Pakistan’s Inter-Services Intelligence (ISI) has set up new terror control rooms in Pakistan occupied Kashmir (PoK) and also identified eight new infiltration routes to enter Jammu and Kashmir (J&K) in India, ahead of August 15 (Independence Day), reports India Today on August 2. According to an intel input prepared by intelligence and security agencies, a series of meetings have taken place between senior functionaries of terrorist organisations, including Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Al Badr at in Chelabandi Mujaffrabad in PoK at the new LeT office. Pakistan has activated 27 new terror launch pads along the Line of Control (LoC) with increased efforts to aid the infiltration into J&K in India before the Independence Day celebrations on August 15. Terror launchpads in PoK have been reinforced with terrorists and about 146 terrorists have been placed at various launch pads since June.

India’s permanent Ambassador to the UN TS Tirumurti said there are three major areas on which focus would remain in August -- maritime security, peacekeeping and counter-terrorism, Hindustan Times reported on August 2. “Conflicts have increased in Covid times, putting considerable pressure on UN peacekeepers and resources. In this scenario, India's priority in the UN, particularly in the UNSC, has a very clear focus on issues that are directly relevant to the international community.” He added, “For example international terrorism, peacekeeping, enhancing international peace and security, sensitivity to developing country issues especially Africa and small states, reformed multilateralism, and furthering the agenda of women and human-centric development.”

On August 1, Anti-Terrorism Squad arrested a man, identified as Dinesh Kumar alias Ajay Kumar Singh alias AK Singh from Gorakhpur District of Uttar Pradesh (UP) for his suspected involvement in sending money through the hawala (illegal money transaction) route to Pakistani handlers, reports Daily Pioneer. He was evading arrest for the past three years and carried a reward of INR 50,000 on his arrest, the officials said. In a statement, the ATS said, "Information was received that on the instructions of Pakistani handlers, some people were using fake documents to open accounts in different banks, duping people to deposit money in those accounts, withdrawing the deposited money and sending it to the Pakistani handlers through the hawala route.”

Security was increased at Mankameshwar Temple in Lucknow (Uttar Pradesh) after the temple trust received a letter threatening to blow up the city’s prominent temples and the office of the Rashtriya Swayamsevak Sangh (RSS), Free Press Journal reports on August 2. Lucknow Police Commissioner DK Thakur said the police were investigating the letter. “Security arrangements have been beefed up in view of the threat. Police teams are working with the agencies having expertise in such crimes. Our teams are also scanning the mobile number of some suspects. I have spoken to the head of the temple and other staff members and apprised them about the police preparedness,” he said. Earlier on July 30, the Aliganj Hanuman Temple staff had also received a similar letter with the demand that terror accused, recently arrested by the Anti-Terrorist Squad (ATS), be freed. Security around the temple has also been tightened in view of the threat.

The Muzaffarpur Police on August 1 night, intercepted a car on National Highway-28 at Ratanpura under Motipur Police Station in Muzaffarpur District of Bihar following a tip-off and recovered Fake Indian Currency Notes (FICN) with face value of INR 1,00,000 from a gang’s kingpin and his wife, reports Hindustan Times. Police also took the driver into custody for further interrogation. During investigation, Police found that paper used for printing the fake notes was brought from Nepal, while the printing process was done at a house located in Sitamarhi’s Mezarganj. A Police team raided Ratanpura following information that a deal in FICN is likely to take place. The three accused were found in possession of INR 1,00,000 FICN of denomination INR 200, adding that following their arrest Police raided in East Champaran District and caught six more persons and recovered INR 6,50,000 worth FICN.

India will keep the spotlight on terrorism, India’s Permanent Representative to the UN and President of the Security Council this month Ambassador T S Tirumurti has said on August 2, emphasising that terror financing and increased use of sophisticated methods by terrorists to attack are causing a “great deal of concern", outlookindia.com reports on August 3. India, currently a non-permanent member of the Security Council for 2021-22, assumed the rotating Presidency of the powerful UN organ for the month of August. On August 4, India, Maldives and Sri Lanka were joined by Bangladesh, Mauritius and Seychelles to establish a maritime security mechanism for Indian Ocean Region including the Bay of Bengal amid China’s growing presence in the area, reports The Economic Times. The deputy NSA level meeting of six states titled ‘Colombo Security Conclave’ held, identified four pillars of cooperation Marine Safety and Security, Terrorism and Radicalization, Trafficking and Organised Crime and Cyber security, according to persons familiar with the deliberations. It discussed specific proposals for cooperation on and each of these pillars including holding regular interaction, joint exercises, capacity building and training activities, according to one of the persons quoted above. This trilateral cooperation framework was initially established in 2011.

The National Investigation Agency (NIA) arrested four people identified as Obaid Hamid of Srinagar District in Jammu and Kashmir (J&K) in India, Muzammil Hassan Bhat of Bandipora District in J&K, Ammar Abdul Rahman of Mangalore District in Karnataka and Shankar Venkatesh Perumal of Bengaluru in Karanataka during its simultaneous searches in J&K and Karnataka in connection with terror activities of a group propagating the violent ideology of the Islamic State/Islamic State of Iraq and Levant /Islamic State of Iraq and Syria/Daish (ISIS) on August 4, reports Daily Excelsior. During these search operations, several digital devices, including laptops, mobile phones, hard disk drives, pen drives, multiple SIM cards of different service providers and incriminating documents were seized.The four people arrested on August 4, were involved in raising funds, and radicalising and motivating more people to join ISIS, said NIA official.

The situation in Afghanistan is of deep concern to all members of the UN Security Council, India's Permanent Representative to the UN and President of Security Council for the month of August TS Tirumurti said on August 4, underlining that "we cannot have terrorist camps" once again going back into the war-torn country and this will have a "direct impact" on India, reports NDTV. "The situation in Afghanistan is of deep concern to all members of the Security Council and we have seen that in recent days, the violence is only increasing," Tirumurti said. He also added, "we want to see an independent, peaceful, democratic and a stable Afghanistan. India has supported every opportunity that can bring peace, security and stability in Afghanistan…We are convinced that...we should address the question of violence and the targeted attacks and these are very serious concerns and all violence must come to an end. Ties with international terrorism should also be cut. We cannot have terrorist camps once again going back into Afghanistan. And this will have a direct impact on India.”

These outfits have also been roping in translators to disseminate propaganda materials in local languages, the official said. Efforts were on to identify such elements. While probing an Islamic State-inspired module, the agency recently found that an Instagram channel named “Chronicle Foundation” was being used by elements located overseas to spread propaganda and recruit people. The group had more than 5,000 members. NIA has identified several members from India, who were allegedly in touch with operatives based in Syria, Iraq and Africa, besides the IS-Khorasan (Afghanistan) based handlers. They were instigated to join the outfits and also raise funds for them. Some of the members had even made unsuccessful attempts to travel to Afghanistan via Iran in April 2019.

In the chargesheet, accused Sahidul Islam (35) and Abu Samad (37) have been charged under sections 16,18,30 of the Unlawful Activities (Prevention) Act (UAPA), sections 3 and 4 of the Explosives Substance Act and sections 120B, 201, 326 and 307 of the Indian Penal Code (IPC). The Delhi Police Special Cell has arrested two persons, identified as Rajender Singh Barnala (22) and Bablu Singh (30), both residents of Barwani District in Madhya Pradesh, who allegedly supplied illegal firearms to Khalistani militants and gangsters across Punjab, Rajasthan, Jharkhand and the national capital, Delhi, reports outlookindia.com on August 26. On August 25, Police got a tip-off that Barnala will come at Karala-Barwala Road in Rohini area in Delhi, along with his associate to supply illegal firearms to his contacts, a senior Police officer said, adding, that a trap was laid and the accused were arrested. Several mobile handsets and SIM cards were also recovered from them. Police said a total of 18 illegal pistols and 60 live cartridges were recovered from their possession. The Police had got inputs that Khalistani militants were in touch with illegal firearms suppliers of Madhya Pradesh, and it was found that the illegal weapon suppliers were active on social media platforms and the radical Khalistani groups and gangsters were also procuring weapons from them using these platforms, Police said. Barnala stated that he and his brother Narender Singh had been supplying firearms in various parts of country, including Punjab, Haryana, Uttar Pradesh and Delhi for past several years. He and his brother also joined social media pages of Khalistan movements and different gangsters across the country. They were using virtual numbers and various apps to remain in contact with their receivers. Barnala's interrogation also revealed that he used to supply illegal weapons to Khalistani militants in Punjab. He disclosed that they used social media and app-based numbers so that their location could not be traced by the Police. The pictures, numbers and rates of illegal fire-arms were sent on different social media apps so that buyers can contact them, Police added.

A Hizb-ut-Tahrir (HuT) terrorist, identified as Jahangir Biswas, has been arrested by the Border Security Force (BSF) from North 24 Paraganas District of West Bengal on August 28, reports The Shillong Times. He suspectedly had plans for a blast in a temple in Chennai (Tamil Nadu), Police said. Acting on a tip off by the National Investigation Agency (NIA), the 153rd battalion of BSF that was in-charge of guarding the Gojhadanga border — one of the most sensitive Indo-Bangladesh borders, arrested him. NIA sources said that although Biswas was associated with HuT, originally, he is a member of banned Bangladeshi terror outfit, Jamaat-e-Mujahideen Bangladesh (JMB). According to sources in the local Police, Biswas, a resident of Nagaon Purbapara in Satkhira District of Bangladesh, entered India illegally around eight years back. After that for some time he was hiding in Chennai and was working there as a civil contractor. NIA, came to know that Biswas along with some other people were planning a blast in a temple in Chennai.
