According to The Hindu, at least 12 Pakistan nationals are wanted for their alleged involvement in funding and assisting the perpetrators of November 26 multiple terrorist attacks in Mumbai, a senior Police official said in Mumbai on January 1. Mohammed Ajmal Amir Iman alias Kasab, the lone terrorist arrested during the attack, had revealed that around 12 Pakistani nationals had assisted, financed and communicated with the terrorists during the three-day operation, Rakesh Maria, Joint Commissioner of Police (Crime), said, adding “We have their names. We are examining the role of each person.”

National Democratic Front of Bodoland (NDFB) expelled its founder president, Ranjan Daimary alias D.R. Nabla, days after replacing him with B. Sungthgra alias Dhiren Boro as its new chief, according to Telegraph. The new NDFB president, Sungthgra, criticising the alleged involvement of Daimary in the October 30 serial bomb blasts in Assam, said on January 1 that the NDFB would have no truck with the former chief and his accomplices. “The NDFB, in a unanimous decision of the national council, has expelled D.R. Nabla and his associates with immediate effect as a disciplinary action,” he stated. “We are shocked and surprised that Mr. D.R. Nabla alias Ranjan Daimary, as per the statement of Ajay Basumatary, who has been recently arrested along with three others in Goalpara district, is proved to be directly involved in a series of bomb blasts in Assam on October 30 where many innocent civilians were brutally killed without any reason. The killing was inhuman and unfortunate which reveals nothing but his love for sadism. He not only committed crimes against humanity but also violated the ceasefire which he himself declared unilaterally on October 8, 2004. The act is undoubtedly an act of terrorism and can never be part of revolutionary struggle,” the NDFB statement said, according to The Hindu. The expulsion came a day after the cease-fire between the NDFB and the Centre expired.

Bhagwat, said while launching a special programme to encourage surrender of the left-wing extremists that some 159 left-wing extremists, including 60 Communist Party of India-Maoist (CPI-Maoist) commanders and squad members, were arrested in the District during 2008, The Hindu reported. 42 left-wing extremists, including eight underground activists of the rank of the District and zonal secretaries and three dalam commanders and 29 dalam cadres, were among those who surrendered in 2008, he said, adding, the Praja Pratighatana faction of the CPI-ML accounted for the highest number of 28 surrenders and 56 arrests and the Godavariloya sub-faction of the Praja Pratightana faction of the CPI-ML was more or less non-existent with the surrender of some important members on December 31.

After the October 30, 2008-serial blasts, Security Forces (SFs) had indicated that they had information about possible attacks. In December 2008, the Unified Command structure said it had inputs about “subversive activities” in December 2008 and January 2009. Assam Chief Minister Tarun Gogoi, while visiting the bomb blast site at Bhangagarh area, admitted that it was a failure on the part of the SFs. The Chief Minister, however, mentioned that it was really difficult to think that someone could plant a bomb in a small shop. “All we have to do now is improve our intelligence network and for this we will need the support of the people,” he said.

"We have decided to convert State Police's third battalion into an Anti-Terrorism Squad (ATS) that will be purely used to tackle terror attacks," he said, adding, "The ATS commandos will be kept ready purely for anti-terror operations and to be employed in operations against Maoists only in emergency cases." The DGP also said that the ATS commandos, selected from Policemen below 30 years, will be given "tough training in a phased manner in the State, and then the central Government will be requested to arrange their highly specialised commando training".

According to Telegraph, Assam Home Department said that the State Government had pointed out to Union Government that several outfits, including ULFA, All Adivasi National Liberation Army (AANLA) and Black Widow (BW), were taking refuge in the camps of the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland - Khaplang (NSCN-K) in the neighbouring State of Nagaland. While some senior ULFA cadres were carrying out their activities from NSCN-K camps, militants belonging to the other two outfits were being hosted by the NSCN-IM in its camps. “However, given that the government is in a ceasefire with the two Naga outfits, it is Delhi’s responsibility to ensure that their camps are not misused,” a source said.

Narasimhan, said on January 5 that the State Government would set up an Anti-Terrorism Squad (ATS) and also take a slew of other measures to strengthen the security apparatus to effectively fight terror and the Maoist threat, Zee News reported. Addressing the first session of the newly-elected State Legislative Assembly, he termed terrorism and left-wing extremism as the worst internal security problems being faced by the country today. He also said the proposed ATS, which would consist of highly trained commandos, would be deployed at the State as well as the District headquarters. He also said the State Government had decided to convert a Chhattisgarh Armed Forces battalion into a Commando unit. Narasimhan said the Government would also establish Anti-Terrorist Control Rooms and Analysis Group at the State and District headquarters to compile, analyse and share information relating to terror elements with the Security Forces of neighbouring States and Central agencies.

"We are aware that SIMI and other terrorist organisations associated with it are secretly trying to entrench themselves in Chhattisgarh and top operatives of these organisations have made confidential visits to the state's big cities like Raipur, Durg and Bilaspur in past few years," Singh said. Although no terror attack has been executed in Chhattisgarh so far, Raman Singh informed at the meeting that the State Government has decided to convert one battalion of Chhattisgarh Armed Force (CAF) into a Commando Battalion for countering such attacks in urban areas. Addressing the Chief Ministers’ conference on internal security in New Delhi on January 6, the Tripura Chief Minister Manik Sarkar said that insurgent groups have been using Bangladesh as a safe haven to carry out militant activities in the Northeast, according to Sentinel. “We have been giving definite information about the existence of terror infrastructure in Bangladesh, details of cross border movement of these groups and their training with the ISI [Inter-Services Intelligence]”, said the Chief Minister. “Sealing of border effectively is of prime importance to prevent cross border movement of insurgents. Arrangements like flood lighting, speedy completion of barbed wire fencing and strengthening of BSF [Border Security Force] along the border should be accorded highest priority”, he mentioned. “It is experienced that in few areas, the fencing could not be taken up due to trouble created by some groups having vested interests”, he pointed out. “People should rise above their narrow interests and assist in expediting the ongoing work of barbed wire fencing as it will greatly help in reducing the incidence of cross border movements”, he said.

Addressing the conference of chief ministers in New Delhi on January 6, Chief Minister Nitish Kumar said that a INR 2.91 billion proposal for modernizing the Police in Bihar was submitted to the 13th Finance Commission recently but the Centre was not releasing funds as the previous State Government had not submitted utilization certificates for four years from 2001. Nitish Kumar said his Government would appoint 13,000 constables and Assistant Sub Inspector to increase the Police-population ratio in Bihar. Times of India reported that the Bihar Government has also sanctioned a sum of INR 70 million from the Bihar Contingency Fund to be spent on acquisition of 133.28 acres of land meant for the Bihar Police Academy. Two battalions of Bihar Military Police (BMP) would be raised in Bettiah (BMP-15) and Saharsa (BMP-12) for which process of land acquisition is already continuing. Since the 65 Panchayats (village-level self-Government institutions) of seven Districts are Maoist-infested, the State Government is focusing on the recruitment among the constabulary rank, besides making special efforts to modernise the Police force.

Assam Accord Implementation and Revenue Minister Bhumidhar Barman informed the State Legislative Assembly on January 6 that a total number of 29,100 foreigners were detected and deported from the State since the signing of the Assam Accord in 1985. As many as 26,857 Bangladeshi nationals were detected and deported from the border itself, said the Minister, adding that out of the total Bangladeshi national detected, 1,587 were deported under the Illegal Migrants (Determination by Tribunals) Act, 1983, while only 696 were detected under the Foreigners (Tribunals) Order, 1964. Admitting that fresh infiltration from Bangladesh through the porous international border cannot be ruled out, the Minister said, “From 2003 to 2008, as many as 1,149 illegal Bangladeshi immigrants have been identified and deported by the police.” Barman informed the House that the Union Government had sanctioned a total of INR 5490 million for implementation of clauses of the Assam Accord, out of which INR 5220 million had already been spent.

Speaking at a conference of Chief Ministers on internal security in New Delhi on January 6, the Prime Minister said terrorism was largely sponsored from outside the country, mainly from Pakistan, which “utilised terrorism as an instrument of State policy.” “We must convince the world community that States that use terrorism as an instrument of foreign policy must be isolated and compelled to abandon such tactics. We must engage vigorously in debates to press the point that ‘soft’ support for terrorism cannot any longer be endorsed,” Dr. Singh stated. While admitting that India’s problems were compounded by the fact that “we have a highly unpredictable and uncertain security environment in our immediate neighbourhood,” he said the Governments in some of our neighbouring countries “are very fragile in nature.” He cautioned that the “more fragile a Government, the more it tends to act in an irresponsible fashion. Pakistan’s responses to our various demarches on terrorist attacks are an obvious example.” Emphasising the need for co-operation with the States and allaying their apprehensions, Dr. Singh assured the Chief Ministers that all anti-terror initiatives would be undertaken with the “closest possible interaction” with the State Governments and their apparatus. “We do recognise that it is not possible to effectively fight terror without the whole-hearted co-operation of the Police machinery at all levels,” the Prime Minister said, adding, an effective coastal command was also being created.

We will seek the help of Police and para-military personnel to provide Security cover, wherever necessary,” Netam said. More than INR 3.09 billion has been earmarked for the construction of these 441 roads under the PMGSY in the Maoist affected areas but the work either did not begin, or had to be abandoned at some places following threat from the insurgents.

Quoting the Director General of Police of Chhattisgarh, Vishawa Ranjan, Times of India reported on January 12 that commandos of the Anti-Terrorism Squad (ATS) of Chhattisgarh, which came into existence on January 10, will not only tackle terrorist attacks like those witnessed in Mumbai, but will also be employed for anti-Maoist insurgency operations during any emergency. He said, "ATS came into existence January 10. The ATS commandos are now ready to respond to any terror challenge at very short notice," adding, "tough training" will be provided by the State Government to the commandos in a phased manner. In addition, the central Government will be requested to provide their "highly specialised commando training". Commandos up to the age of 30 years will be employed in the ATS. The Union Ministry of Home Affairs (MHA) has asked a special committee, set up earlier to come out with measures to strengthen local intelligence gathering units, to act fast by strengthening local intelligence gathering units, in the wake of the Mumbai terror attack, reports PTI. The committee for strengthening the Special Branches of Police forces was constituted by former Union Minister of Home Affairs, Shivraj Patil, and included the Directors General of Police of Maharashtra, Andhra Pradesh, Karnataka, Uttar Pradesh, Assam and Delhi Police Commissioner and senior Intelligence Bureau officials. "There is a focused scheme for strengthening the Special Branches of the State Police forces and ensuring their systematic structuring, which is now lacking. The central Government is providing all help to the States in this regard," MHA sources said. The Government has advised State Governments to form and sanction a dedicated fund (up to 5 per cent of their annual allocation) under Modernisation of Police Forces scheme for strengthening of Special Branches. "All State Governments have been asked to submit their action plan and action taken report in this regard. Most of the Naxal-affected States have submitted their plans. The central Government has also released funds based on their approved Action Plans. We have advised State Governments to hire retired Policemen and other professionals to strengthen the intelligence gathering mechanism," MHA sources said.

Quoting Police sources, Zee News reported on January 15 that activities of the Communist Party of India (CPI-Maoist) have declined in Maharashtra as the insurgents in the Gadchiroli, Chandrapur and Gondia Districts of the State are facing a shortage of cadre following zero-recruitment in the last few years. There is a drop in the CPI-Maoist related crime as well their activity over a period due to cadre shortage and increase in the number of arrests as well as surrenders, the Additional Director General of Police (Anti-Naxalites Operation), Pankaj Gupta, said. Further, major heads in Maoist related crime including blasts, attack on Policemen and civilians, arson, kidnapping, dacoity and robberies, sabotages and other offences have shown a downward trend since the last four years, Gupta said. According to statistics, only 85 such offences were recorded in 2008 against 114 in year 2007, 128 in 2006 and 134 in 2005. Besides, the number of encounters with Maoists was 24 in 2008 dropping from 34 and 40 in 2007 and 2006 respectively against 24 in 2005, he added. About 320 Maoists have surrendered since August 29, 2005 when the State Government came out with a Maoist Surrender Policy, the Police official said. Also, a record number of 145 CPI-Maoist cadres have laid down arms during 2008 against 93 in 2005, 67 in 2006 and 39 in 2007, he stated. As per the surrender scheme, the State Government extended financial assistance to the tune of INR 16. 3 million to them, depending on their rank in the outfit. Speaking on the crime scenario, Gupta said Police succeeded in killing as many as 41 Maoists between 2005 to 2008, including a highest number of 22 in 2006 and 11 in 2008. The figures of extremists arrested in 2005, 2006, 2007 and 2008 (302, 93, 138 and 123) are impressive considering the stiff resistance and indiscriminate use of firearms by them, he claimed. Six Policemen were killed in 2008, three in 2007, four in 2006 and 25 in 2005, he added.

As the problem was serious, it was unjustified to leave the responsibility of tackling the menace on the State Government alone, Orissa Panchayati Raj Minister Raghuath Mohanty said, while presenting the State's case favouring a two-fold increase in deployment of Central forces in the Communist Party of India- Maoist (CPI-Maoist) infested areas. He said, "In many ways, Naxal (left-wing extremist) problem is much bigger than cross border terrorism...Therefore, the nation should tackle it with the same degree of seriousness as in case of terrorism. It was shocking to find that the Centre reduced the funds meant for modernisation of Police in Orissa." The Minister also said that the amount had come down to INR 350 million from previous year's allocation of INR 600 million. He added that it has become difficult to arrange executing agencies and contractors to implement road connectivity works in Maoist affected Districts. He also mentioned that the Maoists try to ensure that no connectivity programme was implemented in tribal areas which have turned into havens for the outlawed outfits. "Executing agencies and contractors are unwilling to work in Naxal-infested Districts", he said, adding, efforts to provide road connectivity to all such areas had failed.

Ziercke also said that the LeT was active in Germany also but it did not pose any "operative risk". Adding there were two or three persons with suspected links with the LeT, who had undergone training in tribal areas of Pakistan but no investigation could be conducted there. Ziercke also conformed that Germany’s elite commando unit GSG9 would cooperate with its Indian counterpart, the National Security Guard, (NSG) in training of personnel and counter-terrorism efforts. The outfit on February 3 said that its armed wing, the Naga Army of Kiusumong Battalion, vacated its camp after holding it for more than 15 days defending its stand that it is not on the wrong side of the cease-fire ground rules. "Thus, the stand-off for 14 days after the Naga Army stood their ground. To send the message across that political negotiation is the only road to solution and not arm confrontation the civil societies jumped into the fray but by organizing a peaceful protest rally both on the spot at Siroy and Ukhrul town. Addressing the State Legislative Assembly on February 10, the State Home Minister, Nankuram Kanwar, said that about 480 people have been killed in 1,190 incidents of violence involving the Communist Party of India-Maoist (CPI-Maoist) between April 2007 and January 15, 2009 in Chhattisgarh, PTI reported. "277 civilians, 49 SPOs (Special Police Officers) and 154 Policemen were killed in incidents of CPI-Maoist violence during the period," Kanwar said. During the current financial year till January 15, 2009, there had been 556 Maoist related violence in the State, in which 54 Policemen have been killed, he added. In a statement, the Ministry of External Affairs (MEA) offered to share “whatever” it can after examining the issues raised by Pakistan in its communication to the Indian High Commissioner in Islamabad. “They are still in the process of investigating the attacks, and have taken certain actions, including the arrest of some of those involved, and filing a first information report. This is a positive development,” the MEA said. The MEA stated that the information was communicated “officially” by the Pakistan Foreign Secretary to the dossier that India gave to Pakistan on January 5. “The Government of India will now examine the issues raised in the response by Pakistan. After that examination, we will share whatever we can with Pakistan,” said the statement.

Addressing the media, State Secretary P. K. Jajodia said a zonal committee member on his surrender will get INR 500000, a sub-zonal committee member INR 300000 and an area commander will be benefited by INR 200000. The surrendered cadres will also get insurance, medical benefits, housing, vocational training and security-related jobs, besides a host of other benefits, he added. Each Maoist would get four decimal of the land and INR 50000 separately for construction of dwellings. Surrenders could be made before a Minister, Legislator, Deputy Commissioner or Police in the rank of Inspector General or Deputy Inspector General or Superintendent of Police. Chidambaram has said if the Liberation Tigers of Tamil Eelam (LTTE) laid down arms, India would intervene and arrange for a negotiated settlement to the ethnic issue, according to Times of India. "Our (Congress) policy is clear. LTTE is an armed militant group. They must announce that they are willing to lay down arms and are prepared for talks. Simultaneously, the Sri Lankan Government should suspend its military offensive," he told a public meeting organised by the party at Chennai on February 15. "Indian Government will definitely arrange for a dialogue if the LTTE lays down arms and came forward for talks. A good solution can be found to the 40 lakh Tamils in Sri Lanka," he added. The minister also criticised the LTTE for not utilising the recent 48-hour cease-fire proposed by the Sri Lankan Government to allow people to move to safer areas and come for talks.

The accused have been charged under sections 3 (1) (ii) for offence invoking punishment for not less than five years; 3 (2) for conspiring and abetting an offence; and 3 (4) relating to punishment for being part of an organised crime syndicate, of the Maharashtra Control of Organised Crime Act (MCOCA) 1999. Sections 295 (A) (damaging a place of worship with intent to insult the religion of any class), 505 (2) (statements conducing public mischief), 507 and 506 (II) (relating to criminal intimidation), 120 (B) (criminal conspiracy), 121 (waging war against the country), 122 (collecting arms for waging war) and 286 (negligent conduct with respect to explosive substances) of the Indian Penal Code (IPC) have been applied. They are also charged under the Unlawful Activities (Prevention) Act (UAPA) 1967 the Information Technology Act 2000, and the Arms Act. Most of the accused are from Azamgarh in Uttar Pradesh and are well-qualified professionals. The chargesheet states that “The Indian Mujahideen wanted to have bases in Mumbai and Maharashtra and therefore hired premises (in Sewree Cross Lane, Mumbai) and in Ashoka Mews and Kamaldeep Apartment at Kondhwa (Khurd) in Pune. Regular meetings were held at these premises for planning and carrying out terrorist operations and to harbour their members.” The IM, an offshoot of the Students Islamic Movement of India (SIMI), was responsible for bomb blasts in Ahmedabad, Delhi, Jaipur, Surat and Hyderabad. The IM’s media cell had its headquarters in Pune, conducted recces of places, hacked Wi-Fi networks in the city and sent threatening emails under its banner and from the email id ‘

’ before and after the blasts, the chargesheet added. Six persons are wanted in the case, including the masterminds Riyaz Bhatkal alias Roshan Khan alias Aziz alias Ahmadbhai; his brother Iqbal Bhatkal alias Mohammad bhai, and Amir Raza, the head of the IM. In addition, the chargesheet states that Raza was assisted by the SIMI and Lashkar-e-Toiba (LeT). He formed the Sahabbuddin Brigade for attacks in the south, Mohammad Gajnavi brigade for attacks in the north, Shaheed-al-Zarkavi brigade for attacks on VVIPs and media groups. Riyaz gave the orders to the militants while Iqbal played a key role in indoctrination. Non-bailable warrants have been obtained for 13 militants in the chargesheet.

According to the Union Minister of State for Home Affairs, Sriprakash Jaisawal, there were 1,591 incidents in 2008 against 1,565 in 2007. At least 1,509 incidents were reported in 2006. “However the level of violence in different (Maoist hit) States has fluctuated from time to time depending upon the counter measures taken by them,” Jaisawal said, adding, “In the recent past Maoist violence has been relatively concentrated in Bihar, Chhattisgarh, Jharkhand and Orissa.” He also said the Government has decided to establish 20 Counter Insurgency and Anti-Terrorism schools, mostly in areas affected by the Maoist insurgency.

PTI quoting the sources of the Union Ministry for Home Affairs on February 24 reported that Union Government’s policies for rehabilitation of militants in Jammu and Kashmir, North Eastern and left-wing extremists (LWE) affected States have resulted in surrender of more than 1,500 LWE and militants in 2008. In a written reply to the Lok Sabha (lower house of the Parliament) Minister of State for Home Affairs Sriprakash Jaiswal said, out of 1,550 Naxalites (left-wing extremists) and militants who surrendered in 2008, a maximum of 724 were from Assam. Among a total of 710 surrendered LWE and militants, 38 surrendered in Jammu and Kashmir, 325 in Tripura, 197 in Andhra Pradesh and 150 in Maharashtra, Jaiswal added. The Minister further said that over 2,000 left-wing extremists have surrendered across the country in the past three years with Andhra Pradesh, alone recording surrender of 651 extremists between 2006 and 2008, Times of India reported. Though the worst extremist affected State Chhattisgarh topped the list with the surrender of as many as 901 Communist Party of India–Maoist (CPI-Maoist) in a single year in 2006, Andhra Pradesh remained the most consistent during 2006-08. It recorded 282 surrenders in 2006, 162 in 2007 and 197 in 2008.

In order to boost major infrastructure development in eight left-wing extremist affected States - Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh - the Cabinet Committee on Economic Affairs (CCEA) in its meeting on February 26 approved projects worth INR 73 billion for the construction of 7,471 kilometers of roads in 33 identified Districts where violence was reported from more than 20 percent of the Police Stations in 2007-08, Times of India reported. "A comprehensive road development programme in these Districts has been drawn up. The Planning Commission has been requested to make as much funds available as possible in 2009-10," said the Union Minister for Home Affairs P. Chidambaram after the CCEA meeting. The roads to be constructed in these States will include 1,320 Kilometers of National Highways, 4,560 Kilometers of State highways and District roads and 1,591 Kilometers of rural roads. Depending upon the availability of funds, road works would be prioritized by the Union Ministry of Home Affairs in consultation with the concerned States, Chidambaram added.

We also had local train-timetable with us so that we could find out the train as per our convenience," said Sadiq in the recorded confession. "We purchased bags and pressure cookers in Mumbai. On the day of blast that is on 11 July, 2006, all five of us assembled and we filled seven cookers with explosives. We kept the bombs ready. We had planned the bomb to blast at 6:30 pm,” he confessed. He also confessed to masterminding the pre-Diwali blasts in Delhi on October 29, 2005, saying "Sarojini Nagar, Paharganj, Govindpuri were the targets for the blast. We used to stay in a flat at Jasola. Atif, Shadab, Aarij, Shakeel and Sakib were involved in the group. I used to accompany them in making bombs. I and Atif were now trained in making bombs. I left for my native place before the Delhi blast and on the day itself I got the news of the blasts in the Capital city." Sadiq was one of the first IM cadres to be arrested by Mumbai Police in October 2008. His interrogation led to the subsequent arrests of 20 other IM cadres. The ATS had secured the custody of Sadiq on February 21, 2009, in connection with the July 2006 serial blasts.

"A total of 11 militants have been killed in the operation so far which began in the early hours of Friday in Chowkibal area near the Line of Control (LoC) in Kupwara district," a Defence spokesman said in capital Srinagar. He said while two militants were killed in early morning firefight, three more were shot dead in the afternoon. Four soldiers were also killed in the exchange of fire between the two sides. "Five militants and four soldiers were killed in today's gun fight alone," he added. "The operation is still in progress as searches are being conducted in the area. Although majority of the terrorists have been killed, the remnants, if any, will also be eliminated," he said adding the number of infiltrating militants as per the intelligence input was close to the number killed in the operation. He said there was no exchange of fire in the area since the evening of March 25 and only combing operation was going on. The cache of arms and ammunition recovered from the site of operation included 23 AK 47 rifles, 17 grenades, three UBGLs, 10 radio sets of various makes, two GPS equipments, water bottles, maps, snow gear, ice axes, rations, jihadi literature, medicine and some Indian currency. The officer refuted claims by the LeT that 30 soldiers were killed in the gun battle that lasted over five days. He said "We have lost eight of our soldiers. The rest of the information is not true." Brigadier Singh also said infiltration at this time of the year was expected as the snow starts melting along the LoC. According to him, "We have inputs that a large number of militants are waiting across the LoC to cross over to this side. We are prepared to deal with them." Describing Pakistan as the “epicentre” of world terrorism, he said the Government in Islamabad was either not able to control terrorists or was “not willing to control them.” Dr. Singh, who is in London to attend the G20 summit, urged the international community to hold Pakistan to its commitment to rein in terrorists. “The world has a responsibility that Pakistan lives up to the promise that it will not allow its territory to be used to promote acts of terror directed against India,” he told the Financial Times. Asked why he thought that the Lashkar-e-Toiba (LeT), which was responsible for the Mumbai attacks in November 2008, regrouped so quickly and appeared to be “menacing” India again in Kashmir, Dr. Singh said: “It is because the promises that the government of Pakistan have made to control terrorism and all its instrumentalities, they are either not able to control them or they are not willing to control them ... In the past, it has been our experience that there are elements in the armed forces of Pakistan, some segments of the ISI [Inter-Services Intelligence] involved in perpetrating acts of terror, particularly the attack on the Indian embassy in Kabul. We have been told that the ISI in Pakistan has a different mindset. "Eighteen Policemen and 16 civilians have been killed in 12 Naxal (left-wing extremists) attacks in last three months. We need tight security to ensure that the elections can be carried out peacefully. Apart from the support from Chhattisgarh, the Naxalites are believed to be assisted by their counterparts from Sri Lanka and Nepal," a senior official of the Home department told Chavan during the meeting. The State Government demanded four helicopters and four battalions of central security agencies to be used for the election in Maoist infested areas. Chavan also asked the Home department to seek the Army's help if needed. "An action plan should be immediately chalked out and followed rigorously to ensure elections are conducted peacefully," he added. The Chief Minister has also written to the Union Minister for Home Affairs, P. Chidambaram, for 12 companies of the paramilitary forces exclusively for Gadchiroli and Gondia Districts to counter the Maoists, added Times of India.

The extent of the infiltration was given by the Union Home Ministry (MHA) while dismissing as "grossly exaggerated" reports that 158 terrorists had sneaked into the State through the Gurez sector in north Kashmir. A MHA spokesperson said "inputs about infiltration were received from different sources and periodically, various security agencies sit together to make a realistic assessment of the extent of infiltration… According to the current assessment, the level of infiltration is a third of the figures that have been mentioned in the reports." Seeking to clarify the earlier statement of the amalgam about not giving a boycott call, Hurriyat chairman Mirwaiz Umer Farooq said "we have asked the people to stay away from the futile exercise of elections which means that they should boycott the polls." Asked if the Hurriyat will launch a boycott campaign, he said leaders and the units of the amalgam were already out in the field trying to make people aware about their duties and responsibilities towards the "freedom movement". Umer, who chaired a two-day emergency session of the Hurriyat, said elections in the State will have no bearing on the status of the Kashmir issue as there are United Nations resolutions and international laws which hold that elections have no locus standi in disputed regions. "United Nations resolutions are clear that elections held in the State have no bearing on the Kashmir issue. Elections have been held since 1947 in the State but have failed to yield a solution. Elections cannot be a substitute to right to self determination," he added. He said there were many examples whereby elections were held in conflict zones after reaching a settlement and not before that. Mirwaiz reiterated that Kashmir was a political problem and not a territorial or border dispute between India and Pakistan which the two countries can resolve bilaterally. Last week, the Hurriyat Conference had said it will not issue a boycott call for the elections as it was a non-issue for the amalgam and will leave the decision to vote or not to vote to the conscience of the people.

The voter turnout was low by about four per cent as compared to the Jammu-Poonch Parliamentary constituency where polling was held in the first phase on April 16. Voting was held in three Districts of Doda belt including Ramban, Doda and Kishtwar and parts of Reasi segment under tight security arrangements following reports of fresh infiltration. An almost equal number of votes were polled in Udhampur-Doda seat as compared to the 2004 Lok Sabha election. As against 6.18 lakh people exercising their right to franchise on April 23 out of a total of 13.62 lakh electorate, 6.08 lakh votes were cast in the 2004 elections out of a 13.04 lakh electorate. Kathua District with a highest number of 4.04 lakh electorate also accounted for the highest voter turnout of 53.02 per cent while the lowest voting percentage of 33.2 was recorded in Ramban District. Voting in all six districts, which formed part of Udhampur-Doda Lok Sabha constituency, passed off peacefully with no militancy-related or major poll violence incident reported from anywhere. Addressing a joint press conference, the Chief Electoral Officer B. R. Sharma, Inspector General of Police (Jammu), K. The Army chief General Deepak Kapoor said in New Delhi on April 28 there was information about more militants preparing to infiltrate into India and that his force has "refined" the pattern of deployment to foil these attempts. "As far as Jammu and Kashmir is concerned, infiltration has increased in March because of the elections being held there and to disrupt the electoral process in the State," he told reporters. "The figure upto March 31 says that 54 terrorists have come into Jammu and Kashmir," Gen Kapoor added. Sources in the Union Ministry of Home Affairs (MHA) said the highest number of towers, 20, was destroyed by the Maoists in Chhattisgarh where during 2008 alone 14 mobile telephone towers of both private and Government networks were attacked by the insurgents. In Bihar, the Maoists blew up 14 towers in 2008. Four other States which faced Maoists attacks on mobile telephone towers are Orissa, Jharkhand, Andhra Pradesh and Maharashtra. An unnamed Meghalaya Police official said the Government has laid down guidelines that only in exceptional and deserving cases militants who surrender without arms and ammunition may be considered for rehabilitation under the Government package. However, most of the recent surenderees who did not deposit arms and ammunition, the official maintained, were far from “exceptional and deserving” cases, but provided with the rehabilitation package. Only the outfit’s chairman Julius K. Dorphang, who surrendered with four of his bodyguards in July 2007 without arms or ammunition, was an “exceptional case”, the Police official said. The militants who surrender with at least one weapon are shifted to a transit camp and given counselling and later training on a vocation with a monthly stipend of INR 2,000 and daily perks of INR 50 as part of the rehabilitation. After three months, the surrendered activists are released and given INR 150000 in three installments over a period of six months for self-rehabilitation and joining the mainstream. “The Government policy is okay, but the militants are trying to take the money and many go back to their old ways indulging in extortion and intimidation,” the Police official added. Apart from the rehabilitation package, the Government had laid down monetary incentives for laying down arms and ammunition during surrender. Deposit of a rocket launcher fetches a militant INR 25,000, while an AK-assault rifle INR 15,000. The other incentives include INR 10,000 for a deposited carbine or SLR, INR 5,000 for a stengun and long-range wireless set. INR 3,000 each would be given for laying down .303 rifle, pistol, revolver or any other service weapon, remote control device and improvised explosive device. INR 1,000 for a rocket, short-range wireless set, explosive material and INR 500 for each grenade deposited are the other Government incentives.

Police said that around 11am, a group of Maoists gathered in front of the camp, one of four in Salboni. “They (the Maoists) contacted people in the neighbouring villages and asked them to assemble near the camp,” a Police officer said, adding, “Nearly 5,000 villagers with bows, arrows, axes, iron rods and shovels gathered within half an hour. Some in the demolition squad were women. The Maoists held an hour-long meeting with them and the demolition began around 1pm. The camp building was completely destroyed by 4pm.” Police sources said the tribals had come from about a dozen villages. This is for the first time that tribals of the area demolished a Government building. One of the tribals who helped bring the building down said, “Had the building remained standing, the Police would have returned with reinforcements. That’s why we demolished it.” Manoj Kumar Verma, the West Midnapore Superintendent of Police, said he had received news of the demolition and had informed his superiors. “We will not move into Kalaimuri now because it may lead to untoward incidents. We don’t want a confrontation with the villagers at this moment. Today’s demolition of the camp was led by Maoists,” he added.

The splinter group, formed a few months ago, has 60 armed cadres and is in touch with several members of the BW. Leaders of the James group were in constant touch with senior security officials of the district to devise ways of tackling the BW. Quoting sources in the Union Ministry for Home Affairs (MHA), PTI reported on May 20 that in the backdrop of the violence committed by the Communist Party of India-Maoist (CPI-Maoist) during the just concluded Lok Sabha (lower house of the Parliament) elections, the MHA is gearing up to launch a multi-pronged offensive against Maoists through joint operations with State Police forces. The Ministry has asked extremist-affected States, especially Chhattisgarh, to increase presence of its State Police along with the para-military forces during all combing and counter-offensive operations against the Maoists. This follows complaints from central para-military forces that the presence of State Police, particularly in Chhattisgarh, was nil or minimum, official sources said. An analysis of the recent attacks during elections, in which 32 Central Police personnel were killed, reportedly showed that central forces did not follow Standard Operational Procedures (SOPs). Central forces like the Central Industrial Security Force and the Central Reserve Police Force are also working on new SOPs to be followed in extremist infested areas. According to MHA sources, six to seven months have been set for the results of the new policies, which would be put in place within a month of the formation of the new Government. Besides greater coordination between paramilitary forces and the State Police, civil society involvement in countering extremist propaganda also forms a part of the strategy.

According to Indian Express, a report of the International Federation of Journalists (IFJ) released in Guwahati on May 21 mentioned that journalists are being forced to work under very unsafe conditions in Northeast, due to the presence of numerous armed insurgent groups. While at least 22 journalists, most of them working for local newspapers, have been killed by insurgent groups and other criminals in Assam since 1987, the IFJ report has termed the prevailing conditions under which journalists function in the Northeastern region as “a matter of big concern”. The IFJ report also put on record that 17 journalists, including Parag Kumar Das, Executive Editor of Asomiya Pratidin, were killed in Assam since 1991. The report also referred to the situation in Manipur and said journalists work under “totally unsafe” conditions in the State which has about 35 armed insurgent groups. “Security of journalists in Manipur, which has an estimated 35 insurgent groups in a population of three million, has always been a cause of concern,” the report said.

The President assured the Indian envoys a long-term political settlement based on the 13th Amendment to the Sri Lankan Constitution that provides for devolution of powers to the provinces within a united country. He also said that his Government had drawn up a plan for resettlement of 2.8 lakh war-displaced people in their original places of habitation in the north within the next six months, adds The Hindu. He also promised to give a copy of the death certificate of the Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran to enable India close the 18-year-old case of assassination of the former Prime Minister Rajiv Gandhi. The immediate focus of the discussion between the parties was the resettlement of around 265,000 Tamil civilians now sheltered in the welfare villages in Vavuniya, Mannar and Jaffna, Colombo Page reported. During the discussion Sri Lanka told the Indian delegation that it plans to dismantle the relief camps at and resettle at least 80 percent of the displaced in their original homes by the end of the year. During the meeting with the President, India pledged to provide all possible assistance in the implementation of such a plan in areas such as de-mining, provision of civil infrastructure and re-construction of houses. The two Indian leaders, who arrived in the country on May 20 on a two-day visit, pledged India's fullest support to reconstruct the war affected areas and offered a INR 5 billion relief package to assist the internally displaced persons.

Mahesh Gagda, a Member of Legislative Assembly from the Maoist-affected Bijapur constituency, has alleged that Maoists are forcibly taking away children from villages and using them as human shields against Security Forces, IANS reported on May 24. "Maoists are forcibly picking up boys and girls from their houses and schools in the interiors to use them as shields in the war against (security) forces," said Gagda. He also said "Maoists have completely halted development in about 100 villages out of 272 villages that form Bijapur constituency. Kids in Bijapur are carrying arms, even AK-47s. Maoists deliberately put arms on children's body and then cover these with a school dress or other simple clothes to dodge Police security and frisking. Maoist leaders always keep armed kids around themselves and whenever they want to kill anyone, they use the weapon being carried by the kid," adding "The Maoist menace has reached its flashpoint in Bijapur. They are forcibly recruiting boys and girls in their rank and file and generally girls are also sexually exploited."

The Union Home Minister P. Chidambaram said on May 25 that terrorism, Naxalite violence and insurgency in the Northeast are key challenges that need to be addressed, reports The Hindu. He said the new Government would respond to any threat to security, public order and communal harmony with speed and decisiveness. “We will raise the level of preparedness to meet the increasing threat to Security, public order and communal harmony,” he said in New Delhi on the first day of his joining office in the Union Ministry of Home Affairs (MHA). Chidambaram also said the Government would respond to any of these threats using modern systems, highly trained human resource and advanced technological tools. Signalling that the Centre was determined to deal with Left-wing extremism strictly, he said the Centre’s action plan was to first carry out a “Police action followed by development.” According to directions of the Prime Minister, the MHA would draw up another 100-day plan to be taken up for implementation from June 1, Chidambaram added. Further, he stated that material provided to Pakistan on the probe into Mumbai attacks was "more than adequate" to proceed against the conspirators and questioned Islamabad for not prosecuting those involved in the terrorist incident, adds Times of India. "I don't want to be harsh in my first comments on Pakistan. But any prosecuting agency should be more than satisfied with the first dossier, the second answering 20 questions and the third providing clarifications," Chidambaram told reporters.
