A resident of Mumbra town who was recently arrested by the Maharashtra Anti-Terrorism Squad (ATS) in a case involving Fake Indian Currency Notes (FICNs) has emerged as a key suspect in the Mumbai serial blasts case (June 13, 2011), The Times of India reported. According to the ATS officials, the arrestee, who stayed in Pakistan for several years before returning to India, could be a vital link in arranging for the conduit of the money that was used to fund the serial blasts. The accused was associated with former all-India general secretary of the banned Islamist outfit Students' Islamic Movement of India (SIMI), Saquib Nachen and went to Pakistan via Bangladesh probably in 2002. He was believed to be in touch with sleeper cells of the Indian Mujahideen (IM) and the Lashkar-e-Toiba (LeT) and had received terror training from the LeT in Pakistan.

The Maharashtra state Anti-Terrorist Squad (ATS) believes that the Mumbai serial blasts (July 13, 2011) was funded by the Pakistani intelligence agency, Inter Services Intelligence (ISI), through the Saudi Arabian route and executed with the help of local city youth, Hindustan Times reported. This input has been conveyed to the Home Ministry at the highest levels, which is at present trying to help the ATS substantiate its investigation. According to Government sources, the Maharashtra ATS got information that the blasts were planned, coordinated and executed with the help of one General Murad of the ISI with the help of Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) modules in the State. The ATS has conveyed that the explosives were secured by the ISI and were given to the local Indian planters in Mumbai just before the three blasts.

The Supreme Court (SC) on September 2, issued notice to Fahim Harshad Mohammad Yusuf and Sababuddin Shaikh, the duo accused of providing logistic support for Mumbai terror attacks (November 26, 2008, also known as 26/11), according to The Times of India. The bench of Justice Aftab Alam and Justice R M Lodha issued notice on a petition by the Maharashtra Government. Earlier, Yusuf and Shaikh were acquitted by a trial court and the verdict was later upheld by the Bombay high court. The two were acquitted for want of corroborative evidence. However, while entertaining the Maharashtra government's appeal challenging the acquittal Fahim Ansari and Sabauddin Sheikh the SC said it was a weak case where evidence gathered was not clinching to prove their involvement in the terror attack conspiracy.

The Times of India reports that India and Pakistan had through "back channels" agreed to a non-territorial solution to Kashmir under Prime Minister Manmohan Singh and then Pakistani President Pervez Musharraf, reveals a latest Wikileaks cable. According to the US embassy cable - dated April 21, 2009 - Singh confirmed this to a visiting US delegation, led by then House Foreign Affairs Committee chairman Howard Berman in April, 2009, saying that the solution included free trade and movement across LoC. "We had reached an understanding in back channels," he related, says the cable, in which Musharraf had agreed to a non-territorial solution to Kashmir. Singh's comments authenticate Musharraf's assertions in 2010 that India and Pakistan had reached that stage, where they were preparing the final draft for the resolution. He had said the two sides shared drafts through "back channels", and these were in keeping with the four-point template which he had envisaged to resolve the issue. Musharraf's four points included demilitarization, maximum autonomy, making border irrelevant and joint management of the area.

Turning down the appeal made by the arrested extremist leader Swami Aseemanand who had sought directions to restrain National Investigation Agency (NIA) from re-examining samples gathered after bomb blasts in Samjhauta Express on February 18, 2007, the Punjab and Haryana High Court, on September 2, ruled that NIA's move cannot be termed as re-investigation, but is further investigation in the case, which is permissible under law, The Times of India reported. Special NIA court, Panchkula, where trial against Aseemanand is pending, had allowed the agency to examine the samples, but he had moved the HC against the trial court's decision. In his appeal before the HC, Aseemanand had pleaded that the NIA wanted to re-examine the sample just to create evidence against him. He also submitted that since the agency had already investigated the matter and chargesheet has been filed in the case, such examination amounted to re-investigation.

US Intelligence agencies knew as early as 1997 that terror groups conducting attacks in Kashmir as well as the rest of India were being run and funded by the Inter Services Intelligence (ISI), latest cables released by WikiLeaks reveal, according to Indian Express. There are several instances of information on terror operations on Indian soil being funded and supported by Pakistan in the plethora of cables that have been released but one cable as early as July 1997 strikes out with the sheer detail of information that was available to the US much before the 9/11 attacks of 2001. A secret cable sent in July 1997 details the role of the Pakistani establishment in funding and running Kashmir terror groups that conducted a series of attacks in India. The cable discusses the role of the Jammu and Kashmir Islamic Front (JKIF) that it says was controlled by the ISI and formed by Sajjad Ahmed Kenu in 1995. “Since its inception, the JKIF has been under considerable pressure from its Pakistan-based leadership to carry out bomb blasts outside J&K, particularly in Delhi,” the cable reads.

A leaked American cable revealed that former national security advisor M K Narayanan, during his conversation with the then US ambassador had hinted at a possibility of involvement of Indian nationals in international Islamist outfits like, al Qaeda, Times of India reported. According to the cable, Narayanan had made allusions to the Jaipur blast in 2008, in which four out of nine suspects were locals. He also said the joint anti-terror mechanism with Pakistan had failed as even though India asked Islamabad to look into several of "few thousand" phone numbers intercepted from the Taliban, the Pakistanis continually responded that the numbers did not exist or no one was on the other end.

The NIA informed the Government about this in August, 2011 giving details regarding involvement of key IM operatives in the planning and execution of the blasts. The NIA had been involved in the blast investigations along with Mumbai crime branch and anti-terror squad. Sources said the agency has concluded that the conspiracy was hatched by the Bhatkal brothers, Riaz and Iqbal, along with their two key associates, Shahnawaz and Mohd Khalid. Bhatkal brothers, Riaz and Iqbal are now said to be in Pakistan. “Shahnawaz is said to be hiding in Sharjah while Khalid is in Dubai. We have technical evidence in our possession to suggest that the four hatched the blast conspiracy and were in touch with another group in Bangladesh. A close technical scrutiny has revealed a complex web of phone calls and e-mails between top IM operatives,’’ a top intelligence official said. A classified intelligence report sent out by Secretary of State Hillary Clinton in March 2009 details efforts by terrorists to “set off explosions and carry out terrorist attacks” in the two States and speculates that a terror team might have already arrived in Himachal Pradesh to carry out the attack. The detailed reports, drawn up by the US State Department’s Office of Intelligence and Threat Analysis, say that terror groups have been emboldened by the Mumbai attack and are planning attacks on Indian missions abroad and key infrastructure projects in Jammu and Kashmir. “India learned in late March that up to three or more teams of terrorists, at least some of whom are Kashmiris, are planning to set off explosions and carry out terrorist attacks in the states of Himachal Pradesh and Punjab. At least one terrorist team might already have arrived in Himachal Pradesh,” a cable sent out by Clinton on March 27, 2009 says. “The terrorists allegedly intend to carry out attacks seminal to those in Mumbai,” the report, released by WikiLeaks, adds. The same cable goes on to say that as of early 2009, the Lashkar-e-Toiba (LeT) remained capable of carrying out attacks on mainland India though there was no information on the location or nature of the attacks. “Indeed, there is little reporting to suggest counter terrorism efforts by the Pakistanis have done anything to encumber LeT’s operational network in South Asia (Himachal Pradesh and Punjab located in northwest India),” it reads. Besides attacks in Punjab and Himachal, LeT was also planning attacks on “high profile infrastructure” in Jammu and Kashmir, the report suggests. “Terrorists may be planning attacks against civilian infrastructure sites in the state of Jammu and Kashmir. Possible attack locations include several dams, power stations, and three airports: Leh, Kargil, and Jammu Satwari,” the report says. A similar intelligence report sent out by Clinton in December 2008 in the aftermath of the Mumbai attack also says that the LeT was “likely capable” of conducting another attack in India in the coming months. It also reveals that India shared concerns with the US that its missions abroad would be attacked by Pakistan-based terror groups. While inputs in many cables point to the frustration in India over the lack of action by Pakistan against terror camps post the Mumbai attack, there is also a reference to intelligence sharing by Inter Services Intelligence (ISI) Chief Shuja Pasha on possible threats against Israeli targets in India.

Ramesh Hanumant Gadkari and Vikram Vinay Bhave were sentenced to imprisonment in July, 2011 for carrying out a blast at a drama theatre in Thane and planting an explosive at another in Vashi in 2008. Four other accused in the case were acquitted by the court. The case was investigated by the Maharashtra Anti-Terrorism Squad (ATS). The alleged motive of the crime was objection to the performance of the drama Aamhi Pachpute,based on an alleged mockery of Hindu Gods.

The long-delayed contract for coastal radars, which will be manufactured by State-owned electronics company Bharat Electronics Ltd (BEL) in collaboration with a foreign firm, was signed in the first week of September, 2011. "The contract is worth Rs 601.77 crore [INR 6.0177 billion]. Under it, 36 coastal radars will be installed in the mainland, six in Lakshadweep and Minicoy Islands and four in Andaman and Nicobar Islands. Apart from existing lighthouses on which the radars with electro-optic sensors will be installed, 13 towers are being constructed on the mainland for them. Phase-II of the project, with 37 additional radars, will follow thereafter," said an official.

In the first positive development for investigators probing the Delhi High Court blast, the National Investigating Agency (NIA) arrested two persons from Jammu and Kashmir for sending an email claiming claiming responsibility for the attacks on behalf of the militant terror outfit HuJI. The arrestees were identified as Shariq Ahmed and Abid Hussain. After sustained interrogation, the two admitted to sending the email and reportedly also identified the person who asked them to do so. The duo were arrested on the basis of a forensic report received by the NIA of the computer hard disc that was used by one of them to send the email from , stating that the blast was carried out by HuJI.

Stating that India requires a comprehensive counter-terrorism strategy, Home Minister P Chidambaram on September 15 said that he hoped to secure a Government decision on setting up the long-pending National Counter-Terrorism Centre to help tackle multiple threats including home grown terror, according to The Times of India. Speaking to State Police Chiefs and intelligence officials in a conference in New Delhi, Chidambaram said the two recent bomb blasts in Mumbai and Delhi are a "blot" on the Government's record. Chidambaram said terrorist groups based in Pakistan continued to target India, but Indian modules were a reality as were groups that espouse the cause of right-wing religious fundamentalism or separatism. Many of them, he said, have acquired the capacity to make bombs. On the crucial aspect of capacity building to tackle terrorism, he said the most important "unfinished agenda" is NCTC. "I hope to secure a government decision on setting up the NCTC. Once there is a decision, I am confident the core team of NCTC can be installed within 60 days and the full structure can be put together within 12-18 months." Pointing to the wide arc of threats India needs to deal with, Chidambaram said: "There is no let up in attempts to infiltrate from across the Line of Control in Jammu and Kashmir. Besides, there are attempts to infiltrate terrorists via Nepal and Bangladesh into India as well as find a safe transit route from Sri Lanka to Tamil Nadu." Referring to the threat of Hindutva (right wing militant Hindu extremist) groups, the Home Minister said: "There are other Indian modules that espouse the cause of right-wing religious fundamentalism or separatism. Many of these modules have acquired the capacity to make bombs." He added that no country in the world, including the United States, appears to be entirely immune to the threat of terror, the worst-affected being Iraq, Afghanistan and Pakistan. While listing out the steps taken by the government to build capacity to deal with all kinds of threats after the 2008 Mumbai terror attack, he said, "Have we done enough to build capacity since the Mumbai terror attacks? The answer is yes and no.....we have not done enough...there are still over 5,00,000 vacancies in state police forces." He also asked Police forces across the country to revisit the standard operating procedures in dealing with public protests and use only non-lethal methods to control civil disturbances, including stone pelting.

The explosion took place at the waiting room near the reception of the hospital. The place is barely 2.5 kilometres from high-security Taj Mahal. Forensic experts have recovered pieces of wire and a battery from the blast site, confirming the use of an IED. The explosive, believed to be black in colour, was placed in a bag under a bench in front of the reception counter. The condition of the wires and the battery suggested that the explosive was put together loosely. Agra Police said that it was a low intensity blast.

On interrogation, Faizrull confessed that his direct handler was one Sikander Ali of ISI, based in Pakistan, and he was regularly paid for his “work” from them. According to the ATS officials, Faizal had to operate in five Indian cities, including Jhansi and Kanpur in Uttar Pradesh; Sagar and Gwalior in Madhya Pradesh; and Ranchi in Jharkhand. The conspiracy to carry out the September 7 bomb blast at the Delhi high court was hatched in Nepal by the militant Islamist outfit Harkat-ul-Jihad-al-Islami (HuJI), according to an intelligence input generated in Kolkata (in West Bengal), The Hindustan Times reported. Information to that effect was received from Sashastra Seema Bal (SSB), a central armed Police force deployed on the borders with Nepal and Bhutan, officials said. The local branch of Intelligence Bureau had sent the message to the West Bengal Police. According to the report, five Bangladeshi nationals, members of Al-Islami-Jehad — the Nepal chapter of HuJI — had sneaked into India from Nepal and executed the blast. Al-Islami-Jehad has its headquarters in Nepalgunj town of Nepal and the men had been living in Nepal for the last 10 years. After the strike, two persons escaped to Gandhinagar in Gujarat and the rest came to West Bengal. Two members of the module were identified as Mohammed Atta-Ul-Rehman (32) and Maulana Saiful Seikh (40), originally from Rangpur and Sylhet in Bangladesh.
