Nepali Army personnel have been mobilized in Sunsari District to ensure security in the run up to the second phase of local levels elections slated for June 28, reports The Himalayan Times on June 2. Nepali Army personnel will maintain security in areas where cadres of Limbuwan and Netra Bikram Chand led CPN Maoist are running anti-election activities in the District. Nepali Army has also assumed security management of Jhumka Prison from June 2. Armed Police Force provided security for the prison before Nepali Army. “After the elections are over, the personnel of Armed Police Force will be deployed for security of the prisons,” said Chief District Officer of Sunsari Gopal Parajuli.

NHRC said that its attention had been drawn to the Bharatpur Metropolitan City incident, where vote counting was halted after some ballot papers were torn by the representatives of political parties. “Voter’s right to cast votes to choose their candidates and the candidates’ rights to be elected by securing maximum votes should be respected by all parties concerned,” reads the statement issued by NHRC’s Spokesperson Mohna Ansari.

The Truth and Reconciliation Commission (TRC) on June 4 started the probe into the cases of rights violation committed during the decade-long Maoist insurgency from Province 6, reports Republica. A three-member probe committee headed by Joint-Attorney General of the Surkhet High Court has started investigation into over 10,000 complaints of Province 6. The committee includes advocate Bibas Kumar Basnet and Kaushila Yogi as its member. Over 10,000 cases of rights violations are registered with the TRC in Province 6. Officials said investigations into 1,000 complaints will be completed within three months.

On the occasion, Chairman of the TRC, Surya Kiran Gurung said although it was difficult to carry out work due to the lack of Act and resources, the Commission has started works by setting up its offices in all the seven provinces. He said the Commission has so far received 58 thousand complaints and it has come to their notice that there are still more that missed the deadline for registering the complaints. The TRC is thinking of issuing notice on June 15 requesting for applications from the women conflict survivors to do so, he added. CIEDP Chairman Lokendra Mallik said his commission has received 3093 complaints and decided to investigate into 102 cases. Parliament on June 8 amended a provision of the Local Level Election Act through a fast-track process, smoothing the way for the agitating Rastriya Janata Party Nepal (RJPN) to participate in the second phase local polls scheduled for June 28, reports Republica. With the amendment, any political party that missed the deadline for submitting the signatures of its representatives for the purpose of candidacy nominations can now submit those signatures. As per the deadline originally set by the Election Commission (EC), all political parties participating in the second phase polls must have registered the names of their representatives by June 2. The hitherto existing provision had stated that political parties must submit the signatures of their representatives at least 15 days before the date for candidacy nominations. The amendment allows the parties to register names within a deadline given by the EC. As per the new provision, the EC will specify the number of days ahead of the nominations by which the political parties need to register their representatives.

MoHA officials said they are especially wary about potential threats to poll security in around half a dozen Districts of the central and western plains which have been rocked by a series of violent incidents since 2015. The Districts include Saptari, Mohottari, Prasa, Rautahat, Rupandehi and Kailali. Besides being the support base of the agitating parties including RJPN, these Districts are also home to numerous armed outfits and secessionist forces including one led by Jaya Krishna Goit and CK Raut. In Janakpur, educational institutions and marketplaces remained shut while vehicles stayed off the roads. Protesters vandalised at least three vehicles at Mujeliya and one hardware shop at Bramarpura. In Mahottari, RJP-N members vandalised a vehicle belonging to Deep Narayan Sah, a former state minister. Sah said he and his driver sustained injuries when protesters hurled stones at his vehicle. Protesters also obstructed a programme of an NGO being held at the Red Cross building in Jaleshwor. In Saptari, passengers were left in the lurch after buses were stopped at Rupani, Shambhunath, Kadmaha and Kalyanpur areas along the East-West Highway. He argued that there was no restriction on increasing the number of local units if due constitutional process was followed. A Cabinet meeting decided to defer the polls in Province 2 and change the election calendar in the three other provinces. “Elections in Province 2 will now take place on September 18 and the polling in the remaining provinces (1, 5 and 7) will be conducted as scheduled although the poll-related calendar has been revised without impacting the polling date,” said Minister for Labor and Employment Farmullah Mansoor after the meeting. This is the fourth poll deferral. Initially, the Government had fixed May 14 as the poll date across the country. Just ahead of nominations day, the Government decided to conduct the elections in two phases. Three provinces of the hill region went to polls in the first phase and June 28 was set as the poll date for the second phase. Provinces 1, 2, 5 and 7, which largely lie in the southern plains, would vote in the second phase.

Five Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) cadres and a bus driver were injured when a bus they were travelling on hit an explosion at Sunwal-3 of Nawalparsi District on June 25, reports The Himalayan Times. The injured have been identified as Nara Bahadur BK, the driver of the bus; Mina Chaudhary (44); Shrikanta Rewat (14); Phool Kumari Kadariya (46); Homanarayan Chaudhary and Belkumari Kadariya (45). The bus (Lu 1 KHA 6773) was ferrying the canvassers for a mass gathering at Chaura Chok in the District when the bomb went off at Naduwa Somnath Baba Bridge along the East West Highway Section this afternoon. So far, nobody has claimed the responsibility for the attack and Police are investigating into the case.

Five people were injured in a clash ensued between the Nepali Congress (NC) and Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) cadres in Sisne Rural Municipality-5, Rukum District on June 26, reports Republica. Among the injured, two are from the NC while remaining three are the CPN-Maoist Centre cadres, Police said. The CPN-Maoist Centre has claimed that the clash had occurred after the NC cadres forced entered into a room occupied by its cadres. According to preliminary details provided by the Election Commission (EC), voter turnout was 70.5 percent. The highest voter turnout was recorded in Bajura. Eighty percent of the eligible voters cast their ballots in Bajura, while the lowest turnout (61 percent) was recorded in Bhojpur. The second phase turnout is slightly less compared to 73 percent in the first round. Altogether 62,408 contestants contested 15,038 positions at 334 local units in the second phase local polls. The Government conducted the first phase elections in the 283 local units of Provinces 3, 4 and 6 on May 14. The election in Province 2 is set for September 18.

Claiming that the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) captured the polling center and chased away representatives of other parties in collaboration with security personnel and election officers, the NC-Maoist coalition has demanded that all votes cast at the Baija Nath Higher Secondary School polling center in ward number 4 be considered void and a reelection be held. Likewise, the coalition also demanded re-polling in Bhagishwar of Sanphebagar Municipality-6. According to the alliance, NC''s mayoral candidate Dhoj Bahadur Kunwar and deputy mayoral candidate Rupa Aauji were mistreated while attempting to enter the polling center, under the direction of CPN-UML Vice-chairman Bhim Rawal. Election Commission (EC) on June 30 advised Prime Minister Sher Bahadur Deuba to hold provincial and parliamentary elections separately but before fourth week of November to meet the constitutional deadline, reports The Himalayan Times. The suggestion was made by Election Commissioners led by Chief Election Commissioner (CEC) Ayodhi Prasad Yadav when they met Prime Minister Sher Bahadur Deuba. EC office bearers told the Prime Minister to hold provincial elections between October 10 and 17, National Assembly elections between October 25 and November 1 and parliamentary elections between November 17 and 24. According to the constitution, local, provincial and parliamentary elections should be held before January 21, 2018.
