4,708 candidates on November 2 filed their nomination papers for provincial and parliamentary first-past-the-post elections (FPTP) elections scheduled in 45 Districts for December 7, reports The Himalayan Times. Of the total candidates 1,742 filed for parliamentary FPTP seats and 2,966 filed for provincial FPTP seats. The Election Commission (EC) stated that 126 women filed their nomination for parliamentary FPTP elections and 209 for provincial seats. There are 12,198,852 eligible voters in 45 Districts.

Meanwhile, making constitution amendment major political agenda in their joint election manifesto, Rastriya Janata Party-Nepal (RJP-N) and Federal Socialist Forum-Nepal (FSF-N) have requested voters to help them garner two-third majority in the Parliament so that they could amend the statute to make it ‘acceptable to all’, reports The Himalayan Times on November 3. The two Madhes-based parties have forged an electoral alliance in Province 2 for the provincial and parliamentary elections slated for December 7, and have decided to contest the elections with a common manifesto. The draft manifesto has come down hard on other parties. It states that the three major political parties — the NC, the CPN-UML and the CPN-Maoist Centre — are not any different from each other when it comes to Madhes-related issues.

The Election Commission (EC) on November 3 unveiled lists of provincial and parliamentary proportional representation (PR) candidates submitted by parties, reports The Himalayan Times. The poll panel said political parties had submitted names of 6,094 candidates. Of the total candidates in the PR lists for parliamentary and provincial polls, 793 males and 931 females are indigenous peoples, 867 males and 997 females are Khas/Arya, 158 males and 262 females are Tharus, 342 males and 496 females are Dalits, 445 males and 563 females are Madhesis, 81 males and 157 females are Muslims, 158 males and 115 females are differently-abled, and 107 males and 122 females are from marginalised groups. Of the 88 parties registered with the EC, only 49 had submitted their closed list for parliamentary PR list. The EC stated that 53 parties had submitted closed list of candidates for provincial PR elections.

Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) Chairman Pushpa Kamal Dahal addressing an election rally convened at Madi on November 4 said that the killing of 38 people in the detonation of a bomb against a moving bus at Badarmudhe in Madi, Chitwan District on June 6, 2005 was the biggest mistake committed by the Maoists during their 10-year insurgency, reports Republica. Dahal spent at least four hours at Basantapur Bazar. However, he didn’t visit Badarmudhe, the spot where the Maoists bombed the bus. He also did not meet the victims of the Badarmudhe attack. He said his party was ready to take action against anyone if the Truth and Reconciliation Commission (TRC) found them guilty in the incident.

The poll panel, added that counting of second phase of elections slated for December 7 would start on the same day but after all ballot boxes of constituencies were brought to the offices of the respective chief returning officers or returning officers. The first phase of elections will be held in 32 mountainous and remote hilly Districts and the second phase will be held in 45 hilly and Tarai Districts.

Rastriya Prajatantra Party (RPP) on November 7 withdrawn its candidates in 145 constituencies in the election of State Assemblies under the second phase elections to support Nepali Congress (NC), reports The Himalayan Times. The candidacy was withdrawn to support the NC. According to spokesperson, Sushil Kumar Shrestha, the office bearers’ meeting of the party took a decision in this regard. However, the meeting decided to continue with the party’s candidacy in Kathmandu, Bhaktapur and Salyan Districts.

The party has expelled them from party's general membership. Sending a letter to Province no 6, the party headquarters cancelled general membership of party's politburo members - Umakanta Sharma, Chhakka Bahadur Lama and Bhim Prakash Sharma, who had filed their candidacies against authorized candidates of the leftist alliance.
