According to Sify.com report, Karnataka Chief Minister B.S. Yeddyurappa was quoted as saying in his speech at the Chief Ministers' conference on Internal Security in New Delhi on February 1, that it has 'almost eliminated' the Communist Party of India-Maoist (CPI-Maoist) menace from the State though 'a handful of Maoists' are still active. “These few members are not going to be a potential threat,” Yeddyurappa said in the speech read out by State Home Minister R. Ashok. It also gave details of the socio-economic measures 'to bring the handful of youth who might be influenced by the Naxal [Left Wing Extremism] philosophy to the mainstream society'. The State Government has 'a Naxal Surrender Policy to award monetary compensation' to help surrendered Maoists to be gainfully employed. Ashok called for 'integrated and coordinated effort' to face the threats of enemies from within and outside the country. “These divisive forces mainly draw their strengths and sustenance from outside the country as well as from some anti-national elements within the country. We need to set aside narrow political considerations and tackle these threats to our national unity,” Ashok said.

According to Sify.com report, Maharashtra Chief Minister Prithviraj Chavan, on February 1, made an urgent plea for central assistance for its ongoing modernization of the Police Force in view of the State's rapid urbanization and the terror threats it faces. Speaking at the Conference of Chief Ministers on Internal Security in New Delhi, Chavan said while detailing his State's security plans that it has added 14,395 men and 1,109 officers to its Police Force in 2010, besides an additional 2,355 officers in the Naxal [Left Wing Extremism]-affected District of Gadchiroli and its surroundings. He said that the proposed 'Alpha Hawks Academy' coming up at Nagpur, to be operational by next year, would impart specialized training to Police in anti-Naxal operations and forest warfare. He sought central funding of INR 220 millionto complete and commission the Academy.

Raman Singh, the Chief Minister of Chhattisgarh said that banned outfits like Student’s Islamic Movement of India (SIMI) were trying to strengthen their base in the State. Chief Minister of Rajasthan Ashok Gehlot lauded the Rajasthan Anti-Terrorist Squad (ATS) over its successful probes in the bomb blast cases in Ajmer Dargah (October 11, 2007 in Rajasthan), Jama Masjid (September 19, 2010 New Delhi), Mecca Masjid ( May 18, 2007 Hyderabad, Andhra Pradesh), Malegaon (September 29, 2008 inMaharashtra), and Samjhauta Express (February 18, 2007). Meanwhile, Maharashtra Chief Minister Prithviraj Chavan told the Centre that it was not able to get trained manpower for its coastal patrol boats which were sanctioned and deployed in the aftermath of the Mumbai terrorist attacks ( November 26, 2008, also known as 26/11).

Indian security and intelligence agencies are probing into possible links between Pakistan-based militant outfits and Somali pirates, who are now operating much closer to Indian waters off the Lakshadweep Islands, Times of India reported on February 1. This comes even as the Indian Coast Guard (ICG) is on course to "triple'' its force-levels to around 200 ships and 100 aircraft by 2018 to effectively tackle piracy and the terror threat emanating from sea, among other operational tasks. Recently, intensive patrolling by Navy and Coast Guard under "Operation Island Watch'' led to the sinking of Prantalay, a hijacked Thai trawler being used as "a mother vessel'' by Somali pirates, after a hot chase off the Lakshadweep Islands on the night of January 28. The 15 pirates arrested in the operation were brought to Mumbai for further legal proceedings.

The Central Government should meet the massive expenditure incurred on para-military troopers deployed in Chhattisgarh, which is reeling under Communist Party of India-Maoist (CPI-Maoist) militancy for about three decades, Chief Minister Raman Singh said on February 1, while addressing the Chief Ministers' conference on Internal Security in New Delhi, reports Sify.com. Chhattisgarh Home Department officials said the Central Government has asked the State Government recently to meet about INR 8 billion expenditure incurred by it on para-military troopers deployed in the State. He highlighted in details how the State was grappling with rising Maoist militancy and informed the participants that about 50,000 Maoists of all ranks have been involved in the State in a war against democracy. He added that 10 of State's total 18 Districts were hit by Maoist militancy and the State viewed the Left Wing Extremism (LWE) Insurgency as a form of terrorism.

Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar internal security conference in New Delhi on February 1, reports Tripurainfo. In a brief outline to drive his point the Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. “Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency,” Sarkar said. He also said that two more battalion of India Reserve (IR) Battalion could be raised. Altogether 3294 vacancies have been reserved for those domiciled in Maharashtra and 1741 for those domiciled in Gujarat, Raghupathy said. Singh was charged under the Official Secrets Act after he was found providing vital information to Vishambhar Tarachand Agarwal, who was arrested by the Crime Branch on February 2 for collecting information from Singh and passing it on to the ISI. The Police claimed that at the time of the arrest objectionable material that included a hand-drawn map of the Southern Command, the Army Headquarters in Pune with several photos and details of the buildings that were found with Agarwal, were provided to him by Singh. Phone numbers of senior officials at the Southern Command were also supposed to have been passed on by the accused. A CD, the contents of which were not known, was also recovered.

Chidambaram said that the Constitution of India is flexible and resilient enough to accommodate the aspirations of the people of the North Eastern Region. While addressing a meeting of the Consultative Committee attached to the Ministry, the Minister said aspiration of the ethnic groups can be fulfilled under the provisions of the Indian Constitution. The meeting was on “Matters relating to insurgency in NE: peace process”. The Government is in talks with nine insurgent groups from the North-east and expects to reach agreements with some of them during the year. The Government is open to talks with groups which abjure violence, Chidambaram said. The Home Minister said that the situation in the North-east has shown remarkable improvement in 2010 as compared to the previous year. The number of incidents of violence and the casualties of civilians and Security Force personnel has come down.

The National Investigating Agency (NIA) on February 16 filed the final charge sheet in a special court in Kochi against 24 accused, including a Pakistan national, in the "Kashmir terror recruitment” case, relating to enrolment of several youths from Kerala for anti-national activities, reports Daily Excelsior. The case against the accused, including Pakistani national Wali Abdul Rahiman, was that they had conspired with the Lashkar-e-Toiba (LeT) and recruited several youths from Kerala to carry out anti-national activities in Jammu and Kashmir. The youths, recruited in 2006, were given armed training in terrorist modules to wage war against India, the charge sheet said. Wali, the main link between the LeT and the Keralites, has been absconding while four youths recruited from northern districts of Kerala, died in encounters with security forces in 2008. So far 10 persons had been arrested in the case while the absconding included the first accused Abdul Jaleel from Kerala. The accused included four youths killed in encounters with the Security Force personnel in October 2008 and T. Nazir, who is now in jail in connection with the Bangalore bomb blasts case.

It also upheld the acquittal of co-accused Fahim Ansari and Sabahuddin Ahmed for want of corroborative evidence. Among the several charges against Kasab, the most serious was his waging a war against the Indian government, the Bombay High Court said. Upholding his death sentence, Justice Ranjan Desai said, “Perhaps the weightiest aggravating circumstance is that Kasab waged a war against the Government of India pursuant to a conspiracy which was hatched in Pakistan, the object of which was to inter alia destabilise the Government of India and to weaken India's economic might.”

The special cell of Delhi Police has confirmed that it has asked All Party Hurriyat Conference-Geelani (APHC-G) Chairman Syed Ali Shah Geelani not to leave the city after one of his close associates was found involved in a hawala(illegal money transfer) racket, Times of India reports. "During Police remand, Gulam Mohammad Bhatt, who was arrested earlier in connection with a hawala case from Jammu & Kashmir, disclosed his association and financial dealings with the Hurriyat faction led by Geelani. In order to clarify certain issues that came to light during the disclosures made by Bhatt, a letter was sent to Geelani on February 17 to meet the Investigating Officer [IO] for questioning in the matter. However, Geelani expressed his inability to meet the IO due to medical reasons. In response to his reply, another letter was sent asking him to indicate the date and time convenient as per his health condition to meet the Investigating Officer. He was further asked not to leave Delhi till he has been examined in connection with the investigation of the case," said Deputy Commissioner of Police (Special Cell) Arun Kampani. "On January 22, officials of the special cell New Delhi Range apprehended four persons associated with Hizb-ul-Mujahideen [HM], a banned terrorist organization. The accused were identified as Mohammad SiddiqGanai, and Ghulam Gilani Laloo, both residents of Sopore, and Farooq Ahmed Dagga and Ghulam Mohammad Butt from Srinagar," said Kampani. Four different transactions of INR 100,000, INR 10,000, INR 10,000 and INR 2 million (total INR 2.12 million) were recovered from their possession respectively. One Maruti car, a mobile phone and some incriminating documents were also recovered from them. It was during Police remand that one of the accused, Gulam Bhatt, disclosed his association and financial dealings with Geelani. The questioning is meant to clear these issues," said Kampani.

Briefing mediapersons after the interaction, ADGP ID Bhandari said besides security issues, Arms Control Act, cyber crime, counterfeit currency, narcotics trade, human trafficking and trade in wildlife were discussed. About two counterfeit currency rackets busted in the state in recent times, he said that the trail in one case led to Bangladesh and the other to Nepal. "Inputs from central security agencies and through various open sources confirm that terrorist infrastructure continues to exist in Pakistan and Pakistan-occupied Kashmir by way of numerous training camps, communication centres and launching pads," Minister of State for Home Gurudas Kamat told Rajya Sabha (Upper House of Parliament) in reply to a question. Kamat, in his written response, said: "The involvement of state actors with these terrorist outfits has come to light on a number of occasions and also in 26/11 terrorist attacks in Mumbai." He said the Government continues to be alert to these threats and has re-calibrated its measures to combat terrorism by way of reviewing threat perceptions and a number of important decisions and measures have been taken. These steps include augmenting the strength of Central Para Military Forces, effective border management through border fencing, flood lighting, deployment of surveillance equipment, legally enabling deployment of Central Industrial Security Force (CISF) in joint venture and private industrial undertakings, establishment of National Security Guard hubs at Chennai, Kolkata, Hyderabad and Mumbai and tighter immigration control. Replying to another question, Kamat said India has consistently emphasised to Pakistan the need to implement its solemn commitments, including those given at the highest level, that it would not permit the territory under its control to be used to support terrorism against India in any manner.

Afzal Guru, whose petition stands at number 18 in the list, however, is not one of those forwarded. The case was "under examination". He also said that a new procedure was being followed in forwarding the case to the President. Afzal Guru was found guilty of plotting the December 13, 2001, Parliament House attack, in which nine people were killed, and was sentenced to death in 2002. One Kashmiri accused is under arrest, another died in an encounter a few years ago. Siddiqui was around 15 when he committed the crime. He has been on the run since then. There was an award of Rs. 15,000 declared on him. The court granted his transit custody till March 2,” said an Uttar Pradesh ATS official. He said that Siddiqui was staying under an assumed name in the Nalasopara area of Mumbai and ran a web-designing shop. “He is an active member of SIMI,” the official said.

The provision is for meeting the establishment-related expenditure of the agency, set up recently under the administrative control of the Ministry of Home Affairs by an Act of Parliament. The agency received INR 11.91 crore in 2009-10 under the non-plan expenditure head against INR 42.06 crore for the current fiscal. The NIA has been given the exclusive mandate to detect, prevent, investigate and prosecute terrorism-related incidents across the country. The Border Security Force (BSF) has been allocated INR 7,628.79 crore for 2011-12 against INR 7,052.76 crore given in 2010-11. Similarly, Central Reserve Police Force (CRPF) has been allocated INR 7,827.32 crore for 2011-12, up from INR 7,541.72 crore given in 2010-11. A provision of INR 40.60 crore has been made for the National Intelligence Grid (NATGRID), which aims to link databases as an input in combating terrorism. It intends to create a facility to improve capability to counter internal security threats. NATGRID received INR 33.81 crore in 2010-11. Union Finance Minister Pranab Mukherjee made these announcements on February 28.
