LBRC chief Balananda Paudel said “When we wrote a letter to the government informing it of our problem, the government did not give a go-ahead on the work related to special, protected and autonomous regions. Hussein stressed on effective implementation of the new constitution to ensure people’s human rights and fundamental freedoms. Top leaders of the ruling alliance and the United Democratic Madhesi Front (UDMF) on March 1 held discussion at the official residence of Prime Minister and discussed issues concerning the local level elections and the proposed amendment to the Constitution, reports The Himalayan Times. However, they could not reach any agreement on the crucial issues. In the meeting Dahal asked the UDMF constituents and other parties to focus on elections that have already been announced. Dismayed at the failure of the ruling parties to push the sevenpoint amendment bill through parliament, the agitating United Democratic Madhesi Front (UDMF) is mulling withdrawing its support to the Government, reports Republica on March 3. Senior UDMF leaders said their next meeting will discuss in detail about their future course of action in view of the proposal of the ruling parties to put the constitution amendment bill on hold. The leaders are in a mood to 'wait and see' for a few days as the ruling parties expedite preparations to hold the local level polls on May 31.

General Secretary of TMDP Sarvendranath Shukla said his party chief Mahantha Thakur called a meeting of the parliamentary wing and instructed leaders to prepare for the movement from March 2. They are adopting wait and watch strategy till the date. However, they are carrying the exposure program against the ruling alliance and the main opposition CPN-UML on March 9. Prior to the program, the Tarai-Madhesh based alliance are holding different stages of meeting and discussions to formulate the strategies and to finalize the protest programs. According to the source, the alliance is ready to heat-up the protest program from stipulated time.

In the writ petition filed, petitioner Chiranjibi Rijal has demanded that the decision of the Government to increase the number of local units from 719 to 744 be scrapped. In the memorandum, they have demanded the withdrawal of local elections’ programme, amendment of the Constitution, keeping the local level structure within the provincial jurisdiction and implementing the three-point agreement reached during the formation of the government. The Front has also demanded a high level commission be formed to probe into Saptari incident, the guilty be punished, deceased be declared as martyrs, compensation be provided to the bereaved families and free treatment to the injured. The Front has warned to withdraw their support to the incumbent Government if its demands were not addressed in the next seven days. Commission of Investigation on Enforced Disappeared Persons (CIEDP) spokesperson Bishnu Pathak said that CIEDP is entering crucial phase of investigation but the Government has not yet criminalized torture, reports The Himalayan Times on March 25. He said that the CIEDP will collect ante-mortem data of enforced disappearances and carry out excavation of suspected sites in a few weeks. However, the Government has not enacted a law criminalizing enforced disappearance. He further said the CIEDP had sent a draft bill to the Government recommending criminalization of enforced disappearance, where victims were forcibly disappeared for one month or more, but the bill is yet to be enacted into law.

Mahato said that the United Democratic Madhesi Front (UDMF) would not sign any agreement without guarantee that the constitution would be amended. Mahato accused the Government of being indifferent to their demands. He also ruled out the possibility of civic polls without resolving the dispute over provincial boundaries. “To carve out only two provinces in Madhes, which has more than half the country’s population, is not fair,” Mahato held.

It was informed at a press meet organized at the office of the Federation of Nepali Journalists Rautahat chapter in Gaur that 20 leaders led by youth central leader Shambhu Singh Supreme had quit the party. Other members include central adviser Upendra Yadav, central organisation department’s Dhirendra Kumar Yadav and District Secretary Rakesh Yadav.
