The party has formed a three-member high-level committee led by party chairperson Pushpa Kamal Dahal. Leaders Narayan Kaji Shrestha and Ram Bahadur Thapa are members of the committee. Separately, Rashtriya Janata Party Nepal (RJPN) suffered a blow on October 2 as five of its leaders struck a deal with the CPN-UML to contest the upcoming provincial and parliamentary elections with the CPN-UML’s election symbol — the sun, reports The Himalayan Times. The five leaders of RJPN have quit the party and have formed Independent Political Group (IPG) to contest in upcoming House of Representatives, the State Assemblies and the National Assembly. Leaders Hridayesh Tripathi (Nawalparasi), BK Gupta (Kapilvastu), Pashupati Dayal Mishra (Banke), Ishwar Dayal Mishra (Kapilvastu) and Jagdish Shukla (Banke) have left the party and have decided to run for the upcoming elections with the election symbol 'Sun' of CPN-UML. In a joint press statement issued by the CPN-UML general secretary Ishwor Pokharel and the leaders of IPG, it has been stated, "Leaders and cadres of the independent political group will participate in the upcoming election to the House of Representatives, the State Assemblies and the National Assembly taking 'Sun' as the election symbol. Separately, the Nepal’s constitution has been published in the Tharu language, spoken in western Nepal, reports The Himalayan Times on October 3. Yek Raj Chaudhary has translated the country’s main law into the Tharu language. The translation was done following the permission from the Ministry of Law, Justice and Federal Affairs. Prachin Sirjansheel Adibasi Society in Bardiya took initiation to avail the constitution in the language of the Tharu community. The meeting of the Council of Ministers in December decided to publish the constitution in the Tharu language.

In a dramatic turn of events on October 3, amid a press conference organized in Kathmandu, the chiefs of three left political parties - Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Naya Shakti Party-Nepal (NSP-N) - formed an electoral alliance to contest the upcoming Provincial and Parliamentary elections, reports The Himalayan Times. Reading the agreement, CPN-Maoist Center leader and Minister for Home Affairs Janardan Sharma said that after allocating the share of candidacy for the House of Representative elections, it would be divided into 60:40 ratios. Reading a six-point agreement, Sharma said that the three parties would merge and form a sole communist force after the elections. “An eight-member unification coordination committee would be formed immediately to facilitate preparations for the merger, which the party said would be held as soon as possible after the polls.”

Within a few days of quitting RJPN, Pashupati Dayal Mishra decided to run for the upcoming elections from Banke (Constituency Number 2) with the election symbol 'sun' of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML). Such incidents have sent shockwaves to RJPN in most of the Districts of Province 5, from Nawalparasi to Banke. Not just within the RJPN, but the incident is expected to create ripples in the provincial politics as a whole. Together, Qatar, Pakistan, and Afghanistan were elected from the Asia-Pacific region, as part of a total of 15 states elected from different geographical regions. The term of office of Nepal at the UNHRC begins on 1 January 2018, and ends on 31 December 2020. The National Security Council (NSC) has assessed that the Netra Bikram Chand-led Nepal Communist Party is a major security threat to the upcoming parliamentary and provincial elections scheduled on November 26 and December 7, reports The Himalayan Times on October 23. According to a ‘confidential’ report prepared by the NSC, Chand’s group has continued to use force against people in the name of ‘people’s action’, extorting money and issuing threats and intimidating locals. The report states that the Chand-led group has formed a parallel ‘People’s Government’ and ‘People’s Court’. The group has mobilised its National Volunteer Organisation, a youth wing of the party, which has decided to boycott elections. According to the NDC report, the Chand-led group has decided to launch various activities to disrupt elections in coordination with other forces who are opposed to the new constitution. The party has also decided to ‘expose’ both the left alliance and democratic alliance, who are in favour of parliamentary democracy through various activities. The group has been organising closed-door trainings and meetings, and has also expanded its organisational bases through conferences and cultural activities, the NDC report said. The Chand-led party’s spokesperson Khadga Bahadur Biswokarma, however, said his party was not a threat to national security and the real threats stemmed from political chaos, corruption, cross-border encroachment, and black marketeers. “We will urge people to exercise their rights without exerting any pressure on people. Immediately after the left alliance was formed October 3, the party’s General Secretary Chand had said in a statement that ‘the alliance was a meaningless effort to create ripples in politics’ and they were ‘power hungry, opportunistic and self-defensive”. Most of the leaders and cadres of Mohan Baidhya-led Nepal Communist Party-Revolutionary Maoist had, in a conference held in Pokhara before Tihar, suggested boycotting the elections. Government released NR 5 billion for the preparations of federal and provincial elections scheduled for November 26 and December 7, reports Kathmandu Post on October 29. The Election Commission (EC) had demanded more than NR10 billion. “We will be ready to provide additional amount if the EC seeks,” said Kewal Prasad Bhandari, chief of the budget division at the Finance Ministry. As the EC is holding federal and provincial elections together, expenditure are expected to run relatively higher compared to earlier elections considering the requirements of more ballot papers and temporary police personnel, among others. The EC, which printed around 16 million ballot papers for the local elections, is now printing over 34 million ballot papers for the upcoming polls.

The parties had registered their first lists on October 15. The listed candidates, however, have time to withdraw their nomination while the parties will be able to fill the gap with new candidates. The EC had set October 30 as the deadline to submit the revised lists. According to Surya Prasad Aryal, information officer at the EC, as many as 49 parties have submitted their closed lists. Though 88 parties are contesting the polls, those submitting the PR lists number much lower as the parties need to secure at least three percent vote to claim seats in the federal parliament. The parties getting less than 1.5 percent PR votes will not be represented in provincial assemblies. In the federal parliament, 110 lawmakers will be elected in the PR category. Parties are required to field 50 percent women for proportional seats.

The report states that a lack of commitment by Nepal’s political leadership to address past and ongoing human rights violations continues to allow perpetrators to escape justice. “In the past, the promise to shield perpetrators for human rights violations has been used as a bargaining chip to garner political support and build political alliances. Police on October 31 arrested the absconding murder convict Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) leader Bal Krishna Dhungel from his rented room in Satdobato of Lalitpur District, reports The Himalayan Times. Dhungel was convicted in the murder case of Ujjan Kumar Shrestha, a resident of his home district, Okhaldhunga. Shrestha was murdered on June 24, 1998, at Tarkerabari of Okhaldhunga and his body was thrown into a river. He was arrested after 19 years of the incident and 13 years of the Okhaldhunga District Court’s verdict. The Okhaldhunga District Court sentenced Dhungel and others for Ujjan's murder on May 10, 2004.
