Pentagon has expressed willingness to enhance its co-operation with India in the fields of maritime security and counter-terrorism, especially through special operations engagements, The Indian Express reported. In a first-of-its-kind report submitted to the US Congress, Pentagon has identified maritime security and counter-terrorism co-operation as an important pillar of military to military co-operation between the two countries. "The Department of Defense delivered the US-India Security Cooperation Report, which was requested in the National Defense Authorization Act for Fiscal Year 2012," the Pentagon spokesman George Little was quoted saying.The one-time report, which was delivered on November 1, provided a current status of US-India relations and outlines ways to enhance bilateral security cooperation in the future. The report was submitted to the Congress as directed by the apex American legislative body in its latest budget passed in the year 2011.

Faced with growing Chinese military presence along the border and other complex security challenges in the region, the Government is planning to increase the strength of the Indian Army by almost 100,000 soldiers over the next five years, The Times of India reported. According to sources, the Ministry of Defence (MoD) has approved around INR 640 billion for military modernization plan that would include raising four new divisions along the India-China border. Two of these would be part of a Mountain Strike Corps dedicated to offensive operations. The plan also includes raising two independent brigades, one in Ladakh and the other in Uttarakhand. Once cleared, this would be the biggest ever modernization and expansion package for the Army.

The Special Investigation Team of Tamil Nadu Police on November 2 produced two arrestees, identified as Abdullah Abdul Rehman and Ismath, before the Judicial Magistrate court in Madurai in connection with the case involving the plot to blow up the convoy of Bharatiya Janata Party leader L. K. Advani on October 28, The Hindu reported. The Judicial Magistrate A. Radhakrishnan remanded the accused in 15 days judicial custody.Y. John Nicholson, Deputy Inspector General (DIG) of Police, SIT, said that the arrested members were sympathisers of the late Imam Ali, Jihad Committee activist. He also said that they were searching for other members involved in the plot, including a person named ‘Police' Fakruddin. The DIG added that 10 special teams formed to arrest the culprits involve in the plot were conducting search operations in Tamil Nadu and Kerala. He also did not rule out the involvement of the banned outfit Al-Umma in the plot.

The suspects, identified as "Police" Fakruddin and Bilal Mallick, close associates of slain terrorist Imam Ali, had started hatching the conspiracy as the schedule of Advani's travel was announced last month, officials said.

The arrestees, identified as Manzoor Ahmed and Mustaq Ahmed were handed over to National Investigative Agency (NIA), probing the case. According to reports, the duo had provided shelter to HM militants Junaid Akram Malik, Amir Ali Malik alias Kamran and Sheikh Shakeel alias Chota Hafiz who were involved in the blast.

A special Maharashtra Control of Organised Crime Act (MCOCA) court on November 5 granted bail to all nine persons accused in the Malegaon blasts case (September 8, 2006) after the National Investigation Agency (NIA) told the court it had no objection to any of their bail pleas, according to The Hindu. However, two of the accused were denied release from prison as they are accused in the Mumbai train bomb blast case (July 11, 2206) as well. While the investigating agency did not oppose their bail plea, it did not dismiss any of the charges slapped on them either. All the nine accused have been in prison for the past five years. The Anti-Terrorism Squad (ATS), which investigated the case initially, had claimed that many of the arrested accused were members of the banned Islamic outfit Students' Islamic Movement of India (SIMI). Even the Central Bureau of Investigation (CBI), which was later handed over the investigation, took the same line. It was only after the arrested extremist Swami Aseemanand's confession about the alleged involvement of right-wing Hindu fundamentalists in the 2006 Malegaon blast was leaked, that the line of investigation changed.

A contractor with military engineering services (MES) has approached the Kangra Police regarding a letter reportedly sent by Lashkar-e-Toiba (LeT), seeking information related to Army's 9 Corps based at Young Officers Leave (YoL) cantonment in Kangra, reports Times of India. Police officials said the letter, written in Urdu and English, was posted from Una District. The writer, claiming to be from LeT, has demanded money from the contractor, who lives in YoL market, and also information related to Army's activities. The sender has warned of posting another letter shortly for further directions.

India Today reports that CRPF’s elite CoBRA (Combat battalion For Resolute Action) commandos will now get to use the advanced X-95 assault rifles from Israel, which could prove to be a game changer in the fight against the Communist party of India-Maoists. The CRPF currently uses the homemade INSAS rifles and the AK-47s for counterinsurgency operations. The X-95 assault rifle will be effective for counterinsurgency and jungle warfare operations. The CRPF1 has bought 1,110 pieces of this assault rifle which is the standard infantry weapon for the Israel Defence Forces. The X-95 is an ultra-compact light-weight rifle weighing just 2.98 kg and can use two different calibers of ammunition. The rifle can also fire 240 rounds continuously, making it the first choice of the Special Forces in 46 countries.

The Government has decided to create nearly 500 more posts raising the strength of the counter-terror agency to 900 besides opening offices in Lucknow, Kochi and Mumbai, officials said. The need for opening up of offices in the three cities was felt as Uttar Pradesh is being used by terrorists to infiltrate from Nepal. The State's porous border with Nepal is also being used for smuggling Fake Indian Currency Notes (FICNs) into the country. Mumbai, being a commercial capital of the country, has been often made terror target while Kerala is being used by some terror groups as a recruitment ground for over ground workers who carried of reconnaissance and also indulged in hawala rackets. According to reports, at present the force has only 106 "surface units'', including just six advanced and 11 other offshore patrol vessels, and 51 "air units" comprising 28 Dornier surveillance aircraft, 19 Chetak and four Dhruv helicopters. Moreover, it has just 1,714 officers, 9,196 enrolled personnel and 1,553 civilians. This when at least triple those numbers are required to effectively protect India's vast 5,422-km coastline, 1,197 islands and 2.01 million sq km of Exclusive Economic Zone (EEZ). Ministry of Defence officials, on their part, say plans are afoot to ensure Coast Guard can increase its force levels to around 200 ships and 100 aircraft by 2018 to effectively tackle its operational tasks, which includes piracy and the terror threat emanating from sea. In the short-term, three more Coast Guard stations will come up at Dahanu, Androth and Krishnapatnam to add to the existing 31, apart from a new regional HQ (north-east) and a station at Kolkata. "Since 2009, an additional 4,300 posts have been sanctioned to strengthen the Coast Guard. The force will also get 12 more Dorniers soon,'' said an official.

INS Sukanya detected five suspicious boats, speedily approaching the merchant vessels that the warship was escorting through the Internationally Recognized Transit Corridor. The warship immediately altered towards the suspicious vessels and challenged them. While two of them managed to escape, INS Sukanya successfully intercepted the remaining three and carried out boarding-and-search action. The Navy confiscated 14 AK-47 rifles, 31 magazines and 923 rounds from the boat along with grapnels, ladders and rope-handling gloves. This was the fifth successful anti-piracy operation conducted by INS Sukanya, during its patrol mission in the Gulf of Aden.

Two others - Mohd Ali Shaikh and Asif Bashir Khan alias Junai - who were also granted bail would remain in jail as they are also accused in the Mumbai serial train blasts case (July 11, 2006). Bush] had taken seriously the warning and threat perception of Lashkar-e-Toiba’s (LeT) global operations by French judge, Jean-Louis Bruguiere, a media report said. Bruguiere met officials of the Bush administration in 2007 to inform them about the LeT's threat and Pakistan's double game, but US officials were not convinced by his argument, reported PBS's Frontline and ProPublica in a report released on November 21. Bruguiere argument was based on his investigation of French LeT terrorist Willie Brigitte, who after being caught, had confessed to involvement in a foiled bomb plot in Australia. During his investigation, the judge found that Brigitte's LeT handler was Sajid Mir, one of the key architect of the Mumbai terrorist attack. "When Bruguiere questioned Brigitte, the links between Lashkar-e-Taiba, Sajid Mir and Pakistan's intelligence service ISI began to unravel," the report said.

"As per available intelligence inputs, Pakistan-based terrorist outfits, particularly Lashkar-e-Taiba, Jaish-e- Mohammed, Hijbul Mujahideen etc., continue to receive support from ISI," Union Minister of State for Home Jitendra Singh informed Lok Sabha (Lower House of Parliament) in a written reply. On Pakistan-backed spy modules, Singh said: "During the last three years and the current year (2008 to 2011 till date), a total of 46 Pakistan-backed espionage modules were busted in the country". However, Singh said, no cases of espionage, specifically by people working in foreign companies, have been reported. Replying to another question, the minister said as per available information, investigation into terrorism-related cases by State Police Forces and disclosures of arrested people revealed names of a few terrorist elements in Bihar having links with Lashkar-e-Toiba (LeT). The new documentary brought out by the website said that in the decade preceding his arrest in 2009, Headley served as an informer for the US Drug Enforcement Agency, even serving as an undercover agent for them in Pakistan though it was not clear whether worked for any other US intelligence agency. The Defence Acquisitions Council, chaired by Defence Minister A K Antony, on November 25 discussed the mega naval multi-role helicopter (NMRH) project, which is likely to cost well over $2 billion."The global tender for NMRH will be issued soon. The project is likely to get even bigger at a later stage, with more such helicopters being ordered after the first 75. An initial lot will be obtained off-the-shelf from abroad, while the rest will be manufactured in India with the foreign collaborator's help,'' an MoD source said. Navy is also going in for new carrier-borne fighter jets, maritime patrol aircraft and drones, which together will cost around INR 850 billion. These include 45 Russian MiG-29Ks for $2 billion and 12 American P-8I long-range reconnaissance aircraft for over $3 billion. The NMRH acquisition will be in addition to the ongoing INR 20 billion procurement of 16 multi-role helicopters.

The special cell of Delhi Police arrested them while looking for Abdul Subhan alias Tauqeer, a top IM leader who played a key role in the 2008 Delhi serial blasts and is also suspected to be behind the September 7 Delhi high court blast, said sources. Sources added that Irshad belonged to Delhi and had been provided shelter in Chennai by Abdul Rehman for the past few days. Government on November 29 informed the Lok Sabha (lower House of the Indian Parliament) that the Reserve Bank of India (RBI) and State Police had recovered fake Indian currency notes (FICN) worth over INR 810 million in Maharashtra out of total INR 960 million till October, 2011.West Bengal, Andhra Pradesh, Uttar Pradesh, Tamil Nadu and Gujarat are the others states, where FICN were seized in substantial number. The face value of such counterfeit notes in these states is, however, quite low as compared to Maharashtra. In terms of FICN-related cases too, Maharashtra is at the top, having registered 212 FIRs for probe as compared to 114 in Uttar Pradesh, Gujarat (113), Andhra Pradesh (98) and West Bengal (72). Intelligence agencies suspect that FICNs are being pumped into India by Pakistani spy agency Inter Services Intelligence (ISI) using network of crime syndicates headed by Dawood Ibrahim.

The Delhi Police's élite Special Cell announced that it had arrested six persons, including a Pakistani operative of the militant Islamist outfit Jaish-e-Muhammad (JeM), identified as Muhammad Adil, on the suspicion of having carried out three major attacks: a shooting at Delhi's historic Jama Masjid in September; the serial bombs outside Bangalore's Chinnaswami Stadium in April; and the bombing of the German Bakery in Pune in February. While two of the six militants, Mohammad Qateel Siddiqi and Gauhar Aziz Khomani were arrested in Delhi on November 22 and 23 respectively, two others, Gayur Ahmad Jamali and Mohammad Adil (the Pakistani national) were arrested in Darbhanga and Madhubani in Bihar on November 24 and 25 respectively. The remaining two militants, Mohammad Irshad Khan and Abdur Rahman, were arrested in Chennai in Tamil Nadu on November 27.

Fugitive Indian Mujahideen (IM) ‘commander’ Muhammad Zarar Siddibapa - a Karnataka resident also known by the alias Yasin Bhatkal and the commander of the cell, who is wanted for his alleged role in a string of urban bombings that began in 2005 - escaped arrest, the Police said. Adil is alleged to have had past relationships with both the JeM and organised crime groups. He, according to the Police, was living under cover in Madhubani, Bihar, since 2010, when he was despatched to India by IM commanders in Karachi to aid Siddibapa's cell.

Union Home minister P Chidambaram on November 30 said that Pakistani Prime Minister Yousuf Raza Gilani may be a "man of peace" but he had not delivered on the 26/11 (Mumbai terror attacks, November 26, 2008) probe, neither arresting the real culprits nor giving India voice samples of those who were in jails there, The Times of India reported. The Home Minister's scepticism was significant after PM Manmohan Singh described Gilani as a "man of peace" to explain why he had reached out to Pakistan yet again. Chidambaram refused to comment on the gap between the PM's optimism implied in his description of Gilani and his own reservations about the Pakistani premier.
