Irked with the Government’s indifference to address its demands, the agitating Rastriya Janata Party Nepal (RJPN) has been mulling withdrawing its support to the Government, reports Republica on July 2. RJPN leaders claim that though the party voted for Sher Bahadur Deuba to help him become the Prime Minister following his assurance to address the demands of the party, he did nothing nearly after a month of his election to the post. “The government has done nothing to address our demands as promised earlier. Our party will discuss withdrawing support to the government in the upcoming meeting,” said RJPN leader Keshav Jha.

The Election Commission (EC) has said that the counting of votes of 246 local level units has been completed so far on July 3, reports The Himalayan Times. Local level elections were held at 334units in 35 Districts of province no. 1, 5 and 7 on June 28. Counting of votes has now been completed in 20 Districts, according to the EC. According to the Joint Election Operation Centre of the EC, final result has been out in 93 local units in province no. 1, 80 in province no. 5 and 73 in province no. 7. The EC further said that the preparations are underway to hold local level elections in province number 2 on September 18.

Meanwhile, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Secretary Pradeep Gyawali speaking at an interaction programme organized in Kathmandu on July 4 said that the party is optimistic to endorse a new constitution amendment bill if tabled in the Parliament in consent with the party, reports The Himalayan Times. He said “UML will not support in the process of constitution amendment tabled without their consent at any cost. A meeting of the Nepali Congress (NC), the Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and the Rastriya Janata Party Nepal (RJPN) at Prime Minister Sher Bahadur Deuba’s official residence on July 7 decided to amend the constitution by mid-July, reports The Himalayan Times. NC leader Bimalendra Nidhi, who also attended the meeting, said the ruling parties were serious about implementing the three-point agreement inked between the ruling parties and the RJPN. He added that it was decided to accelerate efforts to muster two-third majority in the Parliament and try to amend the constitution by mid-July.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman KP Sharma Oli, on July 8, said his party would not accept the Constitution Amendment bill put forth by the ruling parties, reports The Himalayan Times. Talking to media persons at Biratnagar airport, Oli said, “The constitution amendment proposal brought without consultation with the opposition was unacceptable.” Oli asked the ruling parties to withdraw the proposal and deliberate on issues related to statute amendment before presenting it at the Parliament. He made it clear that the statute would not be amended this month, as claimed by the ruling parties. “I will see how the ruling parties amend the bill. It won’t be possible within this month,” Oli stated.

Federal Socialist Forum-Nepal (FSF-N) stated that the Constitution Amendment Bill registered in the Parliament is incomplete, vague and it would not help in addressing the problems and demands of marginalized community, reports Republica. Meeting of the FSFN office bearers, on July 9, stated that there is no alternative to the Constitution Amendment to resolve the national political issues at present but stressed that the current Amendment Bill registered in the Parliament was intended only for participation in the local elections. The FSFN has also demanded for change or re-writing in the Amendment Bill.

Meanwhile,Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal Dahal addressing a programme at his residence to welcome the leaders of different political parties in the CPN-Maoist Centre on July 10 said that Maoist agendas have prevailed despite the victory of candidates of the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and others in the local level elections, reports The Himalayan Times. Dahal said, “I am very happy as the country has won. Maoist ideology, politics and agenda have prevailed through our party though we could not win as many seats as per our expectations in the first and second phase of local level elections. There is no alternative but to form a single party for the leaders of Maoist schooling. The changes can be institutionalised only if all Maoists unite.” During the programme, 50 leaders and cadres from different political parties, including former lawmaker and Naya Shakti Nepal leader Shiva Chandra Kushawaha joined the CPN-Maoist Centre.

Truth and Reconciliation Commission (TRC) on July 10 set up its Province 3 field office in Patan, Lalitpur District, reports The Himalayan Times. The transitional mechanism has already set up field offices in six other provinces. Every field office will begin investigation into 1,000 cases of human rights violation. The TRC has received 58,052 complaints from conflict victims. Addressing the inaugural programme in Kathmandu, TRC Chairman Surya Kiran Gurung said some sections of society were apprehensive that the TRC would also meet the fate of the Mallik Commission and Rayamajhi Commission, but if the state took the recommendations of the TRC lightly, it would have to pay a heavy price. Reports of the Mallik and Raymajhi commissions were not implemented.

Information Officer of the Ministry of Peace and Reconstruction Durga Prasad Bhurtel said that offices of the Local Peace Committees in all 75 Districts are scrapped from today as per the secretary-level decision taken on June 14. According to Bhurtel, budget has not been allocated to the Local Peace Committees for this fiscal year. He said that the offices have been scrapped except the government decision to revive them. The officials of the committee had crucial contribution in collecting the details and complaints of the insurgency victims.
