The National Investigation Agency (NIA) on April 1, filed a chargesheet against two suspected Islamic State (IS) sympathisers for their suspected involvement in forming a group to further the activities of the dreaded global terror group in India, reports New Indian Express. Abdul Cader and Irfan Nasir have been charged before a special court here under sections of the IPC and the UA (P) Act, the NIA official said. They were part of a terrorist group which identified impressionable Muslim youths, motivated and radicalised them, and provided funds for their visit to Syria to further the ideology and activities of the banned terrorist group IS or ISIS, the official said. The case was registered by the NIA in September, 2020 after the examination of Dr Abdur Rahman in an Islamic State Khorasan province case, who was motivated and sent to Syria to join the ISIS in 2013-14 by the terrorist group formed by the accused in the case, according to the NIA official.

Thakur then allegedly left the phone in Indian Mujahideen (IM) operative Tahseen Akhtar’s barrack in Tihar jail. US District Court Judge in Los Angeles Jacqueline Chooljian on April 5, has postponed the in-person extradition hearing of Pakistani-origin Canadian businessman Tahawwur Rana, who is sought for his involvement in the 2008 Mumbai terror attack (26/11), from April 22 to June 24, 2021, reports tribuneindia.com. The court's order came after a conference between Rana's lawyers and those representing the US Government. During the conference, the two sides agreed to hold the in-person hearing of Rana on June 24 at 1.30 pm local Los Angeles time. Meanwhile, Rana's attorneys in additional motion opposed his extradition to India. “The government has not identified a single case since the founding of this country in which a person acquitted by an American jury has been extradited to a foreign country for trial on charges resting on the same conduct,” it said in its 17-page new submission on April 5.

Indian Mujahideen operative Abdul Wahid Siddibapa has moved the Delhi High Court seeking bail and speedy trial in the Unlawful Activities (Prevention) Act (UAPA) case registered against him, reports indialegallive.com reports on April 8. By way of instant petition, the appellant is not only seeking bail on the ground of inordinate delay in trial being violative of his fundamental right to have a speedy/free/fair trial but also directions for day-to-day trial of the cases as mandated by Section 19 of National Investigation Agency Act, 2008. The appellant and others are facing trial for the offences under the UAPA, besides other offences and despite there being two Special Courts constituted under Section 11 of the National Investigation Agency (NIA) Act, 2008, the frequency of adjournment is more than a month thereby causing a substantial delay in the trial of such cases.

The Ahmedabad Crime Branch on March 7, arrested three persons for suspectedly setting ablaze seven shops in the Kalupur area of the old city in Ahmedabad at the behest of Pakistan’s Inter-Service Intelligence (ISI) as a part of a larger conspiracy by the agency to lure petty criminals with money, reports Indian Express. Bhupendra alias Pravin Vanzara (26), Anil Khateek (22) and Ankit Pal (22), all residents of Amraiwadi in Ahmedabad, were arrested for setting on fire seven garment shops situated at AK Shah Building Complex and AMA Dharamshala in Revadi market area of Kalupur on March 20, 2021, Police said. While no fatality was reported in the incident, a loss of INR 54,00,000 was incurred by the shop owners. The three accused have been booked under sections of Unlawful Activities Prevention Act (UAPA), section 120b of IPC for criminal conspiracy, 121A of IPC for conspiracy to wage war against India and 436 for mischief along with sections of the Information Technology Act.

India and the Maldives on April 8, strongly condemned terrorism in all its forms, including cross-border terrorism, and emphasised the need for strengthening international cooperation to combat the menace in a comprehensive and sustained manner, reports morungexpress.com. The two countries also underlined the urgent need for all countries to take immediate, sustained, verifiable and irreversible action to ensure that no territory under their control is used for terrorist attacks on others, and to expeditiously bring to justice the perpetrators of such attacks. The assertion was made by the two countries at their first meeting here of the Joint Working Group on Counter Terrorism, Countering Violent Extremism and De-Radicalisation. The Indian side was led by Secretary (West), Ministry of External Affairs, Vikas Swarup, while the Maldivian side was led by Foreign Secretary Abdul Ghafoor Mohamed.

A special National Investigation Agency (NIA) court has sentenced Ansarullah Bangla Team (ABT) terrorist Rizual Islam aka Riyaz aka Sumon to seven-year rigorous imprisonment in a 2017 case related to planning to commit terror acts in India, newsonair.com reports on April 9. An NIA spokesperson said that Islam, a resident of Khulna in Bangladesh, was convicted under several sections of the Indian Penal Code (IPC), the Unlawful Activities (Prevention) Act (UAPA), and the Foreigners Act. A fine of INR 36,000 rupees was also slapped on him. The Kolkata STF had registered a case on November 21, 2017 pertaining to arrest of five members of ABT, a proscribed terrorist organisation in Bangladesh, in Kolkata.

Addressing the UN Security Council (UNSC) open debate on ''Mine Action'', Secretary (West) in the Ministry of External Affairs Vikas Swarup said that the countries affected by landmines, particularly with conflict situations, require assistance. "It is a matter of deep concern that terrorist groups, such as Da’esh, Hayat Taharir Al Sham [HTS], Al Nusra Front, have resorted to landmines and IEDs as low cost and effective options to spread terror and threaten innocent civilians," he said. He noted that a similar trend was being witnessed in Mali, where peacekeepers have been targeted by IEDs. "We have also undertaken specialist training on Counter IED, bomb disposal and de-mining operations with numerous partner countries, including Australia, Cambodia, Indonesia and Uzbekistan," Swarup said.

Sri Lanka’s Gotabaya Rajapaksa government is concerned that the banned Al Qaeda and Abu Sayyaf outfits may create a terror hub in the island nation which could have major implications for the southern Indian Ocean Region (IOR).

The United States Annual Intelligence Report said that India under Prime Minister Narendra Modi is "more likely" to respond with force to Pakistan provocation, Zee News reports on April 13. The annual threat assessment of the US intelligence community report 2021 said, "Under the leadership of Prime Minister Narendra Modi, India is more likely than in the past to respond with military force to perceived or real Pakistani provocations". The report highlighted that "tensions between nuclear-armed India and Pakistan remain a concern for the world." The US intel report released by the Director of National Intelligence further, pointed out, "although a general war between India and Pakistan is unlikely, crises between the two are likely to become more intense, risking an escalatory cycle."

The US Government, on April 12, in a fresh submission before US District Court in Los Angeles, has reiterated its support to India’s request for the extradition of Pakistani-origin Canadian businessman Tahawwur Rana, who is sought for his involvement in the 2008 Mumbai terror attack (26/11), reports Daily Excelsior. US District Court Judge in Los Angeles Jacqueline Chooljian on April 12, received the latest set of submissions from the US Government attorney in the case. The judge has scheduled an in-person extradition hearing of Rana to India for June 24, 2021. In the submission, along with an attached memorandum, Assistant US Attorney John J Lulejian, made a declaration in support of the “United States’ Surrebuttal in Support of its Request for Certification of Extradition.” Lulejian reiterated that 59-year-old Rana’s extradition to India is as per the India-US Extradition Treaty.

India and Bangladesh strengthened their counterterrorism cooperation through a 10-day multinational military exercise, ‘Shantir Ogroshena’ (Front Runner of the Peace), eurasiantimes.com reports on April 15. The military drills, which concluded on April 12, marked the Golden Jubilee of the Bangladesh liberation War fought with India’s military assistance. Held at Bangabandhu Senanibas (BBS) in Bangladesh, the exercise saw the participation of India, Bangladesh, Bhutan, and Sri Lanka. The US, the UK, Russia, Turkey, Saudi Arabia, Kuwait, and Singapore were observers of the proceedings. The Indian Army said the military exercises were aimed at strengthening defense ties and enhancing interoperability among the neighboring countries to ensure effective peacekeeping operations. Counterterrorism was one of the key themes of the exercise, in which the military forces participated in UN-mandated anti-terror exercises.

The Directorate of Revenue Intelligence (DRI) on April 21, seized 303 kg of banned drug cocaine worth over INR 2,000 crore from a container at Tuticorin port of Thoothukudi District in Tamil Nadu, reports Daily Pioneer. The consignment was declared to be carrying wooden logs but the contraband was also concealed in it. The container had originated in Panama and transited through Antwerp (Belgium) and Colombo (Sri Lanka). "Based on specific intelligence that Cocaine will be concealed in a consignment imported in container reaching V O C Port, Tuticorin, the officers of DRI have intercepted the container declared to be containing wooden logs," the DRI said in a statement.

Four firearms and Fake Indian Currency Notes (FICN) of the face value of INR 1,02,000 were recovered from the duo arrested militants.
