke out after a religious procession was attacked. The number of terrorism attacks worldwide fell slightly in 2007 to 14,499, from 14,570 in 2006. "We have arrested a would-be suicide bomber with a vest carrying 15 kilograms of explosives," District Police Officer (DPO) Ghaffar told AFP. The 23-year-old suspect, identified as Adnash Gul from Abbotabad, was travelling in a passenger van from North Waziristan to Dera Ismail Khan, a police official said. The DPO told reporters that Adnash was coming from a madrassa (seminary) in Miranshah, and had said he was supposed to hand over the explosives-laden jacket to a man in Dera Ismail Khan.

The militants continued their activities in the area despite the presence of security forces. A military pick-up carrying two personnel of army’s engineering corps was captured by militants on April 28. The two abducted army personnel were later freed, but the vehicle was not returned. The militants are again searching vehicles and commuters on the Indus Highway and two masked militants killed a man in Akhorwal area, accusing him of being involved in drug smuggling. They have reportedly started collecting a ‘tax’, of PKR 1,000 for each truck leaving the coalmine for their ‘daily expenses’.

The local Taliban set a CD shop ablaze in the Gwaleri Labut area of Matta sub-division in Swat district on April 29 and threatened the barbers to refrain from trimming beards of the people, Dawn reported. The militants also issued threatening letters to CD shops’ owners and barbers to switch over to other businesses otherwise their shops would be blown up with bombs. Residents of the area said the militants reappeared in various localities of Swat district and resumed their activities, dictating the locals to obey their orders and halt propaganda against Taliban and their leaders. In the Namal area, militants visited a local bazaar and broke the locks of a CD shop, owned by Hussain. They also warned owners of other CD shops of dire consequences if they did not switchover to other businesses within 24 hours. The militants also removed the posters and banners of leaders of various political parties displayed in the bazaar.

Three men accused of shooting at a synagogue and plotting attacks against the US and Israeli embassies in Oslo should receive prison terms of between two and 10 years, the prosecutor in the case told an Oslo court on April 29, according to Dawn. The three defendants are the first to be tried under new anti-terrorism laws introduced in Norway after the September 11, 2001, attacks in the United States. The lead defendant, Irfan Q. Bhatti, a 30-year-old Norwegian of Pakistani origin, should be sentenced to 10 years behind bars, six of which should be without the possibility of parole, the prosecutor said. Bhatti, a debt collector, stands charged along with Ibrahim Oezbabacan, a 29-year-old man of Turkish origin, with firing an automatic weapon at the Oslo synagogue on September 17, 2006. No one was injured in the attack. Bhatti and a third man, Andreas Bog Kristiansen, 28, also stand accused of planning attacks on the synagogue and on US and Israeli embassies in Oslo. The alleged attacks were foiled after police learned of the plans.

The North West Frontier Province (NWFP) Government has received a list of demands from the local Taliban to end the ongoing tension and restore peace in the Swat Valley, Daily Times reported. According to sources in the Government, negotiations between the Maulana Fazlullah-led Taliban and the NWFP Government are scheduled to occur in a few days. They claimed that the intelligence agencies had forwarded the list of demands to the Government. The sources said that the Taliban have demanded the imposition of Shariah (Islamic law) in Malakand division, an end of all cases against the Taliban and amnesty for the local Taliban of the region. The Government is considering the demands to bring peace to the region, they added. The local Taliban are also in contact with the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) chief Maulana Sufi Muhammad for peace and Shariah in the region. Sufi Muhammad has convened a shura (executive council) meeting of the TNSM on May 15 to deliberate on the peace process in the region. Further, Fazlullah said on April 30 that he is ready for talks with the Government. In a speech broadcast on his illegal FM radio station, he said that the Government must show sincerity in its efforts for peace to ensure successful negotiations. He also vowed to continue the struggle for the implementation of Shariah in the Malakand division and urged the people of the region to support his cause. Fazlullah claimed that some elements were attempting to sabotage the peace efforts by creating misunderstanding between the Government and the Taliban. This was the first transmission by Fazlullah’s radio station since it was shut down by troops during the military operation in 2007.

Talking to The News from an undisclosed location, the TTP spokesman Maulana Omar rejected the reports as baseless which claimed that talks between militants and the Government had resumed to resolve the conflict in FATA, Swat and Darra Adam Khel. "Yes, the government approached us once again on Wednesday and sent even a Jirga that wanted us to resume the talks. But we declined the offer as the talks have no purpose," remarked the militants' spokesman and a close aide to TTP chief and deputy chief Baitullah Mehsud and Maulana Faqir Mohammad, respectively. "Once again I fear clouds of violence are hovering over the tribal areas and some settled districts of NWFP if the present government repeats the blunders of the previous one led by Gen Musharraf," Omar said. He added that "We will never lay down arms till the army is present in the tribal areas and Swat."
