The system has been attached to the fence, which would go off immediately if the barbed wires are touched, to alert guards at the nearest outpost. In addition to this, guards patrolling at night can make use of the night vision devices to locate objects in the dark by sensing body heat.

The Supreme Court on July 4 referred to a Constitution bench the plea of Jammu and Kashmir (J&K) National Panthers Party challenging the legality of the return and rehabilitation policy of J&K Government allowing the return of youth, who had crossed over to Pakistan in 1990s, to the Valley, reports Daily Excelsior. The court referred the matter to the constitution bench which is seized of another issue relating to the validity of the Resettlement Act, 1982. National Panthers Party, through its president Professor Bhim Singh, had moved against the ‘return and rehabilitation policy’, terming it as "highly dangerous" for the security of the State and submitted it may create a serious conflict. In his application, Bhim Singh alleged the Union Ministry of Home Affairs has already approved the return of 1300 Kashmiri youth on the recommendation of the State Government headed by Chief Minister Omar Abdullah. The party requested the Court to "issue an order restraining the Centre and the Government of J&K and its officials not to allow any militant or ex-militant from Pakistan occupied Kashmir (PoK) or Pakistan to enter J&K who had voluntarily migrated illegally from J&K and defected to PoK or Pakistan in the past".

Chidambaram on July 6 said there was no indication from Pakistan on sending its judicial commission for pursuing the Mumbai terror attack case (November 26, 2008, also known as 26/11), The Hindu reported. Also, referring to reports in a section of media suggesting that thousands of militants were waiting to cross the Line of Control and create disturbances in Jammu and Kashmir, Chidambaram termed them as “highly exaggerated”. A 52-Year old person was arrested along with Fake Indian Currency Note (FICN) worth INR .575 million in Delhi on July 7, Indian Express reported. The arrestee, identified as Ishhaq Ansari of Khargona village in Murshidabad District of West Bengal, during interrogation, said that he procured the fake notes from Murshidabad which were being smuggled into India from Bangladesh. According to Ashok Chand, Deputy Commissioner of Police (Crime and Railways), Ansari had paid 40 per cent of the face value of the fake notes while procuring them and sold them for 60 per cent of the face value in Delhi. The person to whom he sold the fake notes was presently absconding. According to the Police, the FICN of INR 500 denomination, have most of the security features like Water Mark, Intaglio printing, identification mark, micro-lettering and security thread were present like those in an original currency note, making it extremely difficult to identify them. The only way to differentiate between the original and fake notes was that when the fake one was tilted, the colour of the security thread did not change and remained green whereas the colour of thread in the original changed from green to dark.

Three serial bomb blasts in the span of 10 minutes in the evening of July 13 ripped through three of the busiest hubs in Mumbai city —Zaveri Bazar, Opera House and Dadar—, killing 17 people and injuring 131 others, reports Times of India. The first explosion was at 6.54pm at Zaveri Bazaar, followed by another at Opera House a minute later. The third explosion was at 7.06pm outside Kabutarkhana, a few metres from the western side of Dadar railway station. This is the third terror attack at Zaveri Bazaar. The high explosives with timer devices were kept on vehicles at Opera House and Zaveri Bazar while at Dadar a bus stop was the target. The Police said that seven Improvised Explosive Devices (IEDs) were used for the blasts. "There could be at least three groups of bomb planters who kept the bomb and left quietly," said a security official, adding that the IEDs were wrapped in cloth bags and tiffin carriers—the signature of the IM. Sources say that it could be the handiwork of Indian Mujahideen (IM), which recently formed a group called the 313 Squad and has been recruiting youngsters to it. He added that no outfit had claimed responsibility for the attacks and that the Police was looking into “every possible hostile group” in their search for the culprits. "We will install the CCTVs across the metropolis in a time-bound period," he stated. "As far as the procurement of weapons and equipment goes, I have personally spoken to Prime Minister Manmohan Singh and Home Minister P Chidambaram”. He stated, "Also, technology is constantly being upgraded. There appears to be a huge gap between placing an order and actual procurement, and in between if there is a change in technology, our equipment will be obsolete.'" Chavan reiterated that there were no intelligence inputs from the Centre and that the Mumbai police and crime branch had received no information on the possibility of a terror strike. "We had no information," he said. "But in view of the serial bomb blasts, we will redraft our strategy for gathering intelligence." The CM further said there were no leads suggesting the involvement of a specific terror group in 13/11 either but his Government had set up 12 Special Task Forces to track down the terror groups active in Mumbai and Maharashtra. In another context, he admitted that the Ram Pradhan committee report, which probed the 26/11, had not been implemented properly. "Some of the recommendations have been implemented," he said.

A new notification will be issued to bring ammonium nitrate under Section 17 of the Explosives Act of 1884. This will be followed by executive regulations that will help check misuse of this chemical, which is one of the cheapest fertilizers available. Official data of pilferage available for 2004-06 alarmed the Home Ministry officials to issue an alert in 2007. There are over 21,000 ammonium nitrate manufacturers in India and reports of diversion and theft of this explosive is a routine affair. In India, ammonium nitrate has been used for terror attacks since 2007.

The first call was received by Hashim Ilahi, a meat trader in Ismail Nagar locality of Meerut city, about 400 kilometres from Lucknow on July 13. Two days later, on July 15, a similar call was received by Vikas, a young farmer living in Soop village in neighbouring Baghpat District, said state Special Director General of Police Brij Lal. Both Vikas and Hashim claimed to have been offered huge amounts of money to plant explosives and bombs in different parts of Meerut city. "They made it a point to promptly inform the police about the calls, following which the matter was referred to the Special Task Force (STF) which is now looking into both the cases," said Lal. Hashim told Police that the caller told him that he had been handpicked because his phone number ended with '786', regarded as auspicious in Islam. A Scotland Yard spokesman told Times of India, "We can confirm we are liaising with US authorities." The British home ministry said it was probably not an offence under UK laws for lobbyists to be under-written by a foreign government or any of its agencies. "To the best of our knowledge, it is not," said a spokesman. This means police and the Crown Prosecution Service will have to take recourse to some other legislation if they proceed against Justice Foundation. India will soon write to UK and Belgium to initiate similar action against "Kashmir Centres" in London and Brussels.

Times of India reports that the Union Government, in the aftermath of the Mumbai serial blasts case (13/7), is fast taking up the initiative to set up the National Counter-Terrorism Centre (NCTC) – an umbrella body to deal with terror threats in the country. The Union Home Ministry had prepared a detailed discussion paper comprising the composition and structure of such a centre and sent it to the PMO in April 2010. Under the proposal, the NCTC will be the nodal agency for counter-terrorism in the country with organizations like Intelligence Bureau's Multi-Agency Centre (MAC), Joint Intelligence Committee (JIC), National Technical Research Organisation (NTRO), National Security Guard (NSG) and other related agencies reporting to it. The NCTC will also have direct control over National Investigation Agency (NIA). Since the Centre will also have the mandate to look into the issues of insurgency in northeast and Maoist threat, all central armed police forces like CRPF, CISF, BSF, ITBP, SSB and Assam Rifles will also report to it.

According to TIMES NOW, Ghulam Nabi Fai’s Kashmiri American Centre in various countries, not just in United States (US) but also in the United Kingdom (UK) was being used to spread Pakistan’s Inter-Services Intelligence (ISI’s) anti-India agenda. Following these revelations Britain’s Scotland Yard has initiated probe in to the financing of London-based Justice Foundation which was being routed money through the Fai’s Kashmiri American Centre. Earlier, few years back, a probe was launched against the sources of funding of the Foundation, which is accused of financing 'jihadi' groups that have been launching attacks against India in Jammu and Kashmir. Fai (62) and Zaheer Ahmad (63) both US citizens, were charged with conspiring to act as agents of a foreign power in violation of the Foreign Agents Registration Act of US. Fai, with the help of Ahmad, allegedly funnelled ISI’s cash into the US to influence the American policy on Kashmir. Further, Deccan Herald reported that Fai’s international seminars on Kashmir were also financed by the ISI. According to the Federal Bureau of Investigation (FBI) affidavit, the ISI instructed Fai on whom to invite to the seminars. This has raised valid concern in India as several prominent Indian journalists and opinion makers have participated in the seminars where Pro-Pakistan resolutions were passed.

"If I give the samples by any other means by recording their voice and send it to India, that will be challenged in Pakistani court and there will be contempt of court on the investigators and prosecutors," he said. But given the widespread use of the mixture as fertilizer, the Government notification came with a rider that its possession and use would invoke penal action only if the composition had 45% or more ammonium nitrate content. "The central government hereby declares that ammonium nitrate or any combination containing more than 45% of ammonium nitrate by weight including emulsions, suspensions, melts or gels shall be deemed to be an explosive," the commerce and industry ministry said in a notification issued last week.

In response to a request made by the FBI to share with it all the samples of evidence collected in the Mumbai terror attack case (November 26, 2008, also known as 26/11), the Mumbai Police has expressed its inability to do so since several items on the FBI’s long wish list have already been disposed of by local authorities, Indian Express reported. Early in January 2011, a Chicago court sent a Letter Rogatory (LR) to the trial court in Mumbai seeking some of the evidence collected during the 26/11 probe. The LR was received by the 37th Metropolitan Magistrate’s Court, which forwarded it to Principal Sessions Judge M L Tahaliyani, who presided over the 26/11 trial. According to sources, the FBI had requested for access to 406 items of evidence in the possession of the court of which several are now found to have been destroyed according to standard procedure.

The Delhi Police has reportedly launched a manhunt for Nasir Safi Mir, who is accused of funding several Hurriyat leaders and is believed to have fled to the Gulf after jumping parole, reports Daily Excelsior. He was arrested by Delhi Police in February 2006 while carrying INR 55 lakh from a Delhi-based jeweller along with some explosives. He had jumped parole which he had got after several requests made by his family to a court citing medical problems. Mir, against whom a non-bailable warrant was issued in 2009, managed to escape using the Nepal route from where he had used the forged passport procured with the help of a senior separatist leader in Kashmir and officials in security establishment, they said. He reached Dubai after making a detour through Europe and Libya. However, the sources now claim that he has left Dubai as well. The name of Mir, a resident of North Kashmir, who ostensibly used carpet trade and later a money exchange business in Dubai for sending hawala money (illegal money transfer) to Hurriyat leaders and other separatists in Kashmir, cropped up when the Government was examining the role of Kashmiri American Council leader Gulam Nabi Fai and whether India could give some additional information to the US, the sources said. Apart from Mir, considered as the "financial brain" behind funding of separatist activities in Kashmir, investigators were also probing the role of some senior Government officials who had helped him in securing a passport from a Southern State which helped him to flee from Nepal around October 2008, official sources said.

The police have arrested three persons, identified as Manirul Maulavi Mustaffa (24), Ansar Bashir Hussain (30) and Kamaluddin Arsadali (30) in Pune (Maharashtra) on July 31, for allegedly circulating Fake Indian Currency Notes (FICN), reports Indian Express. All the three arrested persons are from West Bengal (India). Police recovered 25 FICN of INR 1,000 denominations from their possession and said a search was on for their accomplices. Sources said the FICN are suspected to have been smuggled in India from Bangladesh. Police said it is suspected the trios have links with FICN racketeers operating from Bangladesh. They have circulated fake currency in Balaji Nagar, Dhankwadi, Rasta Peth and other areas of Pune.
