India on August 3 said it wishes to have constructive relations with Pakistan but wanted an environment free from terror and "credible" action to be taken against anti-India jihadi leaders like Jama'at-ud-Dawa (JuD) ‘chief’ Hafiz Saeed, reports The Times of India. Giving details about his discussions with his Pakistani counterpart, Hina Rabbani Khar, External Affairs Minister S. M. Krishna said he had underscored the importance that India attaches to the fulfillment of commitments made by Pakistan with regard to trial and investigation in Pakistan into 2008 Mumbai attacks. He further said, "I requested Pakistan to act on the assurance given to our Home Minister by Pakistan Interior Minister in June 2010 on the dossiers regarding seven specific individuals and the need to provide voice samples”. Pakistan was asked to investigate the linkages with "some elements in the Pakistani security agencies" that had emerged from the evidence presented in the Tahawwur Rana trial in the United States, he stated.

Union Home Minister P. Chidambaram said on August 4 that the July 13 blasts in Mumbai could be the handiwork of a homegrown terror module, possibly the one which also carried out the German Bakery blast in Pune (February 14, 2010), according to The Economic Times. He stated, "The Pune terror attack was by an Indian module. In Mumbai too, all indications point to the role of an Indian module. This is the first official confirmation of investigations over the last three weeks throwing up a home-grown jihadi outfit - in all probability, Indian Mujahideen (IM), as the likely perpetrator of the Mumbai blasts that killed 26 people. Speaking on the larger issue of terrorism that India faces, Chidambaram said three facts needed to be kept in mind. One, India is located in the most-troubled and vulnerable hotspot in the world with the epicentre of terrorism having shifted to Afghanistan-Pakistan region. The second noticeable fact was that although there was no gain saying the fact that terror came from across the border, with terrorists infiltrating from Pakistan, Bangladesh-Myanmar and Nepal and penetrating deep into the hinterland, home-grown terrorist groups had emerged on the scene over the last few years. The third terror scenario that had emerged in the recent years was the rise of right-wing, fascist groups.

Centre on August 13 filed a petition in the Supreme Court, seeking recall and review of two crucial paras in its July 5 ruling, through which a bench banned the use of Special Police Officers (SPOs) in the fight against Naxalites [Left-Wing Extremists]. In the petition filed in the SC registry, the Ministry of Home Affairs (MHA) has sought recall of the two paras, 75 (ii) and 76, on the ground that they were in violation of the spirit of the Constitution. Sources said the Centre is of the view that this part of the judgment is an example of judicial overreach into executive functions. Para 75 (ii) of the SC’s Naxal judgment orders the “Union of India to cease and desist, forthwith, from using any of its funds in supporting, directly or indirectly the recruitment of SPOs for the purposes of engaging in any form of counter-insurgency activities against Maoist/Naxalite groups”. In Para 76, the bench of Justices B Sudershan Reddy (now retired) and S S Nijjar held the “appointment of SPOs to perform any of the duties of regular police officers, other than those specified in Sections 23(1)(h) and 23(1)(i) of Chhattisgarh Police Act, 2007, to be unconstitutional”.

A Pakistani newspaper on August 15 accused India of covertly helping Baloch nationalists and urged the Government to carry out a diplomatic campaign against New Delhi, according to Times of India. "Not content with misusing its consulates in Afghanistan against Pakistan, India is bankrolling Baloch nationalists abroad, keeping alive a movement which needs government action to stop it from spreading," The Nation said in an editorial. It added that Baloch nationalists had shifted to London, operating there out of a flat where a prominent Baloch leader lived in self-imposed exile. "This group is not only bringing out anti-Pakistan literature in the troubled province but is also in contact with US and Indian diplomats. Members of the group travel to the US, India and Oman using a travel agent of Indian-origin, who is paid by the Indian high commission, according to a report appearing on Sunday in the Nawa-i-Waqt," it added. The daily said that India and the US "are alert to any way they can destabilize Pakistan, but they are only exploiting opportunities that we have created by our mistakes". It called on the Pakistan government to launch a vigorous diplomatic campaign from London, "focusing on the undiplomatic activities of India in the UK, aimed against a friendly country which is helping the UK directly in its part of the war on terror," the newspaper added.
