Rashtriya Janata Party Nepal (RJPN) on September 1 submitted a memorandum to Prime Minister Sher Bahadur Deuba, opposing the report submitted by Constitution Delimitation Commission (CDC), reports The Himalayan Times. The party had drawn the attention of the Government to the discriminatory report of CDC which reduced five parliamentary electoral Districts in Madhes. The party also said that the CDC created electoral Districts to suit the interests of the major three parties and the report also broke clusters of ethnic groups and communities. The party said the CDC created only 78 first-past-the-posts (FPTP) electoral Districts in 20 Districts of Madhes which has 51 per cent population as per 2011 census report. It said 78 FPTP seats were only 47.27 per cent of the seats. The party said that 20 districts of Madhes had got 116 FPTP seats in the past when there were 240 FPTP seats in the country and that was 48.33 per cent of FPTP seats against 48.4 per cent population of the region.

India and Nepal on September 3 began their joint military exercise in the western part of the Himalayan country, focusing on counter-terrorism and forest fighting operations, reports Hindustan Times. The exercise - Surya Kiran - was being participated by around 300 troops each side in Rupandehi District in Nepal. Senior Nepal Army officer Rajendra Karki inaugurated the exercise, according to a statement by the army. The 12th edition of Nepal-India joint military exercise will conclude on September 16. According to the Indian Army officials, the Surya Kiran is the largest joint exercise in terms of troop participation. The battalion-level joint training between the two armies will focus on counter-terror operations in mountainous terrain by facilitating interoperability.

The report of the Constituency Delimitation Commission (CDC) was presented at the Legislature-Parliament meeting on September 4, reports The Himalayan Times. Minister for Law, Justice and Parliamentary Affairs Yagya Bahadur Thapa, on behalf of the Prime Minister, presented the report in the meeting. Meanwhile, the Supreme Court (SC) on September 4 directed the Government to hold all types of elections, including the election for the President and Vice-President of the country by January 21, reports The Himalayan Times. The order was passed by a division bench of justices Deepak Raj Joshee and Hari Krishna Karki. Senior Advocate Chandra Kant Gyawali and others had filed the petition seeking an order from the apex court to the government in this regard. The apex court also ordered the Government to bring laws to ensure that all the elections that the Government was supposed to hold were conducted by January 21. The petitioners had named the Office of the Prime Minister and Council of Ministers, among others, as defendant.

The Election Commission (EC) on September 10 issued a public notice urging the parties registered with it to submit their applications if they wished to contest parliamentary and provincial polls under the Proportional Representation (PR) electoral system, reports The Himalayan Times. The EC asked the parties to clearly state in their applications whether they wanted to contest only the parliamentary elections or only the provincial elections or both parliamentary and provincial elections, only in some provinces or in all provinces. The EC warned that if the parties failed to submit their applications by September 12, they will be prohibited from contesting election under the PR system. Parliamentary and provincial polls are scheduled to be held together but on two dates — November 26 and December 7.

Deuba also projected his party Nepali Congress (NC) as true friend of Madhesi people and claimed that the party fully supports the Madhesi cause. He also lambasted the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and its chairman KP Oli for conspiring to bring conflict between Madhesi and hill communities. "I had personally visited Oli's residence and requested him to respect the feelings of the Madhesi people and vote in favor of constitution amendment. But it is unfortunate that he did not listen,” said Prime Minister Dueba.

Voting for the third phase of local level elections has begun in various Districts of Province 2, reports Republica on September 18. The Election Commission (EC) is conducting the final round of the local elections in 136 local units. The elections will elect 6,627 local representatives for which a total of 37,236 contestants are vying for the posts of chiefs and members of the local units and ward committees. EC officials said there are a total of 2,664,950 registered voters in Province 2. Of the total seats allocated for local units, eight candidates have already elected unanimously.

Addressing media persons at the EC’s media centre, after voting was over, Chief Election Commissioner (CEC) Ayodhee Prasad Yadav said “Voter turnout percentage can rise, as we have assessed only the preliminary data.” The EC said 38 fake voters, who tried to cast ballots in someone else’s name were arrested. Nepal Police on September started the process of recruiting temporary Police personnel for the November 19 CA election, reports Kantipuronline.com. The Nepal Police Headquarters instructed its subordinate bodies to invite applications for the around 45,000 personnel within seven days. The Integrated Security Plan (ISP) for the polls prepared by the Government talks of recruiting a total of 44,724 such police personnel. In a notice, the Police Headquarters has said applicants must be between 18 and 50 years of age, literate, with no criminal charges against him/her and physically and mentally fit. The notice has also strongly urged ex-servicemen from the Police and other security agencies to apply for the posts. The temporary personnel will be recruited for a period of two months and paid a monthly salary of Rs 15,000, while additional daily and ration allowances will be given as per the rules and regulations of the Nepal Police.

A board meeting of the EC endorsed the design, paving the way for printing the ballot papers. The EC estimates that it has to print 34 million ballot papers for the upcoming elections. A three-year-old girl was killed in a clash occurred between the two neighbors in post-election violence in Rautahat District on September 30, reports Kathmandu Post. A dispute between two neighbors - families of Hulas Ray Yadav and Krishna Chaudhary - over the matter of drinking water later took a nasty turn as the issue was given a political color on the basis of political connection of both families to different political parties. The Yadav family is reportedly close to the Nepali Congress (NC) while the Chaudhary family is said to be the supporter of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML). Yadav's three-year-old daughter Anjali Kumari was killed in the scuffle. With this four persons were killed in Rautahat District since the third phase of local-level elections took place on September 18. It may be noted that three persons were already murdered in the District since the September 18 elections. Sawmill proprietor Birendra Saha (45) of Balchanpur Baradewa of Chandrapur Municipality-10 was found dead in the morning of September 29 with serious head injuries resulted in from attacks by a sharp-edged weapon. Prior to this, Swayawa Akbar of Paroha Municipality and Ram Pukar Yadav of Katahariya Municipality were killed by unidentified groups. Akbar is the son of a NC candidate (defeated) for a ward chair while Yadav was the cadre of Rastriya Janata Party Nepal (RJPN).
