India is awaiting a reply from Pakistan on its request to send a team there to question some suspects in the November 26, 2008 Mumbai terrorist attacks(also known as 26/11) case before it takes a decision on allowing a commission from Islamabad to visit India, reports The Hindu. “We just agreed to allow a commission to come to India to record the evidence of the Investigating Officer, the Magistrate who recorded the statements, and some doctors, who conducted the post mortem. We are awaiting a reply to our questions,'' the Union Home Minister P. Chidambaram said on March 1. “It does not mean one way or the other. We will take a view once we get a final and firm answer from Pakistan. We are awaiting an answer to the question that we have put forth,'' Chidambaram said.

A joint operation by the Coast Guard and Gujarat Police neutralise live grenade lodged in a sea-tanker and averted a major maritime disaster on March 6, reports The Hindu. The tanker was registered in Greece. According to an official spokesman of the Coast Guard, the operation in mid-sea was undertaken in the morning following information that a live Rocket-Propelled Grenade (RPG) was lying in the accommodation structure of the tanker. The tanker, which set sail from Antwerp on March 4, was on its way to Sikka port in Jamnagar District of Gujarat. About 400 nautical miles away from Porbandar, the ship was attacked by pirates equipped with small arms and RPGs. One RPG hit the accommodation structure of the ship but did not explode. All the crew members on board were safe.

European countries are being used as hot destinations by terror group al Qaida to route money to India, Times of India quoting Peruvian Financial Intelligence Unit (FIU) reported on March 6. The report said the FIU had found at least one case of such suspicious transaction by al Qaida every month and shared them with the US investigators. "The FIU also reports tracking cases similar to that of an OFAC-designated (US Office of Foreign Assets Control) of al Qaida element moving money from Europe through Lima and on to India," the report leaked by WikiLeaks, a non-profit media organisation dedicated to bringing important information to the public, quoting FIU head Enrique Saldivar disclosed. "Of the 7,710 suspicious activity reports examined by FIU analysts in 2009, 781 resulted in financial intelligence reports sent to the public ministry for further processing and investigation. “Based on these 781 intelligence reports, the FIU concludes more than 3 billion dollars moved illegally through Peru's financial sector in 2009," report added.

Residents of Malegaon (Maharastra) on March 6 said the special Central Bureau of Investigation (CBI) team reinvestigating the 2006 Malegaon bomb blasts told them that their probe revealed that the RDX used in the blasts was stolen from the Army, reports Times of India. The Army had earlier denied this charge. On September 8, 2006, four RDX bombs planted on bicycles near a mosque at a cemetery in Mushawerat Chowk of Malegaon exploded, killing 31 persons and injuring 297 others. Seven youths from Malegaon were arrested by the Anti-Terrorism Squad (ATS) on charges of designing and engineering the blasts. In December 2006 the probe was handed over to the CBI. In 2011, a special CBI team began reinvestigating the case after a member of Abhinav Bharat Swami Aseemanand's confession claimed that the right-wing group was responsible for the Malegaon blast. The special CBI team conducted five meetings with the members of Organisations of All Muslim Sects (OAMS) in Malegaon and interacted with them. "The CBI told us that the RDX used in the blasts was stolen from the army," said a member of OAMS who was called by the CBI during the probe recently. A CBI team member, M V Laad, said, "I neither know anything about it nor do I want to talk on this issue". Another officer from the special CBI team said, "I have been to Malegaon but I cannot utter a single word."

Central Intelligence agencies unearthed a suspected Lashkar-e-Toiba (LeT) conspiracy to attack one or more venues of the ongoing World Cup cricket matches in India, The Hindu reported on March 7. Specific inputs have been communicated to Tamil Nadu and other States, where the matches are to be played. Sources in the Ministry of Home Affairs said that inputs received through "sensitive channels" indicated that in October 2010, the Pakistan-based LeT cadre, Zaibuddin Ansari, or his associate’s researched information pertaining to explosive chemical substances and the stadiums where the 2011 World Cup matches were to be played. The suspects allegedly analysed eight cricket stadiums in India, including the Sardar Patel Stadium in Ahmadabad, Chinnaswamy Stadium in Bangalore and M.A. Chidambaram Stadium at Chepauk in Chennai, the sources added. "We have been given an alert that Ansari and his associates researched the composition for chemicals known to be used in explosives, including ammonium nitrate, ammonium nitrate fuel oil and pentaerythritol tetranirate (PETN). They seem to have showed more interest in the manufacture of lead styphnate, which is used in the manufacture of different nitro compounds in explosives," an unnamed Senior Police Officer said.

Daily Excelsior reports that three militants, including one who worked as a communication expert with Hizb-ul-Mujahideen (HM), were arrested near Khan Market area of New Delhi for allegedly running a fake currency racket on March 7. The arrestees were identified as Mohammad Yunus (32), who allegedly has links with HM, Sirajuddin (26) and a graphic designer Mohammad Asif (26). Counterfeit notes with a value of INR one Million were recovered from the possession of the arrestee. Yunus, who hails from Ramban District of Jammu and Kashmir, was earlier arrested in September 2003 for allegedly possessing a hand grenade, pistol and knife. He was released on bail in December 2005 but stopped attending Court in 2008.

Maharashtra Anti-Terrorism Squad (ATS) chief Rakesh Maria on March 7 said that the ATS has got "new material and good information" after interrogating Praveen Mutalik and some more arrests are likely in connection with the 2008 Malegaon blast case, reports Times of India. "During the interrogation of Mutalik, we have got good information and new material that has been recorded. He told us about the boys who underwent training of bomb making, using of weapons and marshal arts. The names of boys are with us," Rakesh Maria claimed. Praveen Venkatesh Mutalik alias Praveen Mutalik, a member of radical Hindu outfit Abhinav Bharat, was arrested from Gokak town in Belgaum District of Karnataka on January 31, 2011 by the ATS. Rakesh Maria refused to divulge more information but said, "the ATS would soon file supplementary charge sheet in the court." The ATS has so far arrested 12 persons, including prime accused Sadhvi Prangya Singh Thakur and Lieutenant Colonel Shrikant Purohit, members of the same right-wing Hindu group.

The Armed Forces are facing a shortage of 15,004 officers and have initiated several measures, including increasing the intake of Short Service Commission (SSC) officers, to meet the shortfall, Defence Minister AK Antony informed Lok Sabha (Lower house of Parliament) on March 7, reports Times of India. In written reply to a question, Defence Minister AK Antony said "the extent of shortage of officers is around 12,349 in the Army, 1,818 in the Navy and 837 in the Air Force. The shortage of pilots in the Air Force is about 426." "There is no significant problem of shortage of personnel below officer rank (PBORs) in the Armed Forces," he added. "All officers, including those in the Short Service Commission (SSC), are now eligible to hold substantive rank of Captain, Major and Lieutenant Colonel after two, six and 13 years of reckonable service respectively. The tenure of SSC officers has been increased from 10 to 14 years," he said.

The Ministry of Home Affairs (MHA) on March 7 warned that the SIM cards becoming the new national security risk, reports Times of India. The information came out that many of the SIM cards being used by nearly 700 million mobile users in the country may have malevolent embedded software, which has put India's security agencies on tenterhooks. This new national security risk has alarmed the MHA and it intends to ask the telecom industry to replace all such imported SIMs in the country with locally manufactured ones at their own cost. According to a Government source, only 30% of the total volumes of SIM cards are imported at present, though even this figure will now be subjected to a formal evaluation of installed capacity. The fear is that the embedded software turns the SIM card into a minicomputer, which can be a cause of abuse. The security agencies are proposing that only blank SIM cards be allowed for import and the personalization process be done entirely by domestic firms. However, since this can only reduce vulnerability of future imports, MHA wants the industry to replace all existing SIMs at its own cost. The MHA also wants the Department of Telecommunication (DoT) to weed out all fake and duplicate IMEI numbers, indicating that its earlier crackdowns have not been entirely successful.

The Supreme Court on March 7 directed the Jharkhand and Tripura Governments to ensure that all schools and hostels of educational institutions are free from the occupation of Security Forces (SFs) within two months, reports Times of India. The apex court also expressed its displeasure against the Assam Government for not furnishing details about the number of schools occupied by the SFs and threatened that non-compliance of its orders would compel it to summon the Chief Secretary. A Bench comprising Justices BS Sudershan Reddy and SS Nijjar refused to give longer breathing period to the State Governments for implementing its direction. The Jharkhand Government counsel said 26 of the 47 school buildings have been freed from the presence of the para-military and State Police and sought another six months to fulfil the apex court order. Declining the plea, the Bench said, "the Jharkhand Government is directed to free the schools from the occupation of security forces within two months". The identical direction came for the Tripura Government which said only 16 schools out of 4000 are under the occupation of the central forces and due to insurgency reason it would take another six months for its removal. Further, the bench, which had asked the Ministry of Development of North Eastern Region (DONER) to hold meetings with seven North Eastern States on various aspects of development, made it party to the petition. The court during the earlier hearings had expressed its displeasure that Government did not respond to its order on the "serious" issue of ensuring that all schools and hostels of educational institutions should be kept away from the occupation of SFs.

The agency further warned that some cadres of an operational cell of the al Qaida and LeT could already be in the country, having possibly entered via Nepal, and some more may arrive soon. According to India Express, Security Forces (SFs) during October 2008 operations in Jammu and Kashmir found that four Lashkar-e-Toiba (LeT) militants killed in a series of encounters were from Kerala. Subsequently, they learnt that the group had a fifth member, who managed to escape. The revelation set the Police and later the National Investigation Agency (NIA) on a trail that showed how the LeT was recruiting youths from Kerala, training them in Kerala and in Hyderabad of Andhra Pradesh, and then using them for operations in Jammu and Kashmir. Three years on, the NIA has retraced much of the trail with information from two suspected LeT militants from Jammu and Kashmir. Unnamed except as A and B, they have disclosed the identity of the LeT leader who allegedly supervised the recruitment. A and B are mentioned as witnesses in the NIA charge sheet submitted recently in a Special Court in Kochi in Kerala. They were examined under Section 164 of the Criminal Procedure Code (Cr. PC). According to the charge sheet, they have named Wali alias Rashid Abdullah, Baitullah Mujahideen of LeT training camp in Muzaffarabad of Pakistan occupied Kashmir (PoK), as having supervised the recruitments. A and B claim to have attended a jihadi (Holy War) training camp with Wali and the Kerala youths at Lolab forest in Kupwara District.

Jayaratne's allegation that the Liberation Tigers of Tamil Eelam (LTTE) had three secret training camps in the State close to its border with Kerala as baseless, reported The Hindu. “There are no LTTE camps in Tamil Nadu. The press reports appearing in this regard are baseless and devoid of any reality,” Ms. Saran said in a press release. Referring to Mr. Jayaratne's remarks in the Sri Lankan Parliament that the LTTE was behind the attack on the Mahabodhi temple in Chennai, Ms. Saran said the LTTE had no role in it. “The Mahabodhi temple in Chennai was attacked by the sympathisers of Sri Lankan Tamils, and the real accused have been arrested. The LTTE has no role in this affair and their very presence in Tamil Nadu is denied,” She added. Meanwhile, the Union Government also “categorically denied” allegations of hosting LTTE training camps in Tamil Nadu.

The State, through Counsel Asha Gopalan Nair, pleaded for more time on the ground that it was busy arranging tight security to the cricket World Cup match venues in the wake of the terror threat. A Bench comprising Justices R V Raveendran and A K Patnaik was unimpressed and imposed a fine of INR 2,500 on the Maharashtra Government and asked it to file its response within two weeks. The court had on January 8 last year also issued notices to the Union government and the managements of 26/11 terror scarred landmark hotels, Taj and Oberoi, on a petition by the victims' parents, who accused the hospitality industry of gross laxity on the compensation and security fronts.

In a breakthrough in anti-piracy operations, the Indian Navy intercepted a mother vessel of Somali pirates in the Arabian Sea about 700 nautical miles off Kochi on March 12 and rescued 13 crew members apart from arresting 61 pirates, according to The Hindu. The operation was executed by the fast attack craft INS Kalpeni based at the Southern Naval Command, Kochi. The intercepted vessel called Vega 5 is a 24-metre-long trawler owned by the Mozambican company Efripel, and it was hijacked by the Somali pirates on December 28. They were using this fishing vessel as the mother vessel for carrying out piracy operations since. The vessel has been destroyed in the anti-piracy operations.
