European Union's (EU) special envoy on Afghanistan Tomas Niklasson, who is in Delhi, has welcomed the Indian government's offer to send humanitarian support of 50,000 MT of wheat to the people of Afghanistan, dnaindia.com reports on December 3. The Indian support comes even as the onset of winters in Afghanistan is worsening the situation in the country for many common Afghans. The country saw a Taliban takeover in the month of August. Niklasson said, "there is a very strong overlap in a way, or a very similar analysis of the situation" by India, EU when it comes to Afghanistan and both are "looking to see if there are concrete areas where we can work."

Two men, identified as Rizwan Ahmed (24) and Mohsin Sayyed (33) accused of instigating youth from Malwani in Malad in Mumbai Suburban District of Maharashtra to join Islamic State (IS) in 2015, told the special National Investigation Agency (NIA) court on December 2, they wanted to plead guilty, reports The Times of India. The court directed the duo to submit a written application on December 8. The two have been in jail since their arrest in 2016. So far, they have not assigned any reason for their decision, their former lawyers said. Once an accused pleads guilty, he forfeits his right to a trial. In May, 2021 the NIA court had rejected Ahmed’s bail plea. He then moved the Bombay High Court for bail. The plea has been reserved for orders. So far, 39 prosecution witnesses have been examined. The NIA took over the investigations in March, 2016.

The Lieutenant Governor Manoj Sinha said on December 5 that some elements working at the behest of neighbour in J&K have been identified and the Government will take action against them even as he justified the deployment of additional Central Armed Police Forces (CAPFs) in Kashmir to end dominance of the militants in certain pockets, reports Daily Excelsior. Lieutenant Governor Manoj Sinha was speaking at ‘Agenda Aaj Tak’ in New Delhi. Without naming Pakistan, the Lieutenant Governor said: “Neighbour remains a problem. At the same time, there are certain elements here also (Jammu and Kashmir) who have been working at the instance of neighbour. They have been identified. We will take action against them”. Asserting that terror and violence are two separate things. Sinha, in response to a question on local youth joining the militancy, said some misled youth might have joined the militancy but the security forces are working on how to bring them back. To a question on rehabilitation of Kashmiri Pandits back to the Valley, he said the Government is working on a plan which the country will know after three months of winter. He clarified that 6000 jobs and construction of an equal number of houses in Kashmir alone can’t be part of the Rehabilitation Plan for the migrants.

On December 6, Union Minister of External Affairs (EAM) S Jaishankar while addressing an Indian Ocean conference in Abu Dhabi stated that the present current global situation has opened up spaces for middle powers and plurilateral arrangements to flourish, reports The Times of India. Further elaborating, S Jaishankar said that the Quad, AUKUS, Indo-Pacific, the new West Asia Quad, Indian Oceans Initiative and even the Abraham Accords have opened the door to greater international cooperation within smaller groupings and within regions. However, EAM also cautioned about the rising terrorism, radicalism, instability, narco-trafficking and governance practices in the region due to the U.S withdrawal from Afghanistan. Moreover, China’s extraordinary growth has given the world a superpower challenger in more ways than one.

On December 6, Indian Prime Minister Narendra Modi and Russian President Vladimir Putin held the 21st India-Russia Annual Summit and discussed the entire gamut of relations, including regional and global issues in New Delhi, reports India Today. Prior to this meeting, Foreign and Defence Ministers of the both the countries participated in the inaugural 2+2 ministerial meeting and hold bilateral talks, including the meeting of the intergovernmental commission on military and technical cooperation. 28 agreements across sectors from defence to energy to space exploration, science and technology, heavy engineering, to trade and investment were signed during the bilateral meeting. However, the much anticipated ‘Reciprocal Exchange of Logistical Support’ (RELOS) was put off. Among the military pacts, the two sides signed the ‘Agreement on Program of the Military-Technical Cooperation from 2021-2031’. This 10 year Defence Cooperation Program outlines the ongoing defence cooperation and future possible cooperation between the two countries. Such agreements are being signed since 1994. The long awaited ‘A-203 assault rifles deal’ was inked at the end of bilateral talks between Defence Minister Rajnath Singh and his Russian counterpart Sergey Shoigu, paving the way for the production of over six lakh rifles in Amethi. On the other hand, External Affairs Minister (EAM) S Jaishankar along with his counterpart Russian Foreign Minister Sergey Lavrov discussed the evolving situation in Afghanistan, especially the security situation and its implications in the region, the current political situation, issues related to terrorism, radicalisation and drug trafficking etc. Both the countries emphasised that Afghanistan’s territory should not be used for sheltering, training, planning or financing any terrorist groups including Islamic State of Iraq and Syria (ISIS), Al Qaeda, Lashkar-e-Taiba (LeT) etc. and reaffirmed their firm commitment to combat terrorism in all its forms and manifestations, including its financing, the dismantling of terrorist infrastructure and countering radicalization, to ensure that Afghanistan would never become a safe haven for global terrorism.

A Delhi Court on December 7 took cognizance under sections of Prevention of Money Laundering Act (PMLA) in an Enforcement Directorate (ED) case related to terror funding case involving Hizb-ul-Mujahideen (HM) chief Syed Salahuddin and others, reports Daily Excelsior. The Court has also issued summons against all accused including Syed Salahuddin. The Additional Sessions Judge Praveen Singh said, “I have gone through the complaint as well as the documents/ evidence annexed with the complaint. After perusing the record, I take cognizance of offence u/s 3 of PMLA punishable u/s 4 of PMLA. Summons be issued to the accused persons for February 7, 2022.” “During the investigation, summons were issued to some of the Indian firms involved in barter trading and statements of three of the firms were recorded. Although it was initially assumed that a laptop in courtroom 102 had exploded, sources in the Delhi Police have confirmed that the explosion was a low-intensity bomb blast. The drug haul, worth INR 21,000 crore as estimated by agencies, was the largest ever seizure by Indian agencies. Vineet Agarwal, Additional Director-General of Police and ATS Chief, said: “We have procured a software, Language Independent Speaker Identification System (LISIS), from the Center for Artificial Intelligence and Robotics (CAIR). We are in the process of setting up a voice data bank. By using this, we can identify a suspect even if he changes his phone number or WhatsApp number. A person can be identified on the basis of his voice. So far, the ATS has mostly been relying upon fingerprints, phone calls records, messages and human intelligence during probes in various cases. The agency is now going one step ahead with setting up a voice data bank of suspects.

Investigators from Tamil Nadu Q branch made the arrests based on a tip off and apprehended S Suresh Kumar (34), D Udaya Doss (39), T Maheswaran (33) and K Krishnamurthy (29) from a house in Nallathambi Street in Chengalpattu District of Tamil Nadu. More than 50 per cent of people arrested under the Unlawful Activities (Prevention) Act (UAPA) in the past three years were below the age of 30 years, according to the data placed by the Union Ministry of Home Affairs (UMHA) in Lok Sabha (Lower House of Indian Parliament) on December 14, reports india.com. As per the data, the highest number of people arrested under the anti-terrorism law were from the states of Uttar Pradesh, Manipur and Jammu and Kashmir. As per official data, a total of 4,690 people were arrested under UAPA between 2018 and 2002, of these 2,501 or 53.32 per cent were under the age of 30. The data was provided by Minister of State for Home Affairs, Nityanand Rai in a written reply in Lok Sabha. According to the data provided by the Minister, Uttar Pradesh accounts for the highest number of arrests in past three year at 1,338. Of this, 931 people were below 30 years of age. Following close behind UP, Manipur accounts for a total of 943 arrests under the controversial anti-terror law in past three years. In Manipur, of the total arrests, 499 were below the age of 30 years. In Jammu and Kashmir, a total of 750 arrests were made under UAPA in the same time, and 366 among them were of people under 30 years of age.

Citing several arrests by India’s National Investigative Agency (NIA), the country-wise report said that Indian counterterrorism forces actively detected and disrupted transnational and regional terrorist groups in 2020. The report mentioned multiple arrests of alleged al-Qaeda-affiliated operatives from Kerala and West Bengal, and of Abdul Karim, the second-in-command of Jamaat-ul-Mujahideen Bangladesh (JMB), on suspected involvement in serial bombings in Bodh Gaya in 2013. It stated that India responds “in a timely manner” to the requests made by the United States for information related to terrorism investigations and “makes efforts to mitigate threats” in response to the information shared by the US. According to the report, the collaborative efforts of India and the United States have disrupted terrorist travel and alerted American authorities about possible threats posed to the United States.

As India's western border is heavily guarded, Pakistan is now using other routes to infiltrate counterfeit money from two neighbouring countries with which India shares its borders. A Special Cell official told that from the investigation of various cases of big seizures of FICN in Kathmandu (Nepal), Bangladesh and in India after demonetisation, it has been strongly suspected that big consignment of FICN are first brought to Nepal and Bangladesh from Pakistan through Gulf countries by air. From there, the counterfeit money is smuggled into India through the porous international borders of Nepal and Bangladesh by the members of global FICN syndicates. Their counterparts and contacts in India further supply the FICN to different parts of the country through a pre-existing network of FICN.

The committee had earlier recommended that a comprehensive study on requirement of the BRO in the coastal areas keeping in view current threat assessment and operational requirements of the forces may be undertaken by the Ministry of Defence in consultation with the armed forces and the BRO. "In this regard, the ministry has submitted that employment of BRO for roads construction in coastal region has been accorded lower priority as the Army has accorded higher priority for development of infrastructure along northern borders," report stated.

Reportedly, India witnessed 679 terror attacks last year, up from 655 the previous year. Jammu and Kashmir (J&K) recorded 257 or 37 per cent of these attacks. India also recorded 567 citizen fatalities or 2 per cent of all terror-related deaths worldwide. J&K reports the most terror activities. The CPI-Maoist was responsible for 44 per cent of all terror operations in India, the report said. The Lashkar-e-Toiba (LeT) and Hizbul Mujahideen (HM) were involved in 6 per cent of all attacks. A total of 29 per cent of terror attacks in India were not linked to any particular group. "Indian security agencies are effective in disrupting terror threats, although gaps remain in interagency intelligence," the report added.
