Jammu and Kashmir Chief Minister Farooq Abdullah stated in the State Assembly, now in session, that terrorism has ruined the State’s economy. Stating that because of Pakistan-sponsored terrorism tourism had sunk, industry had suffered and unemployment had increased in the State, the Chief Minister said that the American President should advise Pakistan, during his forthcoming visit to that country, to stop sponsoring terrorism. If Pakistan didn’t, it should be declared a terrorist state, Abdullah added. The Chief Minister informed the House that the State Police had acquired a ‘new punch’ with expansion and modernization, and that coordination between various agencies had improved. He expressed satisfaction with the functioning of the Unified Command. Besides, two border-belt police battalions were being raised and work on fencing the international border to curb infiltration by terrorists was progressing, the Chief Minister stated.

Chief Minister Prafulla Kumar Mahanta categorically stated that as long as Indian insurgent groups were granted safe passage and bases by neighbouring countries––Bhutan, Bangladesh and Mayanmar––it would be difficult to root out militancy in the affected regions. He had expressed serious concern at the nexus between Pakistan’s Inter Service Intelligence (ISI) and militants in India’s Northeast and added that this had to be destroyed in order to contain the activities of the insurgents in the region. Mahanta reiterated his government’s commitment to resolving the problem through dialogue and had assured the ULFA leadership that they would be provided security if they came for negotiations.

The Minister defended his government's hammering out a deal with the hijackers, in which Kashmiri militants held in Indian prisons were set free. He maintained that ISI operatives have launched a three-pronged strategic attack in the region—training and supply of arms to the militants, disturbing the communal harmony and masterminding the subversive activities including blasts in oil pipelines, rail links and passenger trains.

Replying to a question in the State Assembly on March 17, Manipur Chief Minister W Nipamacha Singh said that the government will consider the possibility of announcing a cease-fire in the State so as to bring all the 19 insurgent groups operating in the State to the negotiating table. He, however, added that the process would take time as the groundwork for the cease-fire was yet to be done. Nipamacha Singh also disclosed that an informal meeting with the Mizoram Chief Minister has been held “to contain the insurgency movement in the State” He added that the Assam Chief Minister will also be approached soon for coordinating anti-insurgency operations. Answering a barrage of questions Nipamacha Singh asserted that the process for negotiation would take sometime as the number of insurgent groups in the State was quite large. He revealed that despite government feelers, none of the groups had so far responded. According to him, there are about 12 insurgent groups in the hills and eight insurgent groups in the Valley with a total membership of about 3,720 which include: PLA/RPF (2000 cadres) UNLF (1000) KCP (100) PREPAK (300) KYKL (O) – 170 KYKL (T) – 50 PULF (50) NEMF (50)

United States' President Bill Clinton, now on a tour of South Asia, expressed outrage at "the brutal attack in Kashmir", on March 20, in which 36 Sikhs were massacred. Clinton said that it highlighted "the tremendous suffering this conflict has caused India, and went on to add that "the violence must end". Speaking after signing a declaration of common goals with Indian Prime Minister Atal Bihari Vajpayee, Clinton said he would discuss terrorism in Islamabad during his upcoming visit there on March 25 and will urge Pakistan to respect the cease-fire line with India. The President also met the family of Ripen Katyal, the hostage killed during the IC 814 hijack crisis. He is reported to have assured the family that a search for the hijackers is on and they would be nabbed and brought to justice soon. Meanwhile, Vajpayee termed the massacre of Sikhs, for which no one claimed responsibility so far and is the first of its kind in the 10-year old insurgency in Jammu and Kashmir.––an act of "ethnic cleansing." "We have the means and the will to eliminate this menace," Vajpayee said. Indian army officers had warned they expected a major operation by militants during Clinton's visit to focus attention on the Kashmir dispute. The attack also reinforced India's assertion that it is being victimized by international terrorism in Kashmir and Washington Indian Home Minister L K Advani squarely blamed the militants. It was not a "random kind of killing. It was a deliberate design," Advani told reporters after taking part in Clinton's arrival ceremony at the presidential mansion.

Advani and attended by Chief Ministers of States affected by Leftwing extremism–– Andhra Pradesh, Madhya Pradesh, Maharashtra, Orissa and the Chief Minister’s representative from Bihar––it was decided to set up a Joint Operational Centre or Command as prelude to stepping up the fight against Leftwing extremist violence. The precise shape and composition of the proposed Centre would be worked out. It is expected to be an improvement on the Joint Coordination Centre set up in June 1998, and would serve as an intelligence-cum-action agency. Indirectly admitting that the Coordination Centre had not been very effective, Advani said it has now been decided to ‘go beyond’ mere coordination and set up a more cohesive agency in the form of a Joint Operational Centre/Command. He also said that a “uniform strategy” by the affected States was necessary to fight extremism. The States could even consider banning some of the extremist outfits in their areas of operation. Andhra Pradesh had already done it. Advani also favoured a ‘viable surrender policy’ for extremists to encourage the misguided youth to return to the mainstream; a sustained propaganda against Naxalite violence to counter the extremists’ claim that they were fighting for a cause. Naxalites of today were ‘bereft of ideology and idealism, Advani argued and pleaded for a campaign of ‘political education in order to “expose” them.

The National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on April 5 has raised its reservations on the ongoing talks between the government and the NSCN (Khaplang) faction. While a clear objection was not forthcoming in the remarks of the outfit's steering committee convenor, it appears that the NSCN-IM has taken objection to the government's inclusions of other factions in the peace process. Taking a different view, the Nagaland Chief Minister SC Jamir reiterated that the State government has an important role to play in the peace process by bringing all the factions involved in the conflict to the negotiating table. He also asserted the need to involve the local Naga population through their elected representatives rather than giving undue importance to organisations, which lacked an electoral mandate.

The Chief Minister P K Mahanta in the State Assembly presented a 16-page statement on the involvement of Pakistan’s Inter Services Intelligence (ISI) in Assam’s militancy on April 6. The statement included a photocopy of the United Liberation Front of Assam's (ULFA) Commander-in-Chief, Paresh Baruah’s fake Bangladesh passport obtained with the help of an official of the Pakistan High Commission in Dhaka. Another photocopy of a letter written by a Pakistan High Commission official in Delhi, requesting ULFA's chief to obtain Rs. 3 lakhs from the Harkat-ul-Mujahideen chief was also included in the statement. According to the Chief Minister who spoke in the Assembly, the ISI had a six-fold objective: promoting indiscriminate violence in the state by providing support to local militant outfits; creating new militant outfits for instigating violence between ethnic and religious groups; supplying sophisticated arms and explosives to various terrorist groups; causing damage to oil pipelines and other vital installations and communication lines; promoting fundamentalism and militancy among local Muslim youth by preaching ‘jehad’; and carrying on an inflammatory propaganda to heighten communal tension between Hindus and Muslims. The Chief Minister added that the police had arrested 101 Muslim United Liberation Tigers of Assam (MULTA) activists and 60 persons belonging to other outfits during 1998 and 1999. He provided details of 17 arrested Muslim militants along with their photographs and gave details of their stay in Bangladesh and Pakistan and the type and quantity of explosives brought by them. Police have also seized audiocassettes of “highly inflammatory and communally sensitive” speeches by Maulana Masood Azhar (the terrorist released during the IC 814-hijack incident).

Similarly additional build up in large number is being reported opposite the Line of Control in the Jammu and Ladakh regions. The JWG also expressed support for a comprehensive United Nations Convention on Terrorism and hoped that there would soon be an international consensus on the text of the proposed convention in the Sixth Committee of the U.N. The joint statement stated that the two countries had "shared interests in strengthening a regime to counter international terrorism'' and agreed to enhance the effectiveness of bilateral cooperation and international efforts to counter terrorism worldwide. He accused Islamabad with being disinclined to support a peace initiative. Clarifying on the possibility of resumption of negotiations between the Government and the terrorists he said "the factors which impelled Hizbul Mujahideen to give a call for a cease-fire are still operating....They (militants) have to make up their mind on which way to go". Jammu and Kashmir Chief Minister, on October 31, announced that the State government had accepted the reports of the Inquiry Commissions into the Brakpora and Pahalgam incidents in the State while the Justice Pandian Commission which enquired into the Brakpora firing incident has been asked to inquire into two events that preceded the Brakpora firing namely the Chattisinghpora massacre and the Pathribal "encounter". In the Brakpora incident, several civilians who were part of a protest group were killed in firing by security forces. The incident was investigated by the Justice (retired) Pandian Commission. In the Pahalgam incident, several civilians who were part of a pilgrim group, were killed when two terrorists opened fire on the group and security forces escorting the group retaliated with indiscriminate firing. This incident was investigated by a senior army officer, Lt. Gen. J R Mukherjee. The Chief Minister confirmed earlier news reports citing unofficial sources which said that the Justice Pandian Commission had held personnel of the Central Reserve Police Force and the State police guilty of unjustified and unprovoked firing on a peaceful procession. The Chief Minister also added that the Lt. Gen. J R Mukherjee Commission had held personnel of the CRPF and the State police guilty of "excessive firing" and "dereliction of duty" respectively. He announced that legal action is being taken against personnel indicted in the two incidents. Clarifying on the issue of the then district police of Anantnag district, Farooq Khan, who is currently under suspension but has been absolved of any responsibility by the Pandian Commission, the Chief Minister held that the officer would be reinstated only if the proposed enquiries into the Chattisinghpora massacre and Patribhal 'encounter' absolve him of any guilt. He claimed that this was so since the complaints of the locals in Anantnag district implied that Chittisinghpura, Pathribal and Brakpora were "links of the same chain". Farooq Khan has was the District Police chief when the Chittisinghpura, Pathribal incidents occurred. Referring to the abstracts of the report on the Pahalgam shooting, the Chief Minister announced that one CRPF official and three J&K Police officials were among those who had been identified and indicted by the Inquiry Commission. He added that, on the recommendations of the Committee, the State Government would constitute a committee of top-level bureaucrats to ensure the best possible security and other related arrangements for the Amarnath pilgrims. He said that all recommendations would be implemented so that incidents like that of August 1, 2000, did not occur in future.

A delayed report said that a security force personnel was killed during an encounter at Chili, Doda district, on November 18. The Prime Minister's statement, released on November 19, said security forces in the State have been directed not to initiate combat operations against terrorists. This cessation of operations, which came into effect on November 19, is to continue for the period of Ramadhan (28 days, starting from November 26), the holiest month in the Islamic calendar. The Prime Minister, in the statement, added that he hoped "our gesture will be fully appreciated and all violence in the State and infiltration across the Line of Control and the International Border will cease and peace prevail." The statement came after the Cabinet Committee on Security Affairs reportedly deliberated on the issue and the J&K Chief Minister Farooq Abdullah was consulted by the Prime Minister earlier in the day.

He also warned that the Kashmir issue could push Pakistan and India to a nuclear war. As reported earlier, the Hizb had declared a three-month unilateral cease-fire on July 24, 2000 and later withdrew it prematurely on August 8, 2000 after insisting that Pakistan be involved in the talks on Kashmir issue. The Hizb-ul-Mujahideen has indicated that the outfit would react 'positively' to the short-term cease-fire announcement by New Delhi, provided India recognises Kashmir as a 'dispute' and agrees to tripartite negotiations for its solution. This was stated by a Hizb spokesperson on November 20. The spokesperson also said that India was trying to exclude Pakistan from any negotiations for a solution of the Kashmir issue. Asked to comment on the Indian response, the spokesman said "it was predictable as New Delhi has so far consistently rejected all efforts for a negotiated, just and durable solution of the Kashmir dispute". Sattar added, the Kashmir issue could not be solved through a cease-fire. Meanwhile, the Jamaat-e-Islami (JI) said that the Indian cease-fire offer on the eve of Ramzan was only a deception. The chief of the JI, Qazi Hussain, on November 21 asked Pakistan-based terrorist outfits "to see through this deception of the Indian rulers". He added that efforts for a peaceful settlement to the Kashmir issue would not bear any results unless India made serious efforts to implement the United Nations Security Council resolutions after recognizing Kashmir as a 'disputed issue'. The Premier of Pakistan Occupied Kashmir (PoK), Sultan Mohammed Chaudhry, separately called upon India to hold tripartite talks for a peaceful solution to the Kashmir issue. He said this on November 21 in Muzaffarabad. Another terrorist group, the Lashkar-e-Toiba (LeT) has asked the various terrorist outfits not to 'depend' on the United Nations (UN) for a solution to the Kashmir issue. The chief of the LeT, Mohammed Syed indicated this in Hafizabad on November 20. He also added that the UN has failed in its attempts to find a solution to the Kashmir issue. In a cautious response, the All Parties Hurriyat Conference (APHC) indicated that not much must be expected from the Indian cease-fire offer. The Pakistani daily Dawn quoting Hurriyat leader Syed Ali Shah Gilani after a special meeting of the group said that durable peace and not a cease-fire is the solution to the Kashmir issue.
