The Election Commission (EC) said all major political parties — the Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) and Rastriya Prajatantra Party (RPP) — and independent candidates filed their nominations for the first phase of polls slated for May 14. The process of filing nominations was completed peacefully in all 283 local levels of 34 Districts of Provinces 3, 4, and 6.

The Upendra Yadav-led Federal Socialist Forum-Nepal (FSF-N) on May 3 issued a press release announced it would not take part in the second phase of local elections if the constitution was not amended before the polls, reports The Himalayan Times. Issuing a press release, party Chairman Upendra Yadav said that his party was taking part in the first phase of local polls as the Government had registered the proposal on constitution amendment as per the understanding reached with the agitating forces. FSF-N said that it would be meaningless to hold local polls without amending the constitution. The party also said that it was confident that the United Democratic Madhesi Front (UDMF) would continue to be relevant in the future.

Justice Cholendra Shamsher JBR’s bench on Friday instructed Parliament to not move forward the impeachment motion against Karki. The ruling Maoist-NC coalition had filed the impeachment against Karki early this week, accusing her of interfering in the workings of the executive. A few incidents of disruption and violence in some Districts notwithstanding, Chief Election Commissioner Dr Ayodhee Prasad Yadav said in a press conference, voting concluded peacefully and in free and fair manner. Voting was carried out in Province No. 3, 4 and 6 in the first phase to elect leadership in 281 local levels, including four metropolitan cities, one submetropolitan city, 92 municipalities and 186 rural municipalities today. Two rural municipalities, one each in Manang and Dolpa districts, had unanimously elected their representatives without voting. The remaining 41 districts in four provinces — Province No. 1, 2, 5 and 7– will hold local level elections on June 14 in the second phase after the number of local levels in the Tarai Districts are revised.Earlier, the General Election Observation Committee (GEOC) on May 12 released its preliminary report on preparations for the first phase of local elections, saying there was a risk of violence during the polls, reports The Himalayan Times. Similarly, while local governments are becoming unfeasible as their resources are limited. Local governments in small area become less efficient as they cannot gain economy of scale in service delivery.” Paudel fears that haphazard creation of more local units could fail the federal set up and prompts provincial and central governments to withdraw rights given to local units. The commission had suggested to the Government to form 719 units. But the Government created 744 units on March 5. On May 23, it created 22 more units.

In a meeting with outgoing Prime Minister Pushpa Kamal Dahal and other political leaders, the election commissioners said they cannot reset the elections in the local units that are in the last stages of poll preparations. At the meeting, Dahal urged the poll commissioners to think about other options including deferral of the poll date for a few days to accommodate the new local units in second phase polls. "He proposed various options including deferral of the June 14 elections. But we left the meeting after listening to his proposal as we do not have the authority to fix such dates or change them," said one election commissioner who sought anonymity stating that the commissioners had reached an understanding not to comment to the press.
