Mumbai terror attack (November 26, 2008, also known as 26/11) co-accused, Pakistani-American David Coleman Headley on June 1 testified that he had conducted a surveillance of the German Bakery in Pune and identified Chabad Houses in Delhi, Pushkar and Pune as potential bombing targets. Recounting some quantitative achievements since he took over the Department of Home Affairs in December 2008, Union Home Minister P. Chidambaram said on June 1 that during his two and a half years in office, the foremost objective was to enhance the capacity of intelligence agencies and of Security Forces in view of the 26/11 Mumbai terror attacks, reports ANI. "I am happy to report that substantial capacity has been built in the last 30 months," he said. "There were 541 Operational Bns of Central Armed Police Forces as on November 30, 2008. As on May 31, 2011, this number stands at 573. Besides, 21 Bns are being raised. The total strength of our Central Armed Police Forces including all ranks is 777,788," said Chidambaram.

Referring to the 12th round of talks (May 30-31 ) between India and Pakistan on the Siachen Glacier, Defence Minister AK Antony, on June 3 said that both countries needed more time to debate issues concerning the world's highest battlefield, reports PTI. Antony said that the though talks between the neighbours were "free and frank" and the atmosphere at the meeting was cordial, the two parties were not able to come to a conclusion or agreement. It was decided that they would meet again for the 13th round of talks on Siachen Glacier at a mutually convenient date in Islamabad in Pakistan.

Minister of State for Defence M M Pallam Raju on June 4 (today) warned that India would likely retaliate if another terror attack on its soil is linked to members of Pakistan’s security apparatus, reports Dawn. Pallam Raju said at a regional security conference in Singapore that self-restraint would be hard to justify to the Indian people if there were another attack similar to the one in Mumbai in 2008 (also known as 26/11) that killed more than 160 people. India has long suspected that members of Pakistan’s Inter-Services Intelligence (ISI) were involved in the Mumbai attack, though the Pakistan Government has denied the allegations.

From a confidential cable dated August 21, 2009 sent by the American Embassy in Beijing to Washington, it has come to light that Chinese authorities had place a technical hold on an Indian request to impose sanctions on three high-ranking Pakistan-based operatives of the Laskhar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), reports The Hindu. According to the cable, the Indian request to list three militants, namely, Abdul Rahman Makki (brother of LeT/Jud leader Hafiz Saeed and the number two man in the LeT hierarchy), Azam Cheema (LeT intelligence chief and a key advisor of its senior leader Zaki-ur-Rahman Lakhvi) and Mohammad Masood Azhar Alvi (the founder of the JeM) under the United Nations Security Council Resolution 1267 was vetoed by China on the grounds of lack of sufficient information to merit such action. According to the U.S. State Department, China's hold on listing the three terrorists was done at the behest of Pakistan.

In order to tackle terrorist threats from the seas, India is going in for "a major upgrade'' of its harbour protection systems (HPSs) at the naval bases in Mumbai (in Maharashtra), Visakhapatnam (in Andhra Pradesh), Karwar (in Karnataka), Kochi (in Kerala) and Port Blair (in the Andaman and Nicobar islands), along with the ongoing security audit of ports, airfields, naval facilities, offshore installations and the like, reports Times of India. Top Defence Ministry sources said that the plan is to "upgrade existing HPSs'' and "plug gaps'' to ensure that any nefarious activity by regular or irregular enemy forces are detected early and neutralized swiftly.

according to highly placed sources in the Indian intelligence agencies, the Students Islamic Movement of India (SIMI) and the Communist Party of India-Maoist (CPI-Maoist) have recently conducted a secret meeting in Kottayam District of Kerala. The meeting was to formulate strategies for a joint action in Kerala. While both the groups had earlier met in Palakkad, this is the first time that such a meeting has taken place in central Kerala, sources pointed out. The resolution, passed unanimously, also demanded economic sanctions against the island nation to pressure the country into giving equal status and dignity to Tamils. It demanded that the Indian Government impress on the United Nations that the perpetrators of all such crimes be designated as ‘war criminals' and that the Union Government should take steps, along with other countries, to impose economic sanctions on Sri Lanka until all Tamils now staying in camps in Sri Lanka are rehabilitated in their own land and given an opportunity to lead a life of dignity with rights equal to those of the Sinhalese.

A new front of the banned outfit Students Islamic Movement of India (SIMI) was uncovered by the Police in Karnataka on June 22 following the arrest of six youths from Mysore after a two-week long investigation into the kidnapping for ransom and murder of two young business management students. According to the reports, two youths, Sudhindra and his friend Vignesh were kidnapped on June 8 outside the Mahajana College in Mysore and their bodies, with strangulation marks and stab injuries were recovered on June 11 in a rural part of Bangalore. Investigations led to the arrest of Athaullah, Adil Pasha, Syed Ameen,Shabbir-ur-Rehman, Mohammed Kouser, and Saffeer Ahmed who confessed before the Police that they had carried out the kidnapping to raise funds for a controversial outfit called the Karnataka Forum for Dignity (KFD), which intelligence agencies identify to be a new front of the banned Students Islamic Movement of India (SIMI). KFD is accused of being at the centre of a series of communal riots in Mysore in 2009. It is a Muslim youth organization with links to the National Democratic Front in north Kerala and the Manitha Neethi Pasarai (MNP) in Tamil Nadu. According to a senior Police officer, the organisation (KFD), having 5000 cadres in Mysore, is widely respected for its social work but there are also many members with a criminal background.

The first-ever such cell will be headed by an officer of the Indian Revenue Service (Income Tax), sources said. The unit will function as the “nodal office” between various investigative and enforcement agencies to deal exclusively with cases of terror financing and instances of money laundering for such activities. According to sources, the cell will have a strength of eight officials, initially, and will be a part of the Internal Security-I division of the Home Ministry. “The cell will take up all cases related to terror funding in India and abroad. It will collate intelligence and information from all law enforcement agencies and coordinate with them,” a senior officer said.Initially, the cell will liaise with agencies like the Department of Revenue Intelligence (DRI), Intelligence Bureau (IB), Income Tax Department, Enforcement Directorate, CBI and Directorate General of Customs and Central Excise Intelligence. Subsequently, it will scrutinise information collected from central police organisations and the Financial Intelligence Unit (FIU).

A White House report on June 30 said that the Pakistan-based militant outfit Lashkar-e-Toiba (LeT) posed serious threat to both India and the United States (US) and a global effort was required to eliminate its menace, according to PTI. "In South Asia Lashkar-e-Toiba, the organisation responsible for the rampage in Mumbai in 2008 that killed over 100 people, including six Americans constitutes a formidable terrorist threat to Indian, US, and other Western interests in South Asia and potentially elsewhere," the report observed.
