A special National Investigation Agency (NIA) court on November 1, four of the nine men convicted for the October 27, 2013 blasts at Patna’s Gandhi Maidan to death, while the remaining five were awarded prison terms ranging from seven years to life term, reports Hindustan Times. The additional district and sessions judge (XV) of the special NIA court, Gurwinder Singh Malhotra awarded capital punishment to Imtiyaz Ansari, Haider Ali alias Abdullah, Noman Ansari and Mohammed Mujibullah Ansari. Umar Siddiqui and Azharuddin Qureshi were sentenced to life imprisonment, Ahmed Hussain and Feroz Aslam were sentenced to 10 years’ rigorous imprisonment while Mohammed Iftekhar Alam was awarded a seven-year prison term. Five of the convicts — Haider Ali, Imtiaz Ansari, Umer Siddique, Azharuddin Qureshi and Mujibullah Ansari — are already serving life terms for the Bodh Gaya Mahabodhi blasts that took place just over three months before the explosions at Modi’s election rally. The court also imposed different quantum of fine on each accused.

India’s National Security Advisor Ajit Doval met his French counterpart for annual strategic dialogue between the two countries in Paris, France on November 6, reports aninews.in. Doval co-chairs the strategic dialogue with Emmanuel Bonne, Diplomatic Advisor to the President of the Republic of France, Emmanuel Macron. According to a release issued by the Indian Embassy in Paris, "France stressed its continuing commitment to the Indo-Pacific region, as a resident power, and partnership with India as a major pillar of its Indo-Pacific strategy." The two sides reaffirmed the vision articulated by Prime Minister Narendra Modi and President Emmanuel Macron most recently during their meeting on the margins of G20 Summit in Rome that their strategic partnership (/topic/strategic-partnership) has a vital role to play in advancing peace, stability and security in the Indo-Pacific region, based on democratic values and a common belief in strategic autonomy, rule of law, multipolarity and multilateralism.

Indian Navy Chief, Admiral Karambir Singh said on November 8, that since funding of Islamic State (IS) and Taliban had stopped, both extremist groups were generating income through drug trade, reports socialnews.xyz. "The ISIS and the Taliban, since a lot of funding has stopped, most of their income is through drugs trade…This drug trade moves from the Makran coast [Pakistan], heads to the east coast of Africa, then moves east through all the Island territories which are basically tourism-oriented economies, comes to Sri Lanka, to India and of course goes out to the world. We are, for example Maldives, Sri Lanka and us, we are going to have focussed operations where we will deal with these as soon as the intelligence comes," he said. Admiral Singh also said that there was a need to develop collective maritime competence among the navies of the Indian Ocean region.

Addressing the UN Security Council open debate on ‘Maintenance of International Peace and Security: Exclusion, Inequality and Conflict' held under the current Presidency of Mexico, Minister of State for External Affairs Rajkumar Ranjan Singh said that those supporting it in any manner should be held responsible. “Spread of terrorism, particularly in countries facing conflicts, can reverse efforts of international community. It is therefore imperative that terrorism in any form is condemned and those supporting it in any manner are held responsible,” Singh said.

Eight regional countries, including India, Iran, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan pledged on November 10, to combat terrorism emanating from Afghanistan and called for an open and inclusive government in Kabul with representation from all sections of Afghan society, reports Hindustan Times. A declaration issued at the conclusion of the Delhi Regional Security Dialogue on Afghanistan – which was attended by top security officials from the eight countries – emphasised respect for Afghanistan’s sovereignty and non-interference in its internal affairs. The security officials pitched for collective efforts to counter extremism, radicalisation, separatism and drug trafficking in the region. The meeting, chaired by India’s National Security Adviser (NSA) Ajit Doval, was attended by Iran’s supreme national security council secretary, Rear Admiral Ali Shamkhani, Russia’s security council secretary Nikolai Patrushev, and the security council heads of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. “We all have been keenly watching the developments in [Afghanistan]. These have important implications not only for the people of Afghanistan, but also for its neighbours and the region,” Doval said. The declaration stressed the need to form “an open and truly inclusive government that represents the will of all the people of Afghanistan and has representation from all sections of their society, including major ethno-political forces in the country”. The inclusion of all sections of Afghan society in the administrative and political structure is “imperative for the successful national reconciliation process”, it said.

Police on November 10, booked a suspected Lashkar-e-Taiba (LeT) militant, identified as Mohammed Amim Sheikh, for sending a letter to the office of the Ambala Divisional Railway Manager (DRM), allegedly threatening to bomb several railway stations and religious places in the parts of Northern India, besides attacking the Haryana chief minister and governor, reports The Times of India. On the complaint of a Railway Police Force (RPF) personnel, a case has been registered against Sheikh, under sections 505 (1) (makes, publishes or circulates any statement, rumour or report), 505 (1) (b) (intent to cause fear or alarm to the public), 505 (1) (c) (intent to incite any class or community to commit any offence against another class or community) and 506 (criminal intimidation) of the Indian Penal Code (IPC) at Parao Police Station in Ambala District of Haryana.

The ban imposed on the Islamic Research Foundation (IRF), headed by India-born preacher Zakir Naik, has been extended by five years by Union Ministry of Home Affairs (UMHA), Times Now reports on November 16. UMHA in its notification said that Zakir Naik's speeches and statements were meant to inspire youths of a particular religion in India and abroad to commit terrorist acts. Statements, speeches made by Zakir Naik are objectionable, subversive that promote enmity, hatred among religious groups, the home ministry said on extending the ban on IRF. The case pertains to the activities of 14 youth from Kasargod who had left India along with their families between May and July 2016 to join the Islamic State. In pursuance to the criminal conspiracy hatched with fugitive ISIS/ Daish operative accused Abdul Rashid Abdulla besides Ashfak Majeed and others, accused Nashidul Hamzafar had exited India on October 3, 2017 and travelled to Muscat, Oman before travelling to Iran and had further reached Kabul, Afghanistan, where he was detained by Afghan Security Agencies during October, 2017 for illegally entering the country and attempting to join his associates, in ISIS/ Daish. The NIA had arrested Hamzafar in 2018 after he was deported from Kabul, Afghanistan. He later on pleaded guilty to all the charges against him following which he was convicted.

Krishnamurthy, who hails from Chikkamagaluru in Karnataka, is reportedly a ‘central committee, CC’ member and ‘secretary’ of the Western Ghat Zonal Committee (WGZC), and has been in the custody of the Anti-Terrorism Squad (ATS) for the past one week. When the Maoist leader was produced in court, the ATS demanded his custody for a few more days to question him further and gather evidence. The court allowed the plea. Krishnamurthy was earlier taken into custody by the ATS in connection with an incident which took place within the limits of the Karikottakari Police Station in Kannur District in March 2017. He is accused of barging into a house in Karikottakari with a gun, taking food items and distributing Maoist propaganda material, and was charged with acting against the national interest. Krishnamurthy is the first accused in the case, and was arrested on November 9 by an ATS near Madhur Forest check post on the Sultan Bathery-Gundalpet road in Wayanad District. Earlier, South Asia Terrorism Portal (SATP) had reported the incident on November 10.

In a message played out during an event here on Wednesday to mark 50 years of India-Bangladesh ties, he also asserted that “the historic Land Boundary Agreement” (LBA) between the two countries has shown how an issue related to border can be “resolved with mutual negotiations and a constructive outlook”. A man, identified as Nibab Khan, has been arrested in Jaisalmer in Rajasthan for suspectedly spying for Pakistan’s Inter-Services Intelligence (ISI), news18.com reports on November 29. agency ISI, Intelligence Director General Umesh Mishra said Khan ran a small shop selling mobile SIM cards in Jaisalmer and was spying for ISI for “a long time”. Mishra said Khan had gone to Pakistan in 2015 where he came in contact with an ISI handler. There he was given 15 days of training. While coming back to India, Khan started spying for the Pakistani intelligence agency. Mishra said the accused was passing on the information related to the local activities of the Indian Army to his handler through social media. Khan also used to provide OTP from Indian activated SIM cards using which the Pakistani handers would open social media accounts on the Indian phone numbers. Khan was also in touch with Pakistan High Commission in New Delhi. He used to procure Pakistani visas for Indian citizens in lieu of a hefty amount. He used to receive money from his Pakistani handers through hawala (illegal money transaction) and other online transactions.

The drones that are coming to our country are fairly small and these are by-and-large Chinese-made drones carrying small payloads, reports Hindustan Times. This year alone (2021) there have been 67 drone sightings. We have been able to shoot down two but it is next to impossible task to track and shoot down every moving drone”. Singh said it was hard to intercept, stall and deactivate them all. He further said BSF has deployed anti-drone systems at the border that work reasonably well and that the force is in the process of getting more anti-drone technology. “However, covering the entire 2,300km of the India-Pakistan border with anti-drone technology may not be possible as it will cost a lot,” Singh stated.

Minister of State for Home Affairs Nityanand Rai informed the Lok Sabha (Lower House of Indian Parliament) on November 30, that the National Investigation Agency (NIA) has registered a case in connection with the seizure of 2,988.21-kg heroin worth INR 21,000 crore from Mundra Port in Gujarat between September 17 and 19, 2021, reports Free Press Journal. NIA took over the investigation of the Directorate of Revenue Intelligence (DRI) on December 1, in pursuance of the Union Ministry of Home Affairs (UMHA) order. Rai stated, "The NIA has registered a case on October 6 related to the seizure of 2,988.21 Kg of Narcotics Substance (Heroin) worth Rs 21,000 crore at TG Terminals Pvt Ltd, Mundra Port. The substance was initially seized by the Directorate of Revenue Intelligence (DRI) between September 17 and 19." consignment worth approximately Rs 21,000 crore. The narcotics drugs were found concealed in import consignment of 'semi-processed Talc stones' originating from Afghanistan which had arrived from Bandar Abbas Port in Iran.
