No one can dare cast an evil eye on India. Even if someone tries to do so, BSF [Border Security Force] and other security forces will give them a fitting reply,” Singh said. “Pakistan should not do this. Defence Minister Manohar Parrikar on January 1 said Islamabad does not seem to learn any lesson, and India’s response had been “more than double the capacity”, reports Daily Excelsior. “Pakistan does not like to stay quiet even on New Year day. They started (cross-border) firing at 12.30 in the night and don’t seem to learn (any) lesson,” Parrikar said. He said, “There are ceasefire violations….Whenever they want infiltration to be done, many times they do the firings at night…I don’t think that we have allowed that to happen… Our response is more than double the capacity.”

The dead body of an Adivasi villager, Kero Hasda, was recovered in Chirang District, The Telegraph reports on January 2. The death toll in the violence which started with the December 23, 2013 IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) attacks, its backlash and in Police firing has gone up to 82. “He [Kero Hasda] was missing since December 25 from Koraibari village in Chirang district," Inspector-General of Police (law and order) S.N. Singh said on January 2. Singh said they have received information that the massacre of Adivasi villagers was carried out according to the directions of G. Bidai, the number two leader ['deputy army chief'] in the outfit, without the knowledge of the 'chief', Songbijit.” He said, so far four NDFB-IKS cadres and seven linkmen of the outfit have been arrested and of them, two cadres were directly involved in the incident. Singh further said that the Independent faction of United Liberation Front of Asom (ULFA-I) might carry out strikes ahead of Republic Day.

Delhi Police Commissioner, BS Bassi said on January 2,that 13 terrorists have been arrested by the Special Cell since January 2014. Of these seven are from Indian Mujahideen (IM), three from Lashkar-e-Toiba (LeT) and three from Students Islamic Movement of India (SIMI). The arrested IM operatives include engineering students Mahruf, Waqar Azhar and Shaquib Ansari of the outfit's Rajasthan module.The module responsible for the 2012 blasts in Pune was also busted later, leading to the arrest of five terrorists. The operations continued and wanted LeT terrorist Abdul Subhan was arrested. He was hatching a larger conspiracy of launching terror attacks on Delhi and the rest of the NCR. Police crackdown led to the arrest of two more LeT men, Ashahuddin and Arshad Khan.Currently, three Special Weapons and Tactics (SWAT) teams of the Special Cell are being deployed at Greater Kailash area of Delhi to foil any terrorists attack, Bassi said, adding and the cell is also engaged in verifying and monitoring second-hand car dealers and chemical sellers.

Jharkhand Chief Minister Raghubar Das on January 2 said it was really unfortunate that even after over six decades of Independence the poor villagers were deprived of basic amenities including water, road, electricity etc, reports The Hindu. He attributed “administrative failure” as a major cause behind Naxalism-[Left-Wing Extremism (LWE)] and assured to provide development-oriented schemes and good governance in the State. There is no doctor, no teacher, villagers are deprived of basic amenities like road, electricity and water, he said, adding that these are the reasons for increase in LWE activities. “I believe it is totally administrative failure that led to Naxalism in the state,” he added. “Who are the Naxals? They are part of our society, they too need employment and basic amenities like others. They were misguided youths who were lured to pick up arms for survival,” he said. Within a month’s time, he announced, the teachers’ recruitment process will begin and 17,000 policemen will be appointed in a couple of months.

Suspected pro-Islamic State (IS) Twitter account handler Mehdi Masroor Biswas was in touch with IS combatant stationed in Iraq, according to Bengaluru Police Commissioner MN Reddi, The Times of India reports on January 2. "During our interrogation of Biswas, we have found that the IS account holder was in touch with the IS combatant and he was an aide," MN Reddi stated. Biswas was produced before a city court on January 2 and sent to judicial custody till January 16, 2015.Reddi said Police have gathered sufficient evidence to prove that Biswas supported IS and also his direct messages on his Twitter handle revealed that he encouraged people to join IS. "We have sufficient evidence to prove he (Biswas) supported IS. Direct messages on his Twitter handle also show he encouraged people to join the terrorist outfit. He had been pro-actively tweeting," he said.

Bihar Chief Minister Jitan Ram Manjhi while addressing a public meeting at Tarapurin Munger District on January 4, organized under the banner of Zila Kisan Mazdoor Sammelan (District Farmer Labourer Congress), said his cabinet colleagues do not cooperate with him in development measures aimed at curbing Naxalism-[Left-Wing Extremism (LWE)] in the State, reports The Times of India. Manjhi further said he wants to give reservation to Scheduled Caste/Scheduled Tribe and other extremely backward castes in government contracts up to INR 5 million so that the menace of LWE could be contained in the State but his cabinet colleagues are opposed to his proposal. "If my proposal to award contracts to the downtrodden, Mahadalits and poor Adivasis in government schemes is accepted, no member from the depressed class will join hands with the Maoists in future," the CM said. However, he added that he would manage to get his cabinet colleagues agree to his proposal in the cabinet meeting. Manjhi said once this decision is implemented, Naxals will no longer be active in the State.

In a statement e-mailed to media houses, the HNLC ‘publicity secretary’ Sainkupar Nongtraw said their main agenda in coming forward for peace talks was to achieve a political solution to the burning problems.“Simply surrendering without any dialogue will take us back by ten years. We do not want to end up like the surrendered cadres who along with the help of the police department were resorting to extortion and elimination of our cadres,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in the statement. Demanding equal treatment [Khasi and Garo militants], the outfit said that the Chief Minister should avoid being one-sided to prevent disunity among the people of Meghalaya. In a bid to fight the Communist Party of India-Maoist (CPI-Maoist) menace, tribal people will be recruited directly to the Police force, Kerala home minister Ramesh Chennithala said on January 9, reports The Times of India. Talking to reporters after a meeting with senior police officers in north Kerala, the minister said the decision to recruit adivasis (tribals) directly - for the first time - was taken after considering the suggestions of tribal organizations. "As many as 200 tribals will be recruited as constables in the first phase," Chennithala said. The minister said the Police would be entrusted with overseeing the implementation of development projects in tribal areas. District Police chiefs will hold consultations with District collectors to address issues affecting such areas. "Those helping Maoists directly or indirectly will be closely monitored. Strong action will be initiated against them if there is credible evidence," Chennithala said. Urging the media not to glorify Maoists, he said a meeting of news editors would be held soon. He added that the state would provide protection to cops involved in anti-Maoist operations. Meanwhile, in view of increasing extremist threats in the State, the city Police have decided to create a visual database of possible suspects by recording public events and demonstrations held in Kochi using video and still cameras, reports The Times of India. The intelligence wing of the Police department is reportedly updating the database of suspected activists using video footages and photos following an increase in extremist activism.

Maharashtra Government is giving a big push to infrastructure development in Naxal-[Left-Wing Extremism (LWE)]-affected districts and will also provide additional benefits to civil contractors and employees working there, reports Zee News on January 14. The State Government has lined up INR 3,942 billion worth of projects in the LWE affected areas to improve connectivity. "We cannot think of welfare of adivasis without developing Naxal-affected districts like Gadchiroli. Unless we develop these regions, people living there will not get respite from the Naxal menace," Public Works Department (PWD) Minister Chandrakant Patil said. "To ensure development, 139 schemes will be undertaken by the Government in Phase 2 of RRP (Road Requirement Plan (RRP). These include 2,352 km of roads, 128 new small and 50 big bridges. The entire project will be executed at a cost of Rs 3,942 crore," he said. Under Phase 1 of RRP, 43 schemes had been sanctioned - at a total cost of INR 940 billion - which included 450 km of road development, two big bridges over rivers Godavari and Indravati. Of these, 34 have been completed, he said.

Threats and challenges have been growing, both in intensity as well as commitment, because of active borders that we have.” Talking about the recent attacks against the Army in Jammu and Kashmir, he said, “The recent strikes by the terrorists not only reflect their desperation but are also a grim reminder that the terrorist infrastructure in Pakistan is intact.” Talking about the rise in ceasefire violations, he said that the action has slowly moved to the International Border and not the Line of Control (LoC). “That is probably, likely to be because of our counter infiltration grid is stronger on LoC,” he said, adding that measures like ‘obstacle systems’ are making it difficult for the terrorists to infiltrate. The Army chief added that his force has a good tier system of counter infiltration grid. He admitted that there are areas, like open drains and streams that are susceptible to infiltration attempts at the International Border. Talking about the situation in Afghanistan, Singh said, “… But definitely, the draw-down is likely to have its own effect. That cannot be ruled out. And we have to be prepared for it. Terrorist network can extend from Afghanistan to our side and J&K is one area where the effect could be felt. We are aware of this possibility and because of this we are keeping a careful watch.” Asked about the perception that Army commanders are not being given a free hand in operations, Singh said, “The commanders have a free hand to operate. I have given full freedom as far as operation is concerned. On the LoC, they have a free hand to retaliate to Pakistan firing in a manner that they feel is appropriate.” However, he underlined that the Army has a “zero-tolerance” approach to human rights violations. The Army chief pointed out that 2014 saw the highest number of terrorists being neutralised in the State during recent years and put the figure at 110, out of which 104 were killed by the force. In 2013, 65 terrorists were killed. Singh said the high figure showed the effectiveness of the counter insurgency grid that the Army has set up in the State.

Chief Minister (CM) Tarun Gogoi on January 26 said that the process of updating the National Register of Citizens (NRC), intended at helping solve the issue of illegal migration from Bangladesh to the State, will be completed in the current year, reports The Indian Express. “The procedure devised for updation envisages use of latest information technology and aims at ensuring that no names of foreign nationals find place in the NRC. The NRC will be published in January 2016,” CM Tarun Gogoi added. CM Tarun Gogoi also said that the issue of illegal migration has been a matter of serious concern in Assam for long, and updating the NRC was one step towards a permanent solution. “We are committed to detect and deport foreigners under provisions of the Assam Accord [signed in 1985], but there are certain difficulties too. Our government is committed to the imperative of preventing illegal infiltration from across the international borders and various measures have been taken in this regard,” he said. Describing updation of the NRC as one step towards bringing about a permanent solution to the Bangladeshi influx issue, Gogoi said preparatory works for NRC updation had already started under guidance of the central government. Several steps have been also taken to prevent further influx across the border, he said. CM Tarun Gogoi further claimed credit for bringing to the mainstream several militant groups through the strategy adopted by his Government in the past 14 years under the Unified Command Structure. “The success has been reflected in suspension of operations (SoO) agreements with as many as 17 extremist outfits, out of which four have signed memorandum of settlement (MoS) with the government,” he added.

It has been possible because the CRPF personnel are not only carrying out operations against Maoists but also helping the common man in many other ways, like distributing essentials such as woolen clothes, utensils etc and enabling them to get their Aadhaar cards. These efforts have helped CRPF win the confidence of poor people, who were earlier providing shelter to the Left-Wing Extremists (LWEs). He said a few states, including Bihar, Jharkhand and Chhattisgarh, need attention by the central force to completely free the area from LWE influence. "The states concerned would also have to give attention to development work so that people are not driven towards Maoism," Mishra said, adding that during his tenure as Odisha DGP, he went for simultaneous anti-Maoist operations and development work. Replying to a query, Mishra said the CRPF would come up with its own intelligence wing on the pattern of Greyhound of Andhra Pradesh, which has successfully tackled Maoists' activities there. Karnataka Home Minister K J George on February 3 informed the state assembly that 23 suspected terrorists have been arrested in the state during the last two years in different terror related cases, reports Business Standard. In a written reply to a question by a Member of Legislative Assembly (MLA), he said 18 of them had been charge sheeted and investigation was going on against five others. George said 14 suspected terrorists were arrested in 2013 which includes one each with links to Harkat-ul-Jihad-al-Islami (HuJI) and Lashkar-e-Toiba (LeT), and twelve persons linked to Al Ummah. In 2014, five persons were arrested, that includes three persons with links to Al Ummah, and one each linked Indian Mujahideen (IM) and Islamic State of Iraq and Syria (ISIS). In 2015, till now four persons had been arrested with links to IM, the reply said. George also said that till now a total number of 29 cases are pending before the court.

Successive Indian Governments have pursued a policy of closely integrating all minority groups into the mainstream of the society and as a result radical Islamists could not succeed in propagating their extremist ideologies among the Muslim population, said Doval. "We have, in recent days, witnessed the horrific killings of innocent hostages in Syria, the attack on the media in Paris and the tragic killing of school children and their teachers in Peshawar. India is one of the oldest victims of terrorism. There is no good terrorism or bad terrorism. Terrorism respects no religion, ideology or nation. It is no longer a debating issue. The international community must assert itself and tackle the problem by taking concerted, coordinated and determined action," Mukherjee said while addressing the sixth conference of ambassadors and high commissioners who head Indian missions abroad. "Terrorism is today an industry of evil. It is not just a threat to peace and security but an attack on humanity as a whole and civilization as we understand.... The international community must assert itself and tackle the problem by taking concerted, coordinated and determined action," he said. The President called upon India's ambassadors and high commissioners to apply themselves to how this challenge can be addressed and to come up with ideas on how to mobilize the world to take concrete action that will mitigate and end this menace.

Worried over attempts by outfits such as Islamic State (IS) to propagate jihadi ideology among young Indian Muslims, the Union Home Ministry (UHM) is studying an "extremism counseling hotline" set up recently by the Austrian authorities, for possible replication in India, The Times of India reports on February 10. Such a counselling facility, if found feasible in the Indian context, will enable parents, teachers and friends of "vulnerable and indoctrinated" youth to seek professional help for their "deradicalisation". Keen to have a domestic counter-radicalisation/deradicalisation policy in place to stem the growing appeal of terror outfits among young Muslims, the Indian security establishment has started examining the best practices followed around the world to wean off sections attracted to jihadi ideology. This includes the US' counter-radicalisation program focused on community outreach, UK's Prevent and Channel programmes as well as Austria's latest deradicalisation counselling initiative. A senior officer of the Indian government said that while US and UK's deradicalization programmes appear to have met with limited success, the Austrian helpline centre, which is not linked to the police but manned by non-profit groups, has got an encouraging response within a couple of months of its launch. The deradicalization centre also conducts educational lectures and puts out material to help identify potential threats. According to a Senior UHM official, a study of impact of deradicalization policies of the US and UK indicates an element of mistrust among their respective Muslim communities, with many members seeing these as a masked effort at "spying". There have been many cases of recidivism among the deradicalised terror recruits. While the US' counter-radicalization efforts are focused on working with the communities to report suspicious activity, the UK's Prevent program seeks to prevent people from being drawn into terrorism through proper advice and support. 'Prevent' works with sectors like education, criminal justice, faith, charities and online where there are risks of radicalization to be dealt with. A linked initiative called Channel helps to fight radicalization by giving individuals access to health and education, specialist mentoring and diversionary activities.

Government-run telecom major Bharat Sanchar Nigam Limited (BSNL) would be installing 246 mobile towers in two phases in the Communist Party of India-Maoist (CPI-Maoist)-affected areas of Chhattisgarh to improve phone connectivity there, reports Zee News. The decision was announced at a meeting of unified command for anti-Maoist operations, chaired by Chief Minister Raman Singhon February 18. "It was informed in the meeting that BSNL has a target of installing 146 mobile towers in the first phase. Around 80 towers will be erected by March this year and 40 of them will start operating soon thereafter," an official said. The remaining towers will be installed by August-end. In the next phase, 100 towers would be installed.

Mooted by the last United Progressive Alliance (UPA) Government and supported by the new Narendra Modi Government, the system aims to connect all police stations in the country for real-time exchange of information on criminals and terrorists. Sources said that, while as many as seven states are lagging behind in digitizing and connecting database at their end, Bihar and Rajasthan have not even been able to kick off the system. To make things worse, Wipro, which is the core software developer for the programme, has allegedly delivered a system that neither enables real-time exchange of information nor supports search and query options. Government sources said that without these features, the system would be of no use. A Home Ministry official said "A lot of work has happened but Bihar and Rajasthan are way behind because their contractors have pulled out. Seven other states have been slow but we are hoping they will catch up soon. Wipro has delivered a system that does not support real-time exchange of information. They say they can provide such system only at a higher cost which we are not ready to accept. Negotiations are going on." The project was mooted by former Union Home Minister P Chidambaram in the wake of 26/11 Mumbai attacks. Under the project, approximately 14,000 Police stations throughout the country are planned to be connected apart from higher offices in Police hierarchy. The INR 20 billion project, approved in 2009, spans across all the states and Union Territories. As per the plan, it would connect a total of more than 21,000 locations. The goal of the system is to facilitate collection, storage, retrieval, analysis, transfer and sharing of data and information at the police station and between the Police station and the state headquarters and the central police organizations.

MHA, which was directly monitoring the project for construction of embankment along the IB covering all three Districts of Jammu, Samba and Kathua along the borders, has released Rs 10 crores as first installment for acquiring land from the people for construction purposes. The Union Ministry of Home Affairs (UMHA) has decided to take a fresh look into the case against Balwant Singh Rajaona, a Babbar Khalsa International (BKI) terrorist who was sentenced to death after his conviction in the case pertaining to the assassination of former Punjab Chief Minister (CM) Beant Singh, reports The Indian Express on February 23. The development follows the arrest of another BKI operative Jagtar Singh Tara, who was recently extradited from Thailand. Rajaona himself has refused to petition either the State Government or the Supreme Court for a stay on his death sentence. He is currently lodged in a Punjab jail. Sources said Union Home Minister (UHM) Rajnath Singh has asked ministry officials to examine Rajaona’s case afresh in the light of new facts that could emerge after Tara’s interrogation. “Since Rajaona has refused to petition any authority for clemency, Home Ministry has decided to look into his case afresh. Since Tara has been extradited from Thailand and is presently in the custody of Punjab Police, new facts could emerge in the case. Even if there is a fraction of a chance that Rajaona was involved in the assassination case, the entire case has to be relooked into,” said a senior Home Ministry official. Tara, a co-accused in the case, was facing trial for allegedly assassinating Beant Singh when he escaped along with three others through a tunnel dug inside the jail, where they were lodged in 2004. Two of the three others have been arrested, while the third is still at large.

Defence Minister Manohar Parrikar said on February 27 that around 233 foreign boats and 1,686 foreign crews were apprehended by the Indian Coast Guard between 2011 and 2015, reports Sahil Online. "Instances of illegal fishing in Indian waters by foreign fishermen come to the notice of government from time to time. A total of 233 foreign boats and 1686 foreign crew were apprehended by the Indian Coast Guard during the period 2011-15," Parrikar said in a written reply in the Lok Sabha (lower house of Indian Parliament). This comes months after a suspected terror boat was apprehended by the Indian Coast Guard. The boat was set afire by its occupants according to the Coast Guard, which resulted in a blast. Parrikar said vessels and aircraft of the Indian Coast Guard and the Indian Navy are deployed on a 24x7 basis for surveillance in the maritime zones of India "to protect national interests including for preventing infiltration and poaching by foreign fishing boats". He added that static radars have been installed along the Indian coastline for electronic surveillance of vessel traffic. The Coast Guard has also been conducting regular exercises bi-annually on coastal security in coordination with other central and state government agencies like the Marine Police, customs, Central Industrial Security Force (CISF), Fisheries Department, Port authorities, State Police and Indian Navy. To ensure coordination, regular meetings of the National Committee on Strengthening Maritime and Coastal Security (NCSMCS) are held in which all stakeholders participate," he added.

Padmanabhan said a strong law would go a long way in building customer confidence to use technology in financial transactions. He said cyber threat was real and was constantly evolving. No organisation was immune to it, and hence preventive measures were a must. Where prevention failed, it should be made up with quick detection and decisive response. “The real challenge for the Indian financial system is awareness. There are two kinds of awareness. One is the awareness among customers about the dos and don’ts in digital transactions. It may be required for banks to take upon continuous awareness campaign among all customers on information security and the abundant caution to be exercised by them. A senior MHA official, speaking on condition of anonymity, said that a recommendation for rejection of B P Jeevan Reddy Committee report has been sent to Cabinet Committee on Security headed by Prime Minister Narendra Modi. Brushing aside all criticism against the Act which is dubbed as “draconian” by several human rights organisations, the MHA said the Act was needed for Army to operate in areas hit by militancy or insurgency. The Reddy Committee was set up in 2004, in the wake of intense agitation in Manipur following killing of a woman, Thangjam Manorama, while in the custody of Assam Rifles and the indefinite fast undertaken by activist Irom Sharmila against AFSPA. The five-member committee, headed by Justice Jeevan Reddy, a former Supreme Court judge, had submitted its report on June 6, 2005. The 147-page report recommends “the Armed Forces (Special Powers) Act, 1958, should be repealed.”

Indian Foreign Secretary Subrahmanyam Jaishankar called on Prime Minister Nawaz Sharif, Adviser to PM on National Security and Foreign Affairs Sartaj Aziz and Special Assistant to PM on Foreign Affairs Tariq Fatemi after one-on-one and delegation-level talks with his Pakistani counterpart Aizaz Ahmed Chaudhry. This was the first interaction between the two sides after 2012. The Indian foreign secretary handed over a letter from Indian Prime Minister Narendra Modi to Nawaz Sharif. Nawaz welcomed the meeting between the two foreign secretaries in Islamabad and hoped that the process would continue. He underlined the importance of enhanced cooperation among the SAARC member states. Pakistan said when both the countries were ready, future meetings could be planned by remaining in contact. Bilateral and regional issues, including those of common concern like Jammu and Kashmir, Sir Creek, Siachen Glacier, water issues, tension at the LoC and Working Boundary and terrorism, found place in the discussions held at the Foreign Office. “Both sides raised concerns and this visit is an ice-breaking development,” commented the spokesperson at the Foreign Office. Jaishankar said that the talks were held in a constructive and positive atmosphere, where he reiterated India’s concerns on cross border terrorism, including on the Mumbai case and emphasised that ensuring peace and tranquility on the border was vital. Meanwhile, Prime Minister (PM) Nawaz Sharif said that it was important to establish good neighbourly and cooperative relations between India and Pakistan, reports Daily Times. Nawaz said this was consistent with his vision of a peaceful neighbourhood in South Asia. As many as 37,721 cyber fraud cases involving INR 4.97 billion have been reported by the Reserve Bank of India (RBI) and Central Bureau of Investigation (CBI) in the last four years, Telecom and IT Minister Ravi Shankar Prasad informed Lok Sabha (Lower House of Indian Parliament) on March 4, reports The Times of India. Several cyber attack techniques are used in engineering these crimes and are normally reported as ATM/ debit card, credit card, internet banking frauds, Prasad said in a written reply to the House. "As per information provided by the RBI, 10,048, 8,765, 9,500 and 9,362 cyber fraud cases and losses of Rs 38 crore, Rs 67 crore, Rs 78 crore and Rs 60 crore have been reported to the RBI during 2011-12, 2012-13, 2013-14 and April-December 2014, respectively," he added. In a separate reply, the minister said: "CBI has also registered 46 cases (14 Preliminary Enquiries) and 32 RCs (Regular Cases) relating to cyber crime in various parts of the country during the last few years that is 2012, 2013, 2014 and 2015 (till date)." In these cases 34 persons have been arrested, he said. "An amount of Rs 90 crore, Rs 158 crore and Rs 6 crore was involved in these cases registered during the year 2012, 2013 and 2014, respectively," Prasad added. Incidents of malware infections in Indian cyberspace are reported to and tracked by the Indian Computer Emergency Response Team (CERT-In), which works with internet service providers (ISPs) to identify the infected systems and organizations, he said. "CERT-In, Department of Electronics and IT has initiated action with active participation of service providers and industry to set up a centre for detection of computer systems infected by malware and to notify, enable cleaning and securing systems of end users to prevent further malware infections," he added. Besides, more than 26,000 Police officers and 600 judicial officers have so far been trained in the training labs established by the government, Prasad said.

Data obtained from the Thane Police shows that its cyber cell detected 41 of the 85 cases registered under the Information Technology (IT) Act in 2012, making 55 arrests in the process. The following year, 2013, the cell registered 58 cases, detected 17 and arrested 24 persons. In 2014, however, the detection rate took a nosedive, with 207 cases registered and 23 detected. A total of 27 arrests were made, of which, 18 were aged between 19 and 30 years, the police said. April 2014 was the cyber cell’s best month, with 13 cases registered, six detected and four arrests made. “The accused in many crimes live in countries with which India does not either have friendly ties or an Extradition Treaty. Perpetrators of cyber crimes have also been using sophisticated software to mask their IP addresses. This makes it difficult to find the exact location of the accused,” Inspector Sanju John stated.

Tarun Gogoi, in his budget speech, went ahead on the modernization of Police force scheme proposing steps to fill up all vacant posts of the State Police within the next financial year, including 6748 posts of armed branch constables, filling up of 340 unarmed branch sub inspectors’ posts and 340 Assam Police Radio Organisation (APRO) posts. To boost the morale of the security force personnel engaged in fighting the insurgents, he said that the ex-gratia grant to the next of kin of the security personnel, including Home Guards, killed in direct encounter has been raised to INR 2 million. In the Government’s bid to strengthen the State Police, Gogoi proposed raise in the wages of Home Guards and steps to improve their service condition. He further proposed enhancement in the pocket money of the Village Defence Personnel (VDP) personnel from INR 500 to INR 1,500 per month. The CM further said that seven new border outposts/forest protection camps have been sanctioned for the inter-state borders with Nagaland, Meghalaya and Mizoram. Altogether 27 new border outposts/ forest protection camps are proposed to be established in the coming year. The CCTV project in Guwahati will be completed within June 2015, Gogoi said.

Union Home Minister Rajnath Singh on March 10 stressed the need for the Central Industrial Security Force (CISF) to develop core competence in specific areas to tackle the threat of terrorism to strategic installations across the country, reports The Times of India. The CISF provides security to a range of entities like Delhi Metro, airports and other establishments. Speaking at the 46th CISF Foundation Day on the compounds of the 5th Reserve Battalion in Indirapuram, Ghaziabad in Uttar Pradesh the Home Minister also said the force needed to conduct quarterly special security audits at important installations to analyze security shortcomings and steps needed to bolster it. Rajnath Singh said "Along with human lives, India's strategic installations are also targets of terrorist organizations. CISF needs to develop core competence to protect these installations from terrorist attacks. I believe CISF has both the strength and efficiency to handle this. In future, it will be a challenge for the force to provide foolproof security to these installations, because any minor error could lead to a huge loss for the country." "The force is now operating in Naxal-affected areas, as well as terrorist-afflicted spots of the country. It is now necessary that CISF conducts special security audits in important installations every four months, if not in three, to analyze its shortcomings. A decision on the system of audits should be taken by senior ranks in the force," Singh said. The Home Minister praised CISF for developing expertise in imparting anti-terror consultancy to government and non-government entities. "If CISF can properly market its anti-terror consultancy, there will be demand for it from several parts of the globe," he added.

According to a two year investigation report by US-based IT security firm, FireEye a Pakistani cyber firm, based at Islamabad, identified as Tranchulas has been found stealing information from Indian government and defence establishments, indiatvnews.com reports on March 11. The US security firm said, the findings revealing that India remains a vulnerable target for cyber attacks even after documents leaked by whistleblower Edward Snowden exposed widespread spying by US National Security Agency. According to FireEye, Tranchulas, which claims to have helped prepare Pakistani government for cyber warfare, bombarded officials in Indian government with emails containing malicious software. The firm used 'Sarabjit Singh', 'Devyani Khoragade', 'Salary hikes for government employees' in the subject line of the emails to lure officials into opening attachments containing the malware, which would then infect the computers and collect an assortment of data that it would send to the cyber attacker. A senior Indian intelligence official also confirmed Indian establishments were targets of cyber spying, but said the attackers could not be traced. "We have seen many such attacks targeting Indian government and defence establishments, but in cyber space it is very hard to ascertain the actual source." Manish Gupta, Senior Vice President at FireEye, stated, "They are essentially penetrating Indian government accounts to find out what the Indian government is up to”. He added, "They are also targeting defence organisations. Some of the things that could be important to them could be what kind of weapons does India have, where are these weapons deployed, how many people are deployed in these regions, what is the s organization structure, are there any military exercises planned."

The Union Ministry of Home Affairs (UMHA) has issued an advisory to the Jammu and Kashmir (J&K) Government asking them to keep a close watch on the activities of freed separatist leader Masarat Alam Bhat and his associates, reports India Today on March 13. The UMHA feels that Alam and his associates are detrimental to the public order and the unity and integrity of the country, particularly J&K. The J&K Government, following the advisory, has told the Centre that Alam's activities are under surveillance and legal action would be initiated against the separatist leader in case of any adverse activities. Revealing about the notice in Parliament on March 12, Union Home Minister (UHM) Rajnath Singh said the advisory also asks the state Government to vigorously pursue all the 27 criminal cases against Alam while taking steps to challenge the orders that granted him bail. "The state government has...informed that a proper system is in place to have an effective surveillance of Masarat Alam Bhat's activities. As and when anything adverse surfaces, appropriate action, as envisaged by law, will be taken," the Home Minister said. "The state government has informed us that all the cases against Alam will continue and that he was booked eight times since February 2010 under Section 8 of the Jammu and Kashmir Public Safety Act of 1978," Singh added. Meanwhile, Hurriyat Conference on March 12 warned that there could be "serious consequences" and only the "Government of India" would have to be blamed in the eventuality of any harm coming to separatist leader Masarat Alam Bhat, reports India Today. While accusing the "Indian government and Indian media" of projecting Alam as a "dangerous person", the Hurriyat said, both the government of India and Indian media has behaved irresponsibly. "Masarat sahib is a famous and respectable political leader of Kashmir and has not committed any crime in his lifetime," the Hurriyat statement said. The statement also attacked the National Investigation Agency (NIA) and said it has no "constitutional, legal and moral justification to interfere in the cases of Masarat Alam".

India told the UNSC that the main source of instability in Afghanistan is terrorism and not ethnic rivalries. Expressing concern over the security situation inside Afghanistan, India has cited UN Secretary General Ban Ki-moon's latest report which said the number of security incidents in Afghanistan was the second highest in 2014 after 2011 when al Qaeda leader Osama bin Laden was neutralised. The Secretary General's report "substantiates our view that it is terrorism, and not tribal differences or ethnic rivalries, which is the main source of insecurity and instability in Afghanistan," India's Ambassador to the UN Asoke Mukerji said at the Security Council debate on United Nations Assistance Mission for Afghanistan (UNAMA) on March 16. He said that the terrorist groups, including the LeT, are active despite efforts of the valiant personnel of the Afghan National Security Forces (ANSF) and the international coalition forces. "It is obvious that their activity cannot be sustained without systematic state support from beyond Afghanistan's borders," Mr Mukerji said adding that reports indicate these groups are mutating into more virulent forms, in a region already impacted by terrorism. "The Council must act against this threat with a sense of urgency," Mr Mukerji said. He said it is a critical decade of transformation for Afghanistan and reiterated India's commitment to "stay the course" in the war-ravaged country. "India is proud to call itself Afghanistan's first strategic partner. We share the Afghan people's vision of a strong, independent, united and prosperous state...India stands ready to do all that is possible within our capacities and our means, to work with the Afghan Government and its people, to realise this great vision," he added. Mr Mukerji stressed that completion of the task of government formation in Kabul as rapidly as possible is a priority to ensure that all ministries start functioning normally. He also expressed hope that the important political tasks of electoral reforms and organisation of a Constitutional Loya Jirga would be completed soon. UNSC extended UNAMA’s mandate till March 17, 2016. Unanimously adopting the resolution, the Council underscored the importance of sustainable democratic development in that country with all national institutions acting within their defined competence. Condemning all attacks targeting civilians, Afghan and international forces, the Council expressed strong concern over the recruitment and use of civilians by the Taliban and other violent and extremist groups.

Home Ministry officials revealed that at least 60 militants belonging to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) groups are being trained at terror launch pads across the border, waiting for an opportunity to sneak into Jammu and Kashmir, reports India Today on March 18. The officials said that according to intelligence inputs, the militants were looking for opportunities to enter India through both the International Border (IB) and the Line of Control (LoC). According to a Home Ministry statistics, there have been more than 175 infiltration attempts in Jammu and Kashmir in 2014. Around 560 incidents of ceasefire violation also have taken place along the LoC and the IB in 2014. In 2013, there were 354 cases of infiltration along the Indo-Pakistan border in which 56 militants were killed and 145 arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. In 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 arrested.

He added that he would take steps to ensure that tourists are able to visit Sunabeda Wildlife Sanctuary in Nuapada District without the fear of Maoists. Mishra, who went to Sunabeda village in a chopper, admitted that tourism was hit in the area due to increase in extremist activities in the past five years. The Maoists reportedly started spreading their base in Sunabeda in 2009. Since Chhattisgarh is close to Sunabeda, it became an added advantage for the Maoists. At present, the CRPF and Commando Battalion for Resolute Action (CoBRA) personnel have been deployed at Barkot, Jamgaon, Sunabeda and Soseng villages. Sources in the forest department also said the number of visitors has gone down owing to Maoist menace. The department recorded 22,000 footfalls between 2001 and 2005. The figure dipped to 2009 between 2006 and 2009. In 2010 and 2011, only 815 tourists visited the place. No tourist has visited the area since 2012.

The Communist Party of India-Maoist (CPI-Maoist) outfit is planning to form a new corridor to connect Jharkhand, Odisha and Chhattisgarh through the districts of Sambalpur and Deogarh, said Director General (DG) of Central Reserve Police Force (CRPF), Prakash Mishra on March 18, reports The New Indian Express. He further said “The CRPF is ready to foil any such attempt by the banned outfit.” Sambalpur and Deogarh districts are pivotal because of their strategic location and all efforts will be made to ensure that the Maoists cannot realise their plan of a corridor, added Mishra, who arrived in Sambalpur later in the day after reviewing anti-Maoist operations at Sunabeda wildlife sanctuary in Nuapada, which has become a hotbed of Maoists. “It will be easy to rein in the Maoists if they are denied setting up the corridor,” Mishra said, adding that there has been a reduction in the Maoist movement in Sundargarh, Deogarh and Sambalpur whereas it has increased in Boudh, Kandhamal and Angul districts. He said the CRPF personnel have succeeded in containing Maoist activity in Sunabeda sanctuary and are now concentrating on the border areas of Nuapada and Chhattisgarh, where the ultras are currently active. On CRPF deployment in the State, the CRPF DG said it would be rationalised and the personnel stationed in areas which have marked subdued Maoist activities would be moved to places where ultras are active. He said the CRPF was working in tandem with the State Police. During his visit to the Sunabeda sanctuary, Mishra attended a function organised by CRPF in Sunabeda village as a part of their Civic Action Programme.

Singh said, "Influence of Islamic State on the Indian youth is negligible as just a handful of Indian youth have joined the ISIS and some have also returned after being persuaded by their families. The failure of ISIS to attract Indian Muslims is due to the complete integration of Indian Muslims into the national mainstream. Indian Muslims are patriots and are not swayed by fundamentalist ideologies. India as a country is proud of all its diversity." Defence Minister Manohar Parrikar on March 21 said, the two back to back terror attacks in Jammu is an attempt by the militants to boost their morale which has come down due to the Army operations, reports Indian Express. “When the morale of the opponents are down, they make such attempts to boost it,” Parrikar said replying to questions about the attack by militants in Jammu and Kashmir. Stating that the IB has many “nallas”, he said at times it is difficult to man the area completely. The IB comes under the purview of the Border Security Force (BSF). Giving figures, Parrikar said that about 26 militants have been killed this year by the Army with only one loss from its side. Defence Minister Manohar Parrikar on March 22 said India was building good relations with its neighbours and at the same time increasing its strength, reports IBNLive. "I believe that I should have very good, strong relations with my neighbours and I am already exchanging a lot of joint exercises, discussions and training with neighbouring countries," Parrikar stated. "At least 38 countries are sending their defence personnel for training in India. We are encouraging them. We are giving them more slots. We are also considering supplying some sort of defence materials through export or through line of credit to the countries so that they can depend on India for their defence," he said. Parrikar said India also believes that the best defence was in being strong. "No one bothers about the weak, everyone takes the strong into consideration. We will build our position of strength and for which, as defence minister, we are initiating various action plans for creating a better or a higher moral security force," he said. He also added that Somali pirates were "shifting their location" towards India, but the country was watchful to deal with such threats, reports The Times of India. "Because their (shipping) lanes are heavily guarded, they have slightly moved to this side (30-40 nautical miles). They are still 450 nautical miles away from India," he stated. State Home Secretary L S Changsan told that the three camps in Goalpara, Silchar and Kokrajhar also house other foreigners who have been convicted by the judiciary on various counts of violation of the Passport Act and overstaying visa grants."There are two types of detainees in the camps. One category comprises those declared as illegal migrants by tribunals, and the other includes people convicted by the judiciary for various violations. The total number of detainees in the camps is 180, out of which 76 have been declared as illegal migrants by tribunals. The number was 68 last February [2014]," the Home Secretary said. Changsan said the number of detainees sent to detention camps by the judiciary is 104, of which 28 are Myanmarese and the rest are from Bangladesh.

While India did not officially protest against the Hurriyat leaders' meeting with Pakistani High Commissioner Abdul Basit, the government warned Islamabad that there is no scope for "misunderstanding or misrepresenting India's position on the role of the so-called Hurriyat''. This was after Basit said India had no objection to his meeting with the separatists as he urged the media not to turn a "non-issue into an issue''. Modi himself said in a letter to Sharif that it is his firm conviction that all outstanding disputes could be resolved through bilateral dialogue in an atmosphere free from terror and violence. He wrote to Sharif to convey his good wishes on Pakistan Day. In India, the separatists, led by Mirwaiz Umer Farooq, met Basit at the High Commission in New Delhi for the event. After Basit mentioned to a TV reporter that India had not objected to the meeting, India reacted by saying that it could speak for itself. Hussain informed the House that eight militant organizations are active in the state as on date – IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) , Independent faction of United Liberation Front of Asom (ULFA-I), Karbi People’s Liberation Tigers (KPLT), Kamatapur Liberation organisation (KLO), Harkat-ul Mujahideen (HuM-Assam unit), Muslim United Liberation Tigers of Assam (MULTA), Communist Party of India-Maoist (CPI-Maoist) and Jama'atul Mujahideen Bangladesh (JMB) As many as 13 militant groups have declared Suspension of Operation which include Pro Talks Faction of NDFB (NDFB-PTF), Ranjan Daimary faction of NDFB (NDFB-RD), Pro Talks Faction of ULFA (ULFA-PTF), All Adivasi National Liberation army (AANLA) etc. Among the eight active organizations, NDFB-IKS has about 250-270 cadres, followed by ULFA-I with 240 cadres and MULTA with 140 cadres. The remaining five outfits have cadre strength ranging from 70 to 20. As many as 6082 violent incidents have been perpetrated by these eight active outfits in the state since 1991 to present, of which ULFA has carried out highest 3632 incidents, followed by NDFB with 2231 incidents. As many as 2059 arms have been recovered from these eight outfits since 1991, of which 1376 belonged to ULFA and 561 to NDFB. No arms belonging to JMB have been recovered yet. Hussain further informed that as many as 19, 939 leaders and cadres of these eight outfits have been arrested since 1991 till date, with the ULFA accounting for the highest number (14982) of arrests, followed by NDFB’s 4059. No cadre or leader of HuM has been arrested yet.

Furnishing a written reply to a query in the State Assembly, Chief Minister Naveen Patnaik said “During the last five years, more than 300 persons have joined the mainstream in Odisha by shunning violence. Out of them, more than 170 persons have benefitted in accordance with the ‘Surrender and Rehabilitation’ scheme.” Under ‘Surrender and Rehabilitation’ scheme, surrendered LWEs are entitled to financial assistance up to INR 2,50,000, payment up to INR 25,000 for surrender with weapons and cash at the rate of 0.4 decimal of homestead land. The Odisha Government also provides house building grant at the rate of Indira Awas Yojna to LWEs who give up arms. A screening committee after careful scrutiny of each case recommends rehabilitation of LWEs, the Chief Minister said. He, however, declined to reveal the names of LWEs rehabilitated under the scheme citing security reasons. The Odisha Government has claimed that the LWEs situation has been gradually improving in the State. Not a single security personnel involved in counter-Maoism operations was killed in 2014. In the last three years, there was relatively low level of violence in Odisha. During this period, 66 civilians and 26 security persons lost their lives in 254 Maoist incidents. In comparison to this, 2009, 2010 and 2011 witnessed 377 LWE-related violent incidents in which 109 general public and 71 security personnel were killed by the extremists. Commenting on civilian killings, he said “The Odisha Government has created specialised forces and upgraded intelligence and security infrastructure in naxal-affected areas to effectively deal with naxal activities and secure the safety and security of people.” “Preventive area domination operations and anti-naxal operations are regularly done in the naxal-affected areas in co-ordination with Central Armed Police Forces deployed in Odisha as well as security agencies of the bordering LWE affected States,” the Chief Minister pointed out.

Taking part in the discussion on expenditure of Home Department, the CM said, "There has been substantial improvement in the overall containment of Maoist situation in State. The intensity of Maoist activity is on the decline." He added there was improvement in the situation in districts such as Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh, Sundargarh and Nayagarh in 2014. He said 99 rebels surrendered in the State in 2014 while Police arrested 71. Chasi Mulia Adivasi Sangh (CMAS) leader Nachika Linga surrendered last year (2014) while most-wanted Sabyasachi Panda was arrested. A record 143 weapons, including 34 advanced weapons, were recovered from the rebels. He further said situation still remains sensitive in Malkangiri, Koraput, Nuapada, Kalahandi and Balangir. Stating that connectivity plays an important role in restricting Left-Wing Extremism (LWE), he said the government is planning to install 253 mobile towers in the LWE-affected Districts. The white paper said six Maoists were killed in 76 Maoist-related incidents last year (2014). However, Opposition political parties contested the government claim. Meanwhile, the CM Patnaik further informed the State Assembly that three years (2009, 2010 and 2011) witnessed a total 377 Maoist violence cases in which 109 general public and 71 security personnel were killed by the extremists, reports The Hindu on March 31. Similarly, during 2012, 2013 and 2014, the State suffered loss of lives of 66 civilians and 26 security persons. Further, five years after announcing to provide homestead land to next-of-kin of the State Police personnel killed in anti-Maoist operations, the Odisha Government finally spelt out modalities of transferring such land, reports The Hindu on March 31. In 2010, the State Government had declared that next-of-kin of the State Police personnel who die while discharging their duties in anti-Maoist operations would be allotted up to 0.04 acre of government land in an urban area or 0.10 acre of government land in a rural area free of premium for homestead purpose under the provisions of the Government Grants Act, 1895.

Indian Union Home Minister (UHM) Rajnath Singh, on a two-day visit to West Bengal, surveyed the India-Bangladesh border and visited border enclaves in Cooch Behar District on March 31, reports Gulf News. Besides holding talks with officers of the Border Security Force (BSF) and the Border Guard Bangladesh (BGB), the UHM said a letter to the West Bengal government has been sent for acquiring land for fencing parts of the border that remain unfenced. “It was a cordial meet with BSF and BGB officers. Besides visiting the border, the visit was also to inquire about the problems that our BSF personnel may have. I was here also to look into how the border area development works is progressing,” Singh commented. State Agriculture Minister Rakibul Hussain, on behalf of Chief Minister Tarun Gogoi, informed the house in a written reply that the UC has seized 78 assorted weapons belonging to NDFB-IKS, which include 13 AK-56 rifles, five AK-47 rifles, an SLR, an M16 rifle, a Chinese rifle, an M22 rifle, a .303 rifle, an AK semi-automatic rifle, three HK33 rifles and an INSAS rifle. The findings also include two M20 pistol, 16 7.65 mm pistols, four 7.62 pistols, two .22 pistols, one Mark 30 pistol, nine 9mm pistols, three 65 mm pistols and seven handmade guns. Hussain said three of the NDFB-IKS cadres have been nabbed in Kerala and another three in Nagaland. "At present, there are just a few NDFB-IKS militants at large and the search is on, inside and outside the state," the Minister added. The UC is also simultaneously searching for illegal weapons in the Bodo areas and has recovered 21 such assorted weapons, 168 rounds of ammunition, six grenades, seven detonators and two crude bombs from cadres of various other outfits in and around Bodoland Territorial Area District (BTAD).

Government of India (GoI) has released INR 47 million to the Mizoram Government as initial expenses for repatriation of over 3,000 Bru families, who were still lodged in the six relief camps in North Tripura District, reports The Assam Tribune on April 1. State Additional Secretary for Home Lalbiakzama said the State Government has prepared Road Map-IV for resumption of Bru repatriation for which proposal for expenditure amounting to over INR 670 million was submitted to the Ministry of Home Affairs (MHA). Earlier, State Home Minister R Lalzirliana informed the State Assembly that “According to the census conducted by the Bru Coordination Committee on August 30, 2010 in the six relief camps, which was submitted to the State Government, there were 29,625 people comprising 5,481 families in the relief camps,”. He also added that there were 11,014 Bru names in the State voters’ lists enlisted as those remaining in the relief camps. The Telegraph further adds that Mizoram government spokesman on April 1 stated that repatriation and rehabilitation would be carried out in several phases within six months as soon as GoI makes available funds necessary for the process and added that INR 1.25,000 would be required per refugee.

The Jammu and Kashmir government on April 1 said ten sarpanches (head of village level local self government) have been killed and three injured by militants in the Valley in the last four years while 20 resigned following threats from militant outfits, reports The Times of India. In a written reply in the state Assembly, Minister for Rural Development and Panchayati Raj, Abdul Haq Khan also said that the state government was sensitive to the issue of safety of panchayat (village level local self government institution) representatives in Kashmir and was taking various measures to instill confidence in them. "Six sarpanches were killed and three injured in Baramulla District, while three were killed and two injured in Pulwama. One sarpanch was killed and one injured in Shopian," Khan informed the House. Besides, the minister said one panch (village council member) was killed and two others were injured. "In 12 Districts of Kashmir, 20 sarpanches and 128 panches have resigned for reasons including threats from militants," he added. On steps being taken by the government to create a sense of security among sarpanches and panchayat members, Khan said, "The measures being taken include strengthening the security grid, sanitization of vulnerable areas and working out proper security assessment of panchayat members to provide them security cover, if needed." He said the government has also been ensuring close coordination and synergy among different agencies on a regular basis, besides intensifying night patrolling by security personnel and area domination in vulnerable areas. "Regular meetings with sarpanches and panches at District, sub-division and Police Station levels have been organised to boost their level of confidence. Telephone and mobile numbers of police control rooms have also been provided to panchayat representatives for assistance as and when needed," he said. Besides these steps, Khan said the elected panchayat representatives have been provided a life insurance cover with full premium amount to be paid by the state government.

The Maharashtra state legislature on April 1 expressed concern over the sharp rise in the number of cybercrime cases in the state and law enforcement agencies' inability to bring the crooks to book, reports dnaindia.com. Chief Minister (CM) Devendra Fadnavis, who has the charge of Home Department, told the Lower House (Vidhan Sabha) that Maharashtra had registered 3,633 cases of online frauds in the past two years, but was yet to see any conviction. The CM said that while 937 cybercrime cases were registered in 2013, the number rose to 2,696 in 2014. The CM said cybercrime has become a big menace not just in the state, but also across the country. The state will rope in Nasscom to set up a 'Cyber Force' comprising 1,000 qualified professionals, who will be posted in cybercrime labs at district level. These trained personnel, the CM said, will help cops crack crimes in the world of internet and ensure conviction of the criminals. A branch of the Computer Emergency Response Team (CERT) will also be set up in the state, said Fadnavis.

He said the counter terror units of various states and national probe agencies were in Nalgonda to probe the case. The duo, along with their accomplices, were involved in a series of crimes across various states since 2009. In 2009, they killed Pramod Tiwari, a Bharatiya Janata Party (BJP) leader of Khandwa in Madhya Pradesh. They were arrested in 2011. After their escape from jail, they robbed Jharsiguda Gramina bank in Odisha in December 2013, State Bank of India (SBI) Choppadandy branch in Karim Nagar in Telangana and escaped with INR 46,00,000 in February 2014, was responsible for the bomb blast in front of Faraskhana Police Station in Pune (Maharashtra) in July 2014, another bomb blast at Bijnor in Uttar Pradesh in October 2014, robbed Mini-Muthoot office in Medak District in Telangana and escaped with 3.2 kilogram gold in October 2014 and robbed a branch of HDFC Bank in Lucknow (Uttar Pradesh) in February 2015.

Speaking to The Hindu on the way back to Bastar after his leave was cancelled, Kalluri maintained that it was “a standalone STF operation” without any participation of the District police or the Central Reserve Police Force (CRPF). “Platoon Commander Shankara Rao had called Sub Divisional Police Officer Dornapal that night, who asked him to speak to the SP. The SP did not have any discussion with Shankara Rao before he left for the operation,” claimed Kalluri. Additional Director General of Police, R.K.Vij who is in charge of the STF, however said that there was “some discussion” between Sukma SP D. Srawan and Shankara Rao before the operation. “But there will be an inquiry into this and we will look into it,” Mr.Vij added. Further, speaking to a local TV channel at a Jagdalpur hospital, Ranjeet Kumar, a trooper who was wounded in the encounter, said, “We were attacked thrice even after running for over two kilometres. They [Maoists] must have been more than 400 and the ambush was spread over three kilometres.”

The international border with Myanmar is being guarded by the Assam Rifles (AR) since 2002 as a part of the one border one force strategy of the Government of India (GoI). However, it is often reported that majority of the Assam Rifles camps are located deep inside Indian Territory and the deployment of the force could not check the movement of militants and other anti-national elements. Though there were some discussions about entrusting the Border Security Force (BSF) with the responsibility of guarding the border with Myanmar, the final decision in this regard is yet to be taken. Joint Secretary (North-East) of MHA Sambhu Singh stated that AR has sought to increase its strength with induction of new battalions so that more dedicated forces can be deployed along the border with Myanmar. MHA official also added that it may not be possible to construct fencing all along the border with Myanmar because of the terrain. But the Government may go for construction of fencing in the areas where such construction is feasible. He also added that so far, the Government of Myanmar is yet to take strong action to evict the camps of the militants from the territory of that country. According to an estimate, the total strength of Indian militants in Myanmar should be around 2,000.

These complaints are being received by hand as well as through post or e-mails and are generally related to social networking sites like Facebook, Twitter, Youtube besides fake e-mail IDs, hacking of websites, e-mail accounts, credit card frauds, internet banking, frauds, abusive, defamatory or threatening e-mails and Nigerian 419 scam," said Joint Commissioner of Police (Crime) Ravindra Yadav. According to Police data, it registered 226 cases under Information Technology Act (IT Act) in 2014. The cases have doubled in the last four years as only 99 cases were registered in 2011. Inaugurating the Town Police Station in Phulbani in Kandhamal District, Marik said Maoist groups are aiding the villagers in cultivation of ganja in rural pockets of the District with an aim to increase their hold over the area. Since the contraband is cultivated in large areas, it is not possible to destroy it manually. It has been decided to uproot the illegally cultivated ganja with the help of machines, said Marik.

A press release from Sukhdev Konde, the secretary of the North Bastar Divisional Committee of the CPI-Maoist, termed the strike on the Border Security Force (BSF) camp on April 12 in Chhote Betiya village of Kanker District as an “audacious attack.” “The attack was in response to the government’s plan to put up a carpet of camps across Bastar. Sixteen new camps have come up in Bastar in the last six months. But the main aim of this plan is to snatch water, land and forests from the tribals,” said Konde while admitting that Maoist leader Dasmen Salam alias Vikas was killed in the attack which also resulted in the death of a BSF head constable.

The arrest of a top Jama'atul Mujahideen Bangladesh (JMB) militant, Ibrahim Sheikh on April 18 in connection with the October 2, 2014 Bardhaman blast case in West Bengal has prompted the state intelligence department to begin investigation into JMB network in Jharkhand, The Times of India reports on April 21. "The arrest of Ibrahim Sheikh in Pakur has further corroborated reports that JMB is trying to expand its network in the state. In January, a JMB terrorist was arrested from Sahebganj," Jharkhand Police Spokesperson S N Pradhan stated on April 20. Both Pakur and Sahebganj are Muslim-dominated districts in the northeastern part of Jharkhand where West Bengal's chicken neck separates them from Bangladesh. "The demography and geography work to their (the terrorist's) advantage. The culture is almost the same and they manage to brainwash the youth," a police officer said. "Ibrahim was wanted in the Bardhaman blast case and NIA (National Investigation Agency) had an arrest warrant against him. We want to interrogate him to know how deep JMB has managed to penetrate into Jharkhand," Pakur Superintendent of Police (SP) Anoop Birthary said. The arrest has also called for scrutiny of madrasas (Islamic Seminary) in Santhal Pargana, particularly Pakur and Sahebganj Districts. Ibrahim, told Police during interrogation that he recruited young men for JMB during his visits to madrasas and mosques in Sahebganj and Pakur. NIA has also zeroed in on the madrasas as evident from several visits of Sahebganj, Pakur and other Districts. "The prevailing porous international border between Bangladesh and parts of Santhal Pargana and neighboring Bengal coupled with the cultural and language similarity provide anti-national elements ample opportunity to sneak into the area and operate," said a senior Police official preferring anonymity.

A Communist Party of India-Maoist (CPI-Maoist) cadre, who had surrendered soon after the April 11 gun battle between Special Task Force (STF) and Maoists at Pidmal village in Sukma District, on April 21 claimed that 35 Maoists were killed and 15 injured in the retaliatory gun-battle, reports The Times of India. Janmilitia Commander of CPI-Maoist Sori Rama alias Kanna Karigundam said in a statement to Police that the dead Maoists included battalion ‘deputy commander’ Situ and Konta ‘area committee secretary’ Arjun. The duo was among the three seniors who planned the attack. Sori's job was to patrol between Pidmal and Dabbakonta camps along with seven other members. "There were around 250 Maoists including 20-25 women comrades," he added. Sori said that Maoist ‘commander’ Nagesh, who was among leaders of the operation, was heard saying that 35 comrades were killed and it was a big loss. Sori added that Nagesh had also mentioned that this information shouldn't be leaked before Police, public or government. A day earlier, Maoists, through a press statement, condemned Police's claim of killing more than 20 rebels. South Bastar divisional committee of the rebels had taken responsibility of the attack. "Police officers had to run for their lives for more than 10km till Kankerlanka," the release stated. Additional Director General (ADG) (anti-Maoist operation) RK Vij said, "Sori voluntarily surrendered before police soon after the attack. He told police that he was terrified after seeing so many deaths and the risk he carried to his life, which drove him to escape the Maoist movement. He surrendered without any weapons."
