The State is preparing for a crowd control system. "We are going to shift to non-lethal means," Director General of Police Kuldeep Khoda told Police officers at a meeting in Jammu last week. "The non-lethal weapons would be an asset,” he added. The Police and paramilitary forces will be dealing with possible street protests, while the Army will be taking on militants in the hinterland. According to an unnamed senior Government official, "In the given situation, Security Forces are required in substantive numbers and any reduction will have serious repercussions." There had been a reduction of 30,000 troops in Jammu and Kashmir in 2009.

Chief spokesman of Hurriyat Conference Prof. Abdul Gani Bhat on January 2 said that “our own people” killed Mirwaiz Mohammad Farooq, Abdul Gani Lone, and academicians like Abdul Ahad Wani has created a flutter in Kashmir, reports The Hindu. Professor Bhat, at a seminar organised by the Jammu and Kashmir Liberation Front (JKLF) in Srinagar to pay tributes to one of its ideologues, Professor Wani, had said: “Lone sahib, Mirwaiz [Mohammad] Farooq, and Professor Wani were not killed by the Army or the police. They were targeted by our own people. The story is a long one, but we have to tell the truth.” He added, “If you want to free the people of Kashmir from sentimentalism bordering on insanity, you have to speak the truth. Here I am letting it out. The present movement against India was started by us killing our intellectuals.” Mirwaiz Mohammad Farooq, father of the Hurriyat Conference's current chairman, Mirwaiz Umar Farooq, was killed by “unidentified gunmen” on May 21, 1990. Lone was killed on the same day in 2002 during the anniversary of the late Mirwaiz. Wani was killed on December 31, 1993, by unidentified assailants.

Assam Government spokesman Hemanta Biswa Sarma on January 3 said that the Government would pave the way for the general council meeting of the United Liberation Front of Asom (ULFA) so that the outfit could reach a consensus and submit its proposal to the Government, reports Sentinel. He said that, “The Government wants to lift the ban imposed on the ULFA, but prior to that the outfit has to drop its demand for sovereignty and shun violence. Talks with the outfit should be sustainable, leading to peace, not to another round of violence in the State. The Government will give a special permission to the ULFA for holding its general council meeting so that it can reach a consensus and submit its proposal to the Government.”

Director General of Police (DGP) Kuldeep Khoda said on January 3 that five out of 10 Districts of Jammu region were completely free of militancy while in other Districts the militancy has sharply declined even as he announced that five special battalions of Police will be ready during next two months to meet the law and order situation and take up the challenge posed by stone throwers in future, reports Daily Excelsior. ‘‘Jammu, Kathua, Samba, Reasi and Udhampur Districts are totally free of militancy in Jammu region. On infiltration, the police chief said 48 infiltration attempts were reported last as year as compared to 100 during 2009 recording a drop of 52 per cent. After the largest ever single year drop in militancy related incidents percentage wise in 2007 when 1092 incidents were reported as compared to 1667 in 2006, the number came down to 708 in 2008, 499 in 2009 and 488 in 2010. in 2009, 232 militants including several top commanders were killed. The civilian killings came down from 90 in 2008 to 71 in 2009 and 47 in 2010.Security forces also suffered lowest ever losses in 21 years. Twenty brave policemen laid down their lives last year while fighting militants.

Accusing separatists of adopting double standards on dialogue for the resolution of Jammu and Kashmir issue, Chief Minister Omar Abdullah asked them to hold talks with the Centre's interlocutors, saying the panel is not bound by redlines, reported Daily Excelsior. "I am surprised that the separatists can talk to Parliamentarians, who have taken oath of Indian constitution and treat Kashmir as an integral part of the country. What is the harm in talking to the interlocutors, who have no boundaries or redlines," Omar said. Omar said the separatists should hold talks with the three interlocutors appointed by the Centre as their recommendations go to Prime Minister Manmohan Singh. "I want to tell (hard line Hurriyat Conference leader Syed Ali Shah) Geelani that these double standards (on dialogue) will not work," he said. The Centre appointed veteran journalist Dileep Padgaonkar, academician Radha Kumar and former Information Commissioner M M Ansari as interlocutors for Jammu and Kashmir in October 2010, following the summer unrest in the Valley, to interact with all sections of the state for finding a lasting solution to Kashmir issue.

Pillai on January 14 said that Union Government is panning to reduce the presence of paramilitary forces in populated areas of Jammu and Kashmir (J&K) by 25 percent over the next 12 months as a confidence-building measure (CBM), reports Times of India. "As a CBM in J&K, the strength of the security forces would come down by 25%. We would like to reduce it as soon as possible depending on the ground situation," Pillai said. Pillai`s announcements are part of the Government’s eight-point agenda, cleared by the Cabinet Committee on Security in September 2010 to improve the overall situation in J&K. As per the agenda, the Government will periodically review the deployment of security forces in the Kashmir Valley, especially Srinagar, with particular attention to reducing the number of bunkers and checkpoints, and notification of areas declared as disturbed. 16 bunkers of paramilitary forces have been removed from Srinagar since September.

Army has asked the Government to finalise "Rules of Engagement" as it gets ready to open a new training facility in Chhattisgarh, but denied the move is linked to combating Naxalites [Left Wing Extremism] in the State. "We have deliberately stayed out of any commitment to tackle Left Wing Extremism, except for giving advice or training," Chief of Army Staff General V.K. Singh said at the annual press conference on the eve of the Army Day. Gen. Singh said the Army was facing problem in training its personnel as there was not enough land available and the proposal to set it up in Chhattisgarh under the Central Command forms part of an integrated plan drawn earlier. Since the Army would be present in the area, it had sought for clarifications from the government on ‘Rules of Engagement' to determine the extent to which its personnel were protected from civil laws. Gen. Singh said the clarification was needed to determine how to engage attackers in case of attacks on the training camp, either by instigation or design. While it is clear that the force does not require any permission to fire in self-defence, the issue is whether resultant causalities on the attackers would attract criminal procedures against the Army personnel and to what extent they are exempt. "We are neither operating in the area nor are seeking protection under the Armed Forces (Special Powers) Act," the Army Chief said. The new military establishments being created in Chhattisgarh include a sub-area command, headed by a Brigadier, in Raipur, a training centre and field firing range in Narayanpur and the Special Forces establishment in Bilaspur.

Inspector General (IG) of Central Reserve Police Force (CRPF), Jammu Sector, Dinesh Kumar, on January 17 said that no directions have been received from the Force Headquarters (Delhi) or the Union Home Ministry regarding pull out of CRPF battalions from Jammu and Kashmir (J&K) State. Talking to the Daily Excelsior the IG said, "We have received no such directions regarding pull out of the CRPF battalions from any part so far. Some officials at the Home Ministry must have issued statement regarding cut in para-military forces in the J&K State but we have also learnt it from media. No any direction has been received by us from the Force headquarters or the Home Ministry", he maintained. "I would rather say that nothing of the sort was heard regarding forces cut in the State. We personally feel that some more forces would be needed in view of the challenges being posed here", the IG added. When asked about any earlier move regarding pull out of some companies or battalions, the IG said about 40 per cent of the total CRPF force (nearly 80 Battalions), have been deployed in J&K out of the total 216 in the country. Some time back, there was demand of 10 battalions of the Force in Naxal [Left Wing Extremism] hit States including Jharkhand and Chhattisgarh. It was then proposed to withdraw some battalions from here. Thereafter, the decision was reviewed and no such proposal came here.

Chief Minister Omar Abdullah on January 19 rubbished the perception that stone-pelters on Srinagar streets in 2010 summer were well-to-do, educated youth, saying a Government survey had proved they were jobless men from poor and mostly illiterate families, reported Times of India. ''We took a sample size — about 200-odd — of those injured and looked at their backgrounds,'' he said, adding, about 70 percent of them had uneducated mothers and about 60 per cent or more were from families where both father and the mother were uneducated. Omar said most protesters hadn't reached high school. ''This meant that an overwhelming majority (of protesters) came from families with no support system. Then they had no real hope for the future themselves. He, however, conceded that there might have been some educated youth involved as well with some economic opportunities as an incentive. The stone-throwers weren't driven by alienation alone and the unrest had no correlation to militancy, he said. ''In spite of the four-month agitation, militancy figures vis-a-vis 2009 are roughly the same. There is a marginal increase or decrease in some categories that we access, but there is no spurt in militancy,'' he argued. On troops cut he said that the State Government is ready to put in more than 5,000 locally-recruited Policemen, trained as commandos, to tackle possible separatist protests like the ones seen in 2010, and fill the void that will be created when the Centre pulls out paramilitary forces from the Valley and parts of Jammu. In fact, nearly 40,000 personnel (both from Army and paramilitary) had been relocated from populated areas in the State in 2009 when there was a period of calm. They all had to move in again after street violence erupted in 2010. Removal of bunkers, revoking the operation of Disturbed Areas Act from some urban areas and recruitment of local youths in State Police, paramilitary forces and Army are some of the other measures that are at different stages of implementation. Asked about his Government’s stand on the Armed Forces Special Powers Act (AFSPA), Omar said "it is not a mere political cry for my Government. It is a reflection of the sentiments of people who want to get rid of the laws that were imposed two decades back when the situation was abnormal", adds Daily Excelsior. Favouring amendments AFSPA or its removal from some areas of the State, Omar said, "As the semblance of normalcy was visible on the ground we have already starting reducing the number of boots on the ground. Dismantling of some bunkers from city and adjoining areas was the first step in the process and we hope to continue until we reach a level where the visible presence is greatly reduced at least.”

Speaking at a function at nearby Varushanadu after distributing welfare schemes to tribals, Director General of Police (DGP) Letika Saran said the villages would be adopted in phases. Enhanced basic amenities would be provided to 300 villages in the first phase of a total of 471 identified villages. Villagers were being given milch animals, ration cards and blankets in the hope it would help them improve their standard of living, she said. The DGP also expressed confidence that the scheme would thwart any attempt by LWE to again intrude the territory after a failed effort to set up an arms training camp at Murugamalai in 2007.

"The day the 42 terror camps on the other side are wound up and Pakistan stops its proxy war that would be the time to withdraw. At the moment, we don’t think there is a need for troop reductions," the Army chief said in an interview with Headlines Today on January 27. "There should be reduction in Central Paramilitary Forces to reduce the visibility factor," he added. Pointing out that it was impossible for terror camps to function without the support of elements in Pakistan, Singh said it was in India’s diplomatic interest that a dialogue process with Pakistan was kept active. Kiran Kumar Reddy while addressing the conference of Chief Ministers on Internal Security in New Delhi on February 1, urged the Central Government to include six Districts (Visakhapatnam, East Godavari, Srikakulam, Vizianagaram, Warangal and Karimnagar), located on the Andhra-Odisha and Andhra-Chhattisgarh borders, under the Special Development Plan (SDP) unlike the two Districts of Khammam and Adilabad in Left Wing Extremist (LWE) areas and take other steps to prevent regrouping of the Communist Party of India-Maoist (CPI-Maoist). He also urged the Central Government to approve the proposal for development of a corridor of road network on the State's borders with Odisha, Chhattisgarh and Maharashtra. CM Reddy also called for stationing a helicopter with a capacity to carry 35 personnel at Visakhapatnam for facilitating swift airborne operations in the hostile terrain on the Andhra Pradesh-Odisha border. Stressing on the necessity for developing infrastructure, particularly a network of roads that can buttress operations along inter-state borders of Andhra Pradesh, Chhattisgarh, Odisha and Maharashtra States, considering that Maoists have been using these places as shelter zones, Reddy, suggested that the expenditure on counter-terrorism measures in the States be brought under SRE funds, like in the case of LWE. Reddy claimed that a judicious combination of law and order and socio-economic measures has helped address the problem of LWE. The number of armed underground cadre has come down from about 1,100 in 2004 to below 150 in 2011 in Andhra Pradesh.

The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. 'The Police have done well, not only in maintaining law and order but also in containing the LWE problem that has posed a threat to the internal security of the country,' Patnaik said. Giving the statistics, he said that during the last three months alone, the Security Forces have conducted as many as 214 special operations and have achieved 'considerable success'. As many as 91 Communist Party of India-Maoist (CPI-Maoist) cadreshave been arrested, 24 Maoists have been killed in Police Action and 54 weapons have been recovered, he added. ULFA ‘vice-chairman’ Pradip Gogoi, along with the outfit's ‘foreign secretary’ Sashadhar Choudhury and ‘central publicity secretary’ Mithinga Daimary, made the announcement at their first-ever press conference in Guwahati. The ULFA leaders said the general council, which met after 15 years on January 30, unanimously endorsed the decision taken by the CEC to honour the resolution adopted at the Sanmilita Jatiya Abhibartan (SJA). Choudhury said the outfit had received an invitation for the first round of preliminary dialogue with the Government of India to work out the modalities in New Delhi on February 10. Union Home Minister P. Chidambaram would be present, he said, adding the ULFA leaders would also seek an audience with Prime Minister Manmohan Singh. The ULFA was yet to declare a cease-fire, he said. Asked whether “sovereignty” would be on the agenda, he said that even answering this question would be construed as a precondition for talks. He said the ULFA was in the process of preparing the agenda, in consultation with various organisations, and would make it public once it was finalised. Chidambaram said that the Constitution of India is flexible and resilient enough to accommodate the aspirations of the people of the North Eastern Region. While addressing a meeting of the Consultative Committee attached to the Ministry, the Minister said aspiration of the ethnic groups can be fulfilled under the provisions of the Indian Constitution. The meeting was on “Matters relating to insurgency in NE: peace process”. The Government is in talks with nine insurgent groups from the North-east and expects to reach agreements with some of them during the year. The Government is open to talks with groups which abjure violence, Chidambaram said. The Home Minister said that the situation in the North-east has shown remarkable improvement in 2010 as compared to the previous year. "There is scope of reduction of troops is the Home Ministry’s view. There are more than adequate forces in Kashmir and it can do with less central forces," Union Home Secretary G K Pillai told. When asked how many personnel are being pulled out from the State, he said in 2009, the centre pulled out 10 battalions (10,000 men) from the State. In 2010, it did not take out any because of the agitation from June to September. "I think this year, we can easily take out 10 battalions if not more. Irrespective of the situation, I can take out 10 battalions and it would not have any impact. We have about 70 battalions in Kashmir and we have 62 battalions in seven Left-wing affected states which are big States.... I think if I can take out, I will try to pull out as many as I can," he said. On the amendments on Armed Forces Special Powers Act (AFSPA), whose withdrawal has been demanded by the State, he said this is an issue which has to be decided politically. "But OK, even if it is not done I think you can move forward and say some parts of Kashmir need not be declared disturbed. You keep the act as it is which is what the Army says don’t meddle with the Act but if you want me (Army) to act, I need that Act... You see law and order situation in Srinagar has improved. Anyway, Army is not in Srinagar. They are not operating in Budgam. You say remove it from there.... That area is no longer disturbed. This is a notification of the State Government not a State notification by Central Government," the Home Secretary said. He said the proposals for amendments in the AFSPA were before the Cabinet Committee on Security. Meanwhile, the Home Secretary allayed fears that violence may return in the Kashmir Valley, saying several major steps have been taken post-September 2010. "All-party meeting, interlocutors, two reports of the Task Force of Jammu and Kashmir, Jammu and Ladakh reports have come. We got this employment committee report of Dr Ranjarajan that is expected this month. I think a lot of things are slowly changing. It is not fast enough as we would like," he said.

According to Times of India, on February 15, the Chief of the Army's central command surveyed Abujmad forests from the air and then landed in Raipur to allay anxieties over a potential conflict escalation in the Communist Party of India-Maoist (CPI-Maoist) controlled forest in Narayanpur District where the Army plans to train its troops. "We will exercise maximum restraint in Abujmad. This is our country, they are our people," said Lieutenant General Vijay Ahluwalia, emphasising that the Army would be deployed solely for the purpose of training. He said the training will be restricted to manoeuvres with no firing drills and that it would be gradually scaled up to the brigade level. "The time frame will be dictated by the consultations with the State Government," he said, adding that Chhattisgarh Government had offered 500 square kilometers to the Army for jungle warfare training in 2007. "We are considering 2-3 locations. The area could be 20 x 25 kilometers or larger". Later, he added that the process was being delayed since there were no revenue records for the land on offer. This indicates that the training range will be inside Abujmad, and not on its edges, as was indicated earlier. Abujmad is an unsurveyed forest spread over 4000 square kilometers, with not a single Police post, and barely any civil administration. It is believed to be controlled by Maoists, who have declared it a 'liberated area'. The Army also plans to set up a counter-insurgency warfare school near Saraipali in Mahasamund District, adds Indian Express.

The number of militants operating in Jammu and Kashmir has decreased to 400 from 800-900 in the past few years," General Officer Commanding (GOC, 9 Corps), Lieutenant General A K Choudhary told reporters. Talking about infiltration he said, “Infiltration attempts and number of militants entering J&K has come down," adding, that several measures including three tier fencing have been put in place to check cross-border infiltration. Referring to cease-fire violations by Pakistani troops, he said recently three such violations have been reported along the Indo-Pak border. To a question about troop’s withdrawal in J&K, he said that there is a need to take a holistic view on the issue. The Unified Headquarter — the highest security assessment panel in J&K — will assess and take a decision in this regard, he said, adding further, "When the security environment improves further, there should be less visibility of forces."

"Militancy has come down substantially but at the same time our feedback is not giving us comfort. Attempts for infiltration are still continuing... We cannot take any step that will give an opportunity for militants to succeed there," he told reporters. The Minister was asked if the controversial Act could be repealed, or withdrawn from the Kashmir valley. Stressing on the need for armed forces to be careful, Antony said, "Inimical forces across the border, 24x7 they are trying to send people to Jammu and Kashmir." Observing that the situation in the State was fast improving "because of various reasons", he said the Security Forces cannot relax and have to be vigilant. Antony also acknowledged that separatists in Jammu and Kashmir and North-East are "misusing" social networking sites and said "proper corrective action" will be taken. Responding to queries on "misuse" of social networking sites like Facebook by the separatists, the Minister said, "We know people are misusing these but at the same time we are not going to take any hasty decision." He refused to comment on limiting the access of social networking sites in the States where the services are being misused. "We will see, nothing has been decided now," he said. Antony said "proper corrective action" will be taken after ascertaining the whole issue. Of late, the separatist forces in Jammu and Kashmir and North-East were found actively using social networking sites to spread their propaganda. With their membership increasing with each day, they also initiate online discussions and post their comments on issues like stone-pelting and others.

According to PTI report, Union Home Minister P Chidambaram, on February 18, interacted with collectors of nearly 60 Naxal [Left Wing Extremism]-affected Districts and asked them to contact him if they face any problem in executing development plans. During his one-and-half hour interactions with the collectors through video conferencing, Chidambaram took stock of the implementation of Integrated Action Plan (IAP), specially designed by the Centre for the Communist Party of India-Maoist (CPI-Maoist)-hit districts. Sources said Chidambaram asked the collectors to carry out as much development projects as possible and spend the first instalment of INR 250 million given to each District within current fiscal. The Home Minister told the collectors that spending of the funds should be reflected on the ground and the projects could be anything like construction of roads, bridges, school buildings, community halls or Anganwadi works but the fund should not spill over to the next financial year as the second instalment of the plan would come then. Chidambaram told the collectors to involve themselves in works of the IAP for their speedy and diligent implementation and asked them to contact him directly if they face any kind of problem, sources said.

In November 2010, the Central Government approved the IAP for its implementation in 60 Districts, with the aim of giving a fillip to development schemes in tribal and backward regions, mostly affected by Maoists violence. The IAP has been given as an additional central assistance scheme on 100 per cent grant basis. It is aimed at quick resolution of problems concerning healthcare, drinking water, education and roads. In 2010-11 alone, each of the 60 Districts was given a block grant of INR 250 million, with the total coming to a whopping INR 15 billion. In 2011-12, the grant will go up to INR 300 million each.

"The Army is the tool of the Union Government and its advise is really required to be taken into consideration before amending or abrogating AFSPA. However, my Government and the Central Government are on the same page so far as the removal of the AFSPA is concerned,'' Omar told reporters. "My Government had proposed the withdrawal of the law from certain areas like Srinagar and Budgam in Kashmir and from two Districts in Jammu division in consultation with the security advisors from the Army but Union Government was working on the suggestion. But nobody has veto on the issue whether to remove the law or it to remain,'' he added. Asked why he wasn't moving to revoke the law himself if had the powers to do so, Omar said the Central Government's opinion was necessary as Army works under its command. Vineel Krishna and Junior Engineer Pabitra Majhi. ''We've so far agreed on eight issues based on specific Government measures and decisions,'' said Odisha Home Secretary U N Behera. He assured reporters that the captives were safe. Behera read out a statement on the eight points of agreement. These were: (1) Odisha Government will write to Jharkhand and Chhattisgarh to take action on the extremists demand for release of Maoist central committee (MCC) members Sheela di (jailed in Jharkhand) and Padma (in Chhattisgarh) owing to their ill-health; (2) Scheduled Tribe (ST) status for the Konda Reddy and Nukadora communities categorized as Other Backward Castes (OBCs); (3) stopping the multi-purpose Polavaram project of Andhra Pradesh; (4) 'pattas' (record of rights) to tribals dispossessed of their land in the District of Malkangiri and Koraput; (5) irrigation in Maribada and Maniamkonda villages in Malkangiri; (6) compensation based on High Court (HC) order to Tadangi Gangulu and Ratanu Sirika who died of disease allegedly due to torture; (7) relevant laws for mining operations in Mali and Deomali bauxite mines; (8) minimum displacement of tribals and adequate compensation. There are over 94,800 vacancies to be filled up as on December 31, 2010, by these states. These are indicative of poor presence of government machinery in the affected areas. Such trends would further alienate the people and render the entire exercise of countering Naxalism futile.” Of the 94,800 vacancies, as many as 33,000 alone are from Andhra Pradesh, 18,000 in Jharkhand, 14,000 in Maharashtra, 12,300 in West Bengal, 5,000 in Orissa, 4,500 in Bihar and 3,500 in Chhattisgarh. States have communicated to the Home Ministry that most of these posts would be filled up during the calendar year 2011. However, these States, at a recent meeting addressed by the Prime Minister, were told to expedite the recruitment and training of Police personnel, the official said. Moreover, 10 battalions of specialised force trained and equipped for counter insurgency and jungle warfare operations named Commando Battalion for Resolute Action are being raised as a part of the Central Reserve Police Force during 2008-09 to 2010-11. In 2008-09, two battalions were raised, one each at Jagadlpur (Chhattisgarh) and Koraput (Orissa). The next year, four battalions were raised comprising one each at Hazaribagh (Jharkhand), Jagdalpur (Chhattisgarh), Gaya (Bihar) and Bhandara (Maharashtra).

Minister of State for Home Gurudas Kamat said in Parliament on February 22 that while 10 battalions of CPMF had been withdrawn from Kashmir during 2009, further withdrawals are being considered and examined. Kamat said deployment of CPMF in Kashmir valley is a subject of continuous appraisal and review. The force levels are maintained in order to meet the requirements of the State Government for maintaining law and order. The State Police has also acquired better capabilities and higher numbers of personnel as a result of capacity building efforts.

"Inputs from central security agencies and through various open sources confirm that terrorist infrastructure continues to exist in Pakistan and Pakistan-occupied Kashmir by way of numerous training camps, communication centres and launching pads," Minister of State for Home Gurudas Kamat told Rajya Sabha (Upper House of Parliament) in reply to a question. Kamat, in his written response, said: "The involvement of state actors with these terrorist outfits has come to light on a number of occasions and also in 26/11 terrorist attacks in Mumbai." He said the Government continues to be alert to these threats and has re-calibrated its measures to combat terrorism by way of reviewing threat perceptions and a number of important decisions and measures have been taken. These steps include augmenting the strength of Central Para Military Forces, effective border management through border fencing, flood lighting, deployment of surveillance equipment, legally enabling deployment of Central Industrial Security Force (CISF) in joint venture and private industrial undertakings, establishment of National Security Guard hubs at Chennai, Kolkata, Hyderabad and Mumbai and tighter immigration control. Replying to another question, Kamat said India has consistently emphasised to Pakistan the need to implement its solemn commitments, including those given at the highest level, that it would not permit the territory under its control to be used to support terrorism against India in any manner.

Chidambaram disclosed on February 23, reports Times of India. In reply to a question in the Rajya Sabha (Upper House of Parliament), Chidambaram said 23 of the 25 mercy petitions with the Union Ministry of Home Affairs have been forwarded to the President. Afzal Guru, whose petition stands at number 18 in the list, however, is not one of those forwarded. The case was "under examination". He also said that a new procedure was being followed in forwarding the case to the President. Afzal Guru was found guilty of plotting the December 13, 2001, Parliament House attack, in which nine people were killed, and was sentenced to death in 2002. The Delhi High Court confirmed the death penalty in 2003.

According to Outlook, the Chhattisgarh Government on February 24 told the Supreme Court (SC) that it would not be possible to shift villagers from relief camps within a definite timeframe due to possible reprisals from the Communist Party of India-Maoist (CPI-Maoist) which killed 700 tribals in the past five years. In an affidavit submitted through counsel Atul Jha, the State Government however, said it was taking all steps to gradually shift the villagers back to their villages from the relief camps set up close to Police Stations in the worst Maoist-hit Dantewada and Bijapur Districts. Since 2005, the relief camps in Dantewada and Bijapur have been attacked 34 times. In 2010 alone, these relief camps have been attacked 9 times. In the last five years, more than 700 innocent tribals have been killed by Maoists after being branded as sympathiser of Salwa Judum (an anti-Maoist vigilante group) or as Police informers. "It is submitted that in the prevailing security scenario with the Maoists determined to exterminate all those people opposed to them or unwilling to join their cadre, it would not be possible to force the remaining inmates of these camps to leave immediately," the affidavit said. The State's affidavit comes in the backdrop of the January 18 SC's direction to wind up the relief camps as civil rights groups alleged they are used to shelter armed Salwa Judum members and special Police officers trained by the Government to tackle Maoists.

Hindustan Times report that 300 personnel of the Combat Battalion for Resolute Action (CoBRA), a special anti-Naxal [Left Wing Extremism] force, have been deployed in Balaghat District to combat the growing presence of the Communist Party of India-Maoist (CPI-Maoist) cadres. The deployment is part of a strategy to surround Naxal-hit areas in Maharashtra, Chhattisgarh, Jharkhand, Bihar and Odisha, said an intelligence officer, requesting anonymity. The Centre will decide standard operating procedures for them. In the first phase, these battalions were trained at the army’s insurgency and jungle warfare training centre in Mizoram and the CRPF’s anti-terror training centre at Silchar. Of the 10 COBRA battalions trained in guerrilla warfare, nine have already been deployed in Maoist-hit States. The deployment of three companies of COBRA in Balaghat follows a recent spurt in Maoist activity in the area. “We have fresh intelligence inputs that Naxalites are coercing tribal youths to join the movement,” Inspector General (IG) V Muniraju said. “We have already started sending them in search operation along with the state’s anti-Naxal squads,” Muniraju said. He, however, refused to comment on when and how CoBRA will begin its operation.

"We have passed through a difficult time, particularly the last summer. Since then the situation has improved. But we keep our fingers crossed. Come this summer, I hope we will be vigilant enough to ensure that the unfortunate events that took place in the last summer in parts of Jammu and Kashmir do not take place," the Prime Minister said in Parliament. "Our approach to the problems of Jammu and Kashmir is that we will give no quarter to secessionist elements. We will do everything in our power to strengthen the hands of the State Government to provide a fairer deal to the youth of Jammu and Kashmir, to provide avenues for gainful employment," the PM added. He also said that the report of the Rangarajan committee appointed by him to work out a plan for providing up to one-lakh jobs to Kashmiri youth was "nearly ready" and once its implementation starts the "mindset" of Kashmiri people will change. "I told in categorical terms that financial help to the State is indeed a welcome gesture for which we are thankful to the Centre Government but the political issues require political addressing", he said, adding that giving due weightage to this aspect the Centre Government constituted the institution of Interlocutors to deal with issues of political nature. According to Daily Excelsior, over 51,000 arms licenses have been issued across Jammu and Kashmir during the past two years and maximum of them were obtained by the people of Doda District. Divulging these details in the Legislative Assembly in response to a question, the Minister in-charge Home said that the District Magistrates and Home Department issued a total of 51,622 arms licenses during the past two years. Of these, District Magistrates issued 51616 licenses and Home Department only six. No arms license was issued in Shopian and Kulgam Districts. Doda District with 15876 licenses is followed by Ramban District where 9976 licenses were given to the people during the past two years. The Srinagar District with 6297 arms license is at third place while as Jammu District holds 4th place with 6073 licenses. Among the Districts where over 1000 arms licenses have been issued are Poonch (3153), Kishtwar (5154) and Udhampur (3170). The Minister, however, said that these licenses were issued under Section 13 of Arms Act, 1959 and Rule 4 of Arms Rule 1962 Schedule-II read and as per the instructions issued by Union Ministry of Home Affairs. He further stated that, four sale/ keep arms licenses have been issued since January 2008 till date while 21 such licenses are under process in the Home Department. The Minister said that a total of 48,197 weapons were manufactured during the past two years across the State generating revenue of INR 30, 64,661. The arms licenses are issued for the purpose of acquisition/ possession, acquisition/ possession/ carrying and use for protection/ sport/ target practice/ display, for protection of crops and cattle and carrying on journey in or through any part of India.

DNA reports that in a meeting chaired by the Chief Minister Naveen Patnaik on March 2, it was decided that the State Government would not withdraw Security Forces (SFs) from areas dominated by the Communist Party of India-Maoist (CPI-Maoist), though it announced to halt combing operations since February 20 following abduction of Malkangiri District collector R Vineel Krishna and junior engineer Pabitra Majhi, a senior Home Department official said. "According to commitments made to the mediators, the State Government will not take any coercive step till peace prevailed," Chief Secretary BK Patnaik said earlier. Besides 12 battalions of central para-military forces (seven battalions of Central Reserve Police Force (CRPF) and five battalions of Border Security Force (BSF), adequate number of Odisha Police's elite anti-Naxalite [Left Wing Extremism] force - Special Operation Group (SOG), India Reserve Battalion (IRB), District Voluntary Force (DVF) and Special Police Officers (SPOs) were also deployed for anti-Maoist operations. Now with the State Government deciding not to execute Operation Green Hunt, these Forces would keep a watch on the movement of Maoists and their activities, the official said. The Government would take all possible steps to facilitate the return of the militants, Abdullah said, adding that the process had been taken up expeditiously and involved thorough verification. The applications would have to go through a multi-stage verification exercise involving the local Police and the Criminal Investigation Department (CID). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. Exuding hope that the separatists too would soon be part of dialogue process to find a solution to Kashmir dispute, he, however, clarified that even the separatists, who have refused to be part of the dialogue so far, could not veto the political roadmap. He stated that, “I don’t think anybody should have a veto. We welcome the cooperation and involvement of all sections of public opinion including those who are not part of the mainstream politics. But I don’t think we should give any group a veto on the outcome of the dialogue.” Regarding the spate of arbitrary arrests in the Valley, he stated, “As far as arbitrary arrests are concerned, I’ve no hesitation in saying that such arbitrary arrests should not take place”, adding, “If they were taking place in the Valley, were not consistent with the norms of civilised Governments.” The Prime Minister, however, mentioned, “I urge the Government of Pakistan to leave no stone unturned to bring the culprits [26/11] to book. The Chief Minister (CM) Omar Abdullah on March 6 said that the Jammu and Kashmir Government had received over 600 applications for a rehabilitation policy from relatives and parents of Kashmiri militants in Pakistan occupied Kashmir (PoK) who wants to return, reports Times of India. “They are being verified," CM Omar Abdullah added. "I hope the day is not far when we will approve these 600 applications for the return and rehabilitation of youth gone across," Omar said, adding that those, who had gone across for arms training to PoK will return without guns but along with wives and children to live a life of honour and dignity. The applications have been filed with Police chiefs of various Districts of Jammu and Kashmir during the past 2 months. The State Government has formally announced the rehabilitation policy on November 23, 2010. The policy has been launched to facilitate the return of ex-militants who belong to Jammu and Kashmir and had crossed over to PoK for arms and explosive training but had later given up and are willing to return to the State. The policy states that those who have gone to PoK or Pakistan between January 1 1989 and December 31 2009 and their dependents will be eligible for consideration under the policy. The applications would be scrutinised by District Superintendents of Police (SPs) and then forwarded to Crime Investigation Department (CID), which will prepare a dossier and give it to the Home Department which will take a final call on whether the person can be permitted to return, the policy states. The militants would be allowed to enter only through Wagah Border in Punjab and Salamabad and Chakan-Da-Bagh Line of Control (LoC) points in Jammu and Kashmir.

He told us about the boys who underwent training of bomb making, using of weapons and marshal arts. The names of boys are with us," Rakesh Maria claimed. Praveen Venkatesh Mutalik alias Praveen Mutalik, a member of radical Hindu outfit Abhinav Bharat, was arrested from Gokak town in Belgaum District of Karnataka on January 31, 2011 by the ATS. In written reply to a question, Defence Minister AK Antony said "the extent of shortage of officers is around 12,349 in the Army, 1,818 in the Navy and 837 in the Air Force. The shortage of pilots in the Air Force is about 426." "There is no significant problem of shortage of personnel below officer rank (PBORs) in the Armed Forces," he added. "All officers, including those in the Short Service Commission (SSC), are now eligible to hold substantive rank of Captain, Major and Lieutenant Colonel after two, six and 13 years of reckonable service respectively. The tenure of SSC officers has been increased from 10 to 14 years," he said.

Times of India reports on March 8, that over 2,600 civilians and Security Force (SF) personnel were killed between 2008 and 2010 in several incidents of Left Wing Extremist (LWE) violence across the country, says Minister of State (Home Affairs) Gurudas Kamat. According to the information given by Kamat in Lok Sabha, out of the total of 2,632 casualties, including 1,799 civilians and 833 SF personnel, a highest of 1,003 was in 2010, followed by 908 in 2009 and 721 in 2008. Incidentally, there has been an increase in the number of incidents of economic targets by Communist Party of India-Maoist (CPI-Maoist). Out of the 909 such attempts, a highest of 325 were on forest road, culvert; 158 on telephone exchanges; 135 on school buildings; 127 on railways properties; 61 on panchayat (village level local self-Government institution) bhawans; 33 to disturb electric supply by targeting poles and 18 on mining related projects among others in the last three years. About 6,061 incidents of violence by LWE were reported during the period, the Minister said.

As many 13 new road and one bridge project would be constructed in the tribal dominated areas, according to an official spokesperson. He said that for the development of road connectivity in the CPI-Maoist-affected Districts of the State, project proposals were submitted with Centre for Improvement of 490 kilometres of State roads and sanction of Government of India has been received for 205 kilometres of roads. He said that by 2011 January, 362 road projects have been approved under Rural Infrastructure Development Fund (RIDF) under National Bank for Agriculture and Rural Development (NABARD) assistance. To protect its choppers from the Maoists attacks, the IAF chief said Garud Commandos have been deployed on these helicopters to retaliate whenever such a situation arises. "Four IAF choppers are operating in Raipur, Dantewada, and Jagdalpur areas. We also used to operate UAVs in these areas to track the LWE but they have been withdrawn," IAF chief P V Naik told reporters in New Delhi. The IAF chief said the choppers "carry a Garud Special Force member on board who mans the gun, which is not the integrated part of the helicopter." On the withdrawal of UAVs from anti-Naxal operations, Naik said, "beyond a certain season, it loses its surprise element... And these UAVs were not meant for what they were being used for." He said the IAF withdrew the UAVs after it found that it was not able to meet the requirements. The Director General of Police of Tamil Nadu, Letika Saran on March 10 dismissed Sri Lankan Prime Minister D. M. Jayaratne's allegation that the Liberation Tigers of Tamil Eelam (LTTE) had three secret training camps in the State close to its border with Kerala as baseless, reported The Hindu. “There are no LTTE camps in Tamil Nadu. The press reports appearing in this regard are baseless and devoid of any reality,” Ms. Saran said in a press release. Referring to Mr. Jayaratne's remarks in the Sri Lankan Parliament that the LTTE was behind the attack on the Mahabodhi temple in Chennai, Ms. Saran said the LTTE had no role in it. “The Mahabodhi temple in Chennai was attacked by the sympathisers of Sri Lankan Tamils, and the real accused have been arrested. The LTTE has no role in this affair and their very presence in Tamil Nadu is denied,” She added. Meanwhile, the Union Government also “categorically denied” allegations of hosting LTTE training camps in Tamil Nadu.

Daily Excelsior reports that, the Centre’s Interlocutors on Jammu and Kashmir on March 11 said they would hold interactive sessions with women of the State seeking their opinion on the Kashmir issue as their voice was not heard enough during earlier meetings. The three-member team arrived in Srinagar to take part in a two-day interactive session with the women in order to take their voice on board before finalising their report on Kashmir issue. The unscheduled interaction with the women has delayed the finalisation of the report of the Interlocutors on political resolution of Jammu and Kashmir. The Interlocutors had last month said the report will be submitted to Union Home Ministry within 15 days.

Director General of Police (DGP) Kuldeep Khoda said on March 11 that the Union Government and the Jammu and Kashmir Government have chalked out a joint strategy to keep the upcoming summer ‘good’ in the Kashmir Valley and ensure normal activities according to Daily Excelsior. Police had been procuring laser guns, grenades, tear smoke shells and bullets from the Border Security Force (BSF) Academy at Tikanpur (Haryana) and Defence and Research and Development Organisation (DRDO). The Union Home Ministry has agreed to provide an assistance of over INR 28 Million to the Police Department for procurement of non-lethal weapons to curb the protests in the Kashmir Valley, if they erupt once again in the Valley this summer.
