India had used the meeting in Doha, Qatar to convey this concern, and to discuss the return of the Indians who still remain in Afghanistan, MEA official Spokesperson Arindam Bagchi said. “We received a positive response,” Bagchi said, referring to the meeting between India’s Ambassador to Qatar Deepak Mittal and the head of the Taliban’s political office in Doha, Sher Mohammad Abbas Stanekzai. New Delhi made this first official contact with the Taliban on August 31.

According to intel inputs, terror groups can carry out attacks like the Israel embassy blast in Delhi earlier this year. As per the intelligence inputs, Israeli citizens, embassies and sites which hold religious values for the Jewish community can be attacked during the holidays. All Police forces across the country have been alerted to ensure their safety and security. The Police have been asked to increase vigilance for the Israel Embassy, consulate staff and residences, kosher restaurants, synagogues chabad houses and Jewish community centres.

The Islamic State (IS) propaganda magazine, ‘Voice of Hind’, was being designed and put together by young graduates and translators in a “call centre like setup” in Karachi and Islamabad, sources in the security establishment told, The Print reports on September 4. According to the National Investigation Agency (NIA), three men — Umar Nisar, Tanveer Ahmad Bhat and Rameez Ahmad Lone — all residents of Achabal in Anantnag District of Jammu and Kashmir have been accused of creating a network to collect and disseminate propaganda material among the youth and recruit them, sources in the NIA claimed. According to the source, the handlers who are responsible for collecting the content for the magazine are based in India and Afghanistan. These handlers, the source said, are also responsible for recruiting ‘content creators’ in Maldives and Bangladesh.

The meeting was held in the context of two developments — the Taliban claiming victory over the last pocket of resistance in Panjshir valley and Inter-Services Intelligence (ISI) Chief Lieutenant General Faiz Hameed meeting Taliban’s de-facto leader Mullah Abdul Ghani Baradar on September 6. "A Culture of Peace is not just an abstract value or principle to be discussed and celebrated in conferences, but needs to be actively built into global relationships between and among member states," First Secretary in India's Permanent Mission to the UN, Vidisha Maitra said in the UN General Assembly. "We have witnessed yet another attempt today by the delegation of Pakistan to exploit a UN platform for hate speech against India, even as it continues to foment a 'culture of violence' at home and across its borders. We dismiss and condemn all such efforts," she added.

On September 7, National Investigation Agency (NIA) arrested a Sri Lankan national, Arasaratinam Ramesh alias A Ramesh, for having links with Vizhinjam Arms case from Ernakulam District in Kerala, reports Zee News. The arrestee was September 8 produced before a special court at Ernakulam and later on sent to judicial custody. The Vizhinjam Arms case initially registered on April 5, 2021 was linked to seizure of illegal arms and ammunition from arrested accused aboard Sri Lankan fishing boat Ravihansi in the Arabian Sea. According to NIA, “huge quantity of narcotics drug was seized from Sri Lankan fishing boat in the Arabian Sea on March 25-26 this year. Upon investigation in the case it was found that the accused had illegally possessed five AK-47 Rifles and 1,000 9 mm ammunition”. Two persons were arrested earlier on May 2 in this connection. NIA further revealed that the arrestee Arasaratinam Ramesh is the brother of earlier arrested Suresh Raj and has been actively assisting him in the collection of arms, ammunition and drugs trafficking through international sea route. During as search operation, NIA had seized incriminating documents relating to the transactions of drugs and arms from the house of the Arasaratinam Ramesh.

The probe had revealed that following the decline of the IS in Iraq and Syria, Ameen had visited Kashmir in March, 2020 for religious migration or Hijrah. The court ordered that he should be deported back to Pakistan as his sentence. “The country is relentlessly facing violence on account of terror activities. Thousands of innocent people are killed in such activities. The terrorist activities not only cause loss of lives of innocent public but it also de-stabilises the economy of the country. The terrorist activity is a cause of concern for the entire humanity. The present case involves extremely serious offence,” the judge said in his order of September 10. According to the agency, Amir, along with three others had illegally infiltrated into Indian Territory from Pakistan along with weapons, ammunition, and other war-like stores with an intention to carry out a terrorist attack at different locations in India on the directions of their handlers based in Pakistan. The charges were framed against the convict under Sections 120-B, 121-A of IPC. The Delhi Police said that the group was planning to carry out major attacks in Maharashtra, Delhi and Uttar Pradesh during Navratri and Ramlila. "Interrogation has revealed that this module had received sophisticated RDX based IEDs, grenades, pistols and cartridges from a sleeper cell operative and these were sent to UP for safe concealment. Thereafter, underworld operative Jan Mohd Sheikh @ Sameer Kaliya along with Moolchand @ Saaju @ Lala were tasked by Pak-based Anees Ibrahim to receive the same in Delhi," the Delhi Police press release said. "The arrested have stated that there were 14-15 Bangla speaking persons in their group who might have been taken for similar training. It looks like this operation was closely coordinated from across the border. There were two teams, one was being coordinated by Dawood Ibrahim's brother Anees Ibrahim. In the latest edition of its propaganda magazine, ISIS-K claimed that the suicide bomber, who attacked outside the Kabul airport last month, was caught in Delhi five years ago and later deported to Afghanistan. According to sources, the suicide bomber, Abdur Rahman al-logri, was handed over by the Indian agencies to Afghanistan where he revealed the locations of ISIS-K training camps. These camps were later targeted in US drone strikes, sources said. According to sources, the suicide bomber came to India as a student and took admission in Faridabad, Haryana. However, instead of attending classes, he used to do recce of places in Delhi and nearby areas, sources said. When the RAW got inputs on him, it shared the information with the Special Cell of Delhi Police who nabbed the suicide bomber in 2016. He was then interrogated by multiple agencies where he revealed information about many terror training camps active in Afghanistan. After interrogation, he was deported to Afghanistan. Upon his return, he was again probed by the Afghan security officials about the ISIS-K training camps. Based on his inputs, the US forces targeted the ISIS-K terror training camps through drone strikes. Over 600 terrorists, both from the Taliban and ISIS-K, were killed in the US drone strikes, sources said.

The internal party documents of the CPI(M), distributed amongst the party cadre -- which reveal that the incumbent party is concerned due to the "growing pro-Taliban sentiment" in the state. The internal communication documents blame the JIH for fanning communal sentiments in the state. It claims the Jamaat is using its publications and social media to further its agenda in Kerala. "Jamaat-e-Islami, whose goal is to establish an Islamic state, is now trying to spread their ideas in the Muslim community as well in Kerala society. They are using not only their publications but also the social media platforms to spread their ideas," one document reads. Pakistan is home to at least 12 groups designated as ‘foreign terrorist organisations’, including five of them being India-centric like Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), according to a latest Congressional report on terrorism, reports Daily Excelsior on September 29. US officials have identified Pakistan as a base of operations or target for numerous armed and non-state militant groups, some of which have existed since the 1980s, the independent Congressional Research Service (CRS) said in the report. The report released by the bipartisan research wing of US Congress on the eve of the historic Quad summit in Washington on September 24, said that these groups operating in Pakistan can be broadly categorised into five types — globally-oriented, Afghanistan oriented, India- and Kashmir-oriented, domestically oriented, and Sectarian (anti-Shia). The LeT was formed in the late 1980s in Pakistan and designated as a Foreign Terrorist Organisation (FTO) in 2001. “LeT was responsible for major 2008 attacks in Mumbai, India, as well as numerous other high-profile attacks,” the CRS said. JeM was founded in 2000 by Kashmiri militant leader Masood Azhar and was designated as an FTO in 2001. Along with LeT, it was responsible for the 2001 attack on the Indian Parliament, among other attacks, it said. Harakat-ul Jihad Islami (HUJI) was formed in 1980 in Afghanistan to fight the Soviet army and was designated as an FTO in 2010. After 1989, it redirected its efforts toward India, although it did supply fighters to the Afghan Taliban. “With an unknown strength, HuJI today operates in Afghanistan, Pakistan, Bangladesh and India, and seeks annexation of Kashmir into Pakistan,” the report said, adding that HuM was designated as an FTO in 1997 and operates mainly from Pak-occupied Kashmir and from some Pakistani cities. Finally, Hizb-ul Mujahideen (HM) was formed in 1989— reportedly as the militant wing of Pakistan’s largest Islamist political party—and designated as an FTO in 2017. It is one of the largest and oldest militant groups operating in Jammu and Kashmir (J&K). Among other terrorist groups operating from Pakistan are Al Qaeda, CRS said, adding that it has operated primarily from the former Federally Administered Tribal Areas (FATA) and in the megacity of Karachi, as well as in Afghanistan. It has since 2011 been led by Ayman al-Zawahiri and reportedly maintains supportive ties with many of the groups inside the country. CRS said according to the US State Department’s Country Reports on Terrorism 2019, Pakistan has “continued to serve as a safe haven for certain regionally focused terrorist groups,” and has “allowed groups targeting Afghanistan … As well as groups targeting India …To operate from its territory”. The Department also noted “modest steps” taken by Pakistan’s Government to counter terrorism financing and to “restrain” some India-focused militant groups following an early 2019 terrorist attack in Jammu and Kashmir. It assessed, however, that “Islamabad has yet to take decisive actions against India- and Afghanistan-focused militants,” and that “progress on the most difficult aspects of its 2015 National Action Plan to counter terrorism remains unfulfilled—specifically its pledge to dismantle all terrorist organisations without delay and discrimination”. On the topic of “terrorist safe havens,” the Department concluded that Pakistan’s government and military “acted inconsistently with respect to terrorist safe havens throughout the country. Authorities did not take sufficient action to stop certain terrorist groups and individuals from openly operating in the country”. Other terrorist groups inside Pakistan are Al Qaeda in the Indian Subcontinent (AQIS), Islamic State-Khorasan Province (IS-KP or IS-K); the Afghan Taliban, the Haqqani network, Tehrik-i-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA), Jundallah (aka Jaysh al-Adl), Sipah-e-Sahaba Pakistan (SSP), and Lashkar-e-Jhangvi (LEJ).
