India and Sri Lanka on October 4 (today) began a 12-day mega military exercise with a focus on enhancing counter-terror cooperation at the Combat Training School in Sri Lanka’s eastern district of Ampara, reports NDTV. The eighth edition of the 'Mitra Shakti' exercise from October 4 to 15 got underway with the participation of an all arms contingent of 120 Indian Army personnel, headed by Colonel Prakash Kumar, the Sri Lanka Army said. The joint military exercise has been designed to enhance understanding of transnational terrorism, inter-operability skills, conduct of joint tactical operations, sharing of each other's best practices and experiences, it said.

The National Investigation Agency (NIA) of India on October 5 arrested Satkunam alias Sabesan (47) a Sri Lankan national who is a former member of the intelligence wing of Liberation Tigers of Tamil Eelam (LTTE) from Chennai, Tamil Nadu in connection with a case of arms and drugs smuggling, reports Colombo Page. The ex-LTTE member was arrested for arms and drug trafficking from Pakistan to Sri Lanka and utilizing the proceeds for furthering and supporting the revival of the Tamil militant organization, Hindustan Times reported. The NIA probe has so far revealed that Sabesan had arranged conspiracy meetings of sympathizers of LTTE in India.

India's security concerns are "first and foremost" for the US and the two countries are "absolutely of one mind and one approach" on Afghanistan, US Deputy Secretary of State Wendy Sherman said on October 6, and asserted that the Taliban must act and ensure an inclusive dispensation before looking at gaining any legitimacy, reports India Today. After holding extensive talks with NSA Ajit Doval and Foreign Secretary Harsh Vardhan Shringla, Sherman said Afghanistan must not allow its soil to be used for any terrorist activities. "The US and India are absolutely of one mind and one approach when it comes to Afghanistan," Sherman said amid increasing concerns in India over terrorism spilling into India and the region from Taliban-controlled Afghanistan.

A team of National Investigation Agency (NIA) reached a village in Meerut District of Uttar Pradesh in search of two suspects of Khalistan Tiger Force (KTF), who it suspected supplied illegal arms to an extortion racket which was busted in Moga District of Punjab in May this year, reports The Times of India on October 7. The gang was allegedly being run by Khalistan separatists settled abroad. The anti-terror federal probe agency returned after handing over notice to their families which asked the two suspects to appear at their office in Chandigarh on October 8 for questioning. The first case in the alleged extortion racket was registered in Moga on May 22 this year. And after the names of separatists cropped up, the NIA took over the probe in the case on June 10. In July, it had arrested an alleged arms trafficker from Meerut. “Gagandeep Singh was involved in smuggling of weapons on the directions of Arshdeep, one of the main accused in the case and a close aide of Hardeep Singh Nijjar, the chief of Khalistan Tiger Force,” the NIA had said in a statement then. The NIA team accompanied by Chandigarh Police raided two houses in Radhna village on October 5. According to sources, the homes of Jalish Ahmad and Mohd Khilafat were raided. NIA served notice to the family of Khilafat and asked his son Akbar Soni to be present at its Chandigarh office. The notice, stated, “Whereas it appears that you are acquainted with the facts and circumstances of the NIA case noted below, which is now being investigated by NIA. You are hereby directed to appear on October 8, at NIA branch office Chandigarh for the purpose of examination.”

India piloted the Comprehensive Convention on International Terrorism (CCIT) draft to provide a comprehensive legal framework to combat terrorism and said that the United Nations (UN) needs to do more in this direction, Times Now reports on October 7. Speaking at UN on “measures to eliminate international terrorism”, Counsellor Kajal Bhat also requested other states to unite in the efforts. “India reiterates the need for early finalization of draft Comprehensive Convention on International Terrorism (CCIT), piloted in 1996 by India. We strongly urge states to unite in our efforts and end this stalemate of preventing the adoption of CCIT,” she added. Calling Pakistan, the biggest perpetrator and supporter of terrorism masquerading us as its victim, she accused Islamabad of misusing the august forum to repeat at “adnauseam” their litany of lies.

National Investigation Agency (NIA) on October 6 took over the Mundra Port drug haul case following an order from Union Ministry of Home Affairs (UMHA) and invoked terror charges, reports The India Express. NIA stated that it has invoked not only sections of IPC and the Narcotics Drugs and Psychotropic Substances (NDPS) Act but also Section 17 (punishment for raising funds for terrorist act) and Section 18 (punishment for conspiracy to commit terror acts) of the Unlawful Activities Prevention Act (UAPA) due to narco-terrorism linkages. On September 16, 2,988.21 kg of heroin disguised as consignment of ‘semi-processed talc stones’ originating from Afghanistan was seized at Mundra port of Gujarat by the Directorate of Revenue. Till date, nine people have been arrested in the case including three Afghans and one an Uzbek national.

Maharashtra ATS Chief Vineet Agarwal stated that Zakir Shaikh's Voice over Internet Protocol (VoIP) calls revealed that he received calls from Pakistan. Zakir, who was booked under the Unlawful Activities (Prevention) Act, was arrested by Maharashtra ATS from suburban Jogeshwari in Mumbai during an operation on September 17 and was revealed to be receiving instructions from his handlers based in a foreign country.

This articulates and guides the collective approach of the global community towards Afghanistan. The resolution talks of ensuring that the Afghan territory is not used for terrorist acts, it talks of safe passage for Afghans and foreign nationals. The National Investigation Agency (NIA) on October 7 filed a second supplementary chargesheet before a special court against two Lashkar-e-Toiba (LeT) militants for suspectedly organising unlawful activities, radicalising, recruiting and motivating people through cyberspace for Jihad against India, reports news18.com. Altaf Ahmed Rather of Jammu and Kashmir's Bandipora and Pakistan-based LeT cadre Bilal Durani, who lives in Lahore, have been charged with sections of the Indian Penal Code (IPC) and the UA (P) Act, the official of the premier investigation agency said. The case was registered in March, 2020 in West Bengal's North 24 Parganas District after the arrest of Tania Parveen, an operative of LeT by the state Police.

"During interrogation when a photograph of an accused in the 2011 Delhi High Court blast was shown to him, he disclosed that he had done a recce of the High court. However, his involvement in the blast cannot be stated clearly. It will be clarified on further investigation. There is no evidence as of now," sources said. Apart from this, Asraf had also done a recce of the Police Headquarters (Old Police Headquarters) located at ITO. "He revealed that he has done a lot of recces but not much information could be gained as he was not allowed to stop outside the police headquarters for much duration. He had also done a recce of ISBT and information was sent to Pakistani handlers," sources said. It was also revealed by Asraf that he did a recce at India Gate and Red Fort as well. "He has said that he did a recce at 10 places," sources said. "In the interrogation, he said that VIP areas were not among the targets as casualty would have been less. All these recce were done a few years ago. He has not revealed as yet the places where he wanted to undertake a terrorist operation," they added. At present, the investigating agencies are interrogating him about whether he has been involved in any blast in Delhi. Asraf, a resident of Pakistan's Punjab province was held from Laxmi Nagar. Police had seized an AK-47 rifle from his possession among other things including a grenade and pistols.

The army personnel identified as Rohit Kumar is employed as Havaldar in an engineering regiment of the Army in Bhopal in Madhya Pradesh and were involved in espionage activities since 2018. The 17th edition of the India-U.S. bilateral exercise, Yudh Abhyas 2021, got under way at the Joint Base Elmendorf Richardson, Alaska, U.S., with the two sides set to hone their skills in counter-terror operations in mountainous terrain and cold climate conditions, The Hindu reports on October 17. Interestingly, this is the only India-U.S. service exercise continuing in bilateral format. The India-U.S. Malabar naval exercise became trilateral with the addition of Japan in 2015 and further brought in all the Quad partners together with the inclusion of Australia in 2020. Similarly, Japan joined the India-U.S. bilateral air exercise, Cope India, as an Observer in 2018 and the plan is to make it trilateral in phases. India and the U.S. also hold a tri-service exercise. “The exercise aims at enhancing understanding, cooperation and inter-operability. It will focus on combined arms manoeuvres in cold climatic conditions and is primarily aimed at sharing tactical level drills and learning best practices from each other,” the Indian Army said. The exercise scheduled from October 15 to 29 will culminate after a 48-hour validation phase.

During the search conducted today white powder material, suspected to be talc mixed with narcotics, has been seized with the help of FSL (forensic science laboratory),” the agency said in a statement. The six accused who filed the joint petition are Ahmad Ali alias Kalu, Nur Alam Momin, Mohammad Adil Sheikh, Abdul Karim, Musfafizur Rehman and Arif Hussain. Mohammad Paigambar Sheikh, Dilawar Hossain and a Bangladeshi national, Mohammad Jehidul Islam, did not file any petition. As per NIA chargesheet, the terror plot was hatched to avenge alleged atrocities on Rohingyas in Myanmar. Jamaat-ul-Mujahideen Bangladesh (JMB), a terror organisation, had suspectedly planned the blasts. Jehidul, one of the arrested terrorists, had links with JMB which was trying to establish its roots in India.

Before the arrest, the Police carried out raids at five-six different localities in Godhra on the same day and detained a few suspects, seizing and examining mobile phones, SIM cards and other gadgets, a Panchmahal Police release informed. Investigation revealed a few Navy personnel came in contact with Pakistani agents through social media platforms such as Facebook and WhatsApp, among others, and some of them shared classified information for which money was deposited in their bank accounts through Inter-Services Intelligence (ISI) Indian associates who had business interests in Pakistan.

The two sides discussed the Afghanistan issue in the wake of the Taliban’s takeover, and the visitor was in consonance with the Indian perspective on stabilisation of the war-torn country through a government in Kabul that has enough representation of women and minorities like Tajik, Uzbek and Hazara communities. The two sides were on the same page on the Afghanistan issue and shared similar views. Abu Sufiyan of West Bengal’s Murshidabad District was charged under relevant sections of the Explosives Substance Act. The case was first registered in September 2020 against an individual named Murshid Hasan and a few other members of the AQIS module that was active in Delhi, West Bengal and Kerala. The exercise has begun just ahead of the India’s mutual evaluation of the FATF, the Paris-based inter-governmental body that had recently retained Pakistan on its ‘Grey List’ following its noncompliance in taking actions against banned terrorist outfits and UN-designated terrorists, denying them access to its financial institutions and banks. India’s own FATF assessment has been pending since 2019 and postponed twice. An internal assessment earlier had found lack of convictions in a large number of cases related to money laundering. Following this, the government had asked the ED and CBI among other agencies to file chargesheets in a time bound manner and ensure convictions in cases where prosecution complaints have been filled.
